ASH – A Brief DescriptionAsh, sometimes called Ash-next-Sandwich, is on the northern edge of the Dover District Council area. The parish is 2837 hectares (7011 acres) in area, one of the largest in Kent. To the north and east the parish is bounded by the tidal River Stour. The marshland pastures of the Ash Level provides first-class grazing, and along their southern edge are several small hamlets, East Street, Brooke Street, Cooper Street, Richborough, Goldstone, Paramour Street and largest of all, Westmarsh. In the south and west of the parish – higher, drier and very fertile – are the hamlets of Weddington, Cop Street, Ware and Hoaden, as well as the village of Ash itself.

The village is dominated visually by the tower and spire of the parish church of St Nicholas which was formerly a landmark for shipping. A number of medieval buildings survive in the village, but most are now concealed behind later brick frontages. There are also a number of 17th and 18th century houses in the village alongside later developments, but the parish is architecturally remarkable chiefly for the number of good 16th and 17th century houses outside the village itself, many of them successors of medieval houses.

The main Canterbury – Sandwich road, the A257 used to run through the village, but a bypass was opened in 1993. This has greatly improved the environment of the village.

In the far north-east corner of the parish is Richborough Roman Fort. There Aulus Plautius landed in AD43 to begin the Roman conquest of Britain. As we see it today Richborough is a 3rd century “Saxon Shore Fort”, sited strategically on a hill so as to command the eastern entrance of the “Wantsum Channel” between the mainland of Kent and the Isle of Thanet – then navigable. The 4 metre thick walls originally enclosed about 6 acres. They survive on three sides to a height of about 8 metres and are still tremendously impressive. The fort is now in the care of English Heritage.

Ash was created a separate parish in 1282 and its fortunes were closely linked with those of Sandwich. There came to be no fewer than twelve great houses in the parish, often occupied by wealthy wool-merchants of Sandwich and Calais. In 1364 Lord Latimer was granted a royal licence to hold a weekly market so for a time at least, Ash was a little market town in its own right. However, as Sandwich declined in importance, Ash resumed its life as a village.

The rich soil of the parish has always been highly prized and there is a strong horticultural tradition. Hops were once produced in quantity, but have now all but disappeared from the local landscape. Fruit orchards remain an important part of the landscape although modern methods mean that the apple and pear trees are much smaller and more easily picked. More recently the parish has seen the construction of large greenhouses for tomato growing.

Ash has always been one of the most populous rural parishes in Kent. The population was 1575 in 1801, 2140 in 1831, 2101 in 1931, 2300 in 1951, 2341 in 1961, 2625 in 1971, 2664 in 1981, 2767 in 2001 and 3365 in 2011.

LOCAL FACILITIESIn common with most rural communities, Ash has seen a reduction in the number of shops, pubs and other local services. We retain two general grocers/newsagents – a pub, two hairdressers, one with a beauty salon, a chemist shop, a fast food takeaway, gift shop, physiotherapist and a General Practitioner’s Surgery. There are a number of other services and trades provided locally.

Ash Cartwright & Kelsey CofE Aided Primary School has been rebuilt and now caters for seven classes. A separately run pre-school playgroup is based on the school premises. The private “St Faith’s Primary Preparatory School” is also located in the village.

There are two Village Halls in the Parish. Ash Village Hall in Queens Road is well used by village organisations and is also the location of probably the smallest public library in the county. The Hall also houses the village archives in the Heritage Centre.

Westmarsh Village Hall is a modern building which serves Westmarsh and the northern hamlets of the parish.

Sporting interests are well served in the parish with cricket, soccer, rugby and tennis clubs based at the Recreation Ground. Ash Bowls Club has its own facilities in Moat Lane. The Recreation Ground also contains a good range of play equipment for children of all ages as well as a “Teen Shelter” Sports Pavilion and public toilets. Outdoor Gym equipment has also been installed. The “Jack Foat Trust” owns land at “Street Field” and “15 Acres” which have been set aside as open space public amenities.

As a large parish, Ash has an extensive network of public footpaths and these total around 100 miles in length A series of five footpaths’ walks have been published by the Parish Council and are available as a pack, free from the Library.

COUNCILS & ELECTED REPRESENTATIVES

THE PARISH COUNCILThe Parish Council knows the village and can represent the Council's views to other authorities like the County Council, District Council, Health Authorities, Transport Authorities and Utilities and to Ministries. The Council is entitled to be consulted on planning applications and is often consulted on such things as schools and roads. The Council puts the Parish's case at Public Inquiries.

The Parish Council is the Trustee of the Recreation Ground and war memorials and owns the allotments, Pound Corner, bus shelters, seats and litter bins. The Council employs an Environment Officer on a part-time basis.

Funding for the Council is raised through a “precept” which is gathered with your council tax. The Council can also apply for grants and can receive rents and fees.

The meetings of the Council, held on the first Monday in each month (except Bank Holidays) in Ash Village Hall Library, are open to the public.

The Council has a website at: www.ashpc.kentparishes.gov.uk which includes regularly updated News and a Village Diary. Copies of council agendas, minutes and other information are found on the website. Requests to the Clerk for information can be made via the website.

THE ANNUAL PARISH MEETING is held in April each year. At this meeting local residents can meet their County, District and Parish Councillors. Representatives of village organisations and charities report on their past year. Any local government elector may attend, speak and vote on any topic of parish interest.

HOUSEHOLD DOORSTEP RUBBISH COLLECTIONSInformation and assistance is available from Dover District Council on 01304 872 428 or www.dover.gov.uk/Recycling--Waste/Bins-Recycling.aspx. Fortnightly, glass, cans and some plastics are collected in the blue topped bins, paper and cardboard in the black boxes and green garden waste that can be composted in the green sacks or in other containers of a similar size. Alternate fortnights, all other rubbish is collected in the grey topped bins. Food waste is collected weekly in the green boxes. Purple sacks are available if bins are not suitable for your property. Please put out your collections by 7am on Tuesdays.

Householders are required to pay an annual fee of £40 to have garden waste collected.

KENT POLICE & CRIME COMMISSIONERThe PCC is elected every four years, currently held by Mathew Scott (Conservative). The PCC has a statutory duty to hold the police to account on behalf of the public. The PCC is also the recipient of all funding, including the government grant and precept and other sources of income, related to policing and crime reduction and all funding for a force must come via the PCC.

The Car Park noticeboard is available, within limits of its capacity, for the display of posters for village organisations, which are invited to make use of it. THE ASH UNITED CHARITIEShave limited funds available to assist parishioners who are in need or suffering hardship or distress, by making cash grants or by providing anything likely to help. RECREATION GROUNDQueens Road, Ash. The Recreation Ground is held in trust by the Parish and managed by the Parish Council. Covering about 10 acres with some fine, mature trees, there are play areas for all ages, with swings, a roundabout and climbing frames. There are tennis courts, playing fields and the Sports Pavilion, all of which are rented from the Parish and managed by separate committees and clubs. The Parish allotments are situated near the tennis courts and to apply for one, please contact the Clerk to the Parish Council. The public toilets are opened daily in the summer. The Ground is closed to vehicle access during the winter months to protect the areas of grass.
