Sc. Nursing students of Shri Mata Vaishno Devi College of Nursing (SMVDCoN), Kakryal, was held here today. Governor N. N. Vohra, Chairman of the Shri Mata Vaishno Devi Shrine Board, was the chief guest. Usha Vohra, First Lady; Dr. S. S. Bloeria, Dr. Ashok Bhan, Shri H. L. Maini and Maj. Gen. (Retd) Shiv Kumar Sharma, Board Members; Prof. Sanjeev Jain, Vice Chancellor, Shri Mata Vaishno Devi University and Dr. M. K. Bhandari, Commissioner, Health and Medical Education were present on the occasion. Speaking at the function, the Governor observed that after the establishment of the Shri Mata Vaishno Devi Gurukul, Shri Mata Vaishno Devi University and Shri Mata Vaishno Devi Narayana Superspeciality Hospital, Kakryal, the establish- ment of the Nursing College is yet another significant contribu- tion of the Shrine Board towards the development of Katra and its adjoining area. Lauding the satisfactory functioning of the Nursing College, the Governor under- scored the crucial need for all stakeholders increasing their efforts on a sustained basis to develop this institution as a front rank institution in nursing and research. He stressed on the Faculty and the students of the College to continuously update their knowledge and make the maximum possible use of the Library and the Laboratory and other facilities to advance their careers. Referring to the lamp light- ing and oath taking ceremony, the Governor observed that this is an important occasion for every nursing student particular- ly as it marks a commitment of the nurse to adhere to the highest professional values and stan- dards. He further observed that the attachment of this college with the prestigious Shri Mata Vaishno Devi Narayana Superspeciality Hospital is a privilege for this institution. The Governor asked the CEO of the Shrine Board, A.K Sahu, to ensure that the School of Architecture and Planning, New Delhi, timely finalize the Master Plan of the area adjoining the Superspeciality Hospital so that an autonomous complex for the College of Nursing could be established very early, to be fol- lowed by the establishment of the proposed Medical College. He directed CEO to ensure that the under construction additional block of Nurses Hostel was com- pleted well before the admission of the 2nd batch of students to the College. The Governor released the first issue of 'Dhatri', the quar- terly Newsletter of the SMVDCoN, which was brought out to mark the occasion of the lamp lighting and oath taking ceremony of the 1st batch of the students of this College. In his welcome address, Maj. Gen. (Retd) Shiv Kumar Sharma, Member of the Shrine Board and Chairman of the Governing Body of SMVDCoN, gave details of the achievements of the college in academics and co-curricular activities in the past seven months of its func- tioning. He said that the classes for the second Semester com- menced last month and the process for the admission of the 2nd batch of B.Sc. Nursing Students (Session 2017-18) would commence in April 2017. The lamp lighting and oath taking ceremony of the College was attended by members of the Governing Body of the Nursing College which included Chief Executive Officer of the Shrine Board and Dr. V. Verma, Dean, Shri Mata Vaishno Devi University. Dr. M. K. Kumar, Additional CEO of the Board also attended. Excelsior Correspondent JAMMU, Feb 24: Director General of Police (DGP), Dr. S. P. Vaid today visited Gulshan Ground and took review of arrangements of 28th Police Public Mela being held on February 26. Dr. Vaid, while inspecting the venue, discussed about the space allotted to different stall holders for displaying their products for the sale to the public. He was told that more than 51 stalls were established by different units of the organization, who have reached here with their products. Besides police units, some other departments and organizations are establishing their stalls at the venue, which include Prisons Department and BALGRAN Charitable Home. RBI is also establishing a stall at the venue for creating awareness among the visitors about investments. DGP asked the members of Management Committees to ensure quality of products, being displayed for sale, on reasonable rates to the customers. He said that rate list should be displayed at all stalls for convenience of the public. He was informed that Technical Education Department is also conducting a vocational training stall at the venue, de- addiction and Jan Dhan Yojana stalls would also be part of the Mela. Besides, some entertain- ment programmes, like folk dance, stage shows, tambola and children competitions have also been included in the daylong event. DGP discussed police ban- dubast, security and traffic arrangements put in place for the mega event. He was told that a comprehensive traffic plan has been finalized and parking slots have been identified on various points outside the venue. The DGP was informed that strict security arrangements have been put in place at the venue to ensure safety of visitors. He expressed his satisfaction over the arrangements made by the management and stressed for close coordination among the different committees to make the event a success. He disclosed that the event would be inaugu- rated at 10.30 a.m. and raffle draw for 8969 prizes would be held at the venue at 4 p.m. in the presence of public. Earlier, AIG (Welfare), Dr. Haseeb Mughal, who was accompanying the DGP apprised about the various aspect of the Mela and the arrangements made for smooth conduct of the mega event. Mannapuram Gold Loan Company’ s thef t case worked out Asstt Branch Head among two arrested, stolen gold worth over Rs 15.174 crore recovered Excelsior Correspondent JAMMU, Feb 24: Police worked out the theft case of Mannapuram Gold Loan Company with the arrest of two persons including Assistant Branch Head of the company along with stolen gold orna- ments worth over Rs 15.174 crore. This was disclosed by Inspector General of Police (IGP) Jammu Dr SDS Jamwal while interacting with media persons, here today. Giving details of the case, IGP said that on February 20, Head of Mannapuram Gold Loan Company namely Pankaj Chib, son of Suram Singh, a resident of Roop Nagar Enclave lodged a complaint with police post Bhatindi stating that some unidentified persons barged into the company’s branch at Malik Market and decamped with gold ornaments worth crores and cas. Acting over the complaint, a case under relevant Sections was registered at Trikuta Nagar police station and investigation started. “During the course of inves- tigation, police picked up Assistant Branch Head Sunil Kumar and during questioning he broke down and confessed to commit the theft along with his two associates including former employee of the bank. On his disclosure, police conducted raid in Punjab and arrested the former employee of the compa- ny, who has been identified as Sangram Singh”, Jamwal informed. During further investiga- tion, the accused disclosed that how they planned and hacked conspiracy at Punjab to commit theft in the company’s branch at Malik Market along with their one more associate, who was known to Sangram Singh, IGP said, after coming from Punjab, the trio commit theft with the help of duplicate keys, which Sangram had made, when he was working in the company. Police recovered the stolen 10.230 kilograms gold worth Rs 15,174,455 on the disclosure of the arrested accused, IGP said, adding that hunt is going on to arrest their associate, who is still at large. Police team led by SHO Trikuta Nagar Inspector Bharat Bhushan and assisted by Incharge Bhatindi police post SI Arun Bhagat solved the theft case and made the arrest under the supervision of SDPO East Arun Jamwal, SP South Sandeep Choudhary and Incharge SSP Jammu Dr Vinod Kumar. Maha Shivratri celebrated with religious fervour across J&K Excelsior Correspondent JAMMU, Feb 24: Like other parts of the country, Maha Shivratri was celebrated across Jammu and Kashmir with reli- gious fervour and enthusiasm. The auspicious occasion, which is celebrated to mark mythological marriage of Lord Shiva with Goddess Parvati, wit- nessed prayers in temples with devotees offering water on Shivlingam, taking out religious processions and organizing of Langars etc. Since the wee hours today, there was heavy rush of devotees in all the prominent Shiv temples. People from different age groups, including children, young and elders, thronged the Shiv temples for paying obeisance and offering water mixed with milk on the holy Shivlingam. The devotees especially offered Bael and Bael Patri (Golden Apple and its leaves) to Lord Shiva while chanting 'Om Namah Shivaya'. All the Shiv temples were well decorated for the occasion. Several devotees also observed fast. In Jammu, huge rush was wit- nessed at Ranbireshwar Temple, Peer Kho near Tawi and Aap Shambhu at Roop Nagar, which were specially decorated for the occasion. Through out the day, devotees kept visiting these tem- ples to seek divine blessings of Lord Shiva. The devotees were seen wait- ing in queues for their turn to reach near the Shivlingam for paying obeisance and offering water with flowers. To facilitate the devotees, the administration had also made elaborate arrangements besides ensuring adequate security around the temples to ensure peaceful conduct of religious cel- ebration. Individuals and organi- zations had organized Bhandaras near the temples where people were served sweets and light refreshment. Shree Lakshmi Narayan Mandir Samaj Sevak and People Welfare Samiti Gandhi Nagar organized a day- long Langar on the occasion. Reports from other parts of the State, including Kashmir, Buddha Amarnath in Poonch, Rajouri, Doda, Shiv Khori in Reasi, Udhampur and Kathua etc, also said that Maha Shivratri wit- nessed heavy rush of devotees in the historic Shiv temples amidst religious fervour and enthusiasm. At Shiv Khori, the annual Maha Shivratri festival was cele- brated with religious fervor and enthusiasm. The event began with historic live telecast of Aarti fol- lowed by cultural programmes at Ransoo. District Development Commissioner Reasi, Ravinder Kumar was also present on the occasion along with others. Over one lakh devotees have visited the holy cave so far and the Yatra was going on smoothly on the second day of mela. Along the route and at the base camp Ransoo, several Langars and Bhandaras were also arranged for pilgrims by Shiv Khori Mandlis. The other impor- tant events for the festival includ- ed cultural panorama, Tandav dance organized by Information Department, Bhajans by Chaman Lehri Group, Kud by Kapoor Singh and Party from Bakkal, Lambi Bhaak by local people of Ransoo and adjoining areas. Over 28 different departmental stalls were also established for provid- ing awareness to the people. Historic Mahadev temple in Reasi also witnessed heavy rush of devotees on the day. Mahashivratri festival was also held at historic Kameshwar Shiv Temple in Akhnoor where Deputy Chief Minister Dr Nirmal Singh, Minister for Forests and Ecology, Choudhary Lal Singh, Minister for Industries and Commerce, Chander Parkash Ganga, Vice Chairman Kissan Welfare Board D S Chib, Legislators, Sat Sharma, Rajiv Sharma and Dr Krishan Lal, Mahant Rameshwar Dass, promi- nent citizens of the area and sen- ior officers of various depart- ments were also present and paid their obeisance. Reports from Bhaderwah in Doda said that devotees thronged the historical Gupt Ganga Temple since early in the morning where main function in connection with Maha Shivratri was organized. Special arrangements were made in all the Shiv temples of Doda district, particularly ancient Gupt- Ganga temple near Jai Road Bhaderwah and Shiv temple Lingah Gatha, where heavy rush of devotees was witnessed throughout the day. A "Jaagran" was also being observed in Gupt Ganga Temple, where a large number of devotees from the area sung devotional songs in praise of Lord Shiva. Reports from Kathua said that historic Balkeshwar Shiv temple in Billawar, Panjtirthi temple, Mahanalla and Airma temples witnessed rush of devotees of on the occasion of Maha Shivratri. All these religious places were well decorated for the special occasion and the temple doors were kept open since 3 a.m to facilitate the devotees and control the rush. In Udhampur, District Administration organized one day annual Mahashivratri cum rural awareness fair in collaboration with Destitute and Handicapped Welfare Association (DAHWA) and Mela Committee Khoon in the premises of Khooneshwar Aap Shambhu Temple, Khoon Majalta. MLA Ramnagar, Ranbir Singh Pathania was the chief guest on the occasion. Chairman DAHWA, S S Sumbria threw light on the historical and reli- gious importance of the temple, having its connection with the Pandvas and the famous lakes of Mansar and Surinsar. Various cul- tural programmes were also organized by Information Department and JK Academy of Art Culture and Languages. Later, a Bhandara was also organized on the occasion. In Kishtwar, Maha Shivratri festival witnessed huge rush of devotees at Gori Shankar Mandir Sarkoot and other temples where Bhandaras were also organized. In rural areas, people prepared `Tilluru', a traditional dish of dis- trict Kishtwar, which was distrib- uted among own relatives, nears and dears. Historic temples of Uttervahini and Purmandal in Samba district also witnessed huge rush of devotees on the occa- sion of Maha Shivratri. People protest against opening of bar, block road for 3 hrs Excelsior Correspondent MENDHAR, Feb 24: The people from Mendhar town and some adjoining villages like Darana, Kalaban and Ari today held protest demonstra- tion against the opening of liquor bar and restaurant in the town here and blocked Mendhar-Jammu road for about three hours. A large number of people of the town and also from the adjoining villages, led by Imam of a local Masjid, Mufti Haq Nawaz, assembled at main chowk Mendhar at around 10.15 am and started protest demonstration. They blocked Mendhar -Jammu road by rais- ing barricades and started protest dharna shouting slogans against local Administration and District Administration, Poonch and the police. The people alleged that a bar and restaurant has been opened in violation of standing norms. Despite the directions from the Deputy Commissioner Poonch few months back, it has again been made operational with the support of local administration/ police. The people alleged that it has been allowed to operate adjoining a religious place and a school. The movement of vehicles was disrupted for about three hours and a massive traffic jam was created in the town. SHO Mendhar rushed to the site but the people refused to lift dharna from the road. They continued their strong protest demonstra- tion. Later, SDM Mendhar, Rahul Yadav and SDPO Shahid Nahiem reached the spot and they talked to the agi- tating people. The people demanded that DC should come himself to give assurance and then they will lift dharna because his order is being vio- lated here. After the direct talk of the Imam with the DC on phone from the dharna site through SDM, the people then lifted dharna. The DC assured that by March 7, the operation of the bar and restaurant will be stopped. The SDPO when contacted said that the case is pending in the High Court and they are operating on the court direc- tive. The Police has no role into it. The owner has been given license by the State Excise Department and he is paying license fee to the Govt. The matter has to be decided at the higher level, the SDPO added. Devotees paying obeisance to Lord Shiva at Ranbireshwar temple on the occasion of Maha Shivratri on Friday. -Excelsior/Rakesh Social Welfare Minister calls on Governor Excelsior Correspondent JAMMU, Feb 24: Sajad Gani Lone, Minister for Social Welfare, ARI & Trainings and Science & Technology, called on Governor N.N. Vohra at the Raj Bhavan. Lone informed the Governor about several issues relating to the execution of var- ious State and Central Schemes which are being executed by the departments and agencies under his charge. He also acquainted the Governor about the progress achieved in respect of several initiatives which were taken by him after taking over his present responsibilities. Governor urged Lone to per- sonally review the implementa- tion of each of the State and Central Schemes in the entire social welfare sector and also take urgent steps to review State Acts and Rules dealing with alleviating the lot of persons with disabilities, particularly for making them more user friendly. Governor also advised Lone to take time-bound steps to ensure that the provisions of Central Disability Act, 2016 are adopted in toto as a new State Act or incorporated in the exist- ing State Act so that the persons with disabilities are provided all required support and facilities without any delay. The Governor recalled that he had already advised Chief Minister Mehbooba Mufti in this regard and hoped that this matter will receive urgent atten- tion. Further, as suggested by Lone the Governor had addressed the Union Minister for Social Justice & Empowerment, Thaawar Chand Gehlot, and requested his early help in regard to certain pending matter. Shantmanu along with Andhra Pradesh Chief Electoral Officer Bhanwar Lal will represent the CEC at the annual World Conference of CECs at Georgia as Dr Naseem Zaidi was unable to attend the conference in view of ongoing Uttar Pradesh Assembly elections, which has been a tough challenge for the Election Commission of India. While Andhra Pradesh CEO Bhanwar Lal is the senior most CEO in the country, Shantmanu has been picked up for his effi- ciency and dedication in the work. There are a total of 36 Chief Electoral Officers in the country and, of them, only two have been picked up on the basis of their vast experience and knowledge to rep- resent the CEC at the global con- ference, sources said. Shantmanu has left for New Delhi and would depart for Georgia tomorrow. He expressed his satisfactionover the arrangements made bythe management and stressed forclose coordination among thedifferent committees to make theevent a success. JAMMU, Feb 24: Policeworked out the theft case ofMannapuram Gold LoanCompany with the arrest of twopersons including AssistantBranch Head of the companyalong with stolen gold orna-ments worth over Rs 15.174

crore.This was disclosed by

Inspector General of Police(IGP) Jammu Dr SDS Jamwalwhile interacting with mediapersons, here today.

Giving details of the case,IGP said that on February 20,Head of Mannapuram GoldLoan Company namely PankajChib, son of Suram Singh, aresident of Roop Nagar Enclavelodged a complaint with policepost Bhatindi stating that someunidentified persons bargedinto the company’s branch atMalik Market and decampedwith gold ornaments worthcrores and cas.

Acting over the complaint, acase under relevant Sectionswas registered at Trikuta Nagarpolice station and investigationstarted.

“During the course of inves-tigation, police picked upAssistant Branch Head SunilKumar and during questioninghe broke down and confessed to

commit the theft along with histwo associates including formeremployee of the bank. On hisdisclosure, police conductedraid in Punjab and arrested theformer employee of the compa-ny, who has been identified asSangram Singh”, Jamwalinformed.

During further investiga-

tion, the accused disclosed thathow they planned and hackedconspiracy at Punjab to committheft in the company’s branch atMalik Market along with theirone more associate, who wasknown to Sangram Singh, IGPsaid, after coming from Punjab,the trio commit theft with thehelp of duplicate keys, whichSangram had made, when hewas working in the company.

Police recovered the stolen10.230 kilograms gold worthRs 15,174,455 on the disclosureof the arrested accused, IGPsaid, adding that hunt is goingon to arrest their associate, whois still at large.

Since the wee hours today,there was heavy rush of devoteesin all the prominent Shiv temples.

People from different agegroups, including children, youngand elders, thronged the Shivtemples for paying obeisance andoffering water mixed with milkon the holy Shivlingam. Thedevotees especially offered Baeland Bael Patri (Golden Apple andits leaves) to Lord Shiva whilechanting 'Om Namah Shivaya'.All the Shiv temples were welldecorated for the occasion.Several devotees also observedfast.

In Jammu, huge rush was wit-nessed at Ranbireshwar Temple,Peer Kho near Tawi and AapShambhu at Roop Nagar, whichwere specially decorated for theoccasion. Through out the day,

MLA Ramnagar, RanbirSingh Pathania was the chiefguest on the occasion. People protest against opening of bar, block road for 3 hrs

MENDHAR, Feb 24: Thepeople from Mendhar townand some adjoining villageslike Darana, Kalaban and Aritoday held protest demonstra-tion against the opening ofliquor bar and restaurant in thetown here and blockedMendhar-Jammu road for aboutthree hours.

A large number of people ofthe town and also from theadjoining villages, led byImam of a local Masjid, MuftiHaq Nawaz, assembled at mainchowk Mendhar at around10.15 am and started protestdemonstration. They blockedMendhar -Jammu road by rais-ing barricades and startedprotest dharna shouting slogansagainst local Administrationand District Administration,Poonch and the police.

The people alleged that abar and restaurant has beenopened in violation of standingnorms. Despite the directionsfrom the Deputy CommissionerPoonch few months back, it hasagain been made operationalwith the support of localadministration/ police. Thepeople alleged that it has beenallowed to operate adjoining areligious place and a school.

The movement of vehicleswas disrupted for about three

hours and a massive traffic jamwas created in the town. SHOMendhar rushed to the site butthe people refused to lift dharnafrom the road. They continuedtheir strong protest demonstra-tion.

Later, SDM Mendhar,Rahul Yadav and SDPOShahid Nahiem reached thespot and they talked to the agi-tating people. The peopledemanded that DC shouldcome himself to give assuranceand then they will lift dharnabecause his order is being vio-lated here. After the direct talkof the Imam with the DC onphone from the dharna sitethrough SDM, the people thenlifted dharna. The DC assuredthat by March 7, the operationof the bar and restaurant willbe stopped.

The SDPO when contactedsaid that the case is pending inthe High Court and they areoperating on the court direc-tive. The Police has no role intoit. The owner has been givenlicense by the State ExciseDepartment and he is payinglicense fee to the Govt. Thematter has to be decided at thehigher level, the SDPO added.

Lone informed theGovernor about several issuesrelating to the execution of var-ious State and Central Schemeswhich are being executed by thedepartments and agencies underhis charge. He also acquaintedthe Governor about the progressachieved in respect of severalinitiatives which were taken byhim after taking over his presentresponsibilities.

Governor urged Lone to per-sonally review the implementa-tion of each of the State andCentral Schemes in the entiresocial welfare sector and alsotake urgent steps to review StateActs and Rules dealing withalleviating the lot of personswith disabilities, particularly formaking them more user friendly.

Governor also advised Loneto take time-bound steps toensure that the provisions ofCentral Disability Act, 2016 areadopted in toto as a new StateAct or incorporated in the exist-ing State Act so that the personswith disabilities are provided allrequired support and facilitieswithout any delay.

The Governor recalled thathe had already advised ChiefMinister Mehbooba Mufti inthis regard and hoped that thismatter will receive urgent atten-tion. Further, as suggested byLone the Governor hadaddressed the Union Ministerfor Social Justice &Empowerment, Thaawar ChandGehlot, and requested his earlyhelp in regard to certain pendingmatter.

Shantmanu along with AndhraPradesh Chief Electoral OfficerBhanwar Lal will represent theCEC at the annual WorldConference of CECs at Georgia asDr Naseem Zaidi was unable toattend the conference in view ofongoing Uttar Pradesh Assemblyelections, which has been a tough

challenge for the ElectionCommission of India.

While Andhra Pradesh CEOBhanwar Lal is the senior mostCEO in the country, Shantmanuhas been picked up for his effi-ciency and dedication in the work.

There are a total of 36 ChiefElectoral Officers in the countryand, of them, only two have beenpicked up on the basis of their vastexperience and knowledge to rep-resent the CEC at the global con-ference, sources said.

Shantmanu has left for NewDelhi and would depart forGeorgia tomorrow.

The World Conference ofCECs would debate the electoralreforms and other major electionrelated issues during the two-dayconference at Georgia.

JAMMU, Feb 24: Food, Civil Supplies and Consumer Affairs(FCS&CA) Department booked 26 traders and recovered Rs23,000 fine from the defaulters.

As per official spokesman, on the occasion of MahaShivratri, a special squad headed by Joginder Singh, AssistantDirector (Enforcement) FCS&CA along with Inspector RamanKumar, Naresh Gupta and Yogesh Kumar visisted Janipur,Bantalab, Muthi, Barnai, Paloura, Toph Sherkhania, Talab Tilloand Canal Road areas and checked 11 establishments includingvegetable shops, meat shops, sweat shops, general stores, restau-rants and dhabas, etc.

During checking, the team booked 26 traders under variousacts viz EC Act 1956, J&K Display of Price and Stocks ofScheduled Essential Commodities Order, 1990, LPG (Regulationof supply and distribution) Order 200 and a fine of Rs 23,000 wasrealized on spot from the defaulters.
