Background

‒ The Malaria Surveillance and Lab Quality Assurance (QA) Project is funded by the Asian Development Bank and implemented by University Research Co., LLC (URC)

‒ Time frame: 18 months, May, 2016 - December, 2017‒ Managed and implemented in collaboration and coordination with

the National Malaria Control Program (NMCP) and National Health Laboratory (NHL) at all levels and other relevant stakeholders

‒ Focus: Strengthening malaria diagnostic services, surveillance system and data use

Objectives

Project Objectives:‣ To strengthen the existing data management system for

malaria surveillance (NMCP)‣ To improve laboratory diagnostic quality assurance

(NHL-NMCP)


Strategic Approach Surveillance:‣ Paper-based reporting system‣ Access database for data storing‣ Piloting at Mawlamyine, Belin &

Hkamti with mDMS (a mobile Data Management System with Access DMS + mobile applications for volunteers and BHS from NMCP)

Laboratory QA: improve malaria diagnosis ‣ Revise Malaria Microscopy and Lab QA

Manual & SOPs‣ Quality Microscopy at hospitals (10

townships)‣ Quality RDT diagnosis at the volunteer

and BHS levelWith strong collaboration among the DOPH (NMCP) and DOMS (NHL)


Malaria Surveillance− Continue to support the routine paper-based reporting

system− Strengthen surveillance by using access database − Pilot real time notifications of malaria cases in three

townships− Case investigation within 72 hours and response in 7-

days (1-3-7 approach)− Supervision, monitoring and evaluation with NMCP

& NHL


Laboratory QA−Baseline assessment conducted−Updated/revised malaria microscopy SOPs and lab QA manual−Created malaria microscopy algorithm for lab technicians−Scheduled to train lab technicians for Lab QA and microscopy−Lab QA: ‣ Cross Checking (NMCP)‣ Panel Testing (NHL)‣ On-the-Job/refresher training

−Supervision and monitoring now operational by core group (NMCP, NHL & ADB)

Printed and distributed:‣ 1,500 Malaria Microscopy SOPs to hospitals‣ 500 Manuals on laboratory QA for Health

Malaria Microscopy Strengthening


Challenges ‒ Poor mobile services and internet connection in remote areas‒ Delayed arrival of commodities limited time for

implementation‒ Private sector engagement in malaria prevention and control ‒ Engagement of other ministries and stakeholders for malaria

elimination‒ When approaching malaria elimination lack of day to day

slides examination skill become declining gradually despite of repeated training


Way Forward‒Continued dissemination and training using approved SOPs and manual for

Lab QA and malaria surveillance ‒Advocacy and capacity building of private sector partners including service

providers ‒Strengthening malaria case notification and data surveillance ‒Engagement of other Ministries for malaria elimination‒Supportive supervision and mentoring support at all levels‒Quality malaria report and lab QA to NMCP‒Expanding program strategies to other states and regions‒Documentation of lessons learnt and success stories
