Responsibilities will also include managing human and financial resources, preparing program reports and ensuring safely and security of the staff. S/he will work under the supervision of the Director Program Operations and in close coordination and collaboration with Ministry of Health authorities and staff at national, state and county levels. S/he will also be a technically advisor to the Save the Children country office and Ministry of Health and contribute to strengthen their capacity in Community Case Management of pneumonia, malaria and diarrhoea. Even in the capital Juba there are no functioning public utilities, few tarmac roads and limited health services. Aid agencies rely on generators, water trucking and satellite internet to meet their basic needs. The agencies still provide some 75% of the basic services of the South Sudanese population. Parts of the country are still racked by insecurity tribal militias, rebel militia groups and direct conflict with the North of Sudan all take their regular toll on the civilian population.

KEY AREAS OF ACCOUNTABILITY:

Leadership of the CCM Program

Provide overall leadership, direction and coordination of the SC CCM health program.

Conduct supportive supervisory visits to the field sites to provide technical support to the CCM program staff.

Establish supervisory system for CCM workers and ensure its effective implementation

Provide support for review of training materials, job aids and supervisory tools

Ensure timely procurement and distribution of drugs and other supplies

Represent Save the Children health program at meetings with other NGOs, UN Organizations, Ministry of Health officials & local community leaders.

Coordinate with local and international partners and build and maintain good working relationships with the Ministry of Health and other stakeholders

Develop partnership with other organizations implementing health programs in South Sudan.

Liaise with Regional and Headquarters CCM Advisors and global CCM Team to share and learn.

Participate in national, regional, and international fora to present experience.

Program Development & Management

Develop and maintain detailed implementation plan and annual and quarterly work plans in collaboration with CCM staff

Ensure the timely and efficient implementation of the CCM health program as described in the Detailed Implementation Plan (DIP).

Prepare annual and quarterly work plans and ensure that program activities are implemented as planned.

Document best practices, lessons learnt and any variations in the implementation plan that can be used to adjust the current or develop new programs.

Initiate the development of new health project.

Plan and support timely baseline and end line surveys, and monitor data quality

Identify operations research questions, participate in protocol development and support and supervise research activities.

Human Resource Management

Supervise and evaluate health program staff in conjunction with field based Managers.

Establish a supervisory system for the program staff and ensure that it is effectively implemented.

Support the health program staff to recruit, mentor and manage community-based health program staff.

Ensure that health program staffs prepare individual annual work plans, and periodically review them for progress.

In coordination with the Director Program Operations and HR, make recommendations for recruitment and discipline of staff.

Finance & Grant Management:

Monitor monthly expenditure and track health program budgets to ensure that spending on the program is in line with the approved budgets.

Submission of Donor finance reports.

Authorization of payments charged to the health program budgets.

Supervise the health program staff in development of procurement and spending plans.

Quantify the health program supply needs, place orders, receive supplies and ensure timely delivery to the field sites.

Monitor the use of health program supplies.

Reporting:

Prepare quarterly and annual donor reports.

Prepare monthly and quarterly program reports;

Prepare field trip reports.

Prepare briefing notes on the health program for the Director Program Operations.

Safety & Security

Ensure safety of the health program staff at the different field implementation sites by monitoring the security situations at these sites and enforcing advisories from the Director Security in collaboration with the respective Field Managers.

QUALIFICATIONS AND EXPERIENCE

Masters degree in Public Health or related training

Medical Doctor desirable

At least 3 years experience working in a community-based health program.

Minimum of two years experience working in a senior management position in an International Non-Governmental Organization.

Capacity to implement a community-based health program.

Experience with the Integrated Management of Childhood Illness (IMCI)

Experience working with communities of diverse cultural practices and low literacy levels.

Computer literacy with advanced word processing, spreadsheet and presentation skills.

Excellent organizational, communication and writing skills.

Leadership skills, including the ability to supervise and motivate staff.

Experience of proactively identifying and addressing issues.

Experience of establishing strong and constructive working relationships with colleagues from different functions and organizations.

Experience in monitoring and evaluation of community-based health programs.

Ability to frequently travel to the field sites and work in hardship, insecure remote and non-accompanied locations.
