A revised and updated Action Plan for the Environment Committee covering Public Realm was presented (see Appendix A). Noted Keith Harris, Service Delivery Manager – Transport & Highway Development will be attending the Environment Committee meeting on Monday 11th April 2016 to discuss the proposal for speed indicator devices. Noted
41.1 Councillor Walkabout To agree date and area The schedule of councillor walkabouts for 2016 was discussed. Resolved: That, weather permitting, walkabouts will take place on the first Wednesday of each month, meeting at 11.30 a.m. at Jubilee House. The first walkabout around Court Street, Coronation Crescent and Tweedale will be on Wednesday 2nd March 2016. All councillors will be invited to join in.
41.2 Civil Parking Enforcement Update Following the previous Environment Committee meeting a letter was sent to Telford & Wrekin Council lobbying them on the issue of civil parking enforcement. A response had been received from Keith Harris, Service Delivery Manager – Transport & Highway Development stating that, given the resource pressures that Telford & Wrekin Council is facing, it is unlikely that they will be in position to make progress with Civil Parking Enforcement in the near future. The Council are, however, continuing a dialogue with West Mercia Police with a view to a continuation of parking initiatives in Wellington and Newport which are part-funded by Town Councils. Members of the Environment Committee were disappointed with the response and expressed particular concern about parking issues in Park Street, which can result in dangerous obstructions. Resolved: That the matter of civil parking enforcement should be referred to Council for consideration.
41.3 Hanging Baskets To consider scheme for 2016 The Clerk presented a proposal for the hanging basket scheme for 2016. Following a discussion it was Resolved
That the contract to supply and maintain the hanging baskets for 2016 is offered to Plantscape Ltd.
That the self-watering option is no longer offered
That the charge to businesses in 2016 should be £40 (a £5 reduction on the 2015 charge)

E15/42 Open Spaces – Action Plan Report To seek involvement and influence in the management and improvement of recreational and
public open spaces. A revised and updated Action Plan for the Environment Committee covering Open Spaces was presented (see Appendix A). Noted The Clerk said that the Landau Skills Training Project may not be able to complete the installation of the slopes at Rough Park because their continued funding is uncertain.
E15/43 Planning & Conservation – Action Plan Report To work with partners to promote, improve and protect the heritage of Madeley civic parish in general and the World Heritage Site in particular. A revised and updated Action Plan for the Environment Committee covering Planning & Conservation was presented (see Appendix A). Noted A report by the Regeneration Officer regarding the publication version of the Telford & Wrekin Local Plan was received. Noted
43.1 Madeley Court Development To receive information about the proposed development Officers from Telford & Wrekin Council gave a presentation about Phase 2 of the commercial and residential development at a meeting of the Madeley Regeneration Partnership on 15th December 2015. Notes of the presentation and copies of the presentation slides were received. Noted There was a discussion about the impact of the development on the Madeley area and whether Madeley would gain any benefits from it. Resolved That a letter should be sent to Telford & Wrekin Council asking whether there would be any planning gain from the development and, if so, what the money would be spent on.
43.2 Planning Applications To receive report of submissions under delegated powers. A register of planning applications received is circulated to members weekly. A report of applications dealt with under delegated powers (LGA 1972 s101) was presented for information (Appendix B) Noted The Regeneration Officer is going analyse whether Telford & Wrekin is taking notice of Madeley Town Council’s comments on planning applications and will prepare a report for the Environment Committee meeting on Monday 11th April 2016.

43.3 Ironbridge Gorge World Heritage Site Steering Group
Report by Cllr A Mackenzie The minutes of the Steering Group meeting held on 19th October 2015, together with an Update Report and information about the Severn Gorge Countryside Trust’s 25th Anniversary celebration on Saturday 16th July 2016 were received. Noted. Cllr A Mackenzie described the timetable for consultation and adoption of the Ironbridge Gorge World Heritage Site Management Plan. He was pleased that comments made by Madeley Town Council had been incorporated into the latest version of the document. There is a copy of the lengthy document available to view in the Town Council office, but he said that it would be useful to have a precis for councillors of points relevant to Madeley. Anna Brennand, Chief Executive of the Ironbridge Gorge Museum Trust will be giving a presentation at the Full Council meeting on Monday 7th March 2016. Noted
43.4 Telford & Wrekin Local Plan – Waste Management Facilities Discussion – Cllr G Green An e-mail from Cllr G Green, expressing concern about the concentration of waste management facilities in South Telford was received. This was accompanied by an extract from the publication version of the Telford & Wrekin Local Plan – 10.3.1 Waste Management Facilities, which states that the strategic employment areas and Tweedale are the most appropriate locations for waste management facilities because they are segregated from residential areas. During the ensuing discussion the following comments were made:
There is risk of water, air and noise pollution from the waste management sites
Tweedale is in close proximity to houses
There is an unbalanced distribution of waste management sites, with South Telford taking more than its fair share
Madeley Town Council needs to find out more about the processing facilities that are already on Tweedale and also to find out more about Telford & Wrekin Council’s intentions for waste management facilities in the future.
Resolved: That the appropriate Assistant Director and Cabinet Member from Telford & Wrekin Council should be invited to the Environment Committee meeting on Monday 11th April 2016.
E15/44 Correspondence There was none.
E15/45 Information Sutton Hill Village Green Newsletter Councillors noted that there are aspirations to re-establish a pond on the Village Green. It

was hoped that child safety would be considered carefully. Noted Clean for the Queen This is a nationwide campaign over the weekend of 4th, 5th, 6th March to mobilise 1 million people to clear up Britain. Voluntary groups are being encouraged to organise litter picks and other clearing up activities. Noted Telford & Wrekin Green Gym This service will end in March 2016 and Telford Green Heroes will be launched as a replacement. Noted Friends of Sutton Hill A project related to the former Shropshire Canal at Blists Hill has been initiated in partnership with the Shropshire Wildlife Trust Noted Former Woodlands School Development Site Madeley Town Council has been in discussion and negotiation with the developer for the supply and installation of 36 bird and bat boxes across four of the Madeley Pitmounds. This will be included into the Action Plan for the Environment Committee.
