per plat recorded in McLennan County Clerk's Document (M.C.C.D.) 2016020172 of the Official Public Records McLennan
County, Texas (O.P.R.M.C.T.) and being further described as follows:
BEGINNING at a 1/2 inch steel rod found with cap stamped "1519 SURVEYING" for the South corner of said Lot 1 being in the
intersection of the Northwest line of Warren Road and the Northeast line of Ritchie Road;
THENCE North 30 degrees 38 minutes 37 seconds West, 219.24 feet with the Southwest line of said Lot 1 and the
Northeast line of said Ritchie Road to a 1/2 inch steel rod found with cap stamped "1519 SURVEYING" for the Northwest corner
of said Lot 1 and being in the Southeast line of that tract of land described in a deed to Gary Gruber and wife, Melva Gruber as

THENCE North 59 degrees 21 minutes 27 seconds East, 154.26 feet with the common line of said Lot 1 and said Gary

Dear Mr. Campbell:
This letter is to assist you in completing the subdivision plat of your property. Your subdivision plat request
will be considered by the City Plan Commission at its meeting on July 28, 2020 in the Waco City Hall, 300 Austin
Avenue, at 7:00 p.m. City of Waco staff recommends City Plan Commission approve with conditions. City Plan
Commission with staff’s recommendation will approve the plat, approve the plat with conditions, or disapprove the
plat.
Said hearing will be closed to the public in accordance with social distancing guidelines. Members of the
public who wish to speak on this item must sign up online, by emailing [email protected], or by calling (254)
750-5650 no later than 12:00 p.m. Tuesday, July 28, 2020 for staff assistance. Please provide the phone number that
City Staff would use to call you during the meeting.
A response will be required for the list of the comments provided. A pre-response meeting is recommended
to address the comments listed. Once a response has been provided to City staff, City Plan Commission shall
determine whether to approve, conditionally approve, or disapprove the applicant’s response.
If the plat and construction plans are approved or approved with the condition of infrastructure being built to
meet City of Waco Construction Standards and Specifications by the city Plan Commission, the plat will then be
submitted by City Council for action. The City Council will then either approve the plat, approve with conditions, or
disapprove the plat. Approval or approval with the condition of infrastructure being built to meet City of Waco
Construction Standards and Specifications by City Council will allow for the recordation process of the final
subdivision plat. Two paper copies will be required for the approval of this plat.
City of Waco Appendix B – Subdivisions
PLAT
1. The current owner(s) of the property need to sign the dedication. A Notary Public in the appropriate county
and state shall notarize the signature. The owners need to provide proof of ownership (i.e. deed) of the
property to Planning Services through the CSS Portal. If the owner(s) is/are representing a business or group,
please provide documentation authorizing the individual(s) to sign the plat on behalf of their organization.
2. The surveyor needs to sign and seal the plat and set the monuments as shown.
3. Please upload the current “Tax Certificate” from the McLennan County Tax Office stating that all taxes have
been paid for the property. This subdivision plat request may not be recorded at the County Clerk’s Office
until this certificate is provided to Planning Services.
4. Construction for improvements must be in accordance with the approved construction plans for the
additions. Either the construction of the improvements must be completed and then approved by the City of
Waco, or a performance guarantee submitted and approved before the plat can be filed for record. The
performance guarantee and the required ¾ of 1 percent review and inspection fee can be based upon the
engineer’s estimated construction cost.
5. Plat must show all existing and proposed easements as required by the City of Waco.
6. A note must be added to plat stating, “When development plans are submitted, sidewalk construction along
the frontage of W. Warren Street”.
CONSTRUCTION PLANS
7. Water line cannot be extended as shown on plans. Also, cannot tie into line for existing fire hydrant. Public
sewer minimum main size is 8-inch. Utilities will approve plat with note on plat stating "Developer can
construct on lot 1, Block 1 and utilize the existing water meter. Development of lots 2 & 3, Block 1, will
require a variance submitted to City Engineer for approval or waiting a period of 5 years from final acceptance
of Ritchie Road Improvements."
8. Please submit sealed plans by the engineer of record for permitting.
9. A separate ROW permit will be required for the approach on Ritchie Road. Apply at ROW-
10. Per City Stormwater Policy, post-development peak runoff rates should be less than or equal to pre-
development peak runoff rates.
11. Ensure adequate downstream conveyance for discharges from the proposed development.
12. Ensure discharges to neighboring property post development do not exceed existing discharges.
13. Provide reference pervious ‘C’ value.
14. Please submit site plan for review to determine required width of Mutual Access Easement and drive aisle to
buildings on private property
