    I present my annual report for the year 2009 to the Pony Club Asso-ciation of Victoria. Once again it has been a year to remember primarily because of the dreadful and devastating bushfires that caused so much suffering to a great many people, and in particu-lar, to many Pony Club members. In the months since those awful days in February, the Pony Clubs af-fected have gradually recovered thanks to the generosity of nearby Clubs sharing grounds and facilities,

    individual donations to the PCAV Bushfire Relief Fund, unprece-dented public donations and grants from the Federal and State gov-ernments. Over the past couple of years it has been the aim of the Council to establish a user friendly, practical method to encourage as many Instructors as possible to become NCAS accredited. To this end the process of rolling out the NCAS Preliminary Course to Clubs has begun, using the specially prepared workbooks and with the already qualified assessors visiting the designated Clubs. The State Training Workshops have been conducted in Zones and have proved to be most popular and beneficial and I want to thank our Coaching Director, Clare Lewin for her continuing good work planning and organising these Clinics. The revamped Efficiency Kits have made the task of preparing candi-date riders for assessment much more inviting and interesting and work is continuing with the writing of standardised manuals for the higher certificate courses. The generous funding from the various State Government depart-ments, namely Vichealth, Sport and Recreation and Primary Industry has enabled the PCAV to establish and continue these ambitious projects. We have seen another year of International, National and State com-petitions for Pony Club members. Unfortunately the InterPacific Ex-change to be held in Hong Kong this year was postponed because of the threat of Swine flu to travellers. Our Victorian representative, Shae Smith, will have the opportunity to attend when the Exchange is rescheduled. In October 2008, we saw the Prince Philip and Senior Mounted Games State Championships conducted at Werribee. In November, many of these riders competed successfully in the National Mounted Games in Adelaide. Our Junior team placed third and the Senior team won an exciting and closely fought competition, along with the prestigious Allan Hessian trophy. Also, in November, we had riders representing PCAV at Equitana with an entertaining Musical Ride and PA Grade Show jumping com-petition. Both these events were conducted in very trying weather conditions but the riders acquitted themselves wonderfully well in front of large crowds of spectators and it was a good PR exercise for the movement.

    The first State event for 2009 was the Dressage and Showjumping Championship and this was hosted by the Central Zone and held at the Oaklands Pony Club grounds amid a lingering smoke haze from the recent bushfires. In May the State Horse Trials Championships were hosted by the Midland Zone at Fosterville and the Zone Teams Challenge was held at Werribee followed by the State Flat Ride, Mu-sical Ride and Games Championships in June. All these events were planned and successfully conducted by dedi-cated committees of volunteers and I congratulate and thank all in-volved for their commitment in providing these events for our enthusi-astic competitors. Forty five riders have just returned from representing Victoria in Syd-ney at the Pony Club Australia National Championships. They all should be very proud of their efforts, in their age groups and their chosen disciplines, because they all competed extremely well in the most magnificent setting and surrounds of the Sydney International Equestrian Centre at Horsley Park. In two years time Victoria will be the host of this national competition and to this end many of us, who attended in Sydney, have returned home armed with suggestions and ideas for 2011. We welcome those who have already come forward with an offer to help and others, please be prepared to be asked to help. The State Council has been working hard to keep the organisation working smoothly and, along with advice from the Rules sub-committee, has produced new rule books for Showjumping and Horse Trials, among other things. The demands on the time of the Executive, Zone Councillors and the Zone Chief Instructors has been ever increasing and I appreciate the commitment and efforts of every-one. Communication is always a most important part of any organisation. The PCAV website is a most informative method of finding out infor-mation, for it is user friendly and up to date. The ‘Making a Differ-ence” magazine is also a valuable source of information and let’s not forget email and the telephone. All these tools are there for members to utilise. Once again it has been a busy year at Club, Zone and State level with rallies, coaching clinics, competitions, camps and numerous other Pony Club activities. When looking at the calendar there ap-pears to a Pony Club activity somewhere every weekend in the year and to conduct any of these events, volunteers are required. It really goes without saying that our volunteers are the backbone of the or-ganisation from Club level through to the State Council and I am grateful to each and every one of you. To the members of the PCAV Council Executive, Treasurer Janice Ray, Vice Presidents Philip Cobbledick and Kammy Cordner Hunt, I am most grateful for your friendship and guidance throughout the past year. In closing I want to express my thanks and gratitude to those staff members working at our headquarters in Mulgrave, namely, James Fitzpatrick, Clare Lewin, Vicki Jans, Suanne Waugh, Barbara Cichowitz, Kate Wilson and Marlee Kuzmich.     PCA NCAS Preliminary Coach Accreditation Program 2009 has been a new and exciting time for coaching in Pony Club by the end of this year about 50 Pony Clubs and their coaches will have undertaken the Pony Club Australia (PCA) National Coaching Accreditation Scheme (NCAS) Preliminary Coach Ac-creditation Program. We wish to thank the committee members and coaches at these Club who have embraced this coach train-ing opportunity and have worked with us to make this training opportunity a success at their Club. Opportunity Knocks! PCAV aims to visit all Clubs over the next 2 years to conduct the practical assessment component of this course at a Club rally; this is a once off opportunity. A State Government Grant has enabled PCAV to offer your Club over $600 worth of coach training and assessment at no cost to the club or coaches. The course involves the completion of a workbook and a practical assessment at a club rally which makes the qualification more accessible to everybody. How do our coaches do this course? The PCA NCAS Preliminary Coach Accreditation is completed in two parts, a theory and a practical component. The theory com-ponent of this course requires candidates to complete a workbook, the workbook is similar to an open book test and can be com-pleted individually or within a group environment it is entirely up to the candidate. The practical component will occur on a normal rally day and involves a visit from two specially qualified PCA NCAS Assessors who will watch your coaches in action. Do our coaches have to do this training? The PCA NCAS Preliminary Coach Accreditation is not compulsory for any coach and at present is not a required qualification to be a coach in Pony Club. However … this course is currently being offered for free so why wouldn’t your coaches take up the opportunity to gain this accreditation. Who should do this course? Any coach currently coaching at your Club who has no formal qualifications, has completed PCAV Instructor Certificates, is a lapsed NCAS Level 1, holds current or lapsed BHS qualifications or any parent/senior rider who is keen to get involved in coach-ing and can organise to obtain 10hrs of practical coaching at Pony Club should consider this accreditation. Prerequisites for this course? • Basic knowledge of horse care, horse riding and coaching principles • Registered member of a Pony Club affiliated with PCAV • 18 years of age (a coach may start the theory component of this course at 16yrs but practical assessment can not be con-

    ducted until the coach is 18yrs) • Minimum of 10hrs coaching practice at Pony Club How does our Club get started? Your Club will be contacted in the near future by the PCAV State Office and an assessment day will be allocated to your Club. We encourage you to talk with your coaches and find out who is interested in taking this opportunity so you will be ready to go when we contact you! HINT TO INSTRUCTORS Feedback from coaches who have completed the course say to start the workbook about 5-6 weeks before the assessment day. The instructors that started 2-3 weeks found the time a bit short to have the workbook complete.

    D6.1 ENTRIES FOR THE STATE CHAMPIONSHIPS 6.1.a Any member who wishes to compete in the Grade 1 PCAV horse trials state championships must qualify by completing two

    horse trials made up of at least one pony club Grade 1 accredited event CNC *or CIC* events may also be used as a second qualification. All qualifications must be in the twelve months prior to the championships without elimination or incurring more than 60 jumping penalties per event in the cross country.

    6.1.b Any member who wishes to compete in the Grade 2 PCAV horse trials state championships must qualify by completing three

    grade 2 accredited horse trials made up of at least two pony club Grade 2 accredited events. EFA Pre-Novice events may also be used for grade 2 qualifications. All qualifications must be in the twelve months prior to the championships, without elimination or incurring more than 60 jumping penalties per event in the cross country.

    6.1.c At least one qualification must be gained during the calendar year of the championships for both Grade 1 and Grade 2. The

    previous year’s championships shall not count as a qualification. 6.1.d At the closing date for entries for the championships, ALL combinations of horse and rider must be qualified as per the rules, for

    the grade/s in which they wish to enter.

    Most people taking photos of children at sporting events are doing so for acceptable reasons and are using appropriate methods, for example, a parent videoing their child at a sports presentation or photographing their child on the field during play or a professional photographer taking photos for a club. It is worth noting that many photographs taken in public places will include subjects who have not consented to their photo being taken, and people, including children, are frequently photographed by security cameras without their knowledge or permission. The small size of many cameras and the advent of mobile phone cameras make it easier to take photos and harder to monitor. Digital photo publication can now be printed at home and photos can be taken, altered, and transmitted quickly to a vast audience by posting on the internet or “on sending” the photo to mobile phone users. This greater ease of taking and modifying images has raised concerns about the potential risks of child abuse posed directly and indirectly to children and young people through the inappropriate use of photographs on sports web sites and in publications. Evidence in Australia and internationally, indicates that information posted on an internet site or published in a magazine or newspaper has the potential to be used to target children, to locate them, and then to condition or ‘groom’ them for abuse or exploitation. Certain individuals will also visit sporting events to take photographs or video footage of young sports people for inappropriate adaptation and use. The end result is that, in spite of the best intentions of the sporting organisation, children can end up being victims of abuse. The following information and suggested strategies have been provided for sporting clubs and associations to consider when acquiring and displaying images of children and young people on web sites and in other publications. Please note that this information is not intended to be, nor should it be relied upon as a substitute for legal or other professional advice. Or-ganisations and individuals should seek legal advice in relation to these issues in your state or territory.

    The Law

    In Australia, generally speaking, there is no law restricting photography of people (including children) in public spaces as long as the images are not considered as: • indecent (such as “up skirt” or “downblouse” photographs taken covertly in change rooms, toilets or other invasions of privacy) • being used for voyeurism or made for the purpose of observing and visually recording the other person’s genital or anal region • protected by a court order (eg. child custody or witness protection) • defamatory • being for commercial purposes (person’s likeness is used to entice people to buy or it appears they are endorsing a product). This may

    Consensual photos of a child (including your own child) also contravene Criminal Codes and censorship laws if the child is photographed in a provocative or sexual manner. Where a sporting event is held on a club’s private property, privately owned land, a school or council owned facilities, the owners of private property or venues are able to restrict or ban photography (e.g. some council owned facilities will not allow mobile phones or cameras in change rooms or toilets). Where a sporting event is held on private property not owned by the organisers, there needs to be a discussion with the owners to determine a mutually agreed photographing policy. There is nothing, however, to prevent a person from photographing outside the property boundary unless it is taken for indecent purposes, as previously discussed. Many facilities do not allow the use of mobile phones (regardless of whether they have camera features) in change rooms and some local government pools require permission for photography anywhere in their venue. If a person is taking photographs inappropriately (e.g. breaching the restrictions or ban in place for that private property or venue), then venue management can request the person to stop. If the person refuses, the police or security may be called to escort them off the property (without threatening violence, detention, or confiscation of the camera or film). Sporting organisations may want to consider implementing one or more of the following strategies to provide all involved with a greater knowl-edge and an assurance that the taking and displaying of images is appropriate:

    Acquiring Images

    • Clearly outline what is considered appropriate behaviour in obtaining photographs and what is considered appropriate image content using a camera, mobile phone or video and publicise this information throughout the organisation.

    • Do not allow photographers (professional photographers, spectators, fans, coaches or members of the media) unsupervised or individual access to children.

    • Ensure the coach informs the team/athlete and parent(s) if the coach wants to video the athlete(s) as a tool to analyse and improve per-formance. (This practice would need to consider any photographing policy in existence for the sport and if on private property)

    • Obtain the consent of parent /guardian and their agreement to be present before approving photo/video sessions outside the event venue or at the home of a child. Where possible, have the photo taken at the event venue.

    • Provide details of who to contact within the club or organisation if concerns or complaints of inappropriate photographic behaviour or con-tent are raised. Ensure that the contact person understands the application of relevant legislation and policies.

    Provide members of the media and professional photographers with an identification pass to be worn for the duration of major/large events. Displaying images

    It is not so much the taking of images that may be of concern, but how the image will be used. If your organisation is acquiring an image of a child for display: • Consider using models or illustrations for promotional / advertising purposes. • Obtain permission from the child’s parent/guardian prior to taking the images of a child or young person. Ensure that all concerned are

    aware of the way in which the image is to be used and how long the image will be displayed. • If an image is used avoid naming the child. If this is not possible avoid using both a first name and surname. • Avoid displaying personal information such as residential address, email address or telephone numbers if images are being posted on

    websites or distributed in publications. • Do not display information about hobbies, likes/dislikes, school, etc as this information has the potential to be used as grooming tools by

    paedophiles or other persons. • Only use appropriate images of the child, relevant to the sport or activity, and ensure that the athlete/child is suitably clothed. Images of

    athletes participating in sports or activities that involve minimal clothing (e.g. swimming and gymnastics) or unusual body positions/poses could potentially be misused. The age of the child is another factor to consider when deciding if the image is appropriate.

    • Reduce the ability for direct copying of pictures from a website to another source (i.e. disable the ‘right mouse click’ function). • Clearly outline in a written contract to photographers who are contracted or paid to take photos, who will retain the images taken, include

    arrangements made for negatives, digital file and proofs and outline any restrictions for use and sale. • Provide details of who to contact and what to do if concerns or complaints of inappropriate image use are raised. The intention of this information sheet is to let sporting organisations know about the issues surrounding acquiring and displaying images of children, not to restrict those people who are taking photos of children for legitimate reasons.

    Excerpt from PCAV Showjumping Rules at www.ponyclubvic.org.au Go to Publications, Rules Regulations and Guides to download your copy of the 2009 Showjumping Rules 3.1 Heights and Spreads of Obstacles 3.1.a The limits on the height and spread of obstacles laid down by these rules must be observed with the greatest care. However, if it should happen that a maximum dimension has been marginally exceeded as a result of the material used for construction and/or by the position of the obstacle on the ground, the maximum dimensions laid down will not be considered as having been exceeded, but the permitted tolerance is 5 cm maximum in height and 10 cm in width, where no other alternative exists.

    Table 1: All measurements are in metres. 3.1.b Spreads for PD, PE and PF grade should not exceed the height of the obstacle except for triple bars. 3.1.c Triple bars may be 15cm wider than the maximum spread. 3.1.d The finishing heights must not be exceeded. 3.1.e No single raise in the course for any grade shall exceed 15cms. There is no restriction on the finishing height for PA grade events. 3.1.f Measuring the height of an obstacle, if cross bars are used the poles must be able to fall freely and two thirds of the face of the obstacle must measure at or below the height for the grade in question 3.1.g Double and treble combinations are composed of two or three obstacles and necessitate two or three successive jumps.

    PCA NATIONAL CHAMPIONSHIPS SYDNEY INTERNATIONAL EQUESTRIAN CENTRE HORSLEY PARK NSW The Pony Club Australia National Championship competitions were held in Sydney, NSW, from 12th – 18th July 2009 . Victoria was represented by a Team of 35 riders competing in events which included the Olympic disciplines of Dressage, Show Jumping and Eventing as well as the Prince Philip and National Mounted Games. The competitors and their families, apart from the Games riders, all trav-elled with their horses, to Sydney, arriving safely and in readiness for the week of competitions. Roger Braham OAM, past President of PCANSW, was the instigator of the first National Championships held at Wagga Wagga in 1995. Syd-ney had just been granted the Olympic Games and to celebrate the achievement Roger felt it would be a wonderful idea to bring the Pony Club Community together in a similar format to the Olympic Games. A “one off” then became a fixture. South Australia hosted the Champion-ships at Roseworthy in 1997, Victoria hosted “The Final Countdown” at Werribee in 1999, South Australia put their hand up again in 2002 and we travelled across the Nullarbor to Western Australia in 2005 then up the Newell Highway to Toowoomba where Queensland hosted the event in 2007. PCAV sent a full contingent of riders to Sydney. The riders and their parents met for the first time at Werribee Park on Sunday June 14th for a Bar B Q lunch and uniform presentation. There was an air of excitement and anticipation as riders received their uniforms and met each other and their managers and coaches. Being the site of the 2000 Olympic Equestrian events, the venue is on a magnificent 96 hectares of parkland just west of Sydney. For all our riders it was a special opportunity and privilege to be able to ride and compete in this world class environment and the families and supporters felt the same privilege, to be able to spend so much time enjoying such a wonderful facility. The stable complex was big enough that all the Teams could be stabled in their State groups, with the dressage, eventers and showjumpers each having their own section. Riders were well provided for with bunk rooms and shower facilities and there was a very large marquee for all meals. Families and supporters were able to camp towards the back of the complex in an area with powered sites and bathroom facilities also available. The weather over the week, while not hot, was ideal for the riders and the only heavy rain fell at night. Once again there were warm up events for each of the Olympic disciplines, giving the riders and their horses an opportunity to settle any nerves and it also gave the coaches a chance to observe and encourage riders in their particular field. Our riders were very lucky to have to guidance and support of coaches, Clare Lewin, Sally Francis, Anthea Sutherland, Val McKenzie and Neil Clinton, all of whom are most experienced and committed and we are very grateful for their generous assistance. Jan Faulkner was Chef d’equippe. All our riders, as individuals and in teams, performed exceptionally well as the results show. They were well up to the standard expected at a National competition with our youngest rider being only 12 years old !! The mounted games riders competed on the Thursday and the Saturday, thus enabling many people to relax and enjoy the spectacle and excitement of the games. Special thanks and appreciation must go to the parents who willingly agreed to act as Team Managers for each discipline. We were all ably supported by the team managers, Judy Climas, Bryan Potton, Mary Pryor-Arnott and Lyn Stevens who worked tirelessly making sure riders were in the right spot at the right time with the most up to date information. This was an added duty but each helped bring a cohesiveness and support for riders and families alike. The one most unfortunate occurrence was the sudden and shocking collapse and death of Suave, the lovely old show jumping mount of Jo Stevens just after he and Jo had ridden a round in the indoor arena. This was naturally a devastating experience for Jo and everyone gathered in support and with sympathy for Jo, her brother Peter and mother Lyn. It was with much pride that we watched Jo and Peter, along with the other showjumpers, accept their ribbons at the presentation ceremony on the last day. It takes many months of planning and organisation to host a National Event and our congratulations go to the Pony Club Association of New South Wales for their most successful conduct of the championship competitions. Victoria is the host for the 2011 National Championships and to this end we will be shortly calling for Expressions of Interest from anyone who would like to join the organising committee. We know there a several parents of riders who have competed at previous championships, who have already indicated their willingness to assist and along with other volunteers, we can look forward to 2011 with a positive outlook and en-thusiasm.     4.23 State Horse Trials Qualifications

    6.1.a Any member who wishes to compete in the Grade 1 PCAV horse trials state championships must qualify

    by completing two horse trials made up of at least one pony club Grade 1 accredited event CNC *or CIC* events may also be used as a second qualification. All qualifications must be in the twelve months prior to the championships without elimination or incurring more than 60 jumping penalties per event in the cross country

    6.1.b Any member who wishes to compete in the Grade 2 PCAV horse trials state championships must qualify by completing three grade 2 accredited horse trials made up of at least two pony club Grade 2 accred-ited events. EFA Pre-Novice events may also be used for grade 2 qualifications. All qualifications must be in the twelve months prior to the championships, without elimination or incurring more than 60 jumping penalties per event in the cross country.

    6.1.c At least one qualification must be gained during the calendar year of the championships for both Grade

    1 and Grade 2. The previous year’s championships shall not count as a qualification.

    6.1.d At the closing date for entries for the championships, ALL combinations of horse and rider must be qualified as per the rules, for the grade/s in which they wish to enter.

    7. PRESIDENT’S REPORT AND AWARDS Jan Faulkner invited people to read her report, which was printed in the Annual Report. Jan expressed her appreciation to her fellow executive members of the Council, the State Councillors, Executive Officer, Coaching Director and staff and for their won-derful support. Jan highlighted the NCAS Coaching, strong government grants, improved communication, membership, events, and the horrible bushfires. Jan made special mention of the Life Membership presented to Clarrie King at this year’s State Horse Trials. Jan called speakers to assist her with the presentation of the Distinguished Services Awards and the recipients were Graham Nettleton, Richard and Anne Marston, Brian Copeland, Val McKenzie, Stan Barratt and Oriel Gardiner

    8. COACHING DIRECTOR’S REPORT Clare Lewin invited people to read her report, which was printed in the Annual Report. Clare highlighted the improvements in coaching resources and the rollout of the NCAS. The year ahead looks very positive. Clare thanked the Council, sub-committees and staff for a year of consolidation and achievement. Clare also thanked outgoing ZCI’s Wendy Abey and Michele Campbell for their tireless work and efforts over the years.

    9. EXECUTIVE OFFICER’S REPORT

    James outlined the performance of the organisation. The year was very positive with many major improvements such as the NCAS Rollout and coaching resources. The State Council provided excellent direction and we have a clear pathway for the focus on resources and consistency. State and Zone Training will be the focus for the coming year and we hope that membership num-bers improve through this period. James thanked the Council, sub-committees and staff for a very pleasing year.

    Our guest speaker was Dr Marion Magee who gave a colourful account of the ageing process and some very valuable advice on how to slow the process.

    14. PRESENTATION BY JAMES ON THE STRATEGIC PLAN James Fitzpatrick gave a report on the Strategic Plan from last year. The plan was reviewed by colour coding the completed, on-going and not complete items and highlighting the priority given to each item..

    15. PRESENTATION BY CLARE ON THE NCAS PRELIMINARY COACHING Clare Lewin gave a report on the NCAS Coaching progress.

    16. OPEN CONFERENCE Jan Faulkner opened the conference and gave an overview of the afternoon stating how it is really positive to have input and feed-back.

    I17. TEM 1 – the FUTURE WITH VISION Bev Parsons, a Northern Zone DCI from Kyabram PC spoke to the items raised in her letter. There were three issues – a) vision b) offer something different c) name change. She said club members are the heart and soul of pony club. Decision making needs to come from the bottom up from clubs. Changes to Bylaws need to be kept to a minimum. There is too much emphasis on competition requiring big commitment of par-ents in time and money. Perception of what pony club can offer needs to be realistic. There was discussion from the floor which highlighted that clubs do operate at varying levels of satisfaction. This affected commit-tee decision making, planning and rallies. The general reporting structure was viewed as working and clubs had access to zone and state decision making. It was interesting listening to club delegates talk about the effectiveness of good committees and junior committees who were very proactive. Some clubs have 85% rally attendance Rally plans are improving with NCAS Coaching training. The group spent time talking about rally attendance and why we went to 5 rallies. It was pointed out that some clubs hold fort-nightly rallies and 50% attendance was very difficult for riders at these clubs to achieve. It was felt the two rallies for Associates has not worked as they are not there often enough in some clubs but this varied club by club. A discussion took pace on attracting and retaining boys and older members. It was noted that some clubs do this success-fully because of the way they tailor their group structures and rally plans. Some parents see pony club and rallies as a pathway to competition. DC’s are often bogged down in compliance. The internet is a great source of rally ideas and communication and also there are some new great books in the PCAV shop like Rally Planners and Lesson Plans. It would be nice to have an age limit at HRCAV to give clarity of membership to both organisations. Zone meetings are sometimes hard to get to but are a great source of information for clubs. We always need more communication especially down to the rider level as some officials are not passing on information. Pony club needs to strike a balance between the high achievers and those riders seeking fun at rallies. Modified rules for inexperienced riders have been introduced such as F Grade show jumping. In earlier days, there was more horse knowledge which is not so prevalent today. The Name Change is on the international, national agendas but no-one has come up with a suitable name suggestion at this point in time. Pony Club is an International Brand Upgrading the profile of pony club is a sound idea as we collectively need to increase membership.

    18. ITEM 2 – SYLLABUS OF INSTRUCTION RE-WRITE

    Dianne Curtis from Cobram spoke to the item about the Syllabus of Instruction and certificates. There was a discussion of how some clubs and zones, such as SMZ, encourage and support riders who wish to do higher level certificates. This offers an easier progression for riders. The Syllabus is a Pony Club Australia publication. There are a number of initiatives developed by the CIP to aid riders in achieving their certificates and these can be found on the website. C and D Manuals have really assisted riders and certificate assessors

    19. ITEM 3 - $1 LEVY FOR STATE and NATIONAL EVENTS

    Phil Holland from Mornington Peninsula Pony Club spoke on the $1 levy per rider for national and state events. Phil suggested the item go back to all clubs for comment. From a quick survey from the floor about 50% of zones make a surplus each time they run a championship. This depended on the

    site and existing infrastructure. Some zones such as NMZ already have a $1 levy on competitors at all events held in the zone to help raise funds for when they host state events. The $1 levy would raise $7000 but some years we spend $30,000 eg 2005 Perth Nationals. State Council has a new sponsorship with Horseland that provided $3000 towards the State Horse Trials. State Council has the provision to grant a loan to a host zone. Some opposed to the levy as zone should call for assistance from within the zone.

    20. ITEM 4 – BARRELL RACING AS A STATE EVENT

    Kerrie Jennings from Maldon PC spoke to the barrel racing concept. Affordable and achievable for all clubs. Ranking system for riders offered ceding for ability levels. Feedback was most clubs have barrel racing at rallies. Most Northern Zone clubs have barrel racing and it was suggested that NZ might prepare a discussion paper for the State Coun-cil.

    21. STATE GAMES TEAM SIZES

    Due to time constrains, this issue was not discussed at the conference but is being heavily debated by the State Games Sub-committee and the NMG Sub-committee who will report to the State Council in the future.

    22. JAMES ROVING QUESTION TIME Bronwyn Glenn asked whether an “FAQ” or “frequently asked questions” page could be added to the website to help answer the most often asked questions. This will be investigated. Bronwyn Bourchier raised the issue of bitless bridles and questioned the process used to change gear rules in pony club. The current National Pony club rule states the horse must have a bit in its mouth. The process is Club to Zone to State, across to Chief Instructors Panel, State to the National panel that meets twice per year. John Barlee spoke of his concerns regarding the duty of care of PCAV in providing adequate first aid services especially at State events. It is apparent that the quality is not consistent across the state. A number of clubs suggested first aid providers that were offering a good service. The State Council is reviewing first aid services and this item is currently under investigation. Jeanette Graham asked the question about riders using public grounds, access out of hours, ground closure and the status of insurance. Clubs are covered 365 days per year for public liability so it is not an insurance matter. The issue is for clubs and landlords to agree on ground usage and sustainability issues. There are a number of steps to take if grounds are open to the public such as ensuring all equipment is safe, checked regularly and fit for use.
