MAPCP Web Portal Access Instructions 

RTI has developed a secure, interactive web portal for the MAPCP demonstration.  The portal is designed to allow states, 

Community Health Teams, and practices to access specified information on Medicare beneficiaries seen at participating 

MAPCP practices.   This document provides instructions on how users will access the web portal, and what information 

they have access to obtain. 

 

Portal Access 

All users will access the web portal at the following URL:  https://mapcp.rti.org.  Users will find some basic information 

about the demonstration on the home page, but should proceed to the login link, as shown below. 

 

Security 

Portal security is designed around a two‐factor approach:  1) what you have and, 2) what you know.  What you have are 

the user credentials (username and password) that are assigned to you.  What you know will be a challenge phrase that 

you create.  You will use each of these components each time you log into the portal.  Due to the type of information 

that is available within the portal, this step is required to validate the user requesting access to the portal. 

Each user will be assigned a username and initial password.  Use these credentials the first time you access the portal.  

You will be required to change your password the first time you login.  Your new password is required to be at least 8 

characters in length.  Please do not let any other users know your new password.  The login screen is shown below. 

 

If you forget your password, you can click on the “Forgot Password” link and you will be taken to the screen where you 

can enter and verify your user account.  Enter your email address and click the “Reset Password” button.  If the system is 

able to verify your email address, a new password will be emailed to you.  You can then login and change the password 

again. 

 

After you set your new password, you will be asked to create a security question and provide the answer.  This is known 

as a “challenge phrase”, and will be used each time you access the portal.  You can type any question you like, and 

provide the corresponding answer.  Each time you login, you will be required to provide the answer to the question.  

This step is to help authenticate the user’s identity.  This screen is shown below. 

 

   

   

Functionality 

Once you have successfully logged into the portal, you will have a number of options.  These options are being released 

in phases, so the web portal’s content and options will increase over time. 

User Management:  The Manage User tool allows the primary contact at each practice the ability to add other users who 

can access practice specific information.  The primary contact can also remove any user accounts that no longer need 

access to the portal.  This is done so that multiple staff at each practice can have their own, unique credentials, and not 

have to share a single set of credentials.  Below is screenshot of the Manage User console (names are blurred for this 

manual). 

 

When the primary contact chooses to add a new user account, they can do so by clicking on the “Add User” button.  This 

will show them the screen below, which allows them to enter the required information.  Once you fill out the form, click 

on the “Next” button to go to the next tab. 

 

On the second tab, you will specify which practices this new user should be able to access.  Place a check box by each 

practice that you want the new user to have access to, and click on the “Next” button.   

 

On the final tab, you must specify which features of the portal you want this new user to access.  The list below shows 

the current feature list.

Place a check box by each feature that you want the new user to have access to, and click on the “Add” button. 

 

 

Provider Files 

Users will have the ability to access information contained in the web portal based on their access level.  Practices will 

be able to download several types of files, which will be released in the following phases. 

Phase I:  Beneficiary Assignment Lists 

Phase II:  Practice Feedback reports and Patient‐Level Utilization Files 

Users can see from the screenshot below the grid of files they can download.  If the user has access to only one 

practice’s information, they will see just the one practice listed.  If they have access to more than one practice, they will 

see each of those practices listed.  The corresponding files for each practice will show up to the right in the grid.  Icons 

are used to represent each file that can be downloaded, and the icon corresponds to the file type (PDF, XLS, etc.)  Users 

can simply click on the icon and choose to open or download the file.  Users should choose to download if they wish to 

save a copy to their own computer.  If they only wish to view the file, they can select open. 

 

User‐Driven Reporting Tool 

Phase III of the web portal will include the user‐driven report tool, which will allow users to query against practice raw 

claims data for and generate tables and graphs showing quality of care, utilization, and expenditure measures on 

subsets of patients with certain demographic characteristics or with certain clinical conditions.  More information will be 

available about this tool when it is ready for release.
