good records management practices.

In schools their must be strong checks andcontrols on the use of coercive powers.

They should only be delegated to staff with the

required skills. Staff should have practical and up-to-date policy

guidance, with particular attention paid to specialcircumstances (such as when a child or person

There should be regular monitoring and auditingof how the powers are used.

Cases

Cases that require high level judgment or that arelikely to be difficult should be assigned to officerswith the right skills and understanding.

oversight and review of decisions, particularly inareas where a large number of decisions are madeunder tight pressures.
