MAJOR PROJECTS AND NEWS ITEMS INDUSTRY NEWS (Tulsa, OK) – ONEOK Partners, L.P. recently announced that it has entered into a 50-50 joint venture with a subsidiary of Fermaca Infrastructure B.V. (Fermaca), a Mexico City-based natural gas infrastructure company, to construct a pipeline that would transport natural gas from the Permian Basin in West Texas to Mexico. The Roadrunner Gas Transmission pipeline project extends from ONEOK Partners' ONEOK WesTex Transmission natu- ral gas pipeline system at Coyanosa, Texas, west to a new international border-crossing connection at the U.S. and Mexico border near San Elizario, Texas, where it will connect with Fermaca's Tarahumara Gas Pipeline. The project, to be constructed in phases, includes approxi- mately 200 miles of new, 30-inch diameter pipeline cur- rently designed to transport up to 640 million cubic feet per day (MMcf/d) of natural gas, with up to 570 MMcf/d to be transported to Mexico's growing markets. Precedent Agree- ments representing the initial design capacity have been exe- cuted with the Comisión Federal de Electricidad (CFE), Mexico'snational electric utility, and a subsidiary of Fermaca. All transportation agreements will be firm (take-or-pay) and have a term of 25 years. Roadrunner was fully subscribed in its initial design through an open season process that ran from Dec. 2, 2014, to Dec. 26, 2014. Additional capacity could become available through future expansions depend- ing on the demands of the market. The first phase of the pipeline project for 170 MMcf/d of available capacity is expected to be completed by the first quarter 2016. The second phase, which will increase the pipeline's avail- able capacity to 570 MMcf/d, is expected to be completed in the first quarter 2017. The third and final phase of the project is expected to be completed in 2019 and will increase available capacity on the pipeline to 640 MMcf/d. ONEOK Partners will manage the construction of the project and will be the operator of the pipeline upon its completion. The estimated cost of the pro- ject is approximately $450 million to $500 million. INDUSTRY NEWS (Freehold, NJ) – The Board of Public Utilities is considering a proposal by New Jersey Natural Gas to build a 28-mile natural gas pipeline crossing six communities in Burlington, Monmouth and Ocean Counties.

NJNG calls the proposed underground pipeline the Southern Reliability Link, and says it is needed to build in redundancy should there be a problem with the current gas draw from an interstate connection in Middlesex County.

INDUSTRY NEWS (Houston, TX) – Kinder Morgan Energy Partners LP says it intends to add a second 12-inch pipeline to its previously announced plan to ship petroleum-based liquids through northern Ohio.

The additional line would transport natural gasoline.

The lines, dubbed Utica to Ontario Pipeline Access (UTO-PIA) West and UTOPIA East, would run side by side along a 240-mile route from Harrison County through southern Stark and Wayne counties to Fulton County in northwest Ohio.

Officials said the pipelines would be built at the same time.

From Fulton County, UTOPIA West would carry natural gasoline through existing pipelines to Illinois, then another 1,900 miles to Fort Saskatchewan, Alberta. That line previ-ously carried Canadian propane to the United States.

UTOPIA East would connect with existing Kinder Morgan pipelines in Michigan. Its liquids, including ethane and pro-pane from Ohio’s Utica Shale region, would be shipped to the NOVA Chemicals Corp. for eventual use as feedstock for producing plastics at its plant in Corunna, Ontario.

That pipeline, a $500 million project, was announced in De-cember 2013.

The two pipelines do not require Federal Energy Regulatory Commission approval because the new sections are entirely within Ohio. Only interstate pipelines require approval from FERC.

Approval will be required from the U.S. Army Corps of En-gineers, U.S. Fish and Wildlife Service and several Ohio agencies.

Construction could begin in November 2016, and the pipe-lines could begin service in January 2018, according to a company fact sheet.
