    There are two ways

    (a) Works Committee (b) Joint Management Councils

    i. As per the provisions of ID act , 1947, works

    committee have to be setup in those Industrial unitswhich employs 100 or more persons .

    ii. Composed of an equal number of employers andemployees representative .

    iii. Responsible for removing the causes of frictionbetween labour and management in day to dayfunctioning of a unit .

    iv. It is a consultative body not a negotiating body

    The Committee Offers

    a) Greater participation to worker in day to day affairs.

    b) Ensures close mutual interaction between labour

    and management.c) Generates a cooperative atmosphere for negotiations

    between the two parties.

    d) Opens the door for unions to have a clear view of

    what is going on with in the union.e) Strengthens the spirit of voluntary settlement.

    Tata Iron & Steel Company in Jamshedpur was the firstto create Works Committee in 1920.

    The Scope & Functions of WC is not defined clearly.

    The absence of legal powers , could not enforce its owndecision.

    No proper functioning.

    In Industrial Policy Resolution 1956, the need for JMCconsisting of representatives of Management,Technicians and workers was emphasized.

    The scheme is voluntary not obligatory. The JMC should consist of equal number of

    representatives of workers and employers( minimum 6& max 12)

    JMC should look after 3 areas Information Sharing,Consultative, Administrative

    Decisions of JMC is unanimous and should beimplemented without any delay

    The JMCs should not encroach on the jurisdiction ofWC.

    The JMC members should be given proper training.

    Representation of workers to the JMC should be basedon nominations by the recognized union.

    Initially JMC should be constituted in a large numberof public & private sector units being over 500 or more

    workers where there is strong trade union and wherethe labour management relations are sound
