WIB can operate as theincubator or these initiatives and can workwith local educators to provide resources oridentied skill building and training methods,
but without industry leaders ready to workwith the program these eorts could proveutile. The Napa Chamber o Commerce haspartnered with WIB to bolster these eorts inthe orm o their new Economic Vitality andSustainability Committee, which is compilingparallel industry clusters ready to take theWIB sector blueprints to hand. The goal isto provide career track training or existingemployees and then back-ll entry levelpositions rom matching training programs inplace at WIB.
An example o this system at work is theHome Energy Rater training that WIB has
unded at Napa Valley College. In an eortto bolster preparedness or an expected waveo green collar job skills WIB has providedequipment and unding or a specializedprogram which trains techniques or structuralenergy audit skills. New governmentalmandates or energy conservation andsustainability goals will require bothresidential and commercial buildings to meetcertain conservation guidelines, requiringtrained auditors to compile test results. As anexample o industry leaders stepping up topartner with the WIB program, Sustainable
Napa County has taken on a new role inpartnership with PGE. SNC has been awardeda two year contract rom PGE to roll outthe Napa County Energy Watch Program.This contract has clearly measurable goalso reducing kilowatt use within the two yeartime rame, and SNC is going to need auditorsready to go to measure benchmarks andachieved results.
The central mandate o the WorkorceInvestment Board is to administer the
distribution o ederal Workorce InvestmentAct unds that are allocated through the Stateo Caliornia to Napa County. These ederalunds help to support the One-Stop Businessand Career Center (WorkorceNapa) and otherlocal programs and services that benet adultand youth job seekers, dislocated workers andbusinesses. Under Wilsons leadership theNapa WIB is taking on not simply reactiveservices or the un- and under employed,but also a more strategic outreach to localindustries in order to meet new economyskills across multiple industries. Wilson seesve key areas that encompass Napa WIBs

Beginning this month we will be bringingour Candidate Endorsement Committee backinto action. The Chamber completed the FiveYear Vision and began endorsing candidates
in 2002. We are the voice o Napa business,advocating the business communitysconcerns and stressing changes in laws andpolicies that aect our members businesses.Our elected ocials respect our concernsand listen to our needs. Our successes overthe past eight years demonstrate how wehave strengthened our relationships with ourelected ocials. We can continue to builda City Council, County Board and statelegislative delegation that will take the time tocall us beore making a policy decision, and

act as consensus builders when we need aneective and intelligent voice within the wallso government.
Our Candidate Endorsement Committee(CEC) is made up of 9 people. Four must beboard members, three must be members oLegislative Action Committee and two are atlarge members. Each member is appointed tovolunteer service by the Board o Directors.The Chamber President/CEO may participatein discussion by has no voting right. The Infrastructure and TransportationTask Force Committee (ITT) is a sub-committee o the Napa Chamber o
Commerces Legislative Action Committee.Its mission is to educate business memberso the inrastructure and trac issues orimprovement and integration in communitylie. It is possibly the only group that bringstogether transportation experts on a regularbasis to meet with business leaders, andis chaired by one o the Chambers pastChairman, Ed Shenk.

For example, in our February 2010meeting, Barry Martin and Mark Tomko gavean update on the Napa Railroad RelocationProject affecting trafc on First, Third andSoscol streets. A ew months ago the originalclosures were scheduled
to occur simultaneouslyand cause extremehardship to commutersand businesses. Becauseo recommendationsmade by this committee,the Chamber urged theCity and developers toconsider them. The result was the closures willbe much shorter and allow or trac to fowmore easily through the closures. Je Doran, a past chairman o the NapaChamber, gave an update on the 17 studiescompleted by the City in past years to returnFirst, Second and Third streets back into two-way streets. The studies have shown how thisaction can bring more trac into downtown,which will increase business. The estimatedcost to make this change is around $5 million.When compared to more than $500 millionspent to revitalize downtown in the last ewyears it seems a small price to capture much o
the business that is passing by Napa City. Thcommittee recommended the Chamber takea position to urge the City to take immediateaction on this issue and make the changesthe studies show will help our downtownbusinesses.
Another notable item on the agenda wasdrat letter to the Napa County Transportatioand Planning Agency (NCTPA) in support othe Vine Trail. The committee recommended
the Chamber send th
letter, which supportthe Napa Valley VinTrails Case Statemeto build a network ointerconnected non-motorized trails to spthe Napa Valley. Weeel this is an import
part o making Napa more accessible to locaresidents via alternative transportation and amore desirable destination or visitors as wel

Twoyears later the Napa magazine ollowed.Starting rom the ground up, these hardworking ladies covered everything romeditorials and sales to graphics andbookkeeping, not to mention keepingtheir windows clean. They understand thecommitment it takes to be an entrepreneurin a startup business and this is probablywhat is at the heart o their success.Their magazines, now totaling threewith the addition o the Solano CountyMarketplace this year, oer readers andadvertisers a central clearing ground oinormation at a reasonable cost.
The magazine is supported byadvertising ees and mailed gratis tohouseholds across the tri-county area.Anderson says o their distribution anddemographics; Here in Napa County,we direct mail to over 41,000 homes andbusinesses each and every month coveringAmerican Canyon through St. Helena. Its

Anderson moved to Napa twentyyears ago seeking a great community inwhich to raise her amily. I believe itwas a great decision. My kids are well,grown, thriving and living here in Napa.My daughter, Kelly Hurst, works at theMarketplace also, she says. She is sel-taught, having taken myriad CommunityCollege classes to bolster her naturalbusiness instincts. The springboard thatgot her into journalism was an assignmentrom KVON-KVYN to do the very rstBest o Napa Valley report and shesbeen going steadily ever since.
Stevens and Anderson keep theiradvertising costs aordable by running atight ship o ve ull time employees andour part time people. With the availabilityo the web placing an ad has become apainless online task and the magazineitsel is now ully downloadable.
