    II. Project Description

    7) Description and Rationale:Provide a brief project description and rationale (one pagemaximum).

    The City of Mankato is requesting $14.5 milli on in s tate funding to prepare final biddingdocuments for construction, equipment, and fixtures for the Minnesota State ArenaImprovements and Events Center Audi torium/Convention Expansion. The City hasalready purchased the property and building associated with the addition to the Civic

    Center and has completed pre-design of all construction components associated withthe request. In addition, the City has in place the $17,296,925 million dollar match to thestate bonding request as authorized through a local opt ion sales tax.

    The project has been in the planning and development stage for approx imately fiveyears and has been vetoed in previous bonding bil ls passed by the legislature.Mankatos Civic Center serves the state of Minnesota as a regionally s igni ficantconvention and event center. In addition, the City of Mankato provides all arena andtraining faciliti es for Minnesota State University, Mankato Mens and Womens Division1 WCHA Hockey. Unlike other municipally owned event centers and arenas inMinnesota, Minnesota State University, Mankato and Mankato have not receivedfinancial support from the state of Minnesota for the construction of facilities.

    56,684 sq. ft. expansion of the current Civic Center Convention and Arena space,including 26,890 sq. ft. of remodeling/conversion of former bank building.

Operational dollars will continue to come from the local level and throughthe Citys partnership w ith Minnesota State Universi ty, Mankato.

    13) Sustainable building guidelines. Discuss how the project meets or exceeds the MinnesotaSustainable Building Guidelines established under Minnesota Statutes, section 16B.325,which may be found at http://www.msbg.umn.edu/. These are now mandatory for all newbuildings or major renovations receiving state bond funding.

    Project wil l be LEED Silver Level, which is an equivalent to the current B-3, and willcomply with Minnesota sustainability guidelines. These projects will incorporatesustainable strategies, including sustainable sites, water efficiency, energy andatmosphere, materials and resources, and indoor environmental quality. Thesesustainable strategies would reduce the carbon footprint in the remodeling projects,and have a positive impact on reducing the carbon footing of a new building.

    14) Sustainable building designs. Explain the extent to which the project will use sustainablebuilding designs, if applicable.
