Clark Closes 40+ Year Career at CityThe last 8 years have been among the most remarkable and challenging periods in the City’s

history. Floods, recession, and huge budget cuts, juxtaposed with significant public/private improvements and a growing sense of forward momentum and optimism. We have cut $30 million out of our annual budget, reduced the number of full time jobs by 320, and still managed to deliver essential services. We have received accolades from over 50 national publications, and most important, we’ve received high marks from our own residents about the quality of life in our city. Our Mayor and Council have shown great leadership (and patience) as we charted a course forward. Much of the credit belongs to a remarkable City work force that is innovative, adaptable, and strongly committed to serving the public. The old cliché about doing more with less certainly applies to the City of Des Moines. So we’re in good shape, right? Well sort of. Here are some pressing needs that must be addressed in the near future.• Diversify revenues. We are too reliant on the property tax to pay for essential services, and

our ongoing “structural deficit” means that our revenues will increasingly be insufficient to support current services, including police and fire. We need to find ways to help pay for local services and keep property taxes low.

• Maintain and improve neighborhoods. Some of our neighborhoods are struggling and we need to increase investments in our neighborhoods to insure they continue to be great places for our residents to live. We know how to do this, but we need more funding to get the job done.

• Keep downtown strong and growing. Our downtown is the economic engine that helps the city, the entire region and the state keep pace with the rest of the world. For at least the next several years, our downtown will experience record amounts of new housing, public amenities, hotels and commercial development. In addition to being a major source of jobs, our downtown is THE cultural, entertainment and recreational hub for our region; and is THE location for urban living.

• Keep City government strong and effective. We expect a lot from our City workers and the challenges of the future will continue to increase expectations about performance. It is imperative that we continue to invest in our City workers, provide work spaces that promote efficiency, and use information technology to help the City do more with less.

• Increase capital funding for our aging infrastructure including our flood protection systems, streets, municipal buildings, and parks.

Des Moines is a great city with great people – but it is also a city at the crossroads. The next ten years will tell the tale for the next 50 years. Des Moines has a remarkable record of accomplishment when our residents, businesses, and elected leaders join hands around a common

vision. And it is this ability to work together that will enable Des Moines to excel as a city of choice.

Rules For Door-To-Door Peddlers In Des Moines

Bike Signage: Learning the Lingo

Spring and summer months are busy times for door-to-door peddlers. Most of the peddlers represent legitimate businesses, but some do not; and each year the City of Des Moines receives complaints from residents. A city ordinance requires anyone going door-to-door selling a product or a service, to have a City permit. PLEASE ASK TO SEE IT!

The permit has the City’s logo in the upper left-hand corner and will be signed

by the City Clerk. Each peddler must leave a copy of their permit with you, so you’ll have the individual’s name and permit number if you wish to make a complaint. If you experience a problem with a peddler at your door; please call the City Clerk’s Office at 515-283-4209, or after 5pm and on weekends call the non-emergency police department phone number 515-283-4811 to make a report.

Summertime brings more bicycles onto the street and since Des Moines is a “Bike Friendly City”, everyone should learn the bike markings on our roadways.

“Sharrow” is a shorthand term for “Shared Lane Marking.” Sharrows help to remind motorists and bicyclists that they must share the road. The purpose of the markings are to help position bicycles on streets and notify motorists to expect bicycle traffic on the road. It also encourages bicyclists to ride in a straight line with traffic.

Sharrows are used on streets where bike lanes are preferred, but there is not enough space for full bike lanes. Look for them on the following city streets:• Locust from 17th Street to East 4th St. • 45th Street south of Grand leading into

Greenwood Park. More sharrows will be installed this

summer on SW 14th Street as part of a Bicycle Quiet Street project.

Municipal Code Section 78-25 — The purpose of the ordinance is to protect residents of the City against fraud, and to ensure the safety of the residents by protecting them from intrusion into the privacy of their homes by licensing and regulating peddlers.

property owners and businesses played important roles in planning and coordinating cleanup efforts in the wake of the disastrous event.

What may feel like a long recovery effort has in fact been a diligent flurry of activity from a considerable team of fire investigators, structural engineers, building restoration teams, and demolition experts. In the next several months, residents can expect to see debris cleaned up, the building and skywalk bridges stabilized, and surrounding buildings repaired. City staff continues to work with impacted business and building owners.

The Alexander Company, the developer for the Younkers Building, is still an active and committed partner in this project and is

exploring all options including the potential restoration of the west building and the historic Tea Room. The road ahead will be long and there are many details that have yet to be worked out, but Des Moines has always rebounded from such setbacks. While an iconic piece of our city’s history has been lost, our momentum remains strong and we eagerly await the next chapter in this site’s history.

“Save Some Green” Neighborhood Initiative— A New Way to Think About Energy Efficiency in Des Moines —

Homeowners in the Beaverdale, Gray’s Lake and Lower Beaver neighborhoods are learning how easy it can be to save money and reduce energy usage through the Save Some Green Neighborhood Initiative (SSGNI). The initiative, takes the form of a friendly competition with each neighborhood vying to be the most energy efficient. SSGNI is a partnership among Green Iowa AmeriCorps, Center on Sustainable Communities, City of Des Moines and MidAmerican Energy.

Neighborhood Associations are rewarded with points for increasing awareness and participation in MidAmerican Energy Company’s HomeCheck ® energy assessment program and for helping to organize educational events with Green Iowa AmeriCorps and the Center on Sustainable Communities.

The free HomeCheck ® energy assessment can be the gateway to energy and bill savings for any homeowner. During the assessment, customers can get instant savings when the HomeCheck ® representative installs up to 12-Energy Star Compact Fluorescent Light or LED bulbs, faucet aerators, energy efficient showerheads, pipe insulation, water heater jacket (if needed – newer water heaters are already well insulated), a smart power strip and a programmable thermostat. Having a HomeCheck ® qualifies the homeowner for special incentives for insulation if needed. The energy assessor

makes recommendations on larger capital improvement projects such as new appliances or heating / cooling equipment.

More than 200 SSGNI homeowners have received energy efficiency information since November 2013. Green Iowa AmeriCorps members provide personalized energy efficiency follow-ups and host a variety of public workshops that are open to all residents. At the end of the competition in July 2014, the neighborhood association with the most points will receive a

expansion toward Highway 5 this summer. Two construction projects will extend MLK Parkway, from SE 9th Street to SE 15th Street. This project consists of building a four lane roadway with a raised median and left turn lanes. The construction is expected to be complete by the end of the year.

The second SE Connector project will further extend the corridor in an easterly direction from S.E.15th Street to SE 30th Street. This section will transition from four lanes to a two lane roadway just east of S.E. 15th Street. The two lane section will continue to S.E. 30th Street. Two bridges will be constructed east of S.E 18th Street over the Union Pacific and Norfolk Southern Railroads. SE 18th Street will be widened from Scott Avenue to Market Street on either side of the new MLK roadway.

Also this summer, the Engineering Department will coordinate four other projects that will have significant impacts but, without complete road closures; they include:1. Euclid Avenue Intersection Improvements at Cornell and Oxford Streets2. SW 9th Street Widening – Titus Avenue to Kenyon Avenue3. Beaver Avenue Streetscape – Beaver Crest Drive to Fagen Drive4. U.S. 69 /SE 14th Street – Army Post Road to I-235 (Iowa DOT)

The results are in for 2013 Citizen Satisfaction Survey for the City of Des Moines and 81% of residents are satisfied with quality of life in our community! Residents and businesses continue to be satisfied with the overall quality of city services, with high marks in the following areas:• 81% of residents are satisfied with “Quality of Life in Des Moines”

Grandview Park – Work will soon be underway on the 1.5 mile accessible nature trail through the park. This project coincides with ongoing woodland restoration that started in the fall of 2013. Work should continue throughout this summer and fall as well. The new sprayground is currently in design development. This exciting new addition to the park is scheduled for bid this summer and slated to open spring 2015.

MacRae Park – As a follow up to the recently awarded Resource Enhancement and Protection grant, restoration of the oak savanna and woodland will commence this summer. Later this year, construction of a connection between the Meredith Trail and MacRae Park will get underway.

Greenwood Park – The improvements at Greenwood Pond and the watershed above the pond continue this summer. Parks and Recreation staff will focus on woodland restoration above the pond, while the Des Moines Art Center will be working on improvements to the Mary Miss sculpture around the pond. The pond will be drained for this repair.

Riverview Park – After a well-attended initial public meeting, the project at Riverview Park is still in the early planning stages of the design. A concept has been generated, and at a future date, will be presented for public review and comment. The concept includes a music stage for small concerts, a park shelter, walking paths, small playground element, a history / donor area and improved landscape buffers along the lagoon. Once feedback is received, a final plan will be generated for the funding phase of the project.

MEMORIAL GOLF BENCHESThe citizens of Des Moines are always

looking for opportunities to memorialize a loved one, sponsor a program or commemorate an event. Des Moines

Parks and Recreation came up with a plan to meet these needs and improve the municipal golf courses by selling engravable benches for the tee box area at each golf course.

The long life expectancy of the benches will ensure that your personal message will be on display for years to come. The benches are a great way to memorialize a friend, family member or loved one who loved the game of golf or had many fond memories at one or more of our municipal golf courses.

Please consult your tax professional to determine if your purchase is tax deductible. The benches - made locally in Iowa - were selected for this program not only for their visual appeal but also for their comfort. The six foot benches are made of 100% recycled plastic and have stainless steel hardware, making them very durable and less susceptible to the elements.

Each unique bench can be purchased for $500, including engraving (limited to one memorial per bench). All engraving must be approved by the Des Moines Parks and Recreation Department. The golf courses’ management or Parks and Recreation Department are not responsible for replacing benches in the event that they are stolen, damaged due to normal wear and tear, natural disaster or vandalism. Des Moines Police Headquarters’ New Addition

Des Moines Stands Out As Leader in Sustainability

The Des Moines Police headquarters at 25 East First Street in downtown is a historic structure built in 1918. The building is undergoing a three phase remodel and expansion project to accommodate the needs of a 21st century police department and the community it supports. Phase 1 was completed in 2012 with a remodel that moved offices that regularly interface with the public from the basement to the first floor.

Phase II which began in August 2013 was just completed and added a 2-story addition on the southeast side of the Police Station. The first floor of the addition has four workspaces. The primary space is an oversized 3-bay garage for parking crime scene vehicles and provides the Crime Scene Technicians new work space to process large items such as vehicles. There is a separate room that has drying cabinets used by the Crime Scene Unit to dry evidence

that may be wet from water, blood or other fluids. The second floor of the new addition houses police evidence items including pieces of evidence that are either oversized or items that should not be stored inside the police station.

In addition, existing space formerly used as individual jail cells was remodeled to create more workspace for evidence processing by Crime Scene Investigators. Since Des Moines Police Department processes all prisoners at the Polk County Jail, this space proved to be a good location for its new use due to its

proximity to existing offices.This remodel and expansion project makes better use of existing

space allowing more efficient evidence storage and processing. It also creates additional space for current functions and allows better access for the public to some police services and offices.

The City of Des Moines was in the national spotlight in May when it received a 3-STAR rating from STAR Communities and hosted a meeting for President Obama’s State, Local, and Tribal Leaders Task Force on Climate Preparedness and Resilience.

Des Moines is now the tenth city in the nation to receive recognition from STAR Communities for its participation in the STAR Community Rating System (STAR), which evaluates the livability and sustainability of U.S. communities. STAR Communities Ratings range from Participating Community to 5-Stars. Mayor Frank Cownie accepted the recognition on May 13th at the Climate Preparedness Stakeholder Event at the World Food Prize Hall of Laureates.

Des Moines was also one of four locations in the U.S. where meetings were held this year for President Obama’s State, Local, and Tribal Leaders Task Force on Climate Preparedness and Resilience. On May 14th, Mayor Frank Cownie, who is member of the Task Force, hosted the third meeting at the World Food Prize Building downtown.

Obama Administration officials including White House Director of Intergovernmental Affairs David Agnew, White House Council on Environmental Quality Acting Chair Mike Boots, Secretary of the Interior Sally Jewell, Assistant to the President for Science and Technology Dr. John Holdren, and Administrator for National Oceanic and Atmospheric Administration Dr. Kathryn Sullivan joined Cownie, Governor Pat Quinn of Illinois, and state, local and tribal leaders from across the country for climate change discussions.

The work sessions focused on improving the resilience of our nation’s natural resources, agriculture, water quality, community development and protecting communities from the impact of climate change such as floods, droughts, wildfires, storms and soil erosion. Cownie shared how Iowans have handled disaster recovery in past emergencies. The Task Force will advise the Administration on how the federal government can better respond to the needs of communities nationwide and support local efforts to protect communities from climate change disasters.

Spring Cleanup to Remove Urban Blight (SCRUB) is a program designed to assist residents with trash and yard debris disposal at no cost. The Department of Public Works has scheduled SCRUB events every third Saturday of the month now through November. (See Calendar).

In addition, Mega SCRUBS which accept household hazardous materials have been added to the schedule. Individuals dropping off items at any SCRUB events will be required to show a photo ID or utility bill with a Des Moines address. Some of these free drop-off events have long lines, expect delays and please be patient.

City Receives the 2013 Tree City USA Growth Award

The National Arbor Day Foundation and the Iowa Department of Natural Resources – Forestry Bureau presented the City of Des Moines with the 2013 Tree City USA Growth Award. State Forester Paul Tauke commented, “The Tree City USA Growth award is a symbol that communities have made a commitment to the management of public trees. The City of Des Moines has provided an outstanding example for other Iowa communities, by enhancing its forest resources and demonstrating the great value of trees in providing multiple benefits for future generations.”

To receive the award a city must meet four minimum requirements in the following categories: 1) Education and Public Relations; 2) Partnerships; 3) Planning and Management; and 4) Tree Planting and Maintenance.
