With the creation of the European maritime transport space without barriers, the Commission intends to improve the

overall effectiveness of intra-EU maritime transport by eliminating the main obstacles of administrative nature to the

development of short-sea shipping (SSS).

Better equipped to compete with road transport, SSS will contribute significantly for the EU to meet its environmental

commitments and respond to its energy challenges.

• Simplification of customs procedures for vessels only sailing between EU ports

• Electronic customs• Modernization of the Customs Code, in terms of reduction of administrative procedures for transport in

order to introduce the presumption that goods shipped between EU ports have the customs status ofEU goods, eliminating the documentary proof of EU status.

Set up secure, integrated, interoperable and accessible electronic customs systems for the exchange ofdata contained in customs declarations, documents accompanying customs declarations, certificatesand other relevant information.

• Directive 2010/65 / EU - Rationalisation of documents required by different legislative frameworks

Directive 2010/65/EU on reporting formalities for ships arriving and/or departing from Member Stateports, is designed to «simplify and harmonize the administrative procedures applied to maritimetransport through standardization of electronic transmission information and the rationalization ofreporting formalities».

It requires Member States to establish, by 1 June 2015 through the unique national platform, servicesto receive notifications on arrivals of ships. Given that the required information must be submitted onlyonce, it will have to be shared between the relevant authorities such as customs or border controlentities.

LRIT - Long Rang Identification and Tracking

The main objective of the LRIT, is to allow permanent identification and location of the vessel, allowing

its permanent monitoring, integrating this information with the necessary advance in the control systems

and risk assessment making it available also in chain management systems.

In 2006, the EU adopted the amendments to the IMO's SOLAS Convention to make it mandatory for

crude vessels of less than 300 GT the identification and tracking system of ships at long range

(LRIT), available from January 2009.

The implementation of Directive 2010/65/EU - on reporting formalities required on arrival and / or departing

from ports of the Member States, was a first step, according to which the transmission and exchange of

reporting formalities should happen by electronic means by 'national unique platforms‘.

ARTICLE 1SUBJECT MATTER AND SCOPE

1. The purpose of this Directive is to simplify andharmonise the administrative procedures applied tomaritime transport by making the electronictransmission of information standard and byrationalising reporting formalities.

1. Member States shall accept the fulfilment of reporting formalities

in electronic format and their transmission via a single window as

soon as possible and in any case no later than 1 June 2015.

shop, that is, the single point of contact from the port where economic agents deliver information in

electronic form and from where this flows to all related entities, safeguarding all safety requirements and

confidentiality of information.
