2. PHASE 2 CONSTRUCTION (Leighton Road to Kalk Bay Harbour)

2.1. Progress: Sections A and B (Leighton Road to Holy Trinity Church)

• Both of these sections have now been completed with the exception of some outstanding correction

work to the surfacing, installation of reflective road studs and signage and completion and surfacing of

the St James Terrace parking area.

2.2. Progress: Sections C and D (Holy Trinity Church to Brass Bell)

• These sections have been constructed to BTB level and are still operating under two-way traffic to

Rouxville Road.

• Work on the brick paving of the sidewalks commenced in early May and has been completed up to

Belmont Road. The brick paving is currently being placed between Belmont and Colyn Roads. The

Contractor is unfortunately unable to complete the paving at the Big Blue Shop (No 80 Main Road) at this stage due to some settlement that has occurred in the columns rendering it unsafe to do so. The

owners of the building are currently doing repairs.

• The Rosmead, Rouxville and Belmont Road intersections have been completed.

• Lining of the sewer main has now been completed and the final asphalt wearing course layer will be

placed on this section once Section F has been completed.

2.3. Progress: Section E Southbound (Brass Bell to Clairvaux Road - seaside)

• A retaining wall to accommodate the widened footway past the Night Shelter parking area and Cape

to Cuba is under construction.

• The open areas on either side of the access road between the Kalk Bay Station and Cape to Cuba

parking areas have been planted with lawn and shrubs.

• Trees have been planted in the planters at the Kalk Bay Station Precinct.

• Remaining work to be done on this section :

- Stormwater manhole on sidewalk at Kalk Bay Station parking area.

- Surfacing and paving of sidewalks. - Erection of new hand railing on the outside edge of the retaining wall.

- Completion and surfacing of the Night Haven parking area. - Completion of the kerb line from the Night Shelter to Clairvaux Road.

2.4. Progress: Section F Northbound

• Underground services, stone kerbs and channels and the water-bound MacAdam layer are currently in

the process of being completed.

• Some delay has been experienced with the installation of the last four lengths of 700mm diameter

water mains as a result of encountering extremely hard rock at Clairvaux Road. This has been further exacerbated by numerous plant break-downs. Explosives were used to blast the rock.

• Remaining work to be done on this section :

- Placing of BTB layer. - Surfacing and paving of sidewalks.

- Final wearing course layer on the full width of road (both Sections E and F). - Approximately 70m of the sewer main must still be lined between three manholes.

Note: Once the above work has been completed, the full length of Main Road between Rouxville and Clairvaux Roads will be opened to two-way traffic.

2.5. Planning of Section G – Southbound and Traffic Management Main Road will be open to two traffic up to Clairvaux Road by mid-August 2012 thereafter, work on Section G will

commence.

Section G Southbound involves the construction of a new sewer, stormwater reticulation and stormwater culvert crossing at Clairvaux intersection. It is expected that this section will take 10 weeks to complete depending on the

quantity of rock encountered.

Before work can commence, temporary signals and control equipment for a stop-go system will be installed.

Stop-go signals

The existing traffic signals at the Clairvaux intersection and the harbour entrance will be de-activated and 3 sets of temporary stop/go signals installed together with a dedicated signal controller. This will be similar

to the system installed under the Phase 1 contract. The Metrorail crossing will be managed manually, by trained personnel. The booms and flashing lights will remain active.

Each signal will operate on an approximate two to five minute cycle but will be adjusted as circumstances warrant. The three cycles will be set up as follows:

1. Clairvaux Road: Left or right turning traffic into Main Road.

2. Main Road Southbound: Right turning into Clairvaux Road or straight on to Clovelly. 3. Main Road Northbound: Left turning into Clairvaux Road or straight on to Muizenberg.

The stop-go system will be semi-automatic and will run on automatic mode on a normal cycle but it can be switched over to manual mode to release traffic when there are long queues. The stop-go system will be

calibrated according to functionality and feedback from road users, as was the case in Phase 1.

Variable Messaging Signs (VMS)

In addition 3 variable messaging signs (VMS’s) will be erected to indicate the availability of public

parking at the harbour. The purpose of these signs would be to indicate, in advance, the availability of parking in an attempt to give motorists early warning to seek alternative parking and to prevent gridlock at the harbour

entrance and long queues on Clairvaux Road. A VMS will be erected south of the harbour entrance, another on Clairvaux Road and the third one on Main Road before the Kalk Bay Station parking area.

Harbour Signals

The harbour signals will be de-activated as the lights are triggered by oncoming trains. Currently when the lights at the harbour turn red, the lights on Main Road turn green so that vehicles exit the intersection when a train is

approaching. The trains will still trigger the booms and there will be co-ordination between the stop go lights on

Main Road and the harbour entrance.

CCTV Cameras

In addition, there will be full CCTV coverage of the intersection. The camera room will be moved from Dalebrook

and placed on the elevated walkway above the Clairvaux intersection to provide a clear view of all three approaches. An additional camera has been ordered and more will be relocated from the previous sections of

work.

Camera operators, will man the cameras on a full time basis to monitor all the footage. All incidents will be recorded and those that are considered relevant will be forwarded to the police or traffic police. Tailbacks will be

reported to the signal controller, who would then be able to activate the signals to regulate the traffic flow.

Law Enforcement Presence

The project team will continue to request the traffic police to provide more of a presence especially during the

summer month weekends and during the busy end of year holiday period.

2.6. Phase 2 Planning: Section H – Northbound

Section H northbound includes the construction of both the 700 and 300 water mains which will be laid in a common trench. This should reduce the overall construction time provided that the Contractor can handle the

significant quantity of hard rock excavation that is expected. The Contractor will consider blasting if necessary to break through the hard rock. This section also includes the extension of the stormwater culvert and associated

pipes and catchpits needed to drain the road and adjacent areas.

Work on the Clairvaux Road tie-in to Main Road will be constructed on completion of Section H.

It was originally programmed to complete this section by December 2012 but because of the concentration of

services and the hard rock, it is now envisaged that the work will extend into 2013. However, the project team will ensure that the stop-go system will not be in place during the December holiday shut down period and that Section

H will be trafficable, albeit on a temporary surface.

2.7. Project Programme for Phase 2 (refer to Figure 1 overleaf)

The official contract period for the Phase 2 project including special non-working days, is from January 2011 to

March 2013. The phasing has subsequently been further modified as follows:

1. Section A: Southbound (400m) – January to August 2011 2. Section C: Southbound (250m) – May to October 2011

3. Section D: Northbound (250m) – October to July 2012

4. Section B: Northbound (400m) – September to November 2011 5. Section E: Southbound (250m) – January to March 2012

6. Section F: Northbound (250m) – April to July 2012 (Including completion of Section D) 7. Section G: Southbound (200m) – July to October 2012

8. Section H: Northbound (200m) – October 2012 to March 2013

The project is currently on track however the Contractor has motivated a change in sequence for Sections G & H

because both water pipes are situated in the northbound carriageway south of Windsor Road. This change in sequence is subject to review. See Figure 2 overleaf for the revised anticipated programme diagram for Phase 2.

3.3. Feedback received by I&APs

Issues raised by I&APs from April – June 2012 have been responded to by the project team and are contained in the attached Annexure A.

3.4. Community Liaison Meeting #25

Key stakeholders are invited to attend Community Liaison Meetings, which are held every two months throughout the construction phase. The intension is that these key stakeholders would disseminate information to the

broader community.

The most recent Community Liaison Meeting was held on 18th June 2012 at the Bay Primary School, Clairvaux

Road, Kalk Bay. The key issues raised at this meeting and the project team’s feedback are outlined in Section 3.4.1 below.

3.4.1. Key issues raised at the CLM and project team feedback

Traffic Management on Section G and H

Traffic would be accommodated on Section H while work is underway on Section G and vice versa. Traffic will be

managed by the stop-go system.

The Clairvaux Road and Main Road intersection will remain as it is, but the island will be modified and

demarcated using sand bags or continuous delineators as works require it.

Work on the Clairvaux Road tie-in to main Road will be constructed on completion of Section H.

Flooding on 7 June 2012

The flooding on Main Road that occurred on 7th and 8th June 2012 was not as the result of road works but

because of a blocked City council stormwater pipe. The pipe is situated under the railway tracks and runs into the sea next to the Brass Bell. The pipe gets blocked occasionally as a result of rock debris being washed into it

by wave action.

The project team is considering inserting a grid at the outlet of the pipe to prevent future blockage.

Harbour inlets

The project team are aware that harbour inlets linked to three stormwater outlets require repair and will

undertake an inspection of the outlets to determine what rehabilitation is necessary.

Motorbike Parking Facilities

Following requests from business owners, the Project team have agreed to investigate suitable areas for

motorcycle parking to be provided.

Loading Zones

A loading zone will be provided, where it was originally located on the northbound side of the road in the vicinity

of Kalk Bay businesses.

A loading bay and parking bays will also be provided adjacent to the Majestic.

Marketing the Kalk Bay CBD

Kalk Bay businesses would like to market the area once Main Road is open to two-way up to Clairvaux Road to

encourage business to the area. The City of Cape Town will undertake to assist in some way and will liaise with

business representatives.

Rehabilitation of Clovelly Station Area

It may be possible with the co-operation of Metrorail to assist with the demolition of the partially demolished buildings which exist on Clovelly Station.

Traffic management during accidents

A request was put forward for an emergency management plan to be put in place to manage traffic when accidents occur on Ou Kaapse Weg or Main Road to prevent gridlocks and to allow emergency vehicles easy

access during emergencies.

When accidents occur, the VMS boards are updated as soon as possible. The Traffic Management Center, radio

stations and all registered I&APs are notified via Chand Environmental.

4. ADDITIONAL INFORMATION

4.1. Closure of Clovelly Promenade Structure

The promenade structure from Woolley’s Pool to Clovelly station has been closed temporarily to vehicular traffic

from 19 June 2012.

It has been determined that the promenade structure is structurally unsafe for vehicle loading. As such, barriers

have been erected along the length to prevent parking and possible structural failure of the promenade. These barriers will be in place temporarily until the promenade structure is rebuilt. The City plans to rebuild the

promenade structure as part of the Phase 3 (Bible Institute to Clovelly) contract which is scheduled to commence upon completion of Phase 2 (anticipated to be March 2013). The construction of Phase 3 is dependent on the

availability of funds.

5. CITY OF CAPE TOWN’S WEBSITE

information with respect to the Main Road upgrading project.
