Introduction
Chaque anne travers le monde, des milliers de personnes meurent inutilement dans des tremble-ments de terre et des milliers dautres sont grivement blesses. Une proportion importante de ces
morts et de ces blesss pourrait tre vite en adoptant le plan propos par le prsent manuel. linstar dautres catastrophes naturelles, les sismes sont difciles prdire et impossibles prve-nir. Mais ils tuent et mutilent des gens, essentiellement dans les pays o de rgles simples enmatire de construction ne sont pas respectes.
Le 23 dcembre 2003, seules deux personnes sont dcdes Paso Robles (Californie) lors dunsisme dune magnitude de 6,5 sur lchelle de Richter. Cinq jours plus tard, 26 000 personnes ontperdu la vie dans la ville iranienne de Bam dans un tremblement de terre dune magnitude de 6,7.Quel lment peut expliquer cette norme diffrence sur le plan de la mortalit ? Les dices cali-forniens avaient t construits de faon protger les personnes ; ce ntait pas le cas en Iran.
Puisquil est possible de construire des btiments qui rsistent aux sismes, gnralement ennencourant que des cots lgrement plus levs, ne pas le faire serait inacceptable. Voici lesprincipes fondamentaux appliquer pour btir des habitations sres :
Il faut que tous ceux qui btissent quil sagisse de personnes individuelles ou dentreprisesgigantesques suivent les rgles simples en matire de construction qui protgent les personnesdans leurs dices. Il faut que partout, les autorits locales et nationales adoptent un code du btiment et en-gagent des inspecteurs chargs de la stricte application dudit code. Il faut que les banques et autres organismes de prt, ainsi que les compagnies dassurance,conditionnent leurs prts ou politiques la mise en uvre de codes du btiment et de systmesdinspection efcaces.

Le prsent manuel est un guide simple et complet quidcrit le processus de construction dune habitation de
base (unifamiliale) en prenant pour rfrence le Codeinternational du btiment (International Building Code,IBC). Ce document ne remplace donc pas ledit code,
qui doit toujours tre considr comme la principalesource dinformation et de rfrence. Ce manuel doittre utilis en ayant toujours porte de main le Code
international du btiment, ainsi que les codes en matirede rsidence, plomberie et lectricit. Les concepteurset constructeurs devront dterminer les codes quil fautappliquer en fonction de chaque situation.
This manual is an easy and comprehensive guide tothe construction process of a basic house (single family
dwelling) that constantly refers to the InternationalBuilding Code (I.B.C.). Therefore, this document doesnot replace the mentioned code, which must always
be considered the main source of information andreference. This manual is useful as long as a copy of theInternational Building Code, as well as the Residential,
Plumbing, and Code Council Electrical Codes are handy.The designer and builder must determine which codes toapply for each project situation.

1.1 PROJECT BACKGROUND
The United States government, through USAID,invests hundreds of millions of dollars each year tohelp developing nations after they suffer devastatingdamage from natural disasters. Whether this aid goesto new buildings or to the reconstruction of damagedhomes and structures, most of the building is donewithout adequate protection from future disasters.
For local architects or contractors in these countries,and for architects and builders from around the worldengaged in reconstruction, accessible and easilyunderstood plans and specications are rarely providedor made readily available. The results are inefcient andunsafe. In future catastrophes, the new and repairedbuildings will be just as likely to kill their inhabitants asthe structures they replace.
In the USA, by contrast, licensed constructionprofessionals, working in a culture of buildingcodes and inspections, utilize checklists to monitorstep-by-step adherence to appropriate plansand specications. Transferring similar, if simpler,practices, along with the knowledge on whichthey are based, to post-disaster builders will savemany lives at little cost Such a transfer would also

We propose to develop a small number of code-compliant housing plans, along with specicationsand checklists, to be distributed worldwide freeof charge. These plans will make it possible toreconstruct or build safe and relatively inexpensivebuildings to replace sub-par structures destroyed
in natural disasters. They should also begin toaddress the huge world-wide need for safe homesin squatter communities.
1.2 PROJECT ABSTRACT AND GOAL
Inspired by the CASA Act bill of 2002 (Code and Safetyfor Americas, Public Law 107-228), we intend to createa user-friendly and practical set of plans, specicationsand compliance checklists based on 2006 UnitedStates building codes and standards, but tailoredto particular regional conditions. These documentswill be available for use by architects, engineers andeven non-professional builders. We plan to begin by

POUTRES DANCRAGE: Partie de la structure quirelie tous les autres lments (par exemple, lesmurs du rez-de-chausse au plancher de ltage,et le plancher de ltage aux murs de cet tage).Il sagit aussi de llment sur lequel sappuiera la
structure mtallique de la toiture.
DALLE DE LTAGE : Il sagit de llment de lastructure qui est arm et coul avec les poutrespour ne former quun seul lment. Pour cettemaison, le plancher sera en bton lger de 15 cmdpaisseur (utilisation de briques).
1.5.5 Murs porteurs : Il sagit des lments quienclosent chaque espace intrieur de la maison.Leur fonction principale est de sparer lesespaces dune construction. Ici, les murs seronten maonnerie renforce et seront par consquentconsidrs comme faisant partie de la structure.Les poutres dancrage, le plancher de ltage, lespoutres du toit et lescalier font galement partie dela structure.
1.5.4 Structure
LINK BEAMS: Part of the structure that securesevery other element (for example, linking the groundoor walls to the second oor slab, and the secondoor slab to the walls of the corresponding level).These are also the supportive elements for themetal roong structure.
SECOND FLOOR SLAB: This slab is the structuralelement which is assembled and cast along withthe beams to form a single element. For this home,the slab will be built using 15 cm wide lightweightconcrete (using bricks).
1.5.5 Bearing Walls: Walls are the elements thatenclose every internal space. Their main functionis to divide construction spaces. In this case, wallswill be of reinforced masonry, and therefore will beconsidered part of the structure. Link beams, thesecond oor slab, roof girders, and stairs are also

1.6.1 Financial Limitations: This project isoriented to suit low budgets for families withfew nancial resources. Nevertheless, one of itsmain objectives is to prove that, with appropriateinstruction and teamwork, anyone can not onlybuild their own house, but do it in a correct, safeway without unnecessary expenses. To achievethis, one should always consider the following:
a) The amount of space that the family needs.b) The type of materials to be used and the waythey will be processed and placed during theconstruction process.
Construction Materials are available in a widevariety of specications and manufacture
types. Their selection must allow a healthy andcomfortable lifestyle at the lowest possible cost.
In order to distribute and take the best advantageof the familys nancial resources, the constructionof a house with the characteristics of the oneproposed in this manual can be carried out in twophases. Once the ground oor is nished and

dlai de construction sera respect ou, sil y ades obstacles, comment ils peuvent tre rsolus.Larchitecte et lingnieur veulent savoir que leursplans sont mis en uvre tels quils les ont conus.Les autorits veulent savoir que les normesqui ont t xes pour la protection du publicsont respectes. Certes, chacun de ces intrtsparticuliers suppose une inspection des travauxralise en fonction dune perspective diffrente,mais chacun inspectera les mmes travaux etpar consquent, bon nombre des activits serontidentiques. Je prsenterai ci-aprs la procduredinspection sous langle des rgles imposes parles autorits.
La procdure dinspection se fait selonlenchanement des travaux de construction. Elle
commence par le site de construction et se poursuitpendant les travaux jusqu leur achvement etloccupation du btiment (Voir Fig.4).

Bellow I will present the inspection process from
the governmental regulatory aspect.
The inspection process is done in sequence with theconstruction work. It begins with the building siteand continues through the construction work untilcompletion of the work and the occupancy of thebuilding (See Fig. 4).

Le sol est gnralement classi en fonction
de la taille de ses particules et de certaines
caractristiques, telles que son pourcentage
dhumidit.
Les meilleurs types de sol pour les fondations sont
les sols gros grains, tels que le gravier, le sable
rocailleux, ou les sols qui ne perdent pas leurs
proprits essentielles en prsence deau.
2.2 PROCEDURES
2.2.1 Soil study
A professional geotechnical evaluation and
investigation of the land that will be used for the
construction must be carried out by a licensed
professional and certied lab. This evaluation will
be completed when a technical report is presented.
This report will have a detailed description of
the work, results, design and, constructionrecommendations. This report will be signed by a
licensed engineer (IBC:1802).
Soil is basically classied according to its particle size
and to certain characteristics, such as the percentage of
humidity it contains.
The best soil types for foundations are coarse-grained
soils, such as gravel, rock sands, or soils which do not
lose their basic properties in the presence of water.

IMPORTANT
When the site inspection reveals site conditions thatwere not taken into account in the design information,
or if soil conditions are in the bad range (See Fig. 5
on page 22), then further soil investigation may be
required. Such conditions include expansive soils, soils
subject to liquefaction, site soils differing from the
design assumptions, or the presence of ll materials.
The site work must be evaluated for the effects, if any,
that it will have on adjacent buildings. Excavations for
footings and grading cuts may undermine the footings
of adjacent buildings, and grading lls may create
surcharge loads that adversely affect the foundations of
adjacent buildings.
IMPORTANT
Lorsque linspection du site rvle des conditionsqui nont pas t prises en compte lors de la

Fig. 5 page 22), une tude complmentaire peut

The ground slab is an important part of the
construction. This element separates the buildingfrom the natural humidity of the soil. It is the surface
upon which the interior home wall layout will be
made and built. The homeowner will place furniture
and the familys belongings on the ground slab. For
this reason, it is important to build this over well-
compacted, resistant, and well-graded soil. To achieve
this, it is important to have every tool handy to verify
dimensions and levels.
To increase efciency, measure each dimension
as exactly as possible from the beginning, taking
the greatest advantage of the resources available.
Precision will result in reduced work costs. If the groundslab level is exact, activities such as masonry, door
installation, and general nishing will be easier. Correct
performance of this step will prevent the need for
future repairs.

5.2.1 Poutres dancrage et dalle
de bton de ltage
COFFRAGE DES POUTRES:Prenez des planches de
contreplaqu de 40 et 25 cm
de large et clouez-y des lattes
transversalement tous les 40 cm.
Les lattes transversales doivent
tre respectivement dau moins
50 et 35 cm de long.
Fixez les planches de 40 cm
sur la face extrieure des mursextrieurs (A) et celles de 25 cm
lintrieur (B) en clouant les
lattes (C) sur la dernire range
comme indiqu sur la gure.
5.2.1 Link Beams and Second
Floor Concrete Slab
BEAM FORMWORK: Take 40cm. and 25 cm. width plywood
boards and nail stakes to them
transversally every 40 cm.
Transversal stakes must be at
least 50 cm. and 35 cm long,
respectively.
Place the 40 cm. boards on the
exterior face of the boundarywalls (A) and the 25 cm. boards
to the interior (B). Do this by
nailing stakes (C) to the last
course, as indicated on the
picture.

Next, place the L shaped rebar

to tie the upper walls to the slab.The rebar will be welded to the
slabs structural armor once it is
placed on the formwork.
Once the formwork has been
nished, place the structural
steel reinforcement inside, on the
concrete pedestals, to form the
roofs link beams. Finish the steel
reinforcement in second oors
walls at the link beams, foldingthe last 10 cm. of its upper end
90 degrees, as shown in the
