1 SUMMARY

1. This report summarises progress made during October 2016. In Section 2 the progress made in the seven main Tasks in the Terms of Reference (ToR) of the Program Management, Design and Supervision Consultant (PMDSC) is described, with a summary provided in tabular form in Annex A. Two sets of bid documents for Phase 1 of the Mahaweli Water Security Investment Program (MWSIP) were substantially complete for submittal in early November and feasibility studies for Phase 2 continued with a topographical survey at Hasalaka Oya, planning for a further survey at Heen Ganga and evaluation of two tenders for geotechnical investigations. The contractor for the first construction package continued with preparations for commencing with construction. Further training courses for PMU and PIU staff took place and the Website Developer continued work. Work continued on preparing the Interim Report for the Strategic Environmental Assessment.

2. An ADB Review Mission took place from 11 – 18 October 2016. The Mission’s Aide Memoire has been separately circulated.

3. Sections 3 and 4 include details of staff present during the month (Annex B) and meetings attended, while Section 5 covers progress on completion of Contract Deliverables (Annexes C, D and E) and Section 6 outlines program issues still requiring resolution.

4. Documents issued during the month comprised (i) Monthly Report for September 2016; (ii) three technical notes covering MLBCR Hydraulics, a HEC-RAS Model of KMTC, and a HEC-RAS Model of UEC; (iii) the third quarterly report on Resettlement Monitoring and Evaluation; and (iv) the updated Environmental Management Plan (EMP) for package NWPC-NCB-1.

5. The progress of work by the end of October 2016 in respect of each work component is shown in the Activity Schedule forming Annex A. Further description of the work involved is given in the sections below.

1.1 Task 1: Program Management

6. Work continued on revising the Environmental Management Plans (EMPs) for UECP and NWPCP in response to conditional approvals from Central Environmental Authority (CEA). The EMP report for NWPC-NCB-1 was completed and submitted to PMU. Preparation of Due Diligence Reports for MLBCRP and for access roads that will be required for NWPC-ICB-1 and for UEC-ICB-3 continued. A tree survey was carried out covering the first reach of the Upper Elahera Canal to be constructed under package UEC-ICB-1.

7. PMU continued to evaluate Expressions of Interest for the Improving System Efficiencies and Water Productivity (ISEWP) consultancy package. PMDSC provided assistance with the Request for Proposals document required for Submission 1 to ADB.

1.2 Task 2: Design Review, Detailed Designs and Preparing Contract Documents

1.2.1 Tranche 1

8. Bidding documents for package MLBCR-ICB-1 (Minipe anicut heightening, rehabilitation of LB canal km 0+000 to km 0+200, water control and measurement facilities) were substantially completed, and work continued on preparing dam and tunnel designs for North Western Province packages NWPC-ICB-1 (Mahakithula approach tunnel and dam, Mahakirula Dam, feeder canal 3.66 km) and ICB-2 (main canal from km 5+250 to km 22+500).

9. Central Engineering Consultancy Bureau (CECB) completed fieldwork under direct contract with MMDE on the investigations contract for determining availability and quality of construction materials for the two large dams Mahakithula and Mahakirula in package NWPC-ICB-1. Laboratory test results and a final report are awaited and delayed. They are urgently required for the design.

10. Technical Notes Nos. 8 and 10 were issued describing respectively the hydraulics of the Minipe Headworks and of the Upper Elahera Canal.

1.2.2 Tranche 2

11. Bidding documents for package UEC-ICB-2B (KMTC) were completed and Technical Note No. 9 on the hydraulics of this transfer canal was issued. Laboratory results from the completed geotechnical field investigations by GSMB are awaited and delayed.

12. Design of the TBM tunnel and drill and blast tunnels continued for package UEC-ICB-2A (UEC tunnels 3 and 4). The construction method for this tunnel was discussed during the ADB mission and adoption of a single TBM drive from the North with a drill-and-blast counter-heading from the South was recommended. Final confirmation from GoSL is awaited and in the meantime design and bidding document preparation is continuing on the assumption that adoption of the recommendation will be confirmed. This change from the previously recommended mode of construction (single TBM) would be associated with some cost increases, and environmental and resettlement issues on the access to the southern portal will need addressing.

1.2.3 Special Report

13. Special Report No. 5 related to Existing Large Dams associated with the MWSIP was substantially complete for submittal in early November.

1.2.4 General Progress

14. Progress on design and bid documents is shown in Annex C1 and progress on contract packages in Annex C2.

1.3 Task 3: Contract Management, Construction Supervision, Commissioning and Operation

15. The contractor, Edward and Christie, for package MLBCR-NCB-1 continued mobilisation. PMDSC recruited and mobilised more staff for construction supervision. Award of contracts for packages UEC-ICB-1 and NWPC-NCB-1 is now expected during November 2016, subject to final government approvals being received. Evaluation continued of bids received for packages MLBCR-NCB-2, NCB-3 and NCB-4.

1.4 Task 4: Capacity Development and Training Implementation

16. PMU/PIU staff attended a number of courses recommended under the Training Plan; details are given in Annex A and presented schematically in Figure 1.

1.5 Task 5: Communications

17. Preparation of documentation for information dissemination and the work of the website developer continued. Work was put in hand on the mapping of NGOs.

1.6 Task 6: Preparing a Strategic Environment Assessment (SEA)

18. Work continued on the preparation of the Interim Report.

1.7 Task 7: Preparation of Phase 2

1.7.1 Phase 2 Feasibility Studies

19. Quotations were received for geotechnical investigations at Lower Uma Oya and its tunnel outlet on the southern bank of Randenigala, as well as for the tunnel inlet to RKTC on the northern bank of the reservoir. Work continued on optimisation of dams to maximize water transfer at minimum economic cost.

1.7.2 General Modelling

20. Work continued on constructing the water allocation model for the Mahaweli System using the Riverware software and preparation of the water balance using a daily timestep. The results to-date of the Water Allocation Model and Rainfall-Runoff Model were presented to the TRC. Work also began on data collection for Dambreak models in respect of Mahakithula and Mahakirula Dams in NWP.

5 PROGRAM IMPLEMENTATION ISSUES

23. The contract for motorcycles signed during the month and delivery is expected during November 2016. PMU made four more pickups available to PMDSC during October. Other requirements are being covered by renting pending possible approval to purchase more vehicles as previously foreseen.

24. The late establishment of the Independent Review Panel (if it is to be established) continues to be a cause for concern.

25. The bandwidth of available internet services is very poor, and continues to have an effect on productivity. It is understood that SLT will shortly complete the installation of fibre-optic cable to the offices.

Office space requirements and facilities for site offices:

MLBCR: Work on a second building that will be needed to provide sufficient space for all staff has not yet commenced.

PIU to expedite refurbishing the second building identified for PMDSC site office at Hasalaka. Presently, as a temporary measure the RE is sharing the part of the PD-PIU Minipe office pending completion of the allotted building.

Awaiting issue of letters of award to UECP ICB-1 & NWPCP NCB-1 contractors to mobilise the staff for RE offices for UECP and NWPCP.
