Message from the CEO

We are about to wrap up another year and amazingly Christmas is just around the corner, which means it is a good time to look back on what has been accomplished in the previous 12 months and reflect on what we would like to achieve in the New Year.

One of the major goals of 2014 was to foster an environment of continuous improvement to empower staff, to creatively and effectively work together to improve how Council interacts with and works for the community, and identify ways to improve and streamline processes.

Part of the continuous improvement process is to better inform the community about the wide range of Council services available.

The 2015 Community Calendar, packaged with this edition of Manningham Matters and themed ‘Did you know?’, highlights the range of Council services provided to residents and community groups.

By definition, continuous improvement is gradual and never ending and I look forward with great optimism for what the next year will bring our wonderful community.

Whichever way your family and friends spend the holiday period, I hope that it is a happy, rejuvenating and prosperous time.

Carbon tax and your ratesAs a result of the recent withdrawal of the carbon tax by the Australian Government, Council has committed to returning carbon tax savings to ratepayers via their 2015/16 rates notice.

As part of our 2012/13 Annual Budget, Council raised an additional $1.21 million to offset the forecast cost of the carbon tax on Council services and infrastructure. This increase was the equivalent of a 1.56 per cent increase in rates and charges, or an average of $27 for each property.

Since 2012, Council has returned approximately one third of the price increase ($420,000) to ratepayers through lower waste charges. For 2013/14, waste charges increased by 4 per cent compared to the forecast 6 per cent increase, and for 2014/15 there was a zero increase, compared to the forecast 6 per cent increase.

We are assessing the cost savings on Council budgets following the withdrawal of the carbon tax from 1 July 2014. It is proposed that any savings will be refunded as part of Council’s 2015/16 Budget process.

It is anticipated that the identified savings will be returned by a one off reduction in the 2015/16 rate rise and that ratepayers will see this through their 2015/16 rates notice.

Pack a picnic rug and head down to Ruffey Lake Park to celebrate the festive season at the 33rd annual Manningham Carols by Candlelight. Celebrations include a family festival presented by Manningham Churches Working Together, a traditional carols program and a spectacular fireworks finale.

The main stage program will begin from 7.45 pm and will include a variety of spectacular stage performances, a chance to sing along to your favourite Christmas carols, plus a very special visit from Santa.

So come along and enjoy a wonderful night of family fun and entertainment.

Song books, LED safe flame candles and glow novelties will be available for purchase throughout the evening, along with a great range of food and drinks. Parking is available via King Street.

Eastern Golf Course Amendment AdoptedCouncil has now adopted the Eastern Golf Course Amendment C101 to the Manningham Planning Scheme.

We now await the approval of the Minister for Planning, the Hon. Matthew Guy, to enable the Eastern Golf Course site to be redeveloped.

Mirvac is proposing that the site be developed for between 790 and 1005 different types of homes, with just over 20 per cent of the site set aside for public open space.

The development plan for the site retains significant native vegetation and provides for the protection of ‘Tullamore’, the stables and three heritage trees. It also provides pedestrian and cycling paths, as well as urban design features that promote energy efficiency, water conservation and improved storm water quality.

Share your views on Draft Tunstall Square Structure Plan The Draft Tunstall Square Structure Plan is now on public exhibition and we invite you to share your views.

The draft plan has been developed in consultation with residents, traders, property owners and other community stakeholders and will provide direction for the future use and development of the activity centre and guide improvements to Tunstall Square.

Some of the key actions included in the Draft Tunstall Square Structure Plan are:

• Providing more commercial opportunities by rezoning land at 44 – 48 Tunstall Road to a commercial zone with a height limit of 13.5 metres

• Providing opportunities for ‘shop-top’ housing by introducing building heights up to 13.5 metres (four storeys) in the commercial centre

• Improving visibility of the centre by identifying two ‘gateway’ sites (up to 16 metres or five storeys) on Doncaster Road

• Creating a high quality public plaza by closing the one-way roadway off Beverley Street

• Improving the operation of the existing car parks, bicycle and pedestrian access to and within the centre, including a potential new pedestrian link from Monterey Crescent

• Improving public spaces with seating, lighting, landscaping, and business identification and way finding signage.

Plan for Green Gully Linear Park Council has endorsed a new management plan for Templestowe’s Green Gully Linear Park, which includes Jenkins Park and the Bronte Playspace, to protect its natural environment and improve cyclist and pedestrian connections within the popular park.

The Green Gully Linear Park Management Plan will guide the future use, development and maintenance of the park. Some of the key actions include extending the Green Gully Trail to link directly with the Mullum Mullum and Main Yarra Trails, upgrading the playspace at Jenkins Park and installing new fitness equipment, an automated toilet and new barbecue facilities. Additional planting, seating and car parking will also be provided.

Mixed feeling for Doncaster Rail ReportCouncil has welcomed the long awaited release of the Doncaster Rail Study Phase One Final Recommendations Report but has expressed reservations regarding some of the report’s findings.

While the report has some positive aspects, Council is extremely disappointed with the recommendation to terminate the line at Doncaster Park and Ride, and not Doncaster Hill, which by 2030 is expected to house more than 10,000 residents and 5,400 apartments, and commercial precincts that a station on the Hill would accommodate.

Council welcomes Public Transport Victoria’s announcement to undertake further investigation and work on alignment and station footprints, which could form Phase Two of the study.

Without rail infrastructure in the foreseeable future we look forward to further improvements and more capacity for buses to Manningham. It was encouraging to see an announcement to commence works on Stage One of the Victoria Parade and Hoddle Street Bus Upgrade Project.

On a further positive note, Council acknowledges the report’s findings that the East West Link will not preclude a future Doncaster Rail line. Council agrees that the rapid transit option is the most viable solution and looks forward to Doncaster rail being delivered by 2029, in accordance with Public Transport Victoria's statement.

Being Prepared for a Heatwave Heatwaves have contributed to more deaths than any other natural disaster in Australia and it is an emergency that many people underestimate. So as we head into summer it is important to prepare and think about what to do during extreme heat.

How do I know a heatwave is coming?

The Department of Health will issue a Heat Health Alert when the average temperature (calculated from overnight and daytime temperatures) reaches or exceeds 30°C. You can monitor for an alert by:

• Tuning into television and radio weather forecasts

• Visiting www.health.vic.gov.au/environment/heatwaves-alert

• Visiting www.bom.gov.au/vic

• Reading the newspaper weather forecasts

What should I do during a heatwave?

• Look after yourself and keep in touch with others

• Keep cool – spend as much time as possible in cool or air conditioned buildings

• Drink plenty of water

• Stay out of the sun – if you must be outdoors, stay in the shade and wear a hat and light, loose fitted clothing

• Try to reduce the heat inside your home – block out direct sunshine (if you are in a bushfire prone area make sure you still have a clear view outside to check for signs of fire)

• Consider ways to keep cool if the electricity goes out, e.g. soak your feet in cool water.

If you feel unwell in the heat, call your GP or NURSE-ON-CALL (1300 60 6024). For life threatening emergencies dial 000.

Aquarena Redevelopment ProgressingThe implementation of the final stages (four, five and six) of the Aquarena Aquatic and Leisure Centre Master Plan is now well underway.

The construction site has been established with temporary fencing and portables, changes made to vehicle parking and pedestrian access, and the health club has relocated to a temporary facility next to the Manningham Civic Centre.

The next phase of the 20 month project includes the construction of a new indoor plant room to service the existing indoor pools and the new warm water pool, which will be followed by the construction of a new health club, change rooms and an all abilities access sky bridge.

Highball stadium a step closer The Mullum Mullum Reserve Management Plan has been adopted.

A key feature of the plan is to build a multi-use highball stadium that will include five sports courts and seating for up to 500 spectators. An additional 235 car parks will be provided throughout the reserve.

The design of the stadium is now being finalised to be included as part of a planning permit application.

It is welcome news for many local sporting clubs as the stadium will enable them to increase participation in a range of sports, including basketball, netball, gymnastics and badminton.

For example, the Warrandyte Basketball Association is operating at capacity at its home stadium at Anderson Creek Primary School, and has to split its competitions and training across nine stadiums, including three outside of Manningham. It is a similar story for the Park Orchards ‘Steelers’ Basketball Club.

The management plan also includes improvements to the existing hockey, bowls and tennis facilities, pedestrian and cycling access, as well as landscaping.

Bulleen Bowl upgradedMore than 200 avid skateboarders enjoyed the opening of the redeveloped Bulleen Bowl Skate Park at Swanston Reserve in Templestowe Lower on Saturday 25 October, with demonstrations from skateboarding professionals Jake Duncombe, Nick Kilderry, Morgan Campbell, Tom Rees, Steve Kelly and Mike Martin.

Known as one of Melbourne’s iconic skate parks, Council worked with local skateboarders and skate park designers Enlocus to redevelop the 32 year old facility. Works included fully enclosing and deepening the bowl and adding other skate elements, including a wall extension, car stopper ledge, jersey barrier and halfpipe corner.

The $136,000 project was funded by Council.

International Day of People with a Disability People living with a disability in our communityWith International Day of People with a Disability coming up on Wednesday 3 December, we are celebrating the contribution of local residents living and working with a disability in our community.

One of the key objectives within our Disability Access and Inclusion Plan 2013 – 2017 is to explore local employment, training and volunteering opportunities to reduce the barriers experienced by people with a disability.

One resident who is working with a disability is Aileen Ng Sue Yin (pictured right). Aileen, who started working as a waitress at the family owned Indulgence Café at The Pines Shopping Centre in May this year, said she is very happy working there three days each week.

Indulgence Café Manager Shantha Nair said “It is a pleasure to have Aileen working with us here at Indulgence. She is a joy to have around and we are pleased to be able to offer her an environment where she feels comfortable and valued.”

Aileen is a participant of Onemda’s education and skill development programs for adults with an intellectual disability. Onemda is a not for profit organisation committed to advocating the needs of people with a disability, to enable them to live enriched lives and ensure they have the opportunity to develop skills and participate in their community.

Council is committed to advocating for greater local employment opportunities for people with a disability in the business sector and local community, and is working with local employers and key employment organisations to increase opportunities for people like Aileen.

Rick Kane, chairperson for the Board of Disability Employment Australia, said it is in our interest to increase the participation of people with a disability in mainstream employment.

“To achieve a fully inclusive labour market we need to lift community understanding that people with a disability can, and want to, work in real jobs at real wages,” Mr Kane said.

Council together with local community organisations will be hosting an event to launch a series of free activities that will be happening across Manningham from Wednesday 3 December to Wednesday 10 December.

The launch will include key note speaker Rick Kane, chairperson for the Board of Disability Employment Australia, and people living with a disability telling their personal stories and journey to inclusion within their local community. Local residents living with a disability will also perform live acoustic music.

International Day of People with a Disability is a United Nations sanctioned day that aims to promote an understanding of people with a disability and encourage support for their dignity, rights and wellbeing.

This drama comedy, written by Jerry Sterner, traces the fate of the New England Wire and Cable, a business that has been operating for 73 years, with its Chairman Andrew Jorgensen at the helm for the last 38 years.

The company was founded by his forefathers and has for years provided jobs to many residents in the small Rhode Island town. The company is debt free, has a ‘gorgeous' balance sheet and lucrative stock.

The play is set in the cut throat predator-prey style business world in which the key players fight for the principle on both sides of a corporate takeover.

Kids Teaching Kids at Stiggants ReserveThe health of the Yarra River and the protection of our local waterways is the focus of a new artwork which was installed at Stiggants Reserve in Warrandyte, as part of the Kids Teaching Kids Love the Yarra event during October.

More than 200 primary school students took part in the event, a State Government initiative, which was opened by Hon. Ryan Smith, Member for Warrandyte and Minister of Environment and Climate Change. The program included a range of activities and workshops run by kids about river health and sustainability practice that will help conserve the Yarra River and its inhabitants into the future.

One of the activities involved artists Jeminah Reidy and Sioux Dollman and the construction of a platypus sculpture, which is now a feature of the Stiggants Reserve playground and celebrates Manningham's Green Wedge.

The sculpture was funded by the Bendigo Bank Community Grants Program and used recyclable plastic items, surrounded and shaped by layers of chicken wire, covered in cement and finished to make an attractive platypus design that blends harmoniously with the Warrandyte and Yarra River environment of Stiggants Reserve.

Wurundjeri Stories at Pound Bend More than 50 Manningham children and their parents took a fascinating journey back in time to traditional Aboriginal life as part of a school holiday event held in October at Pound Bend in Warrandyte.

Led by Wurundjeri cultural educators Uncle Bill Nicholson and Aunty Mandy Nicholson, the group followed the new interpretive signage trail at Pound Bend, enjoying a series of interactive challenges and traditional games along the way.

As part of the day, children learned a traditional Aboriginal dance and had the opportunity to inspect a range of Aboriginal artefacts.

New Access, Equity and Diversity StrategyCouncil believes that it is a fundamental right of every individual to have the opportunity to participate equally in society and be treated with respect, equality and dignity.

Waste Collection over Christmas and the New YearWaste collection in Manningham will continue without interruption over the Christmas and New Year period. Your garbage, recycling and garden waste will be collected as usual according to your waste collection calendar.

Households often produce more garbage and recycling during the festive season. Please remember we will only collect material which is placed inside the bins. Overfull bins and excess waste will not be collected.

Hard waste and bundled garden wasteResidents with a Council residential waste service are entitled to two ‘at call’ hard waste or bundled garden waste collections, or a combination of one hard waste and one bundled garden waste collection, per year. Bookings are essential.

Donatable GoodsGood quality clothing items, furniture, accessories, homewares, books and toys can be directly donated to your favourite charity store during store opening hours. Items must not be placed outside the charity store after hours.

Charity stores will not accept anything that is broken, damaged, torn or stained. If you wouldn't give it to a friend, please don't give it to a charity store.

Illegal DumpingIf you witness someone dumping garden waste, household goods, cardboard, polystyrene or any other litter item in a public space, please record the location, date, time and car registration and report it to the Manningham Litter Hotline 1800 NO LITTER (1800 665 488).

Garden Waste Vouchers Available Garden waste vouchers are now available for residents living in the bushfire prone areas of Manningham, including Wonga Park, Warrandyte, Park Orchards and parts of Donvale and Templestowe.

Vouchers can be used at Manningham’s Garden Waste Recycle Centre, corner Blackburn and Websters roads, Templestowe on Sundays 30 November, 7 December and 14 December only.

Vouchers are available from the Manningham Civic Centre, 699 Doncaster Road, Doncaster, with a maximum of four vouchers for each household. Conditions apply.

Manningham Council… a year in reviewEvery year we produce an Annual Report to provide an overview of how we have performed in the previous financial year.

Some of the highlights of the 2013/14 Annual Report include:

Reconstructing Tindals Road from Stintons Road to Mullum Mullum Creek Stage one of the Tindals Road reconstruction project to improve safety and traffic flow between Stintons Road to Mullum Mullum Creek is now complete.

The project has included upgrading the road between Mullum Mullum Creek and the first entrance to Donvale Christian College and the construction of a roundabout at the intersection of Tindals Road and Raymond Elliot Court.

As part of stage two works, a roundabout will be constructed at the Rainbow Valley Road intersection to improve vehicle access to Donvale Christian College, with the school intending to install a major entrance at this intersection to access a new car park as part of its master plan for the site.

The road will also be widened to add a 1.5 metre wide bicycle lane in both directions and will include an underground drainage system, footpaths where possible along the road, line marking and street lighting upgrades. Stage two works will commence in early in 2015 and are expected to be complete by December 2015.

The reconstruction of Tindals Road is part of Council’s Arterial Road Improvement Strategy.

Doncaster Reserve upgradeFollowing an upgrade to the Doncaster Reserve sports oval and pavilion earlier this year works have now started to install floodlighting within the reserve.

The reserve is home to the Yarra Valley Old Boys Football Club, Doncaster Cricket Club, Beverley Hills Junior Football Club and Doncaster Junior Football Club.

The new floodlighting is being installed for training purposes for these clubs and is expected to be completed by the end of December.

Fitness equipment has been installed adjacent to the existing playground as part of the upgrade.

Concept plans are also being developed for a proposed brick score board and storage building at the reserve which is anticipated to be completed by April 2015.

• We ended the year with a surplus of $13.20 million, the surplus was used to fund Council's extensive capital works program

• We spent $100.90 million delivering services to our community

• Stage three of the Aquarena Aquatic and Leisure Centre redevelopment was completed

• Advocacy for Doncaster Rail

• The Healthy City Plan 2013-2017 was endorsed

• A draft management plan for Mullum Mullum Reserve was developed

Schramms Reserve cricket upgrade The cricket net training facilities at Schramms Reserve are being upgraded to include a synthetic surface, new perimeter fencing and retractable net dividers.

Schramms Reserve is home to the Fitzroy Doncaster Cricket Club, which is Manningham’s only district cricket club. The upgrade project is jointly funded by Council and the Fitzroy Doncaster Cricket Club. With the cricket season well underway, the upgrade will be completed by the end of November.

Easing the risk of blackouts in Bulleen this summer Electricity distributor, United Energy is running a ‘Summer Saver Trial’ to try to reduce the risk of blackouts on the hottest days this summer.

Customers in eligible areas, including parts of Bulleen and Templestowe Lower, are encouraged to reduce the amount of electricity they use on certain days for the opportunity to be rewarded with $25. The Summer Saver Trial is completely voluntary.

Veggie Patch Kids Garden Harvest The Veggie Patch Kids garden, planted on the MC2 forecourt in the September school holidays, has produced fresh lettuce, kale, spinach and herbs, which have been donated to the Doncare Food Pantry.

As part of the Veggie Patch Kids program, the six raised garden beds will be relocated to local schools and community groups in Manningham early next year.

The seat was initiated and built by members of the Park Orchards Lions Club and recognises four members of the Park Orchards community who were instrumental in securing The 100 Acres site as public open space and preventing it from being rezoned to residential land during the 1970s.

David Mayor, Kevin Smyth, Murray Bourchier and Frank Gibbons lobbied local, State and Federal politicians from 1972 to 1980 to prove the uniqueness of the natural bushland and importance of preserving it for future generations.

Thousands of people now get to enjoy the natural beauty of The 100 Acres Reserve each year by going on bushwalks, picnics or school excursions.
