Letter from the President of the Missouri Chapter APWA

I had the opportunity to attend the APWA Leadership Training in Kansas City on February 27th and 28th with
Mike Busch and Anne Lamitola. This was an outstanding event that allowed us to network with other chapter
leaders and gain insight on ways to grow our influence as a chapter amongst the public works field in the
state. Of the many different things I took from the training, the most interesting one is that Strategic Planning
should be the main discussion topic of all board meetings. As I mentioned in January, we will be updating our
Strategic Plan this year. With this new insight, I am planning to hold a strategic planning session this summer
and invite all members of the chapter to participate, not just the board members. By opening up this process I
think we can gain more ideas to better shape how we want our chapter to look in the future.
Another big topic discussed at the training was the “Young Professionals.” This seems to be a hot topic in
many groups that I’m a part of, not just APWA. As the baby boomer generation leaves the workforce due to
retirement, many organizations are having to replace the vast knowledge lost. Recognizing that the YP group
is as important to APWA as the older members is key to keeping our chapter moving forward. Working with
the YP committee recently formed in our chapter we will be reaching out to the future leaders to include them
early on in their membership.
As mentioned in a recent email blast and also contained in this newsletter, there are several National APWA
committees and councils that our members serve on. This too is a great way to learn more from other chapters
and also from National to help our chapter plus allow members of our chapter to communicate our needs and
issues to other chapters and National. So please consider serving on one of these committees. The time com-
mitment is relatively small but benefits could be large. The deadline for submitting nominations is March 13th.
2015 Missouri Chapter Spring Conference—Capitol Plaza Hotel & Convention Center, Jefferson City, MO.
I have been working with Aaron Terry as conference co-chair for the Spring Conference to be held in Jefferson
City April 29th – May 1st. Hotel reservation information is now available and conference registration will be
coming soon. Things are shaping up for this to be an excellent conference with some interesting presentation
topics and fun events planned. Jefferson City offers a unique opportunity to our chapter due to it being the
state capital. At the 2012 Jefferson City spring conference, State Senator Mike Kehoe spoke about transporta-
tion issues facing the state and we are lucky to have confirmed his participation again this year. Senator
Kehoe is a past Highway and Transportation Commission Chairman and big supporter of transportation and
public works in the state. With the recent failure of Amendment 7 and some serious transportation funding
issues facing MoDOT, Senator Kehoe will be able to discuss in detail how the legislature is approaching this
issue and offer his ideas on how to solve the problem.
You won’t want to miss this so please make plans to attend the this conference.

the national-chapter membership. All APWA chapters and branches are part of the national association, therefore it is
not possible to membership at the branch level only.
The St. Louis Branch delivers valuable, timely and relevant APWA educational, networking, and public service ac-

April 2015 will once again be National Safe Digging Month, the time of year when all

Vice President Madelon called the meeting to order and led the group in the Pledge of Allegiance. Rich Wilson said
the Invocation.

IRWA Announcements – Mike Collier with IRWA thanked APWA for holding joint meeting with IRWA.
Scholarships
There are three scholarships available from the Missouri Chapter and the St. Louis Branch. All of the information on
the scholarships is available on the chapter website. The Ken Yost Scholarship is from the Branch in the amount of
$2,000. The APWA Missouri Chapter Technology Scholarship in the amount of $2,500 and the APWA Missouri
Chapter Continuing Education Scholarship in the amount of $2,500. The deadline for submitting applications is
March 2, 2015. Lee Cannon announced two applications have been submitted at this time.
Branch Awards
For 2015 we will select Branch Awards to recognize some of the great work our fellow Branch members are doing
each year. The awards are:
Project of the Year (Both large and small, over/under $250,000)
Technical Innovation & Management Innovation
Service Appreciation or Special Recognition
We are currently accepting nominations; deadline for submitting nominations is April 15, 2015. Tod Fagan announced
the committee has received one nomination at this time.
Chapter Awards
The Missouri Chapter is accepting applications for the end of the year awards. There is the D Squared Award, Public
Works Leader of the Year award and Professional Engineer of the Year award. Awards will be presented at the Fall
Conference. The deadline for submitting nominations is September 27, 2015.
Vince Tallo Awards
The St. Louis Branch will recognize Public Works Week at our May 28, 2015 meeting, which will be held at Shaw
Park in Clayton. At that lunch, we will present the Vince Tallo Awards to individuals with over 30 years of service to
one organization. Vijay Bhasin will once again oversee the Vince Tallo awards. Nominations are due to March 16th.
Public Works Week
Public Works Week is May 17-23, 2015: This year's theme "Community Begins Here" speaks to the essential nature of
Public Works services in support of everyday quality of life.
To encourage members in promoting National Public Works Week, the Chapter will provide members a variety of
items for use in hosting Public Works Week promotional events and activities. The funding limit per agency is $100.

of March

2015 APWA Spring Conference
The conference will be held April 29 – May 1, 2015 at the Capital Plaza Hotel in Jefferson City. Go to the chapter
website for further information on the conference.
2015 National Congress
The Best Show in Public Works will be held in Phoenix Arizona, August 30 – Sept. 2, 2015. More information is
available on the website.
MoDOT TEAM Conference
TEAM is in St. Louis again this year, at Union Station. Dates are March 11-13, registration is currently open.
Golf Tournament
The 7th Annual Ken Yost Golf Tournament is scheduled for Monday, May 18, 2015 at Paradise Valley. 11:00 am
Lunch, 12:00 noon shotgun start. The golf tournament serves as the primary fundraiser for the Ken Yost scholarship.
Ben Niesen and Wes Theissen are co-chairing this event. There are sponsorship opportunities available. Please con-
tact Ben if you have any questions. Bryson Baker announced the online registration would be available soon and eve-
ryone should mark the date on their calendar. Volunteers are needed.
Membership
Membership renewal can be done online or by mail. The membership committee is focusing on maintaining the mem-
bership database, and an outreach program to recruit new members. The committee is being led by Wade Montgom-
ery.
Education
The Street Superintendent Roundtable is scheduled for April 24, 2015. The Public Works Director Roundtable has yet
to be scheduled but will take place later this year. The committee is being led by Chris Linneman.
Activities
The Activities Committee is currently planning events for 2015. The committee is being led by Tony Russo.
Community Outreach
The Committee is planning a volunteer event in coordination with Public Works Week in May, details to follow. The
committee is being led by Jason Dohrmann.

Mr. Derek Leffert, Damage Prevention Manager, with Missouri One Call System.
Mr. Leffert presented on the topic “Changes to the Underground Facility Safety and Damage Prevention Act.
After the presentation Len Madelon presented a Certificate of Appreciation to Derek Leffert.
Next meeting March 26, 2015, at Orlando’s. The guest speaker will be Susan O’Leary with Rising Above.

MINIMUM REQUIREMENTS Must be a U.S. Citizen or lawfully authorized alien worker.

DESIRED QUALIFICATONS
Knowledge of surveying, mapping, Access database and material testing practices.
Second or third year engineering student.
Previous experience in GIS applications.

ENGINEERING INTERN– CITY OF CLAYTON, MISSOURI
The City of Clayton is accepting applications for the position of Engineering Intern in the Public Works Depart-
ment. The City intends to hire two engineering interns for the summer, who will gain real-world experience comparable
to someone two years post-graduation. Duties may include construction and permit inspections for roadway, sidewalk,
and streetscape projects; field surveys of City sidewalks and other infrastructure to determine necessary repairs; tracking
and documentation of construction project quantities; development of a facilities maintenance master plan and BIM im-
plementation; and other duties as assigned. Salary range: $11.00 - $13.00 per hour. Knowledge of Microsoft Outlook,
Excel, and Word is required. A valid Driver’s License is required. Preferred qualifications include civil engineering
students who have completed their sophomore year in college; prior in-field construction, material testing, or inspection

Vince Tallo Service Award Program

The Vincent Tallo Service Award is presented by the Missouri Chapter APWA to employees of member organizations,
municipalities, or firms who have completed thirty or more years of service to the public with a single organization, mu-
nicipality or firm.
The Tallo Service Awards are named after Vince Tallo who was a long time employee
of Laclede Gas Company, and long time active member of theAPWA and strong sup-
porter of public works. Vince worked at Laclede Gas from 1958 to 2001. In the 43
years he worked at Laclede, he held a number of positions through out his career in-
cluding the position of Manager of Right of Way. In this position, Vince was the com-
pany’s liaison with the 90 municipalities, City, County and State Officials and High-
way Departments in the St. Louis Metropolitan area. He was the ultimate professional
in his approach on everything he did and worked tirelessly in promoting fellowship
with everybody he met.
Vince was an active member in the APWA for over 17 years. He first became a mem-
ber in 1985 and became the St. Louis Branch Chairman in 1990, was the Missouri Chapter President in 1998 and re-
mained active in the APWA up to his retirement. Vince passed away shortly after his retirement from Laclede in 2002.
Eligibility Requirements:
Nominees must be employees of an APWA member organization, municipality, or firm.
Nominee must have served for a minimum of 30 years with the same organization, municipalitly, or firm.
The organization, municipality or firm must be a member of the Missouri Chapter at the time the nomination is made,
but does not have to have been a member for the entire 30 year award period.
Selection Criteria:
30 years service with a single member organization, municipality, or firm.
Nomination Process:
Organization, municipality, or firm must send letter nominating eligible employees stating employees name, current po-
sition, and term of service to the Chairman or to a member of the Chapter Awards Committee.
Deadline and Award Presentation:
Letters of nomination must be submitted no later than March 17, 2015.
Individuals in the metropolitan St. Louis area will be recognized at the St. Louis Branch Public Works Week luncheon
on May 28, 2015. Others will be recognized at the Spring or Fall Conference, or at an appropriate local event.
