The runningout end ofthe year

2012 appears asa right time tomake the annualassessment ofactivities carried out within our organization for theprofessional capacity building of our members. As the new President Duduzile Myeni highly put itin her closing remarks of our 16th Congress, “I willcarry it and let it flow as Water's flow, to ensurethat, ultimately, it charters economic developmentin Africa”, AfWA adopted an ambitious roadmap.Thanks to the partnership with Further Advancingthe Blue Revolution Initiative (FABRI), AfWA hasimplemented a programme to equip our water uti-lities in order to face challenges relating to NonRevenue Water (NRW).

La fin de l’année 2012qui s’écoule est unmoment propice

pour faire le bilan annueldes activités entreprises ausein de notre organisationpour le renforcement descapacités professionnellesde nos membres. Comme l’a fort justementsouligné, la nouvelle prési-dente Duduzile Myeni dans

son discours de clôture de notre 16e congrès, « Je vaisporter cette organisation afin qu’elle coule comme del’eau et emmène le développement économique enAfrique », l’AAE a adopté une feuille de route ambi-tieuse.L’AAE a mis en œuvre grâce au partenariat avecFurther Advancing the Blue Revolution Initiative(FABRI), un programme pour outiller nos sociétés d’eauà faire face aux défis de l’eau non facturée.Ce programme est entré dans sa phase active consé-cutivement aux ateliers de Nairobi (juin) et deOuagadougou (novembre) et aux visites de diagnosticseffectuées dans des sociétés d’eau. La Task Forceconstituée pour ce programme est à la tâche et dansquelques années, nous pourrions avoir nos propresspécialistes en eau non facturée.Dans le secteur de la communication et du partage deconnaissances, nous n’avons pas chômé non plus. Ala suite d’un atelier tenu à Conakry consacré à cettethématique essentielle pour la performance de nosmembres, nous avons aussi constitué une Task Forceet des groupes de travail qui réfléchissent à la concep-tion et à l’élaboration de stratégies de communicationqui répondent à nos attentes et nos objectifs stratégi-ques de développement.Notre Conseil scientifique et technique (CST) a pleine-ment joué sa partition en animant avec rigueur et perti-nence ses deux assises annuelles (Durban et Conakry)

au cours desquelles, le format scientifique et techniquedu 17e congrès a été élaboré, de même que la consti-tution de Task Forces dans plusieurs domaines priori-taires pour nos membres.Nous avons aussi entrepris d’assurer la relève en met-tant en œuvre le vaste chantier des Jeunes profession-nels du secteur de l’eau avec le soutien de FABRI.Dans une vision prospective, l’AAE veut concevoir unestratégie d’appui et d’intégration des Jeunes profes-sionnels pour que la chaîne de transmission du legs denos pionniers ne s’interrompe pas.Nous sommes à la tâche, assurés que les Jeunes pro-fessionnels sont impatients de prendre le relais.Bonne & heureuse 2013.

This programme entered its active phase further tothe Nairobi (June) and Ouagadougou (November)workshops and the diagnosis visits carried out insome water utilities. The Task Force made up forthis programme has been working hard ever sinceand within a few years; we should be able to haveour own Non Revenue Water (NRW) specialists.With regard to Communications and KnowledgeSharing, we were not short of work either.Following a workshop held in Conakry devoted tothis essential set of themes for the performance ofour members, we have also set up a Task Forceand working groups which have been thinking tothe design and development of a communicationsstrategies which match up to our expectations andour development strategic goals.Our Scientific and Technical Council (STC) fully

played its partition by leading with rigor and rele-vance its two annual meetings (Durban andConakry) during which, the scientific and technicalformat of the 17th Congress was elaborate, as wellas the setting up of Task Forces in several priorityareas for our members.We also undertook to secure relief by implementingthe big project relating to the Young WaterProfessionals with the support of FABRI. In a pros-pective vision, AfWA wants to conceive a supportand integration strategy of the Young WaterProfessionals so that the handing over chain regar-ding the legacy of our pioneers does not stop.We are performing the task, assured that the YoungWater Professionals are eager to take over.Happy New Year 2013.

of the Prince SultanBin AbdulazizInternational Prize for Water(PSIPW) received their awardson January 6th, 2013 in Riyadh,during the 5th InternationalConference on WaterResources and AridEnvironments.The Prize Council evaluatedscientists’ achievements overthe last two years in five catego-ries.The team led by Dr AshokGadgil from the University ofBerkeley in California was awar-ded the Creativity Prize alloca-ted with a sum of 266 000 USDollars for developing an inno-vative and effective method oftreating the arsenic contamina-tion of groundwater using elec-trocoagulation.

The Water Surface Prize wasawarded to the team led by DrKevin Trenberth from theNational Center for AtmosphericResearch in the United States forwork giving a powerful estimateof the effects of climate changeon the global hydrological cycleand a clear explanation of theworld water budget.The team led by Dr CharlesFranklin Harvey fromMassachusetts Institute ofTechnology (MIT) was awardedthe Groundwater Prize for havingsucceeded in presenting a com-plete diagnosis and a concep-tual model to understand andprevent the arsenic contamina-tion of groundwater.Dr Mohamed Khayet Souhaimifrom the University of

Complutense in Madridwas awarded theAlternative WaterResources Prize for his

work in pioneering and promo-ting membrane distillation forwater recovery using alternativerenewable energy sources.Finally, the Water Managementand Protection Prize was awar-ded to Dr Damia Barcelo fromthe Catalan Institute for WaterResearch in Spain for his workmaking it possible to understandthe effects of pharmaceuticals inthe water environment. He alsodeveloped new methods forfuture risk assessment andmanagement of emerging conta-minants. In addition, he carriedout investigation on water qualityin the intensely-used basins.Each one of these four Prizecategories is allocated with asum of 133 000 US Dollars.

SANITATION: Green Cross Internationallaunches a latrines project

in Cote d’Ivoire

During the celebration of theWorld Toilet Day last November19th, Green Cross International(GCI) launched a project for theconstruction of latrines in a pri-mary school in Cote d’Ivoire.This project will make it possiblefor 330 schoolboys of Debrimou(a village located in the depart-ment of Dabou) to have ecologi-cal dry latrines and a system forharvesting rainwater.Established in 2010, the “SmartWater for Green Schools” pro-ject provides safe sustainablewater and sanitation systems ofcommunities in need. This pro-ject is already active in countrieslike Ghana, Bolivia and China.A facilities project to provide thesewage disposal of existing

Le déficit en eau potable de150 mille m3 dans la capitale

économique ivoirienne, Abidjanprendra fin en 2014 a assuré ledirecteur général adjoint del’Office national de l’eau potable(ONEP), Berté Ibrahima.Selon les prévisions de l’ONEP,les Abidjanais seront approvi-sionnés en 30 mille m3 d’eausupplémentaires à fin 2012. En2013, le déficit actuel aura dimi-nué de moitié, pour être finale-ment résolu en 2014.On ajoute que le président ivoi-rien, Alassane Ouattara avaitprocédé le 06 août 2012 àBonoua, au lancement des tra-vaux d’approvisionnement eneau potable de la ville d’Abidjan,d’un montant de 50 milliardsfrancs CFA financés par EXIM-BANK Chine.

l’assainissement (WSSCC) etl’Organisation mondiale des toi-lettes (WTO) pour encouragertoutes les parties prenantes(décideurs, spécialistes, popula-tion) à agir de sorte à faire del’assainissement et de l’hygièneune réalité dans ce 21e siècle. “ I give a shit, do you ?” était lethème de cette campagne mon-diale de sensibilisation.

According to the DeputyManaging Director of the

Office national de l’eau potable(ONEP) Mr Berté Ibrahima, the150 000 m3 drinking watershortage in the economic capitalcity of Cote d’Ivoire, Abidjan, willend in 2014.Abidjan city dwellers will be sup-plied with additional 30 000 m3of water at the end of 2012according to ONEP forecasts. In

2013, the current shortage willbe half reduced to be finally sol-ved in 2014.It is worth mentioning that thePresident of Cote d’Ivoire,Alassane Ouattara, had procee-ded on August 6th, 2012 inBonoua, to the launching of a 50billion CFA francs EXIMBANKChina funded work of drinkablewater supply of the city ofAbidjan.

Advancing the Blue RevolutionInitiative (FABRI), ont exprimé leursattentes et défini la démarche stra-tégique à adopter pour une bonnecommunication et un meilleur par-tage de connaissances.Pour la mise en œuvre de cettedémarche stratégique, une TaskForce a été constituée, ayant enson sein différents groupes de tra-vail sur les axes à développer pour

une communauté de pratiquesdynamique.Les groupes de travail ont établileurs priorités d’activités portantsur les médias électroniques, lesréseaux sociaux, la disséminationdes bonnes pratiques, le bench-marking, les publications techni-ques et scientifiques, les ouvragesde référence et les communautésde pratiques.La constitution de cette TaskForce traduit la volonté de l’AAEd’accompagner le développe-ment professionnel de ses mem-bres.

dynamic community of practiceswas set up.The working groups focused theirpriority approaches on digitalmedia, social media, and the dis-semination of best practices,benchmarking, technical andscientific publications, referencelibraries and community of practi-ces.The setting up of this Task force isthe expression of AfWA’s commit-ment to build its members’ profes-sional capacity.

De l’accueilà l’aéroport international de ConakryGbessia aux différents hôtels réservéspour les participants, le comité d’orga-nisation de la Société des eaux deGuinée (SEG) a pleinement assumé samission. Lors des différents repas, lesGuinéens insistaient auprès de leurscompatriotes pour que la préséancesoit accordée aux hôtes.

n Kit de connexionLes Guinéens ont offert aux partici-pants un kit de connexion (carte SIM etrecharge) d’un opérateur de téléphoniemobile pour leur permettre de commu-niquer aisément.

n Visite à la station de Sonfonia

Les participants ont effectué le 09novembre une visite à la station deproduction d’eau potable de Sonfonia.Cette station d’une capacité de pro-duction de 10 mille mètres cube parjour est le fruit de la coopération avecles Israéliens. Au cours de cette visite,l’une des hôtesses, Wann Binta a élo-quemment traduit en anglais les expli-cations du directeur de la productionde la SEG, Baldé Abdoulaye.

n Le pagne du CSTChaque participant a reçu un pagneconfectionné par la SEG. En plus dece pagne, chacun a reçu un tee-shirt,une casquette, un pin’s et des porte-clés.

Mr. Reiss explained that thecondition to benefit from thisgrant was the establishment ofnational or regional YoungProfessionals’ chapters underthe leadership of AfWA.The interest of this programmelies in the fact that it offers exci-ting opportunities to the YoungProfessionals to establishstrong relations with publicauthorities, universities andbusiness. L’Agence intergouverne-mentale panafricaine eauet assainissement pour

l’Afrique (EAA, ex-CREPA) aorganisé en collaboration avecle gouvernement de la Républi-que du Sénégal du 12 au 14décembre 2012 à Dakar, laseconde édition du Forum dehaut niveau eau et assainisse-ment pour tous en Afrique sur lethème : « Financements etinvestissements innovants pouraccélérer l’accès à l’eau et àl’assainissement pour tous enAfrique ».Cette seconde édition du Forumde haut niveau s’est penchéesur les mécanismes innovantsde financement pour accélérerl’accès aux services d’eau etd’assainissement et la traduc-tion des engagements de hautniveau en actions concrètes.Au cours de ce Forum, une Think Tank à l’échelle africaine aété lancée, qui sera chargée demener une politique indépen-dante de réflexion sur les ques-tions d’assainissement.Dans son plan stratégique2011-2015, l’EAA prévoit mobi-liser la somme 125 milliardsFCFA auprès des partenaires audéveloppement pour atteindre50 millions de personnes à l’ho-rizon 2015 ayant accès à l’eaupotable.

FORUM DE HAUT NIVEAUMobilisation pour la mise en place de mécanismes

de financements innovants

L’Agence intergouvernementalepanafricaine eau et assainissementpour l’Afrique (EAA) a signé lors duForum de haut niveau, plusieursaccords d’appuis technique et finan-cier avec des partenaires que sontl’Organisation mondiale de la santé(OMS), la Global Water Solidarity, la

Fondation Akvo et le ProgrammeSolidarité eau (PSEAU).L’EAA a par ailleurs élaboré avec leConseil des ministres africains char-gés de l’eau (AMCOW), un pland’action visant à promouvoir les rela-tions entre eux et à renforcer la colla-boration avec l’Union africaine (UA).

Signature d’accords d’appuis technique et financier entre l’EAA et des partenaires

Le vice-président du Libéria, JosephBoakai a procédé le 12 décembre2012 au lancement de la FondationEAA chargée de générer ou recevoirles appuis financiers au profit desorganisations de la société civile.D’autre part, le ministre congolaisde la Recherche et de l’Innovation,Jean-Richard Itoua a lancé le 13décembre 2012, le centre de

recherche. La Fondation Bill etMelinda Gates et la Wallonie se sontengagées à apporter leur appui àl’opérationnalisation immédiate ducentre de recherche.L’existence de ces deux structuresva contribuer à la réalisation de tauxd’accès et de couverture plusimportants à l’eau potable et à l’as-sainissement.

Lancement de la Fondation et du centre de recherche EAA

Lors de la première édition duForum en décembre 2011 àOuagadougou, l’une des princi-pales recommandations encou-

rageait les pays membres et lesautorités locales à mettre enœuvre un pour cent des initiati-ves financières de la solidaritéeau.

• La capacité à accroître lestarifs en fonction des coûts de

tre en place de nouvelles institu-tions qui gèrent les installationsde manière durable, plutôt quede simplement construire desinfrastructures publiques d’eauet d’assainissement,

• Le secteur de l’eau, l’assainis-sement et l’hygiène devraientchercher à établir des liens avecd’autres secteurs tels que lelogement, en vue de renforcer lacouverture,

• Encourager les pays membreset les autorités locales à mettreen œuvre l’Initiative 1 pour centde financement de la SolidaritéEau,

• L'EAA joue un rôle principaldans la conceptualisation destechnologies novatrices appro-priées dans le contexte africain,

• La nécessité d’une collabora-tion, de synergies et d’une com-plémentarité entre les organesrégionaux en vue du renforce-ment de l’efficacité du secteur del’eau, de l’assainissement et del’hygiène n’est pas négociable,

mental Agency Water and Sani-tation for Africa (WSA, formerCREPA) organized in conjunc-tion with the Government of theRepublic of Senegal, the secondedition of the High Level ForumWater and Sanitation For All inAfrica on the theme: “InnovativeFinancing and investments toaccelerate access to water andsanitation in Africa”, This second edition of the HighLevel Forum dealt with the inno-vative financing mechanisms toaccelerate the access to waterand sanitation services and theimplementation of high levelcommitments into concreteactions.During this Forum, an Africanscale Think Tank responsible forleading an independent reflec-tion policy regarding sanitationissues was launched.Within its 2011-2015 strategicplan, WSA envisaged to mobi-

During the High Level Forum, the Pan-African Intergovernmental AgencyWater and Sanitation for Africa (WSA)signed several technical and financialsupport agreements with partners thatare the World Health Organization(WHO), the Global Water Solidarity, theAkvo Foundation and the Water

Solidarity Programme (PSEAU).Moreover, the WSA worked out withthe African Ministers Council on Water(AMCOW), an action plan aiming atpromoting relations between them andat strengthening collaboration with theAfrican Union (AU).

WSA and some partners sign technical and financial support agreements

On December 12th, 2012, the LiberianVice-President Joseph Boakai carriedout the launching of the WSAFoundation in charge of generating orreceiving financial supports for thebenefit of civil society organizations. Onthe other hand, the Congolese Ministerfor Research and Innovation, Jean-Richard Itoua launched on December

13rd, 2012, the Research Center. TheBill and Melinda Gates Foundation andWallonia committed themselves tobring their support to the immediateoperational implementation of theResearch Center.The existence of these two structureswill contribute to the achievement ofmost important access and coveragerates to water and sanitation.

Event profileThe African Water Association (AfWA) Congress is a scientific and technical forum to assess howthings stand in water, sanitation and environment sector in Africa. It holds every other year.

The 17th Congress will be held in Abidjan from 17 to 20 February 2014 under the theme:”Mobilizing Resources and Governance of Water and Sanitation in Africa”.The Congress will involve a number of technical sessions, workshops, side events, B-to-B andone-to-one meetings, International Exhibition and a host of other networking possibilities.

• WASH sector should seek tohave linkages with other sectorssuch as housing to increase

coverage,

• To encourage member coun-tries and local authorities toimplement the 1 per cent WaterSolidarity Finance Initiative,

• WSA will continue to play a keyrole in the conceptualisation ofinnovative technologies appro-priate to the African context,

• There is a need for collabora-tion, increased synergies andcomplementarity between regio-nal bodies in order to success-fully scale up and increase WASHeffectiveness,

• For effective citizen and civilsociety engagement in WASH,states should provide theenabling environment for accessto information and establish inde-pendent autonomous and inclu-sive regulatory frameworks,

• Governments of member sta-tes must take leadership toincrease domestic financial allo-cation for WASH ensuringhygiene and behaviour changeissues are integrated in such ini-tiatives.
