SURFnet’s advice to local/city governments
• The government is expected to organize its internal matters efficiently and buy rationally
• Buying power with city government leaves government in a safe “launching customer” role
• No market disruption as long as the line is not crossed between “take care of your self” and “delivery to third parties” is not crossed
