OverviewThe two‐day workshop conference was in response of the request made by the mayors of theMACASALTABAYAMI Alliance to the GIZ – COSERAM Project and LOGODEF during the MADEPPreparatoryMeetingheldlast14March2011attheWhiteBeachResortinCagwait,SurigaodelSur.The Conference was divided into two parts: The Sharing of Experience and Lessons Learned from“modelLGUs”andtheMADEPSituational/SituationalWorkshop.The activity aims to re‐invigorate theMACASALTABAYAMIAlliance by identifying their needs as anorganizationtomoveforward.ItalsoultimatelyattemptstoconductaNeedsAssessmentWorkshopthat would help determine the group’s next steps. Through learning sharingmade by other LGUspracticing inter local cooperation and participatory planning, it was hoped by the organizers toequippedthemfortheworkshops..However,itwasdecidedthataSelfAssessmentWorkshop,usingtheCriticalIngredientsofBuildingandSustainingInterLocalCooperationCookbookismoreurgentlyneeded.

ConferenceProceedings

Day1.4April2011Mr.WalterAlquiza,ProgramOfficerofGIZ–COSERAMProjectservedastheevent’semcee.Tostart,heintroducedandacknowledgedtheConferenceParticipants.WelcomeRemarksGov.OscarMoreno,ProvinceofMisamisOrientalInhisspeech,Gov.MorenowarmlywelcomedtheparticipantsfromtheProvinceofSurigaodelSur.Healsoemphasizedthathistorically,thewholestretchofNorthernMindanao,includingtheCARAGARegion,hasbeenpartoftheoldprovinceofMisamis–makingthetwoprovincesalmost”family.”Healso thanked LOGODEF for the longstanding partnership, especially in its projects on inter – localcooperation and reiterated to the participants the need to transcend beyond politics, individualbiases to ensure the success of any collaborated effort. He also pointed out that changes andimprovement on the system should not be solely based on personality butmore so, it should beanchoredinthebettermentofprocessedandinstitutions.Lastly,thegovernorpromisedthatMisamisOrientalwillworkhardertoimproveitsprogramsandwillextendanysupportitcantohelppromoteinterlocalcooperationinMindanao.OpeningRemarksDr.StephanieSchell–Faucon,GIZ–COSERAMDr. Schell – Faucon thanked the MADEP participants for traveling to Cagayan de Oro. Again, sheacknowledgedMayorBonifacioOndona,MADEPChairman,forbeingthedrivingfactorthatbroughtGIZandLOGODEFtogether,however;shealsoagreedwithGovernorMorenothatthesuccessoftheAllianceshouldn’tbedependentontheeffortsofjustoneperson.With this, she hoped that by the end of the activity, theMADEPAlliancewould knowwhere theywanttogoandwhattheywanttodo.Prof.EdmundTayao,LOGODEFProf.TayaoemphasizedthatbothGIZandLOGODEFareworkingtobuildbetterinstitutions.Throughthepresentations,hehopedthattheMACASALTABAYAMIAlliancewouldhaveamoregroundedandpracticalunderstandingofinstitutionalizedinterlocalcooperationandfromthere,beabletoidentifythedirectiontheyseefittoaddresstheirneeds.

PartI:SharingofMisamisOrientalRoleofDILGinBuildingandMaintainingAlliances:MisamisOrientalExperienceMs.SallyGraceUy,DILG–MisamirOrientalLGOOVLOGODEFInterlocalCooperationProjectCoordinatorLegalBasis.Ms.UyexplainedthelegalfoundationsofInterLocalCooperation,whichisstatedbothintheConstitutionandtheLocalGovernmentCode.“Localgovernmentunitsmaygroupthemselves,consolidateorcoordinatetheirefforts,services,andresourcesforpurposescommonlybeneficialtotheminaccordancewithlaw.” (Section13,ArticleX,1987Constitution)“CooperativeUndertakingsAmong LocalGovernmentUnits. ‐ Local governmentunitsmay, throughappropriate ordinances, group themselves, consolidate, or coordinate their efforts, services, andresources for purposes commonly beneficial to them. In support of such undertakings, the localgovernmentunits involvedmay,uponapprovalby the sanggunianconcernedafterapublichearingconductedforthepurpose,contributefunds,realestate,equipment,andotherkindsofpropertyandappoint or assign personnel under such terms and conditions as may be agreed upon by theparticipating localunits throughMemorandaofAgreement.” (Section33.Chapter3,Article3,1991LocalGovernmentCode)

The partnership of LOGODEF and theMisoRDILG is based on the premise that theDepartment ismandated to act as the alter ego of the President in exercising general supervision over localgovernments(E.O.262,Section).Italsoservesasadirectlinkbetweenvertical(thenationalandlocalgovernments)andhorizontal (amonglocalgovernments) localgovernment interactionandrelationsinaidoffacilitatingefficientandeffectiveperformanceanddeliveryofservices.Roles Performed. In its involvement with LOGODEF, DILG primarily ensures that all activities aredesignedtobemutuallybeneficialandenhancesthecapacitiesofallinvolvedparties.Toaccomplishthis,thefollowingtasksareperformed:

1. Advocacy–Popularizestheconceptofdevelopmentwork,inspecificreferencetointerlocalcooperationamongmunicipalitiesandneighboringprovinces

2. Facilitation–AssistsandcoordinatesactivitiesandconcernsofbothlocalgovernmentsandLOGODEF;facilitatesthecreationofnewclustersandpartnerships

3. Networking – Creation of linkages with relevant local agencies that is beneficial to theimprovementofprojects,e.g.DENR;Identificationofpossiblenewpartners

4. Monitoring and Evaluation – Evaluate performance based on clusters’ progress reports;Makerecommendationsontheactivities/trainingstobeundertaken

Assessment.Withfiveclustersandatotalof16membermunicipalitiesunderhersupervision,Ms.Uywasabletodrawthefollowingconclusions:

1. InterMunicipalTeamsplayavitalroleindeterminingthesuccessofinterlocalcooperation/alliancebuildingastheyinitiateactivities/projectsresponsivetotheneedsoftheirclusters.

2. Lessnumberofmembermunicipalitiesinaclusterismoreeffectiveandmanageable.3. The role of DILG is important as it provides institutional support and legitimacy to the

initiativethus;localgovernmentunitstendtobemorecooperativeandsupportive.4. “PersonalTouch”anddedicationisimportantsincetheprojectentailscoordinatingnotonly

with a number of institutions/organizations but more so, in dealing with different

personalities. DILG plays a key role in balancing and protecting the interest of localgovernments.

ManLuNaExperience:ClusterWorkandImplementationMr.BruceAugustoColao,CESE,ManLunaInterMunicipalTeam(IMT)ChairmanMunicipalAdministrator,MunicipalityofLugaitCluster Formation. The ManLuNa Cluster is composed of the adjacent municipalities of Manticao,Lugait andNaawan. Itwas the second cluster to be formedby LOGODEF and the KonradAdenuerStiftung(KAS)underits InterLocalCooperationProject,focusingonGeographicInformationSystem(GIS) Training in2007.Due to its performance, KASand LOGODEF selected it tobeoneof its pilotareasfortheEURegionalProject:BestPracticesExchangein2010.HavingintegratedtheworkofIMTin the formation of development planning, the Conference of Mayors (COM) decided to formallyexpandthepartnershipthroughaMemorandumofAgreementlastFebruary2011.WorkingFramework.TheclusteradherestotheprinciplesofInterLocalCooperationasintroducedbyLOGODEF, which was at first centered on improving local revenue generation through GIS ‐reassessmentofrealpropertytax.Withtheintroductionofcooperativecomprehensivedevelopmentplanning and institutionalizing its processes, members of the ManLuNa IMT developed programsmutuallybeneficialtoallmembers.Byworkingandpoolingofresourcestogether,themunicipalitiesareabletoachieveeconomyofscalesthereby,utilizingresourcesmoreefficiently.ConferenceofMayors.ComposedoftheManLuNamayors,itactslargelyasapolicymakingbodyandstirsthedirectionofthecluster.ItalsosupervisestheactivitiesandperformanceoftheIMT.AftertheexpandedMOAsignedlastFebruary2011,theCOMnowissuesjointdirectives,administrativeordersandformalcommunications.ManLuNaIMT.Composedoftechnicalandadministrativeexpertsfromthethreemunicipalities,theIMT serves as themoving forceof the cluster. Itmeets regularly (an averageof twice amonth) todiscuss concerns and formulate work plans to be submitted to the COM for approval. Theestablishmentof communicationnetworks (Facebook, texts,email, chatandmemo)helped themalot,especiallyduringitsearlyyears.Aspartners,theymakesuretolevelouttheircapacitiesthroughexchangeofexpertiseandtechnologies.Mr. Colao believes that a vital ingredient of their cluster success is due to the development of a“proactiveculture”notonlyamongtheIMTmembersbutwiththeCOMaswell.CurrentInitiatives.Healsodiscussedthefollowingon–goingactivitiesoftheManLuNaCluster:

GISApplicationOverview:NaawanExperienceMr.SalvadorAlmine,ManLuNaIMTmemberMunicipalPlanningandDevelopmentCoordinator,MunicipalityofNaawan.

Defining GIS. Geographic Information System is defined by the Environmental Systems ResearchInstitute, Inc. as “a system that integrates hardware, software and data for capturing, managing,

analyzing and displaying all forms of geographically referenced information.” Or simply, it is themergingofcartographyanddatabasetechnology.Uses.Mr.AlmineidentifiedthepracticalvalueofusingGISasfollows:

• Power to Create Accurate Maps – Map – making with GIS is much more flexible thantraditionalmanual or automated cartography approaches. The system createsmaps fromdatapulledfromdatabases.ExistingpapermapscanbedigitizedandtranslatedintoGISaswell.

• Improved Organizational Integration – Through GIS, Management of organization andresources is easier. By creating a shared database, one department can benefit from theworkofanotherasdatacanbecollectedonceandbeusedmultipletimes.

• MakeBetterDecisions–GISisnotanautomateddecisionmakingsystembutatooltoquery,analyzeandmapdatainsupportofthedecisionmakingprocess.Italsoenablestheuserstoestablish benchmarks that would allow accurate performance monitoring and evaluationthrough time series analysis. At the same time, planning becomes more grounded andscientificasactualdatacollectedbecomesbasisforprojectionandnotjustsomeproductofmereguesswork.

• GIS is currently used as a databank and a tool in making Community Based MonitoringSystem(CBMS)andComprehensiveDevelopmentPlanning(CDP)

PartII:ActualGISSimulationMr.Alminedemonstratedactualmapmakinganddata linking. Itwasnotedthatdatashouldbeforofficialuseonlytoprotecttheprivacyofindividuals.InsightsfromaLocalChiefExecutiveHon.RommelMaslog,ViceMayor,MunicipalityofTalisayanThreetermMayorandImmediatePastCOMChairmanLessons Learned. Vice Mayor Maslog shared that before entering public service, optimism andidealismareinevitablehoweveronceelected,onewouldseehowdifferentanddifficultrealityis.Asamayor of a 4th class municipality, he can only do so much due to a number of factors: limitedresources,politicalclashesandlackoftechnicalknowhowamongothers.Heclearlyrealizedthathecouldn’tdoitalone.

InterlocalCooperationenabledhimaccesstoresourceshedoesn’thaveandinturn,sharewhathismunicipalitycouldoffertoothers.Herealizedthathecouldaccomplishmorethingsbecauseofthemore efficient use of his resources. Through the different LOGODEF initiatives, municipal officialswerebetterequippedduetotrainingstheypreviouslycouldn’tafford.Finally, itopenedthelinesofcommunicationamonghisfellowchiefexecutives,enablingthemtocoordinateandsynchronizetheirefforts and plans. Although theymay have political differences, it is easier now for them toworktogetherbecausetheyexperiencedtangibleresultsofworkingtogether.OPENFORUMI:MisamisOrientalSharingofExperienceMs.CarissaLacson,LOGODEFProgramOfficerservedastheSessionFacilitator.ResourcePersons:Ms.SallyGraceUy,DILGMisamirOrientalMr.BruceColao,ManLuNAIMTChairmanMr.SalvadorAlmine,ManLuNAIMTmemberViceMayorRommelMaslog,MunicipalityofTalisayanOntheRoleoftheProvincialPlanningandDevelopmentOffice(PPDO):Ms.Merlina Baure, Surigao del Sur PPDO, inquired about the PPDO’s role inMisamis Oriental, inreferencetoInterLocalCooperation.Ms.UyansweredthatthePPDOservesastherepresentativeoftheProvincialGovernment.SincetheDILG is politically neutral, it performsmost fieldwork because the local chief executives feelmorecomfortable in working with them. Ms. Lacson added that before any initiative is undertaken,LOGODEF sits down with the governor and PPDO to make sure that the planned intervention isconsistent with the development strategy and direction the province is pursuing. PPDO is alsoresponsible in theclusterperformanceevaluationand formulationof recommendations to improvetheoverallInterLocalCooperationProject.OntheRoleofInterMunicipalTeams(IMT)Provincial Dir. Alacabra, DILG Surigao del Sur, expressed his appreciation of the framework of theManLuNa.HeaskedfortheIMTcompositionandiftheyviewtheadditionalworkloadasburden.Mr.Quilag,fromNEDACARAGA,alsosharedhisinterestontheIMTstructureandresponsibilities.Mr.Colaoexplainedthat initially,themunicipalassessor,budgetofficer,MLGOOandtechnicalstaffcomprised the IMT since the focus ismore on the improvement of real property assessment. TheMemorandumofAgreementwithLOGODEFalsoclearlystipulatedthatonlyregularemployeescouldbecomepartofthetechnicalworkinggrouptoensureprojectcontinuityandstability.However,duetotheexpansionofInterLocalCooperationProject,theIMTisnowcomposedofdepartmentheadsandkeyofficials, includingmunicipalbudgetandplanningofficers,allrelevant intheformulationofComprehensiveDevelopmentPlans.Mr. Colao also stated that theManLuNa IMT doesn’t view the additionalwork as burden becausethey enjoy their work and it significantly contributes to their personal growth. Mr. Almine alsoexpressedhisaffirmationbyalsoclaimingthattheadditionalworkloadmustbeviewedasachallengeinstead. Their group see Inter Local Cooperation as an effective tool in improving not only theircluster,butmoreso,theirindividualmunicipalities.PD Ponciano Caberte, DILGMisamis Oriental, also added the primary aim of the establishment ofIMTsistostrengthenthebureaucracy.Developmentworkisfasttrackedwhenthey,aftergraduatingfromthetrainingsconductedbyLOGODEF,wouldpracticethethingstheylearnandbeabletoshareittoothersaslocalexperts.OnthequestionofGISSoftware

Mr.Mitchelle Castellion,NEDACARAGA representative, askedMr.Almine about the software theyused, how they acquired it and whether it is compatible with the ones used by other nationalgovernmentagencies.HefurtherexplainedthatGISsoftwaresareveryexpensive,evenamountingtoP180,000.Mr. Almine answered that they are currently utilizing the Manifold software, which cost aroundP35,000.00, andpurchased through their counterpartandLOGODEF’sassistance.The trainers fromNAMRIArecommended itbecause it’scheaper thanmost,user friendlyandbeingusedbyNAMRIAitself.OnCluster/AllianceReinvigorationPDAlacabacommentedthatMADEPshouldlearnfromtheexperiencesofManLuNabecausetheyarealways re – organizing but nothing fruitful has taken effect. Should this process continue, it isinevitabletothinkthattheclusterwilldieitsnaturaldeath.Therefore,theymustlearnmoreonhowManLuNaorganizedthemselves,howtheystrengthentheirorganization,howtheymadeitsuccessfulandthechallengestheyhavefaced.Mr.Castellonagreedandsuggestedtheneedforamatrix thatwouldcontainalltheinformationthathelpedManLuNatobecomeasuccessfulalliance.Ms.UyansweredthatManLuNawaslikeMADEP,astheyweremembersofa9municipalityallianceandquite lethargic inperformance.Theyalsoclashedwith thegovernorpolitically,making it reallydifficult toworkwith the provincial government. The driving force behind the success is really thepersonaltouch(effortanddetermination)eachmemberexerts.ThetwonewLOGODEFclusters,LIGandALEO,werepreviouslyoneandnamedGALILEO,which is composedof sevenmunicipalities. Itwasdecidedtobreakthemintotwobecauseinthisway,theclusteriseasiertomanage.Ms.LacsonalsoaddedthatevenifMADEPwillfolloweverythingManLuNadidtotheletter,thefactstillremainsthateachhasitsownrealitiestoface.ManLuNabecamesuccessfulbecausetheyknowtheircommonissues,theyknowwhattodoandthisiswhat’sdrivingthemtonotonlysticktogetherbutsucceedasaclusterandpartnersindevelopment.Mr.Colaoagreedandshared that theyhaveexperienced thedynamicsand limitationsofproject–basedpartnershipsandfounditdifficult.ThisispreciselytheyexpandedtheirMOA.Heemphasizedthe importance of putting the proper structures and institutions in placed and seeing agencies aspartnersandnotjustbenefactors/bigbrothers.Prof. Tayao thanked everyone for participating actively in the Open Forum. Dr. Schell – Fauconintroduced the next speaker who will provide the aspect of Inter Local Cooperation, in specificreferencetoparticipatoryplanning.PartII:SharingofParticipatoryCLUPinLeyteTanauan,LeyteExperienceonParticipatoryCLUP/CDP(PLUDP)MayorAgapitoPagayanan,Jr,MunicipalityofTanauan,LeyteRationale.

PursuanttotheLocalGovernmentCodeof1991:

• Eachlocalgovernmentunitmusthaveamulti‐sectoraldevelopmentplantobedevelopedbyitscorrespondinglocaldevelopmentcouncil.

• At the barangay level, it is the Barangay Development Council (BDC) that ismandated to

prepare,implement,monitorandevaluatedevelopmentprogramsandprojects.

• Aplan isdevelopednot in isolationbut is linked intohigher level,morecomprehensiveandintegrated development plans as the Comprehensive Land Use Plan (CLUP) and theComprehensiveDevelopmentPlan(CDP).

Theinformationrequirementthatformsthebasisforthesetwomajorplansisbestderivedfromthebarangay,facilitatedbytheuseofparticipatoryandconsensus‐buildingapproachesallowingeaseofintegrationoftheBDPintotheCLUPandtheCDP.Before the Municipality of Tanauan engaged into the participatory planning approach, thecommunitieswere:

• Lessreceptiveandcooperativetocommunityworks.• Notinterestedinparticipatingintheprocessofcreatingabarangaydevelopmentplan.• Peoplelookedattheactivitiesasearlyelectioneeringstrategies• LimitedcapacityoftheBDC(orinsomecases,theBC)onplanningaswellasoftheother

technicalaspects.• Theprocessofdevelopingplans isnotalwaysconsultative,because itmaynot involve the

differentresidentsconcerned‐suchaswomenandmen,minorities,seniorcitizens,youth‐andresourceholdersduringtheidentificationandprioritizationprocess.

• Manyoftheprojectsarenotimplementedor,iftheyareimplemented,theydonotresultinthetargetedobjectivesormatchthevisionofthecommunity.

OPENFORUMMr.WalterAlquiza,ProgramOfficerofGIZ–COSERAMProject,servedasthesession’sFacilitator.ResourcePersonMayorAgapitoPagayanan,Jr.,MunicipalityofTanauan,LeyteOntheChallengesFacedTheMPDCofLiangaaskedonhowhewasabletoconvincedtheSangunianincraftingtheirmunicipalordinance.Inreply,MayorPagayanansaidthatthereisreallyaneedtosetasideorbanspecificlanduses.IntheeventthattheSBraisedchallenge,itisimperativetositdownwiththemtoexplainthedetailswhilehavingareallynicemeal.Mr. Ronald Sinunay, of DILG Surigao del Sur, praised the mayor’s bottom – up’s approach andpromotionofpeople’sparticipation. In linewiththis,heaskedwhataretheproblemsorchallengesraisedandhowheaddressedsuchconcerns.MayorPagayanansaid thathe first convinced thebarangaycaptains, to thepointofmeeting thempersonally,toexplainthewholeconceptbehindparticipatoryplanning.Then,heregularlycalledforbarangayassemblieswhereheusedtoraffleoutprizestogettheattentionandparticipationofthelocalresidents.Healsomadesuretoconductseriesofconsultationsandmeetingswherehebroughtwithhimkeymunicipalofficials.Sincetheworkshopsusuallylastaminimumof10days,heprovidedincentivesandrewardstoshowhisappreciationfortheirwork.

Hefurthersaidthatthewholeparticipatoryplanningdidn’thappenovernight.Asamatteroffact,ittookhismunicipalitysixyearstoupdateitsCLUP–beforeheevencameintopower.Hehimselfdidn’tknowabouttheprojectsinceitwasoneoftheprojectsheinheritedfromhispredecessor.However,uponrealizingthatitwouldbebeneficialforhisconstituentstobeincludedintheprocess,hereallyexertedallefforts,eventotheextentofspendinghispersonalmoney,topushforthisadvocacy.Intheend,MayorPagayananisgladoftheresultshegot:accurateplansandempoweredbarangays.PDAlacabaagreedwithMayorPagayananthatitishightimeforaparadigmshift,especiallyamonggovernmentofficialsandbureaucrats, to listen to thepeople in theground level.Hecongratulatedthemayorforthesuccessful implementationofparticipatoryplanning.PDAlacabaclosedtheOpenForumbyemphasizing that LCEs should reallybelieve in thebottomsupapproachbefore theycanshareittotheirconstituents.Dr.Schell–FauconintroducedMs.MiaBaguioastheworkshopfacilitator.

Thegroupwashappytonotethestrengthfactorsofthealliance.TheMADEPmemberswereoneinsayingthattheyarestronglycommittedtotheinitiativeasmanifestedbytheexistenceofaMOA,theircommongoalsandaspirations,establishmentofanequityfundandwillingnesstosharetheirresources.Theyalsoappreciatedthesupportextendedbytheirprovincialgovernment.On the other hand, the support agencies considered Mayor Bonifacio Ondona, MADEPChairman/Convenor, as the driving force behind the Alliance with his vigorous efforts to re –invigorateit.Throughhim,hewasabletogainthesupportofbothNGAssuchastheDILGandNEDAanddevelopmentorganizationssuchasLOGODEFandGIZtoaidMADEPinmovingforward.TheyalsotooknoticeofthecommitmentofthemembersoftheAllianceasreflectedbytheirparticipationinconsultationmeetings.

Ontheotherhand,theMADEPmembersbelievedtheirlackofupdatedallianceplan,inspiteoftheirstrongcommitment,isastumblingblockthatpreventsthemfrombecomingfullyfunctional.Termlimitationofpoliticalleaders,lackoflogisticresourcesandrevenuegeneratingactivitiesalsoimpedesthemfromperformingtheirduties.The Support agencies thought that MADEP chief executives are still lacking in support for theinitiative. They also think that the concept of Inter Local Cooperation has yet to gain popularityamong its members. Lastly, some of them considered the loss of partner organizations as blowagainsttheAlliance.Ms. Baguio thanked the participants for the activities. To concludeDay 1 of the Forum, she askedbothProf.TayaoandDr.Schell–Faucontogivetheirreflections.ProfTayaotoldtheparticipantsthatthedevelopmentapproachundertakenbyLOGODEFisthroughbuilding better institutions while GIZ give more emphasis on procedures and participation. Hereminded them the importance of project ownership of all stakeholders. He reiterated that theexistence of the Alliance should not be based on just one person or development organizationshelpingthem.Instead,theymustbeabletoidentifythedirectiontheywanttotake,andthereasonsbehindit.Toaidtheminthistask,theDay2presentationswouldprovidethemsomeunderstandingontheprinciplesofInterLocalCooperationanditsCriticalIngredientsinMaintainingandSustainingit.Lastly,ProfTayaoaskedtheparticipantsnottoseethelossof“BigBrother”asaweaknessbecausedoing so would mean that MADEP has not been able to achieve any level of organizationaldevelopment.Dr.Schell–Faucon,ontheotherhand,remindedtheparticipantsthattheystillneedtoanswerwhatthey want as a group and why do they need to make plans through an alliance, rather than asindividualmunicipalities.ShealsoaskedtheparticipantstoreflectonhowreadytheyaretogetdownonthebusinessofmakingMADEPfunctional.
