Civil engineering services are reuired for each of si typical phases of a

construction pro(ect. %ll services are preferably furnished by the same Civil'ngineer for consistency and efficiency, although at times services in various

phases are furnished by different engineers or by the client.

-he si standard phases of a construction pro(ect and the engineering services

needed for each are:

-his phase involves determination of pro(ect scope and economic and techn

evaluation of feasible alternatives.

licensed as a contractor by the Contractors %ccreditation oard. 5t is considered

unethical for a Civil 'ngineer to allow his license to be used by any other

construction company ecept his own.

employee as reuired of a construction company. 6e shall however, be paid the

professional fees, in addition to his regular salary, for any design work he performs

Charges for engineering services are usually computed using one of si methods:

Compensation on the basis of the salary cost times an agreed multiplier is afreuently used method of determining charges for engineering services.

1. Salary cost is defined as 8direct salaries plus employee benefits9 and includ

salaries for partners or principals and for technical, professional, administrati

and clerical staff directly.

2. Multiplier  which is applied to salary cost is a factor that compensates the Ci

'ngineer for overhead plus a reasonable margin for contingencies, interest invested capital readiness to serve, and profit. -he average multiplier should

". Direct non-salary expenses usually incurred in engineering engagements.

$. -he Civil 'ngineer overhead  which comprises a ma(or portion of t

compensation generated by the multiplier on salary cost.

-he hourly billing rate method of compensation is very similar to the salary cost

times multiplier method in that the hourly billing rate includes all direct personnel

epense, over head and profit. irect non4salary epenses area a separate item

for reimbursement, usually with a service charge.

-he term  per diem normally refers to an eight4hour day. -his basis is particularly

suited to epert witness or other legal4type services and to other short4term

engagements involving intermittent personal services.

Under a cost plus fied fee agreement, the Civil 'ngineer is reimbursed for the

actual costs of all services and supplies related to the pro(ect, including:#alary Costs, verhead, irect non4salary epenses, and 0ied fee.

0ied fee4 an amount to compensate the Civil 'ngineer for contingencies, interes

on invested capital, readiness to serve and profit.

-he fied price method of compensation is freuently used for investigations and

studies and for basic services on design type pro(ects where the cope and

compleity of the assignment are clearly and fully defined.

-his method may be used to determined the compensation of the engineer for

services where the principal responsibility is the detailed design or construction

supervision of facilities to be constructed.

Construction cost is defined as the estimated total cost of constructing the facilit

to be covered by the proposed detailed design or construction supervisioservices, ecluding the fees and other costs of such services, the cost of land an

right4of4way, and legal and administrative epenses.

Certain principles should however be observed as follows:

1. <hen doing work on foreign assisted pro(ects, or in pro(ects where internationa

consultants participate, the Civil 'ngineer performing similar or euivalent work

should accept compensation that approimates the international standard rates.

2. Civil 'ngineers regularly employed in the private sector shall have a minimum

compensation corresponding to 1= more than the minimum wage prevailing i

the region as basic monthly salary. Civil 'ngineers employed in the governmen

sector shall have a minimum basic monthly salary corresponding to appropriate

entry positions provided by the Civil #ervice Commission.

". % Civil 'ngineer employed in the private sector who signs and seals the Civ'ngineering plans, specifications and other related documents of a certain pro(ec

for and in behalf of his employers shall be compensated with a minimum of 1= o

the professional fee for the pro(ect, over and above the basic monthly salary.

The Selection of the

Civil Engineer#ome of the factors that should be considered in the selection process are:

1. -he professional and ethical reputation of the Civil 'ngineer and his staff as

determined by inuiries to previous clients and other references.

2. esponsible Civil 'ngineers and its employee and must be registered

professional Civil 'ngineers.

". Civil 'ngineers should have demonstrated ualifications and epertise

performing the services reuired for the pro(ect.

$. Civil 'ngineer should be able to assign ualified engineering staff who will be in

responsible charge of the pro(ect and will be able to provide and complete the

reuired services within the time allotted.

). -he Civil 'ngineer should have the necessary financial and business resources

to accomplish the assignment and provide continuing service.

0oreign Civil 'ngineers are allowed by law >% ?@?1A to practice civil engineering

in the /hilippines under the following instances:

1. -he laws of the foreigner3s state or country allow the citi&ens of the /hilippines

to practice civil engineering on the same basis and grant the same privileges as

those en(oyed by the sub(ects or citi&ens of such foreign state or country.

2. %llowed under international agreement.

". Consultants to be engaged in foreign4funded, (oint venture or foreign4assisted

pro(ects of the government.

$. 'mployees of /hilippine or foreign private institutions pursuant to law.

). Civil 'ngineers who were former citi&ens of the /hilippines, who had been

registered and issued a certificate of registration and a professional identificationcard prior to their naturali&ation as foreign citi&ens, and who, while in the country

on a visit, so(ourn or permanent residence, desire to practice their profession.
