Role of the Pupil Accommodation Review Committee

• A Pupil Accommodation Review Committee (PARC) is made up of parents, students and community members from each of the schools identified in the review

• The committee members meets to discuss the accommodation issues in this community and review options

• The committee makes recommendations to the Board that are included in a report

Role of the Pupil Accommodation Review Committee continued

• TDSB staff reviews the report from the PARC and writes a staff report with recommendations that is presented to the Board of Trustees

• The information gathered during this consultation process helps shape the recommendations that staff make

• The Board of Trustees makes the final decision

each school in the review • Principal from outside of the review area

Meeting Norms

• Meetings are chaired by Superintendent of Education in conjunction with the Facilitator

• All members can speak when recognized by the chair • All members will give fair consideration to the suggestions

of others • Every attempt will be made to reach consensus through

dialogue and collaboration • We will only vote when it is apparent consensus cannot be

obtained through dialogue • Only voting members will vote

• In the event of a vote, the following PARC Members will vote:

Quorum

• Quorum was defined by the PARC as 50+1% • Quorum applies to working meetings • Our suggestion is that public meetings for information will

continue with or without quorum • Decisions, whether by consensus or vote, will be made only

with a quorum

Consensus

• The PARC decided that consensus be reached by collaboration when members agree that one of the options meets all ( or an overwhelming majority) of our guiding principles for decisions

• If consensus cannot be reached, the motion will go to a vote

• Voting will be conducted using a private ballot • The PARC agreed that 70% will constitute a majority

• PARC meetings will be conducted by the chair following the Agenda, keeping order through a speakers’ list and orderly progression through the business on the Agenda

• PARC members and community members may only speak when acknowledged by the chair

• Attendance will be recorded at all PARC meetings

• Presentation of information by resource persons will be allowed to proceed uninterrupted at the PARC with questions posed at the end of the presentation

• There will be a question period for the public at the end of the meeting

• Written submissions will be received at the public meetings by the chair

• Expanded program and co-curricular offerings • Enhanced safety for students • Equity of access to program offerings • Fair Access to Specialized Programs and Schools • Minimal Use of Portables • Financially sustainable • Long-term ability to improve or expand facilities • Utilization rates of 80% to 90%


• A Pupil Accommodation Review is a Ministry-mandated process that is used to make decisions about the future of a school or group of schools

• As you know, we are here to participate in a Pupil Accommodation Review that involves Maplewood HS, Sir Robert L Borden BTI, Sir Wilfrid Laurier CI and West Hill CI

• The Board of Trustees approved the beginning of the review on March 11, 2015

• The reason for this review is the declining student enrolment at Sir Robert L Borden BTI and West Hill CI to levels that are impacting school programs
