Message from the Mayor

I was very pleased to recently have the opportunity to draw the Kiwanis Club’s Manningham Monster Community Raffle, and I would like to congratulate all the prize winners, especially one lucky East Doncaster resident who picked up the first prize of a $5,000 Coles/Myer voucher.

Community groups across Manningham do wonderful work but they could always use some extra funding. The Monster Community Raffle provides a great win–win for these groups.

Council provides the funding for prizes and the community groups sell the tickets, by selling tickets help themselves because from every ticket they sold, 75 per cent of the funds go back to their organisation, and the remaining 25 per cent goes to the Manningham Charitable Fund.

So thank you to everyone who bought all the tickets because this year 26 schools, sporting clubs and community service organisations will share in more than $30,000, and the Manningham Charitable Fund will benefit to the tune of $10,000.

Of course a very big thank you must also go to Sean Keefe and the Kiwanis Club of Manningham, for their hard work administering the raffle. A job very well done once again.

I would also like to use this opportunity to remind residents of the upcoming Community Mayoral Ball, 7.00 pm on Friday 9 October at the Manningham

Function Centre, 699 Doncaster Road, Doncaster.

Nominate Your Citizens of the Year Nominations are now open for the Citizen and Young Citizen of the Year Awards 2016.

The awards are presented annually to individuals who have made a noteworthy contribution or given outstanding service to the Manningham community.

This includes, but is not limited to, contributions in community service, environment, sports, arts and education.

To be eligible for Citizen or Young Citizen of the Year, nominees must be Australian citizens and reside, work, volunteer or study in Manningham.

The Citizen of the Year must be 27 years or older and the Young Citizen of the Year must be under 27 years of age as at Tuesday 26 January 2016.

The awards will be presented at Council’s Australia Day celebrations on Tuesday 26 January 2016.

Doncaster Rail: The Time for Action is NowUnless Phase Two of the Doncaster Rail Feasibility Study is completed by 2016, Doncaster Rail will not make the 2029 deadline set by Public Transport Victoria’s (PTV) ‘Network Development Plan – Metropolitan Rail, 2012’.This is one of the findings of the URS ‘Doncaster Rail Prospective Implementation Program’ report commissioned by Council to identify the necessary advocacy steps and actions required to ensure the delivery of Doncaster Rail by 2029.

Manningham Mayor Cr Paul McLeish said it is very disappointing to see comments from both sides of Parliament that simply brush aside the need for the Phase Two of the Doncaster Rail Feasibility Study.

“Heavy rail projects do not happen overnight. They require long term commitment in terms of their planning and delivery. Phase Two of the Feasibility Study is about design development and the refinement of detail, and it is a critical step on the path towards delivering the already, long awaited rail extension.

“Every year that goes by is another year’s slippage on the promised delivery date. From experience, the Manningham community has learned that years can quickly turn into many decades of inaction.

“I would urge both Transport Minister Allan and Member for Bulleen, Matthew Guy to take a close look at the ‘Doncaster Rail Prospective Implementation Program’ to understand that Phase Two is not just another study but a vital milestone in the future development of heavy rail to Doncaster,” he said.

Community Satisfaction Survey Manningham has achieved yet another strong performance in the annual state-wide Local Government Community Satisfaction Survey that assesses the performance of Council and seeks insight into ways to provide improved or more effective services.

The survey addressed seven core areas, including overall performance, advocacy, consultation, contact, customer service, Council direction, making community decisions and the condition of sealed local roads.

In 2015, we recorded an Overall Performance Index Score of 68, which is two index points higher than the 2014

result and is significantly higher than the state-wide average for this measure, which is 60.

Manningham also scored higher or equal to the state-wide average and metropolitan council averages for all categories except one – Condition of Sealed Roads, where our score was one point lower than the metropolitan average.

We are always looking at ways we can better serve our community and this survey offers a much needed starting point to provide improved and more effective service delivery.

Business in Manningham Manningham’s local business community is thriving with more than 50 new local businesses registered on the Manningham Business Directory in the past 12 months.

In 2014/15 more than 1,600 local business people attended seminars, workshops and networking events as part of our Business Development Program. Council has an ongoing commitment to support local businesses and expand its Business Development Program during 2014/15 to include 57 business events.

Our Economic Development Strategy Annual Report 2014/15 showcases the wide range economic development activities and business programs available. Other activities include improving and maintaining local shopping and activity centres, developing partnership programs through groups such as the Manningham Business Network and supporting the annual Manningham Business Excellence Awards.

Clearer Planning Controls For Non-Residential Buildings We are proposing changes to planning controls to clarify guidelines around the design and location of a range of non-residential buildings such as aged care facilities, medical centres, stand alone garages and sheds.The changes being proposed as Amendment C110 to the Manningham Planning Scheme, will apply to the Neighbourhood Residential, General Residential, Low Density Residential and Residential Growth zones across Manningham.

In particular, the amendment proposes to:

• Modify the Accommodation Premises Policy to provide clear direction and criteria for the location, siting and design of aged care facilities within the Low Density Residential Zone (LDRZ)

• Modify the Non-Residential Uses in Residential Areas Policy to ensure non-residential uses (e.g. medical centres) in areas identified for residential growth along main roads covered by DDO8-1 are appropriate for the area

• Introduce a new local policy – Outbuildings in the Low Density Residential Zone Policy – to provide guidance for the size, siting, design and function of outbuildings (e.g. sheds, garages)

• Revise Clause 32.03 in the Low Density Residential Zone to introduce a planning permit trigger of 80m² for outbuildings.

Revitalising of Montgomery Street PrecinctA new proposal for Council owned land in Montgomery Street, Doncaster East has been developed to get the revitalisation of this precinct site back on track.

Amendment C102 to the Manningham Planning Scheme proposes to change the planning controls at 6–16 Montgomery Street and at the same time, an application is being made for a planning permit to subdivide a parcel of land. The Amendment proposes to:

• Rezone the majority of the land at 6 Montgomery Street, currently a public car park, from a General Residential Zone 2 to a Public Use Zone 6

• Rezone 8 Montgomery Street, a building formerly occupied by Doncare, from a Public Use Zone 6 to a General Residential Zone 2

• Apply a new Design and Development Overlay (DDO13) to the land at 6(part)–16 Montgomery Street, to manage building height and setbacks.

This will create a development site of approximately 2000m² at 6(part)–10 Montgomery Street, to be sold for residential development through an Expression of Interest (EOI).

The proposed changes will not have an impact on the Doncaster East Preschool, which will remain in its current location at 4 Montgomery Street.

The open space at 2 Montgomery Street will be upgraded, to provide 28 car spaces at 6 (part) Montgomery Street and improve the laneway at the rear of the shops along Doncaster Road.

Amendment C102 and the planning permit application are currently on public exhibition until Thursday 1 October 2015 and can be inspected at the:

Let’s Get WalkingLocal primary school students will be walking to and from school more often, as part of VicHealth’s Walk to School campaign during the month of October.

To encourage your school to participate, Manningham Council is offering vouchers to help your school host a healthy morning tea after the launch and first walk of Walktober. With some great prizes up for grabs, and plenty of fun competitions for students during October, Walk to School activities provide opportunities to raise awareness of the broader health and wellbeing benefits of walking for children, such as improving fitness, friendships, their confidence and the environment.

Spring into action at MC² this SeptemberManningham City Square (MC²) will become an urban park brimming with activity this month as part of a new initiative to inspire communities to get active.

‘The Plaza Park Project’ will see the plaza forecourt of MC² transformed to provide opportunities for Manningham residents of all ages and abilities.

Exercise stations, in-built sporting equipment, a sandpit and ping pong table, and a grassed games area will be installed mid September, remaining in place until April 2016. The space will be used over an eight month period for classes such as yoga, dance and tai chi, as well as community art projects, active programs, fitness sessions and events.

The Plaza Park Project will be launched with a variety of community activities on Wednesday 23 September from 11.00 am to 2.00 pm.

The project is funded by VicHealth’s Community Activation Program which supports a long term plan to get more Victorians living healthier and happier lives.

Native Australian Bees Seminar

Bull and Bush Room at the Grand Hotel, Warrandyte

This seminar will focus on Australia’s unique bee fauna, comprised of about 1,700 species that are mostly solitary and do not form hives. In greater Melbourne alone, 150 different species can be found. Learn about what they look like, where they live and their social behaviours, and find out how to encourage them into your garden.

This seminar is presented by Jess Baumann who is a member of Melbourne University’s Green Infrastructure Research Group which is doing work on native bee populations in urban areas.

Building a Healthier City To support our community in accessing quality local services, well connected transport and infrastructure, we have identified ‘Healthy City’ as a priority in Manningham’s Healthy City Plan 2013-2017.

A number of initiatives have already commenced as part of the plan, including improving pedestrian crossings and footpaths at Tunstall Square, the design of the multi-use Mullum Mullum Reserve Stadium and upgrades to the Aquarena Aquatic and Leisure Centre.

Another key initiative is the ‘Live Well in Bulleen Community Strengthening Project’, which aims to collaboratively create a vibrant, liveable, connected and inclusive Bulleen. The project has involved extensive consultation with the Bulleen community and partnerships with a number of local and regional community organisations. A range of new projects have been developed including:

• A new weekly health and wellbeing program at Bulleen Heights School and Templestowe Valley Primary School, run by the Bluearth Foundation

• Manningham’s first bush kindergarten program encouraging natural play and the Pop Up Park Program held at Bulleen Plaza

• A new transport service by Manningham Community Health Service to allow socially isolated residents to visit the Bulleen Library and take part in social and information programs

• A series of community safety sessions on preventing binge drinking, in partnership with local Bulleen sporting clubs, Victoria Police and Manningham Community Health Service.

Construction Progressing at Aquarena Stages four, five and six of the Aquarena Aquatic and Leisure Centre Master Plan are progressing, with construction work on the indoor therapy pool now underway. The indoor pool will re open on Monday 5 October.

Mullum Mullum Stadium Development A planning permit application for the construction of the proposed multi-use stadium at Mullum Mullum Reserve in Donvale has been submitted.

The stadium is a key feature of the Mullum Mullum Reserve Management Plan endorsed by Council in 2014. The stadium is proposed to include five multi-use sports courts, seating for up to 500 spectators, amenities and a café. It is proposed to cater for a range of sports such as basketball, netball, badminton and volleyball. The facility will be critical to addressing the shortage of court space throughout Manningham.

The proposed development includes an additional 235 car parking spaces to ensure the stadium will complement existing sporting facilities within the reserve.

The formal exhibition period for the planning permit application closes on Wednesday 9 September 2015. It is desirable to make any submission before this date; however Council can consider all submissions up until the day a decision is made on the application. Submissions can either support or object to the planning application, however they must be made in writing and include your name and address.

Subject to planning approval, construction is anticipated to commence in late 2016.

Doncaster Hill on the RiseThe 2014/15 Doncaster Hill Annual Report highlights the major work undertaken to achieve the Doncaster Hill Strategy vision as adopted in 2002.

This includes strong interest from private developers, both locally and internationally. Six development sites are currently under construction and works are poised to start at a further two sites.

Significant work has been undertaken on a number of other key projects, including:

• Signing a Memorandum of Understanding with Cofely Australia to progress development of a district energy system for the Hill

• Adoption of the Doncaster Hill Mode Shift Plan to encourage residents to walk, cycle and use public transport

• Continued advocacy for Doncaster Rail through the Doncaster Rail Advocacy Steering Committee activities, such as the installation of an innovative virtual 3D station entrance on the MC² civic plaza and collecting more than 4,000 signatures on the Doncaster Rail petition, which was presented to State Parliament last year.

It is important to remember to empty the contents of your aerosol cans before they are recycled.

Recycling Right ChampionsOur ‘Recycling Right’ initiative is continuing to gain momentum, with more than 5,500 residents being recognised in the past year for doing the right thing with their recyclables.

Recycle bin inspections are conducted regularly across Manningham and help to let residents determine which items can and cannot be placed into their recycle bin. Approximately 11,500 recycle bins were inspected during 2014/15.

Residents who place the correct material into their recycle bin will receive a postcard in their letterbox. Please remember to keep all plastic bags and soft plastic packaging out of your recycle bin. By filling in your details and returning the postcard to Council, you will be entered into a weekly prize draw to win a $50 voucher.

New Community Hub and Café @ Ajani Opens its Doors

Timber Reserve PlaygroundThe upgrade of Doncaster’s Timber Reserve playground is now complete.

Works on the playground included the installation of a new junior train play unit with a slide, large swings and a see saw, as well as some planting and landscaping, new park seating and a picnic table. The upgraded playground is situated off Timber Ridge and was completed during June.

As part of our Neighbourhood Park Development Program, we will also be upgrading the reserve’s other playground, located off Anthony Avenue, in the coming year.

Residents of Bulleen and Lower Templestowe can now access a wider range of services, facilities and programs closer to home, with the new Community Hub and Café @ Ajani opening its doors.

The Hub aims to provide a central point for a number of community organisations including Living and Learning at Ajani, Onemda and the Onemda Leap Program, Doncare, Manningham Community Health Service, Whitehorse/Manningham Library and Eastern Community Legal Centre.

By taking an integrated approach to health and wellbeing, this community partnership will improve access to information and services and create a more connected Manningham.

The Community Hub and Café @ Ajani is a key initiative of the “Live Well in Bulleen Community Strengthening Project” and has been supported by the ACFE (Adult, Community and Further Education) through a $178,000 education and training grant.
