Bandra (East), Mumbai, Maharashtra 400051. ………. The Consent Appraisal Committee meeting of the Board was held on 27.09.2017. Following members of the Consent Appraisal Committee were

Chairman of the committee welcomed the members of the committee and allowed proceeding of the meeting to start. The minutes of 2nd and 3rd

Consent Appraisal Committee meeting held on 08.08.2017 and 10.08.2017 respectively circulated vide letter no.BO/CAC-Cell/TB/B-3742 dtd. 15.09.2017

were confirmed.

31.05.2022 The committee noted that the industry using plot A-12 for disposal of treated effluent on land for gardening of two adjacent sister concern unit. Also noted the reuse/recycle of treated effluent generation restricting effluent generation commensurate with land availability at both the existing units. It was decided to grant renewal of consent to operate with increase in CI by imposing following conditions. 1. Industry shall extend the existing BG of Rs. 5 lakh towards O&M of

pollution control system.

Decision regarding forfeiture/release of BG of Rs. 2 lakh obtained towards submission of APC system details at all furnaces will be taken after receipt of verification report from SRO. Consent shall be issued after submission of detail water budget including effluent generation and land availability within existing premises for disposal and same shall be verified by SRO.

In view of above, considering overall compliance, it was decided to grant plain renewal of consent to operate for 4900 TCD Sugar unit and 15 MW Co-gen unit by imposing following conditions 1. Forfeited BG of Rs. 2.5 lakh out of BG of Rs. 10 lakh obtained towards

O&M of pollution control system as the JVS result are exceeding the

consented standards and obtain top-up BG of Rs. 5 lakh to make the

total BG of Rs. 12.5 lakh towards compliance of the same.

2. Forfeited BG of Rs. 10 lakh obtained towards not to carry out excess

crushing in future as industry has carried out excess crushing during last

crushing season 2016-17 and obtained top-up BG of Rs. 20 lakh towards

compliance of the same.

It was also decided to return the BG of Rs. 9 lakh obtained towards reduction of waste water generation to 100 lit/tone of cane crushed as industry has complied the same.

Consent shall be issued after submission of proper water budget, NOC from CGWA/irrigation department by industry and consent fee, if any.

31.10.2020 The Committee noted that EC obtained from MoEF&CC dated 11.09.2015 for expansion of Cement plant (Clinker from 3.30 MTPA to 4.5 MTPA and Cement from 4.48 MTPA to 6 MTPA). In view of above, it was decided to grant 1st consent to operate for additional manufacturing of Cement - 1.52 MMT/A & Clinker - 1.2 MMT/A by imposing following conditions- 1. To forfeit Bank guarantee of 5.00 Lakhs obtained towards control of

fugitive emission as industry failed to comply the same.

2. Specific permission for use of hazardous waste shall be considered

based on SOP’s in place on case to case basis.

3. Industry shall comply the conditions prescribed in EC granted dated

11.09.2015.

Consent shall be issued after receipt of verification report from RO, Chandrapur regarding compliance made by the industry in respect of non-compliances reported by SRO, Chandarpur vide warning notice dated 20.06.2017

30.09.2018 Committee noted the mega project and industry proposal submitted dated 27.07.2017 to comply the ZLD condition. Considering the commitment made by the industry, it was decided to grant 1st Consent to Operate (Part) to manufacture Automotive Tyres of Different Sizes (tractor, Radial and Off road tyre radial)- 40 MT/Day (out of 200 MT/day of total consented capacity) by imposing following conditions 1. Industry shall install RO with reactor by Nov. 2017 for treatment of

treated effluent till installation of RO& MEE and submit the BG of Rs.

10 lakh towards compliance of the same.

2. Industry shall install RO followed by MEE to achieve ZLD by April 2018

and submit the BG of Rs. 25 lakh towards compliance of the same.

3. Industry shall store the generated effluent in RCC tank of capacity 150

KL within the factory premises till installation of RO and reactor and

shall be treated once the system is ready to deliver ZLD. At the same

time, there shall not be any discharge or used treated effluent on land

for gardening and submit the BG of Rs. 5 lakh towards compliance of

the same.

4. Industry shall install the 03 Nos. of CAAQMS within 03 months and

submit the BG of Rs. 5 lakh towards compliance of the same.
