Background• Markets Committee referred review and development of a
recommendation that would permit the use of a qualifying RTDR activation as a Seasonal DR Audit, while at the same maintaining the intent of the simultaneous RTDR and RTEG audit requirement.

Issues Considered
• How to avoid double-counting performance in the event• RTDR interrupted demand during event may be all or partially carried on RTEG when
operated
• When simultaneous audit of RTEG and any co-located RTDR performed• Customers could deliberately do not curtail load for their RTDR Asset in order to inflate
the performance of their RTEG Asset• If qualifying dispatch occurred in July, August or December, the simultaneous audit
values would never be used in Demand Reduction calculations or the average seasonal reduction used in the shoulder months
• Facilities can carry all or a large portion of their load on their emergency generators– Waste treatment facilities– Pumping stations– Hospitals

Recommendation to DRWG
• Simultaneous resource audits remain a requirement except when a qualifying RTDR dispatch occurs in the seasonal DR Audit Period
• In the case of a qualifying RTDR dispatch:• Participant may select the qualifying dispatch as an audit for the RTDR resource
• If qualified dispatch occurred prior to Seasonal DR Audit• RTEG resource audit would be performed separately
• RTEG performance would be capped by non-interrupted demand from qualifying dispatch used as the RTDR audit
• If qualified dispatch occurred after Seasonal DR Audit• RTDR performance could be used as a new audit value
• Or perform additional RTDR simultaneous resource audit with RTEG resources (as it works today) , if qualified dispatch occurred prior to Seasonal Audit• A new audit record will be established for the RTDR and the RTEG assets

Next Steps
• ISO will schedule this material into the MC agenda when time is available
• ISO will develop the tariff changes
• Effective date would be June 1, 2015
