Chris Albert (Emerging Programs & Support Directorate) received the Emerging Programs & Support Directorate’s Quarterly Award for his tireless efforts to prepare SCIF spaces, furniture, and equipment for the new 711th Human Performance Wing’s (HPW) Cyberspace Integrated Performance and Human Effectiveness Research Laboratory. On 18 July, Director Robin De La Vega presented Albert with the award during the Directorate’s All Hands Meeting for his outstanding support in cementing the relationship between Riverside Research and the 711th HPW.

Professional Recognition

On 18 June, Dave Persing (Intelligence & Defense Solutions Directorate) was recognized with a letter of appreciation from Letitia Long, Director, National Geospatial-Intelligence Agency (NGA) for his overhead persistent infrared (OPIR) presentation. Received by the National System for Geospatial-Intelligence (NSG) Senior Management Council, including Chairwoman Long, intelligence community representatives, combatant commands, and allied partners, Persing’s presentation reflected US Marine Corps efforts in the persistent GEOINT field. Persing received the letter at the 2014 Geospatial-Intelligence Division All Hands Meeting.

Dominic Baca and Dan Jamison (Intelligence & Defense Solutions Directorate) were awarded National Intelligence Meritorious Unit Citation (NIMUC) Award certificates for their efforts as functional management subject matter experts supporting the National Geospatial-Intelligence Program (NGP), Advanced Geospatial-Intelligence Analysis, and Analysis and Production Restructuring tiger team. The 40-member team received recognition for their efforts, which spanned January 2012 to September 2013, at an award ceremony held 28 May and officiated by the Director of National Intelligence.

Personal Achievements

World Renowned Skeet Shooter Todd Bender Visits DaytonExecutive Vice President T.I. Weintraub welcomed 23-time world skeet shooting champion Todd Bender to his home in Dayton, OH 17-18 June. Bender is currently ranked the #1 skeet shooter in the world and has been named the first Master Instructor for the National Skeet Shooting Association.

During his time in Dayton, Bender conducted two one-day skeet shooting clinics at the Wright-Patterson Air Force Base Rod & Gun Club. In addition to his many accolades in the sport, Bender has also accumulated over 30 years of shooting instruction experience. He used his world renowned knowledge and skills to improve the shooting of clinic attendees, which included employees Clint Asbury (Contracts), Rodger Menozzi (Engineering & Support Solutions Directorate), and Jim Whitten (Director, Security & Facilities).

Other employees who regularly partake in shooting activities include Mike Berger (Manager, IT), Tom Hoskins (MAD Lab), Tim Lemons (Business Development), and WPAFB Rod & Gun Club President Les Riehl (Intelligence & Defense Solutions Directorate). Employees interested in skeet or trap shooting are encouraged to speak with T.I., who also serves as the Director of Skeet Shooting Programs at WPAFB Rod & Gun Club, to learn about future outings.

Bender’s teachings supported his impressive reputation as demonstrated by the improvements made by all clinic attendees. He evaluated the participants’ skills, adapted techniques and training to suit individual needs, and focused on fundamentals. Through Bender’s instruction, participants learned to better “see” the targets and were shooting with two eyes by the end of the day. Two-eyed shooting, as opposed to shooting with one eye closed, is proven to increase hand-eye coordination, improve accuracy through better speed and distance judgment, and allows for better spatial orientation.

*These clinics were not sponsored by Riverside Research. Each attendant paid a fee in order to participate and employees took paid time off in order to take advantage of this rare opportunity to learn from the world’s best.

Julie Mannheim Meets Subway Spokesman Jared Fogle

Julie Mannheim (Security) ran the Subway Dragons 5K at Fifth Third Field in Dayton, OH on 13 July. Subway spokesman Jared Fogle was present to congratulate participants and Julie was lucky enough to snap a photo with him. Julie and Jared share significant weight loss journeys; both have lost over 100 pounds. The Subway Dragons 5K was the fourth race Julie participated in this year. Way to go, Julie!

AthleticsCRO Takes on the Ridiculous Obstacle Challenge

The Chantilly Research Office’s (CRO) Tracey Brinckman (Business Development), Rob Joseph (MAD Lab), Chirag Patel (MAD Lab), and Terri Williams (MAD Lab) ran the Ridiculous Obstacle Challenge (ROC) on 14 June at the Robert F. Kennedy Memorial Stadium in Washington, DC. The 5K race consisted of ten obstacles, similar to those seen on ABC’s popular television show, Wipeout. Race proceeds benefitted the Challenged Athletes Foundation, which provides opportunities and support to people with physical disabilities so they can pursue active lifestyles through physical fitness and competitive athletics.

The CRO participants had a blast as they were challenged to dodge inflatable wrecking balls and speed down a steep, foamy waterslide. All four participants enjoyed themselves so much that they plan to take on the ROC again next year.

Emergency Room Alternatives CorrectionIn last month’s HR Corner, we discussed emergency room alternatives that can save time and money, including the 24/7 Nurse Line and Urgent Care centers. We previously stated that the 24/7 Nurse Line can be accessed via the telephone number on the back of your ID card. However, the number is not listed there. You can reach the 24/7 Nurse Line by calling 877-825-5276.

The 24/7 Nurse Line allows you to speak with a registered nurse at any hour of the day or night. Services include:

• Deciding where to go for care. This can be very helpful late at night, on weekends, or if you can’t get a hold of your doctor and you’re not sure if you should go to the emergency room.

Security CornerBRO, NYO, and WBO Recieve Commendable Security Ratings

The Defense Security Service (DSS) completed its 2014 assessment of three of our facilities this quarter. The assessment encompasses a rigorous review of all aspects of each facility’s compliance with the National Industrial Security Program Operating Manual (NISPOM) and enables our company to maintain its facility clearance at those locations. DSS was happy to award each of the facilities with a Commendable rating. The rating is reserved for companies that fully implement an effective security program with strong management support and absence of any serious security issues.

“These ratings place each of these facilities in the top 25% of all cleared defense contractors,” said Jim Whitten, Director of Security and Facilities. “It’s also notable that the Washington Business Office (WBO) and Boston Research Office (BRO) ratings are a first for those locations and signify exceptional improvement. The New York Research Office (NYO) was awarded its first consecutive Commendable rating.”

Travel Policy Update

A small number of significant changes have been made to the company travel policy. Our policy remains in alignment with the Joint Federal Travel Regulations ( JFTR) and the recently-made changes in processes are detailed below.

1) This policy now covers the electronic pre-authorization and post-travel expense reporting requirements associatedwith the automated travel processing system, Unanet.

2) This policy now includes a number of references to the new corporate travel agent, Omega World Travel, whichwent live in June and is now required to be used by all employees to book business travel.

3) There is a new section on hosting multi-attendee business meals.

4) There is new guidance on receipt requirements with electronic submission and original receipt retention.

5) There is a new email contact for travel-related questions, [email protected].

The largest change is the addition of the corporate travel agent, Omega World Travel. Riverside Research decided to move to a corporate agent last year and embarked on a formal procurement process to find the best available resource. Omega World Travel was selected primarily due to their proven customer service track record and their deep familiarity with the US Government Defense Industry.

Omega was brought on with the goal of providing consistent, high quality 24/7 support to our travelers while supplying documentation critical to meeting our procurement requirements and lowering the overall cost of travel to our customers.

The corporate travel agent rolled out 1 June 2014 and using the Omega booking tool or one of their agents is mandatory now for all business travel.

• With support from the company’s spend during our pilot programs prior to 1 June, Omega was able to bring Hertzto the table to provide consistent lower pricing across our employee base.

• Omega is providing us with useful information about how we travel, so that we can find ways to reduce spendingwithout impacting the quality of our travelers’ experiences.

Some of the savings won’t occur overnight as we need to document our spending levels to use as leverage with vendors. In the meantime, Omega will continue to work hard to get competitive rates. If you see a situation where you don’t think you are getting the best rate, let them know. They can help us refocus negotiations on those areas.

Again, this is a suggestion. We rely on you to use your best judgment.

Travel Expense Reports (Electronic Travel Vouchers)Lodging—The lodging wizard pops up when the Lodging expense type is selected. The wizard is driven by the business location where the meeting is held or the work is done, not the location of the hotel. The wizard allows the traveler to insert the number of nights stayed, base room rate, and the tax on the room. It calculates any unallowable amounts for the room. The unallowable amount is the amount above the GSA rate charged for the room. The application also calculates a proportion of the tax to be declared unallowable. Items such as resort fees and taxes, parking and taxes, should not be included in Lodging. These items should be separated and listed under the Expense Type of “Other.” For multiple days, these expenses can be grouped together on one line of the Travel Expense Report rather than broken out separately day by day. Please use the associated comment box to fully describe the expense(s) included.

Ticket Credits—When a trip is canceled after the airline ticket has been purchased, the airline must be notified that the ticket will not be used for the flight originally intended. Most airlines will issue a ticket credit for non-refundable flights, which typically expires within 12 months of the issue date.

• If the airline imposes a cancellation fee, this fee should be included on the Travel Expense Report on a line with the Expense Type of “Other.” Please clearly identify if the fee reduced the value of the credit or if it was applied separately.

• When the credit for a new trip is used, the Air Expense Type must include the full amount of the airfare credit plus any additional fare charged.

• An “Advance” Expense Type with the credit amount used must be added to the Travel Expense Report.

• If the airline charged a fee or exchange fee, it should be listed separately under Expense Type “Other,” with an appropriate description in the Comments box. This will allow the necessary accounting transactions to occur, so that the appropriate amounts can be charged properly.

• Note: The same process works for train tickets as well.

Omega World Travel

Using the Omega World Travel Online Booking ToolOmega World Travel is the Riverside Research corporate travel agency through which all business travel must be booked. By directing all of our travel requests through one source, we are able to generate a significantly higher volume of total travel dollars and negotiate lower rates for all traveling employees. Not using Omega decreases the dollar volume and thus, decreases our ability to negotiate better rates. Using Omega World Travel allows Riverside Research travelers to get the best possible deal and enables them to continue productivity through the reduction of time-wasting travel hindrances.

Search by Airline Schedule When entering trip parameters and searching by schedule, initially all flights are shown with a “green shield,” meaning they are all “in policy.” Upon selecting a particular flight, it may then show a “red shield,” meaning the flight is “out of policy.”

Why does this happen? On the initial display of all flights, all are “in policy” because no price comparison has been done yet. Once a flight has been selected, price comparisons are performed. If there is a flight that is $200.00 cheaper than the one selected, an out-of-policy “red shield” will display on the selected flight.

During training, it was stressed that the traveler had to make the selections that best fit the mission requirements. The “red shield” is an indicator that there is a less expensive flight for the destination selected, but that flight may take longer due to layovers or other travel delays. The traveler must determine what best fits their needs, keeping in mind that we are charged to find the least expensive way within reasonable parameters, to complete the travel. Coach or Economy, non-refundable tickets should be purchased when possible. In rare circumstances, when it’s mission-critical that a traveler must use a certain flight, an upgrade will be permitted if Economy Plus or Select Seating are the only available seats on the flight.

Cost/Benefit AnalysisThe Travel Policy does not state that you should always take a flight with stop-overs because they are cheaper. Although they typically are cheaper, they also typically create unproductive hours and may increase the chance that you will not arrive to your destination on time. These are both valid concerns.

Arrival Time Risk—It is difficult to put a value on the risk of being late, but you should consider how important your arrival time is when you book your flight. You wouldn’t be traveling if you didn’t need to be there, so you can assume there is some need for your arrival time to be firm.

Unproductive Time Cost—You should consider, when deciding on a direct flight versus one with layovers, that your time is valuable to Riverside Research and its customers. Two hours spent sitting in an airport may be two hours that could have been better spent supporting your customer.

As a general guide, multiply the number of hours made unproductive by the layover by your hourly pay rate (annual salary/2080 hours). If the number you calculate is larger than the cost savings from taking the lower-priced fair, then it is not the best deal. If you use this method, remember to consider all non-productive hours caused by the layover in traveling to and from your destination.

2014 Summer Interns Lend Talents to Labs and Offices

Many fresh faces have appeared at Riverside Research this summer. With 32 interns dispersed among eight company locations, most of these new additions are part of the 2014 summer internship program. This is the largest group of interns ever hosted.

“The influx of talent and genuine enthusiasm from so many capable interns has made for an exciting work environment,” said Dr. Deanne Otto, Manager of Riverside Research’s Education & Training Division. “We are grateful for the opportunity to help prepare so many aspiring professionals for careers in science, technology, engineering, and mathematics (STEM), as well as education and business.”

Specifically, the 32 interns are contributing their specialized skill sets to solutions in cybersecurity, education and training, human resources, marketing, program support, finance, and various technical engineering fields.

The Riverside Research internship program is mutually beneficial, offering students a hands-on learning experience and supplying our independent research & development projects and corporate business operations with capable minds that are eager to learn. The program also provides an opportunity to further STEM initiatives by educating and training the future STEM workforce directly.

Riverside Research Holds Business Development Workshop

The newly-established Riverside Research Business Development (BD) team gathered at the Dayton Research Center 8-10 July for a group orientation, including an interactive company overview and strategic planning session.

The BD team, led by John Boylan is focused on increasing our efficiency and long-term sustainability by looking into the coming year with a forward-thinking, strategic mindset. Riverside Research has matured immeasurably since its formation in 1967 and in order to maintain our competitive edge and relevance in an ever-changing business environment, we not only must maintain our present capabilities and customer base, but expand by applying our expertise to new markets.

Responsible for the identification, qualification, and capture of new business, the team will lead the way in extending our foundational capabilities and customer base beyond traditional markets. These growth and diversification efforts will enable us to continue providing technical excellence and trusted solutions to current customers while simultaneously pursuing opportunities to fulfill our charter in new and meaningful ways.

Expanding the Riverside Research business portfolio also creates professional growth opportunities for all employees. As demand for our services grows among new and existing customers and markets, potential career advancement opportunities will increase.

Ultimately, successful growth and diversification increases our efficiency and sustainability, which also reinforces our founding charter to advance scientific research—both basic and applied—in the public interest and in support of the United States government. Increased revenue gained from new business will enable Riverside Research to make more significant investments in new and ongoing independent research and development projects.

The 3 Cs in Action: RaDiAEM Proposal Unites Enterprise Entities

Thanks to the collaboration, coordination, and consistency demonstrated by the Engineering & Support Solutions Directorate, Research & Engineering (R&E), several corporate divisions, and Applied Research Solutions (ARS), Riverside Research was awarded the Air Force Research Laboratory’s (AFRL) $40 million indefinite quantity/ indefinite delivery (IDIQ) contract, “Research and Development in Antenna and Electromagnetic (RaDiAEM) Technology.” The Engineering & Support Solutions Directorate and the Electromagnetics (EM) Laboratory joined together to develop a strong technical offering which included six proposal volumes and 369 pages between the basic proposal and two task orders (TOs).

AFRL’s RaDiAEM program aims to advance electromagnetic technologies that safeguard national security. The research and development of these technologies will support AFRL in conducting a wide range of missions, including global integrated intelligence, surveillance, and reconnaissance (ISR), air/space

superiority, global precision attack, and special operations that can breach the advanced integrated air defense systems of foreign adversaries. Through basic and applied research in numerous technical areas, sensor capabilities will be enhanced and enabled to overcome the challenges of operating in specified military domains that often prohibit the aforementioned missions.

The enterprise-wide alliance of the Engineering & Support Solutions Directorate, R&E, and ARS with general business support from the corporate offices of Business Development, Contracting, Finance, Human Resources, and the Creative Design Group maximized Riverside Research’s offering to AFRL. Mary Barefoot and Dr. Jeff Pursel (EM Laboratory) worked together for nearly a year to support the customer and acquaint them with Riverside Research’s labs and capabilities.

Other key contributors to the RaDiAEM effort include Proposal Manager Taylor Renner (Emerging Programs & Support Directorate), TO-1 leads Daniel Jackson (Engineering & Support Solutions Directorate) and Terry Gnau, TO-2 Leads Glen Salo (EM Lab) and Dr. Frank Falco (R&E), Capture Manager Tim Lemons (Business Development), and Proposal Coordinator Keith McCarty (Engineering & Support Solutions Directorate).

The collaborative nature of this effort demonstrated Riverside Research’s business principles–the 3 Cs–and will serve as an example for future projects. The Engineering & Support Solutions Directorate and R&E Collaborated as a single unit working toward a common goal on behalf of their customer, Coordinated a strategy to attain their goal through clear communication and planning, and leveraged lessons learned from previous proposals in order to execute with Consistency.

“Our approach to this proposal is valuable to the enterprise due to its true collaborative nature and the relationships built between the Engineering & Support Solutions Directorate and R&E by working together,” said Barefoot.

WBO Hosts Board of Trustees

We invited our Board of Trustees to visit our new Washington Business Office (WBO) on 15 July. The Board was treated to a tour of the new “Class-A” facility and ribbon cutting ceremony following their meeting. Christina Hayashida (Security) organized the event and Richard Annas (President) and Tom Pitts (Board of Trustees, Chairman) cut the ribbon. Officially opened and in use since 1 April, the WBO is located in Crystal City, VA and is accredited for work at all security levels.

ARSARS Partners with USGIF and Global Skills X-Change to Host GEOINT Certification Workshops

ARS recently partnered with the United States Geospatial-Intelligence Foundation (USGIF) and Global Skills X-Change (GSX) to host two days of geospatial-intelligence (GEOINT) workshops. These workshops contribute to USGIF’s ongoing development of the Professional GEOINT Certification Program, which aims to identify and standardize the foundational knowledge and skills essential to GEOINT professionals.

ARS hosted four half-day sessions at their recently-acquired, state-of-the-art office space in Beavercreek, OH. These sessions aimed to document the essential bodies of knowledge and work needed for GEOINT professionals. In order to document this information, the participants—23 subject matter experts from Wright-Patterson Air Force Base —provided structured ratings for the knowledge and skills needed among GEOINT professionals. They also gave proficiency ratings to determine the level of expertise needed for the specified bodies of knowledge and skills.

Dr. Christopher Anderson and Dr. Lance Anderson facilitated the workshops on behalf of GSX, a professional services firm that specializes in designing workforce education strategies and processes that enable customers to meet specific performance goals.

“ARS supports GEOINT workforce development initiatives and recognizes how the valuable feedback gained from these workshops will aid in equipping GEOINT professionals with critical knowledge and skills needed in the field, and in turn, will aid in advancing the field itself,” said ARS Managing Partner Gary Wittlinger.

ARS is an active supporter of USGIF, participating on the USGIF Academic Advisory Board and the Tradecraft and Professional Development Committee.
