1. INTRODUCTION
This is the Manzeene Village, Lara Native Vegetation Precinct Plan (NVPP) listed
under the Schedule to Clause 52.16 of the Greater Geelong City Council Planning
Scheme. The removal, destruction or lopping of native vegetation in accordance
with this Native Vegetation Precinct Plan, does not require a permit provided
conditions and requirements specified in this Native Vegetation Precinct Plan are
met.
The Manzeene Village NVPP applies to all land presented in Figure 1 (the
precinct). Land parcels within the precinct are also presented in Figure 1 and the
corresponding addresses, lots and plan numbers are provided in Table 1. The
proposed precinct covers approximately 60-hectare of land consisting of larger
rural living size properties on and around Manzeene Avenue, Lara. The Manzeene
Village development is a project consisting of 23 landholders in a joint
management structure.
The precinct is west of the town centre of Lara and has been identified in the City
of Greater Geelong’s Lara Structure Plan as an area of future residential growth.
The Manzeene Village precinct is bound on the east by established residential
development, Patullos Road to the south, rural/agricultural land to the west
(O’Hallorans Road) and Windermere Road to the north.

2. PURPOSE
The purpose of the Manzeene Village, Lara Native Vegetation Precinct Plan is to:
Specify the native vegetation to be protected and the native vegetation that
can be removed, destroyed or lopped.
Ensure that areas set aside to protect native vegetation are managed to
conserve ecological values in accordance with the Greater Geelong City
Council Precinct Structure Plan.
Ensure that the removal, destruction or lopping of native vegetation specified
to be retained is consistent with conserving the ecological values of these
areas and is in accordance with no net loss objectives as set out in Permitted
clearing of native vegetation- Biodiversity Assessment Guidelines (DEPI 2013).
Set out the works or other necessary actions required to offset the removal,
destruction or lopping of native vegetation.
Streamline the planning approvals process through a landscape approach to
native vegetation protection and management.

3. NATIVE VEGETATION TO BE PROTECTED
No native vegetation (remnant patches or scattered trees) is to be retained under
this Native Vegetation Precinct Plan.

4. NATIVE VEGETATION THAT CAN BE REMOVED, DESTROYED OR
LOPPED
The native vegetation described in Table 2 and shown as native vegetation that
can be removed in Figure 2 can be removed, destroyed or lopped, subject to the
requirements and conditions set out below as allowed under Clause 52.16.
Habitat zones B, E, F, G, I, L, M, N, O, R, V and Y constitute a Federal EPBC Act
listed community: Natural Temperate Grassland of the Victorian Volcanic Plains,
and can be removed subject to the approval of the Commonwealth Department of
the Environment.

5. OFFSET CALCULATIONS
Offset Calculations
Vegetation offsets specified in Table 3 (summary) and Table 4 (detailed) of this
Plan are to be located on an appropriate third party offset site. This site is to be
identified through the Department of Environments and Primary Industries’ (DEPI)
Bushbroker or the City of Greater Geelong.

6. REQUIREMENTS
6.1. General requirements for removal, destruction or lopping of native
vegetation
Any vegetation removal and disposal must not cause damage to vegetation
stands to be retained and to drainage lines and/or watercourses; and
The vegetation to be removed in accordance with this Plan must be marked on
the site to the satisfaction of the Responsible Authority.
6.2. Specific requirements
No specific requirements apply regarding biodiversity issues within the Native
Vegetation Precinct Plan.

7. CONDITIONS
The following conditions apply from the gazettal of this Native Vegetation Precinct
Plan.
All earthworks must be undertaken in a manner that will minimise soil erosion
and adhere to Construction Techniques for Sediment Pollution Control (EPA
1991);
Only indigenous plants of local provenance may be used in revegetation works
of conservation areas;
Water run-off must be designed to ensure that native vegetation to be
retained is not compromised;
Any native vegetation to be removed (in accordance with this Native
Vegetation Precinct Plan) must be clearly marked on site to the satisfaction of
the Responsible Authority whilst works are being undertaken within the
vicinity;
Prior to the issuing of the Statement of Compliance for any relevant stage of
subdivision, evidence that an offset for any native vegetation removed has
been secured for to the satisfaction of the responsible authority. This offset
must meet the offset requirements set out in this Native Vegetation Precinct
Plan and be in accordance with the requirements of Permitted clearing of
native vegetation – Biodiversity assessment guidelines and the Native
vegetation gain scoring manual. Offset evidence can be either:
o A security agreement, to the required standard, for the offset site or
sites, including a 10 year offset management plan; or
o A credit register extract from the Native Vegetation Credit Register.
Before works start, a high visibility vegetation protection fencing must be
erected around each scattered tree identified to be retained. This fence will
protect the tree by demarcating the tree retention zone and must be erected
at a radius of 12 x the diameter at breast height to a maximum of 15 metres
but no less than 2 metres from the base of the trunk. Except with the written
consent of the responsible authority, within the tree retention zone:
o No vehicular or pedestrian access, trenching or soil excavation is to
occur;
o No storage or dumping of tools, equipment or waste is to occur; and
o No entry and exit pits for underground services are to be constructed.
Before works start, high visibility vegetation protection fencing must be
erected around all remnant patches of native vegetation to be retained on
site. This fence must be erected around the patch at a distance of 2 metres
from the retained native vegetation. Except with the written consent of the
responsible authority, within the tree retention zone:
o No vehicular or pedestrian access, trenching or soil excavation is to
occur;
o No storage or dumping of tools, equipment or waste is to occur.
