    Objective :

    Normalize and identify the requirements of project quality

    management, instruct the project team to carry out quality

    management activities, and ensure the construction and delivery

    quality of a project.

    Scope :

    Quality management activities carried out by the

    project team in the construction site.

    Key Activity1:Confirm Project Quality Standard

    1Objective:

    The ultimate goal of project quality control is to meet customer requirements. Therefore, the first step of

    project quality management is to confirm a customized quality standard for the project. A uniformly

    confirmed project quality standard is the base spar and proof of guaranteed project quality.

    3Main activity AHuawei, Customer and Subcontractor Jointly confirm the Project Quality Standard At the preparation stage, the Project Manager (PM) of Huawei organizes the customer (PM, Engineering

    Chief, or CTO) and the subcontractor to discuss the quality standard together. With reference to the

    engineering quality standard of Huawei, fully considering the quality requirements, construction

    specifications, and design requirements of the local country and the customer as well as contractual

    stipulations, the three parties jointly confirm the quality standard for the project concerned.

    At the kickoff meeting, Huawei and the customer both sign the final project quality standard to confirm its

    legality.

    Key Activity1:Confirm Project Quality Standard

    BInclude the Project Quality Standard in the Subcontract The PM or Project QA Delivers the confirmed quality standard to the CEG, requesting the CEG to

    constitute the penalty provisions for breach of the quality standard and include the project quality

    standard and penalty provisions in the subcontract. Thus, the quality of site construction can be

    normalized and regulated by formal contract clauses.

    CDeliver the Project Quality Standard to All Project Team Members (including subcontractor PM/quality chief) The project QA converts the confirmed quality standard to a project engineering quality checklist and

    distributes the standard and checklist to the execution Manager, regional Manager, site engineer and

    the PM/quality chief of every subcontractor. All members of the project team shall execute quality

    management against this standard and checklist.

    Key Activity2:Build Model Site

    1Objective:

    To give the customer, Huawei and the subcontractor a uniform and direct view of the confirmed project

    quality standard and provide a reference template for fast replication of sites, a model site need be built to

    demonstrate the quality standard before formal construction.

    3Main activity AMake the Model Site Plan : At the preparation stage, the PM organizes the execution Manager and QA to negotiate an model site plan with the customer.

    BConstruct the Model Site :According to the model construction plan, the execution Manager/QA of the project appoints an experienced site engineer as the supervisor of model construction. The site supervisor

    instructs and demands the subcontractor to observe the site construction process and project quality

    standard confirmed together with the customer. The supervisor also takes photos at critical points of the

    construction for file.

    During the construction of the model site, the execution Manager/QA of the project should request other

    subcontractors to send their respective quality chiefs and some site supervisors to visit and learn on site.

    The project QA should be engaged in the whole progress of model construction and take photos for file

    against the project quality standard after the model site is accepted.

    CVerify the Project Quality Standard and Confirm the Acceptance Standard According to the Model Site After the model site is constructed, the PM organizes Huawei, the customer and the subcontractor to

    inspect the construction quality together to verify and validate the confirmed project quality standard so

    that the three parties reach common understanding of the standard. Discrepancies, if any, should be

    recorded in the form of memorandum and signed by both Huawei and the customer to make up

    supplementary provisions of the project quality standard.

    Acceptance related articles are extracted from the project quality standard and supplementary

    provisions to construct the acceptance standard. The acceptance standard must be signed by both

    Huawei and the customer.

    After the model site is accepted, the execution Manager/QA of the project organizes subcontractors to

    visit the model site and receive training so that they all understand the project quality standard and

    learn the construction quality requirements.

    To facilitate clear and efficient project execution and help the construction people learn the execution

    processes, regulations, installation techniques and specifications, project quality standard and

    construction related requirements, the construction staff of subcontractors and Huawei site engineers

    must be trained before kickoff of the project.

    BExecute Training and Assessment

    The training Manager organizes the execution of the training program according to the time and

    courses specified in the notice. During the training session, the training Manager keeps attendance

    records and provides rear support to ensure smooth execution.

    After the training program is over, the training Manager organizes all trainees to take an exam in writing

    or actual operation and records the assessment results The project team can authorizes a

    subcontractor employee that Deliveries the exam by giving a certificate. Those who fail in the exam

    must take a makeup exam. Only authorized subcontractor employees can be engaged in the

    construction of a Huawei project. Huawei site engineers must all pass the exam.

    Key Activity 4: Huawei Site Engineer Performs Quality Spot-check

    1Objective:

    To detect and solve quality defects occurring in the progress of construction and ensure the project

    quality if up to standard, each site supervisor of each subcontractor should carry out a 100% self-check

    of construction quality against the project quality standard checklist after the site construction or an

    important process is completed.

    Key Activity 4: Subcontractor Performs 100% Self-Check

    Category Time output

    Material quality control:

    cement, concrete, reinforcing steel bar, mechanical

    parts of tower, mechanical parts of shelter, diesel

    generator and air conditioner, etc.

    Concealed Work Quality Checklist. Both

    parties should sign and file the records.

    Quality of concealed work:

    base pit, bundling of reinforcing steel bars,

    templates, running of concrete, pre-bury of bolts,

    ground net, OSP, etc.

    Key Activity 5: Huawei Site Engineer Does Quality Spot-check

    1Objective:

    To monitor the quality of site construction and the normalization of work in real time and discover and

    correct quality defects in early time, Huawei's site engineer must make Spot-check of work quality of

    the subcontractor.

    AMake the Quality Spot-check Plan

    During construction execution of the subcontractor, site engineer makes the weekly Spot-check plan for

    inspection of the subcontractors site construction quality, according to the overall progress and self-check result of the subcontractor. In principle, engineer must check 100% work of tower, feeder and

    antenna and at least 50% of other work.

    Key Activity 5: Huawei Site Engineer Does Quality Spot-check

    BExecute the Site Quality Spot-check

    The site quality Spot-check is done against the project quality standard and construction work

    specifications, including the conformance with construction behavior specification, safe work

    specification, equipment installation specification and project quality standard.

    Any quality defect found in the Spot-check must be file in form of photo. Huawei's site engineer must

    instruct the subcontractor on site to correct and solve the defect in time. For outstanding critical quality

    defects, the site engineer must request the subcontractor to make correction and feed back the result in

    stated time by sending a Correction Notice (Report). The QA makes the overall quality Spot-check plan

    for the project based on the quality inspection status of all regions. Normally, the check ration is about

    10%.

    Key Activity 6: Summarize Analyze and Correct Quality Defects

    1Objective:

    To avoid occurrence of quality defects through preventive actions and avoid recurrence of past quality defects, the project team must summarize quality defects occurring in the progress of project execution in time and organize people to analyze the defects and set forth correction measures to close the defects.

    2Responsible person(Site Engineer ,QA )

    3Main activity:(3-level summary and analysis)

    ASubcontractor region Project head office : Summary and analysis of Project quality situation classify into three-level. With reference to their check results, Subcontractor QC/ Region site

    engineer/Project QA summarize and analyze the reports and collate distinct quality defects by regionsubcontractor and category. They also follow up and update the correction status of the defects every day.

    For common distinct quality defects, the project QA, and site engineers must sort the photos and

    summarize the cases for communication and presentation inside the project team, in order to facilitate the

    resolution of the defects.

    Key Activity 6: Summarize Analyze and Correct Quality Defects

    B Penalty : If a subcontractor meets a serious quality defects or critical quality accident and breaches related quality clauses in the subcontract, the project QA or site engineer is entitled to submit

    a Penalty Application (to Subcontractor). The PM approves the request and sends a Penalty Notice (to

    Subcontractor) to the CEG. The CEG will execute the punishment to the subcontractor. If a critical

    quality accident or defect occurs due to the ill management of Huawei site engineer, the project QA is

    also entitled to submit a Penalty Application (to site engineer of Huawei) .The PM reviews the request

    and makes the punishment decision.
