part of world. Mr. Mir Ghulam Ali Talpur, who is also donor of this school plot and beside
this he also donated one extra room for MFS Mir Banday Ali Talpur. He also adopted 4
schools of Tando Ghulam Ali including 2 Primary Schools GBPS/GGPS (Boy/Girls) and 2
Higher Schools (Boys/Girls).
Human Support assistance extended by the group of volunteers enabled the completion of
Malala Feeder School Mir Banday Ali Talpur Inauguration Ceremony within the time
frame especially on Sunday. Suggestions and comments from group of volunteers
contributed significantly in the successfully organizing the seminar.

EXECUTIVE SUMMARY
In October 2012, 14 year old school girl Malala Yousafzai was shot and seriously injured
by Taliban militants in north-west Pakistan. Malala was targeted for campaigning for girls'
right to education.
"Even if they come to kill me, I will tell them what they are trying to do is wrong, that
education is our basic right."Malala Yousafzai
When the Taliban took control of the Swat region, where Malala lives, girls had been
banned from attending school. Instead of accepting this situation, Malala wrote a blog for
the BBC, speaking out against this injustice.
Fortunately, after medical treatment in Pakistan and the UK, Malala is recovering well. But
the attack on Malala has brought the dire situation for children, and in particular girls, into
the spotlight.
Also according to the constitution of Islamic Republic of Pakistan, the state is responsible “
…to provide basic necessities of Life, such as food, clothing, housing, education and
medical relief for all citizens, irrespective of sex, caste, creed or race” [Article: 38(d)]; “ …
to remove illiteracy and provide free compulsory secondary within minimum possible
period” [Article: 37(d)]. This places a heavy responsibility on public sector-to provide free
and compulsory education to all.
At the World Education Forum Dakar (2000), over 1,500 participants from 182 countries
and major development agencies the Dakar framework for action to achieve a set of
educational goals/targets by the year 2015.
During the year 2010-11, one of the heaviest floods in the history of Pakistan devastated
many districts of Pakistan. The floods nearly affected 34 districts across the country.
In addition to human losses and sufferings, damages include to the school buildings
facilities. Some of the main facts are as below:
Five to six percent of all schools in Pakistan have either been totally or partially destroyed
by this calamity.
This has left ten million children including 2.8 million under the age of five years to be
without schools, as reported by UNICEF.
This was the time when I – Care came up at the stage of hardship and helped out the
affected population for humanity and donated a sum of P Rs. 55,135,504/- this amount was
spent to the tune of PRs. 33,652,586/- this spending was done very transparently as need
based activities in the affected districts. Out of the total spending of above stated amount
on realistic needs, a balance amount of PRs. 21,482,918/- was left and was allocated for
reconstruction works of the Feeder Schools in the most affected areas. All over Pakistan 16
different locations were identified on very strict criteria based policy and eventually spade
works for construction and formal construction was started in the year 2012 and 2013
respectively. The classification of schools is given under:
1. Sindh= 5
2. Punjab= 4
3. KPK= 4
4. Balochistan= 3
The construction work of MFS Mir Banday Ali Talpur, District Badin was started from
Feb, 2013. The project consists 2 rooms (initially) but one room was donated by Mr. Mir
Ghulam Ali Talpur, LandLord. So, currently school has 3 rooms.

SECTION I
BACKGROUND AND RATIONALE
National Commission for Human Development (NCHD) was established in July, 2001 as a
federal statutory body. It is a fast-track initiative to improve social sector outcomes at the
grass-roots. The goal of the Commission is to fill the implementation gaps and improve
public sector delivery mechanisms to achieve the Millenium Development Goals (MDGs)
through:
Universal Primary Education (UPE)
Adult Literacy / Gender Empowerment
Program
Reducing Population Growth Rate
Improving Infant & Maternal Mortality
Capacity Building at Grassroots
With a ranking of 144 on the UNDP’s
Human Development Index, out of a total
of 178 countries, Pakistan faces enormous
challenges at the beginning of the new millennium. Poverty, illiteracy, lack of healthcare
facilities and a continuously soaring population have for long hampered the scope of
generating improved social sector outcomes for the millions of Pakistanis living at the
grassroots. Attempts made in the past to
address these issues have often been
marred by the lack of political will,
economic & political instability and
inadequate capacity of the implementing
agencies which further exasperated the
already dismal state of human
development in the country. A Task Force
on Human Development was established in
June 2001. It was designed to find
innovative solutions to improve and fill
implementation gaps in social service
delivery at the grassroots in the sector of
Education, Health and Poverty Alleviation.
Extensive research carried out by eminent
social scientists under this project suggested the dire need for building capacities of all the
stakeholders involved in the process of social service delivery while encouraging active
community participation to ensure sustainability of development interventions at the
grassroots. To ensure the effective implementation of these recommendations the President,
under his patronage laid the foundations for a national level development agency. The
National Commission for Human Development (NCHD) which came into being in July
2002 as an autonomous federal body was mandated with the role of orchestrating Human
Development efforts in Pakistan.
Based on a holistic development model, NCHD aims at enlarging the scale and scope of the
efforts made by the government in ensuring the effective provision of social services. It
perceives human development as a process of enlarging choices, building capacities and

encouraging participation of communities at the grass roots. To ensure this, NCHD is
directed towards supporting government line departments, civil society organizations and
the local communities in the sectors of education, basic health care and income generating
activities at the grassroots.
NCHD identifies, and consequently presents innovative and cost effective solutions to fill
implementation gaps, building the capacities of the involved agencies and stakeholders to
effectively address the issues hampering the process. Through extensive training programs
and capacity building workshops which cater to all the stakeholders involved in the
process, NCHD helps ensure a lasting impact. These capacity building exercises are
targeted towards Government Line departments, community based organizations and the
community.
NCHD has been officially declared as lead agency for the spread of literacy programs in
the country by the President of the Islamic Republic of Pakistan. The 2006 UNESCO
International Reading Association Literacy Prize has been awarded to NCHD for its
National Literacy Program.
SECTION II
NCHDs MISSION AND GOAL:
To promote Human Development by supporting Government Line Departments, Non-
Governmental Organizations and elected officials at the district level in primary education,
literacy and provision of basic healthcare services. NCHD is a fast-track initiative to
improve social sector outcomes at the grassroots. The goal of the Commission is to fill the
implementation gaps and improve public sector delivery mechanisms to achieve the
MDGs.

CEREMONY:
The celebration attempts to:
� To inaugurate the mega Malala School Construction Project.
� To focuses and attention on education issues.
� To raise public awareness and support for education.

� To appreciate & acknowledge the efforts of all stake holders, who participated in
the construction of MFS Mir Banday Ali Talpur.
SECTION IV
DESCRIPTION OF MFS MIR BANDAY ALI TALPUR INAUGURATION
CEREMONY:
a. Pre-Planning activities
i. Planning meetings with all stake holders specially with Mr. Mir Ghulam Ali
Talpur, LandLord
Strong planning is the key to success of any
program, so we conducted several meetings with
stake holders including with District
Government officials, Education Department
officials, communities and volunteers.
Especially with Mr. Mir Ghulam Ali Talpur,
LandLord who help to organize this mega event.
Bundle of Thanks goes to most respected Mr.
Mir Ghulam Ali Talpur, LandLord, who shown
not only keen interest but announce to bear all the expenses of ceremony. The main and
prime agenda of these meetings to set the activities and way & pattern of MFS Mir Banday
Ali Talpur Inauguration ceremony in District Badin. Finally, after long discussion and
conversations it was finally decided that the ceremony will be going to be held on 13th
October, 2013 (Sunday). As lot of dignitaries have very tight schedules, so they given us
their availability of Sunday.

ii. BBCM
As lot of Male guests were planned to come in center so it was necessary that first we
should conduct the meeting with the community to share our plan and motivate them for
the upcoming ceremony. So, BBCM were scheduled at above mentioned location and we
have conducted Broad Based Community Meeting (BBCM) in concern location of District
Badin. The main agenda of the meetings was to share the plan of the ceremony and to raise
the awareness about the importance of education among masses.
b. MFS Mir Banday Ali Talpur Inauguration Ceremony
As per planned schedule the worthy Mr.
Sikander Ali Mandhro, Minister of Law
& Parliamentary Affairs, Government of
Sindh along with its team including
political representatives, government
officials and police officials arrived at
MFS Mir Banday Ali Talpur, Tando
Ghulam Ali, District Badin . First of all
he inaugurated the MFS Mir Banday Ali
Talpur by cutting the Rabin and after
placing inauguration stone, the combine
prayer was observed. After that he
visited the classrooms and asked the
questions from students as well as from
teachers. He was too much happy and
appreciated the efforts of National
Commission for Human Development
(NCHD) in golden words. He said
NCHD is doing great job for the noble
cause of spreading education especially
he said construction of school was really
great think to do.. He give credit to
NCHD who took great initiative and
constructed a very beautiful school in the
shape of MFS Mir Banday Ali Talpur,
District Badin. He also appreciated the keen interest of Mir Ghulam Ali Talpur who made
this great thing to happen.

c. Methodology of Ceremony
i. Recitation of Holy Quran
The ceremony was started with the recitation of few verses from Holy Quran by Mr. Hafiz
Ishaque Memon, The comparing responsibilities were taken by Mr. Shakeel Laghari.
ii. Inauguration of School Building
The worthy Mr. Sikander Ali Mandhro, Minister of Law & Parliamentary Affairs,
Government of Sindh, has inaugurated the MFS Mir Banday Ali Talpur by cutting the
Rabin and after placing inauguration stone, the combine prayer was observed.. It was
remarkable moment.
iii. Ajrak Ceremony
As it is a tradition of Sindh that we have to present Ajraks
to our respectable guests, so by continuing this tradition,
the members of National Commission for Human
Development (NCHD) Badin family the host of Mr. Mir
Ghulam Ali Talpur one by one present the Ajraks to all
the respective guests. Starting from the honorable Chief
Guest Mr. Sikander Ali Mandhro, Minister of Law &
Parliamentary Affairs, Sindh and then rest of guests has
received the Ajraks in this mega event.
iv. Welcome Speech by DGM, Badin
District General Manager Badin warmly welcomed all the
guests participated in the noble cause. District General
Manager say vote of thanks to all participants and shared
the importance of Education. He shared that NCHD has
organized this event with the support of Mr. Mir Ghulam
Ali Talpur & Education Department and District
Government. It has encouraged and supported to the
teacher for betterment of education. Literacy invites
everyone to recognize the indispensable and often difficult
role that teachers play – whether working in an
industrialized city or in a temporary classroom in a
refugee camp. He briefed the NCHD goals and objectives
and said that the 100% literacy is to be achieved by 2015,
because the government has signed an accord of MDGs. He said that everyone is
encouraged to salute to the teachers on their sincerity. To attain the objective of Education
for All (EFA) by 2015 it is necessary for all of us to join the hands and work collectively
for spreading literacy to each & every corner. In order to reach the goal, millions of efforts
should be required across the globe. He appraised the efforts of Mr. Mir Ghulam Ali Talpur
who organized the Seminar in good manner. He briefed in detail about the Malala School

Construction Project. He also instructed that all the teachers & volunteers should perform
their duties with sincerity and responsibilities. He forced to all the participants to work hard
for spreading education far & wide. He shared the pre & past scenario of NCHD with
context of District Badin. He shared that NCHD with collaboration of ED has re-opened
552 schools and 43 Feeder Schools (FTs) by providing 662 Feeder Teachers in the concern
schools, where thousands of students gaining education and thousand of OSC has been
catered. He also say vote of Thanks to all those who participated in the noble cause of
Malala Feeder School’s construction including ARE Sindh, Contractor, Mason, Labor,
volunteer, Teacher, students and other.
v. Mr. Mir Ghulam Ali Talpur, LandLord.
The honorable host first of all say vote of thanks to
all. He expressed his feelings in this way that in this
hot & hummer weather the interest of the participants
as well as Management is really appreciable.
Specially, DGM BADIN because he really leads
from front and he himself is taken the full interest, so
it shows his interest and enthusiasm. After that he
briefed in detail about Malala’s efforts and history.
He said that a little kid from such area where
education specially girls education seems to be big
problem, but Malala stood up and fight for not herself but for all other girls who were
deprived from education. Her brave efforts really make everyone proud and she became
role model for not only for us but specially for girls. After that he also shared the
background of education in District Badin specially in UC Tando Ghulam Ali. He shared
that he wants to make this school as faculty. He appreciated the efforts of teachers. He
request all participants to share their part for education because one person or one
organization can’t change but it should be the joint efforts which can make any positive
change. He said that these type of programs will be work as role model m all of us and it
will help in spreading education far & wide. He ensured his full supports with NCHD.
vi. Mr. Syed Mehfoz Ali Shah, DEO, Badin
Mr. Syed Mehfoz Ali Shah, DEO, Badin by addressing in seminar rendered bundle of
thanks to all the participants, Chief Guest, Guests, NCHD, teachers, community members,
Media, volunteers and students specially to Mr. Mir Ghulam Ali Talpur, LandLord who
make this mega event successful. He said that Pakistan is also among the signatories of
Millennium Development Goals (MDGs), so now Pakistan haven’t the time to achieve
desire goals. Now, it is our responsibilities to work hard to meet the concern goals within
time frame. He said that according to instruction of provincial government Education
Department, we have with collaboration of National Commission for Human Development
(NCHD) Badin trying hard for increasing enrollment by catering school going age children.
He also ensured that he will take every step to increase the literacy rate of Badin. He
appreciates the work of NCHD Badin and he said that NCHD Badin is giving full support
and facilitation to Education Department and he also hope that this strong coordination will
continue in future. The DEO, Badin, said teacher are the main weapon who can make

education on the high. He said that this Malala Project will help us students and remain role
model for others. Especially he appraised the criteria of National Commission for Human
Development (NCHD) in reopening closed schools as well as in Feeder Schools, which
really helps the education department to cater the less enrollment problem. It is really role
model program. He ensured his full support in this project as well as in other interventions.
He said me and my team is ready to facilitate in this noble cause.
vii. Mr. Sikander Ali Mandhro, Minister of Law & Parliamentary Affairs,
Govt: of Sindh
The worthy Minister of Law & Parliamentary Affairs,
Government of Sindh addressed to the participants. He
thanked local administration, NCHD, I-CARE, local
community volunteers and specially to Mr. Mir Ghulam
Ali Talpur for constructing beautiful school building and
gathered for a valuable cause.
He appreciated the completed projects of NCHD especially in district Badin. He told that
our government is has taken lot of efforts for the reconstruction and Rehabilitation phase
and various projects are in pipeline for flood affected people.
The Minister said that in Pakistan specially in Sindh we are facing several problems in
education but now it is time to o reverse this trend. The Minister said efforts would be
made to increase the Literacy rate by 2015 under Millennium Development Goals (MDGs).
Such projects are vital to raise awareness among the masses about the importance of
education.
The Minister instructed to Education Department to come up with new ideas as we can
improve quality of education. He said that we all are the supporters but main implementer,
player & agent is education department. It needs lot of sincerity to reach the desired goals.
The Minister expressed his feelings that if we are not achieving the desire targets in overall
district then we should first focus on any city, then
UC, then Taluka and slowly & gradually we spread
it to whole District.
The Minister said that we have to sit together first
collect the data and then we should focus on gray
& backward areas one by one. He said we can take
the help of different NGOs just like UN, UNESCO,
UNICEF, SEF, AKF and other.
In last he once again appreciated the efforts of NCHD and its team by putting up great
show.
