This Newsletter bids farewell and thank you to Loren Riebling, you may recall his farewell note in our June newsletter. Loren gave the residents of Manheim Township 24 years of dedicated service. We are grateful for the foundation he provided and wish him the very best as he rides on to the next adventure. Lorens departure created an interesting di- lemma for the Board of Supervisors. His position had included Township Manager and Zoning Officer. As a temporary solution, Commonwealth Code Inspection Service Inc. was outsourced to bridge the gap to ensure uninterrupted zoning service to the residents. The first task was to determine exactly how much time was being allocated for managerial and zoning responsibilities. Over the course of several months, data was collected to answer these questions. It was realized that most phone calls were related to zoning and or construction. The remaining phone calls or visitors to the office were administrative, road department, or miscellaneous questions. The Board weighed all options including advertising and interviewing potential candidates. The Supervisors, utilizing resident and employee feedback had several areas of focus. The top three items: 1. Continued Fiscal Responsibility 2. Maintenance and upgrade of our Township equipment and buildings 3. An improved resident/customer service experience When determining the goals of all three talking points, it was decided this could be accomplished by re-evaluating the position. As a result, the following changes were made: 1. Michelle Hershey will continue in her position of Secretary/Treasurer and assume a newly created position of Administrator. Michelle has the knowledge and experience to do all the duties of Administrator (the remaining Manag- er responsibilities not related to zoning officer) 2. Commonwealth Code Inspection Service Inc. would change from interim to full time, contracted Zoning Officer a. All applications for zoning/construction permits are available for pickup at the Township Office, complete with a set of instructions and contact information b. Commonwealth Codes and Manheim Township are working cohesively to process applications c. The fee structure is similar to previous fees established by the Township, thereby keeping costs reasonable. Fees are payable to Manheim Township. 3. Dennis Perks will assist Michelle, as well as take the position of Public Works Manager effective October 1, 2021 upon Gerald Shues retirement. Dennis has been with the Township 8 years and brings a plethora of experience to the position. 4. Dennis and Michelle will handle the daily operations, building, equipment, and citizen needs of the Township. 5. A search to add to the Road Crew is currently underway and hopefully by the time this newsletter is in print, the position has been filled. 6. This shift will afford the township the ability to save money, utilize the knowledge we already have in place and provide a pleasant experience to our residents. 7. Please note: If no one is in the office (Out of office meeting, vacation, illness etc), the phone is forwarded to the Township cell phone. Please leave a message and you will receive a phone call back. If a call is not picked up immedi- ately, messages are checked and return calls are made several times a day. The Board of Supervisors, the employees, the Zoning Board, the Planning Commission and all the volunteers of Man- heim Township invite you, the residents to a Meet and Greet on Tuesday, November 9, 2021 at 7:00 pm at the Town- ship Building. We will continue to assess should COVID concerns postpone our event. In the event we need to change and or cancel our Meet and Greet, a notice will be posted on our website and on the municipal building front door. Finally, it is with tremendous sadness that we say farewell to Gerald Shue. He has been employed with the township for 37 years. He is so appreciated for his work ethic and ability to manage projects while staying on tight budgets. We all have been so very lucky to work with Gerald and wish him relaxation and fun in his retirement. The employees and Supervisors at Manheim Township are very excited to bring service and stewardship to the commu- nity. The Manheim Township Road Department has been busy with repairs and maintenance projects this season. All pro-grammed road projects are on schedule to be completed during this construction season. Programmed projects that will be completed this year are:

1. Replacement of several culvert pipes. 2. Reclaiming & Blacktopping Simpson Rd. (Grant project) 3. Seal coating with Fog Seal: Ridge & Sunset Rd. 4. Seal coating specific areas of various roads, known as “skin patching” 5. Blacktop Paving sections of Hoffacker Rd. and Lake View Dr. 6. Line painting 7. Crack sealing 8. Roadside mowing

It’s that time of year when the leaves change their color and drivers are sometimes distracted, among other things, while looking at the beautiful scenery. The road department will be out on the roadways and busy completed road projects, line painting, and roadside mowing. Please slow down in a work area and around slow-moving municipal equipment. Give us a BRAKE! We are asking residents if you see a safety hazard such as a stop sign down, sight distance safety issue to please call our road department so that they can work to resolve the issues. 717-229-2862

TOWNSHIP REMINDERS...

• Please be aware that Manheim Township does not have public

water systems. Residences in Manheim Township are served by an “on lot” water well or a spring . The water supply is limited by nature and sometimes competition. Be mindful that we all share this water and conservation of our water resources is important.

• The Public Roads, rights-of ways and easements in Manheim

Township ARE NOT:

1. A place to litter or dump trash.

2. A place to blow, throw or dump grass clippings.

3. A place to push, throw or dump snow or gravel from your driveway.

The State of Pennsylvania and Manheim Township have regulatory authority to collect fines for any of the above.

• Outdoor burning shall be permitted in any approved container

covered with wire mesh located at least twenty-five feet from any structure or building; provided:

1. Leaves, branches and other non-decayable vegetative matter are the only items allowed to be burned.

2. No such burning is allowed on any street or sidewalk within Manheim Township.

3. Burning is only permitted Monday-Saturday between the hours of 8:00 am to 6:00 pm and 8:00 am to 7:00 pm during daylight savings.

FOOD OUT FOR STRAY CATS! They will not starve. They are excellent hunters. When food is put out it attracts wildlife as well. Raccoons are ferocious fighters and will not hesitate to go at it with a pet. There is no cure for rabies and an animal MUST be eu-thanized in order to test the brain where the virus lives.

Reservation Information

The athletic field, basketball court and pavilion are available for reservations. The entire park and all facilities are open to the public unless reservation of a specific active/group facility is approved through the municipal office. Reservations for the active/group use fa-cilities can be made on a daily or weekly basis. Daily reservation is $20 per day. Weekly reservations are geared more to-ward league and team sports and the fee is $50 per week per team. A certificate of liability insurance is also required for league and team reservations. Electric service is available with pavilion reservations. Use of electric service re-quires a $25 key deposit refundable upon return of the key. A $25 befouling fee may be assessed when municipal clean up of a rented facility is required. To reserve a facility at Manheim Adven-ture, please complete the form located on our website with specific dates and times of reservation. The signature on this reser-vation form must be an adult responsible for the reservation activity. By signing the form you are waiving all claims of liability against Manheim Township for accidents and injury during the event for which the reservation is applicable

TRICK OR TREATING

Ghosts, ghouls and goblins will take over Manheim Town-ship on Tuesday, October 26, 2021 from 6:00 pm to 8:00 pm.

HALLOWEEN SAFETY TIPS

Trick or Treat night is all about fun, but safety should always be a priority. A few reminders to follow while the ghosts and goblins are creeping their way through your neighborhood on Halloween.

• Carry a flash light

• Walk, don’t run

• Visit only familiar neighborhoods and don’t approach dark houses

• Don’t cut across yards

• Place reflective tape or markings on clothing

• Be sure young children trick or treat with an adult

• Inspect candy for tampering

Motorists should be aware that there will be an excessive number of pedestrians along road-ways. Drive slowly and be patient!

NEW PENN WASTE CONTRACT A new three year refuse and recycling collection contract for Manheim Township was awarded to Penn Waste. The new contract was awarded on August 16, 2021. The new contract term begins on October 1, 2021 and expires September 30, 2024. There are two 1 year extension options included in the contract. In July of 2024, the Board of Supervi-sors will have the option to either extend the contract based on the ex-tension bid prices or rebid a new three year contract, based on market conditions at that time to include fuel prices and other recent contract awards. Any household that had service on or after September 30, 2003, and any newly constructed residence is required to have curb side solid waste collection service. The contract includes two volume related options for residents that are similar to the two options currently available. The first option includes weekly collection of up to 96 gallons of refuse (three 32 gallon trash cans or equivalent), unlimited recycling and one large item such as a sofa, mattress set or appliance. It also includes annual Christmas tree collection for recycling into mulch. The current contract price for this option is $288 per year, billed at $72 per quarter. The new contract price will be 305.88 per year, billed at $76.47 per quarter. The second option is for residents that create a low volume of refuse. This option includes the annual collection of at least twelve contractor provided 32 gallon bags, weekly collection of unlimited recycling and an annual Christmas tree collection. One large item can also be dis-posed of with this option by tying one bag to the large item to be col-lected. The current contract price for this option is $156 and includes 12 bags annually. The new contract price will be $168 per year, billed annually. The contractor will mail the bags to the residents upon their receipt of the annual payment instead of picking up the bags at the Township office. Additional bags can still be purchased here at the of-fice as needed. Additional bags will be $7 each. Collection day will continue to be Wednesdays each week.
