Ayon pa kay Dela Cruz,ilan sa mga kasapi ng RHBna kanilang nadakip aysangkot sa mga kaso ngpangingikil, holdap at ma-ging sa mga kaso ng kid-nap-for-ransom.

Sikreto ng Bulacanlaban sa A H1N1

KATULAD ng isang sunog, mabilis na kumalat at lumaganap sabuong mundo ang influenza A H1N1 virus.

Sa kasalukuyan, nakarating na ang “swine flu” sa 134 nabansa. Ang bilang ng mga nahawa sa sakit ay 99,103 mula noongAbril 15 at 476 ang naitalang namatay batay sa ulat ng World HealthOrganization noong Hulyo 6. Kaya sa unang tingin ay nakaka-pangamba ang sitwasyon. Lumalabas na parang walang lugar nahindi kayang abutin ng A H1N1 virus.

Ngunit iba ang sitwasyon sa Bulacan na unang nakapagtalang positibong kaso ng “swine flu” noong Hunyo 15. Sa unang linggong pagkakumpirma ng kasong A H1N1 sa lalawigan ay walo angnaitalang positibo, at umakyat ang bilang sa 27. Sa huling tala ngDepartment of Health noong Hulyo 16 ay 35 na ang positibo. Hindinakapangangamba ang bilang na ito kumpara sa 112 kaso na naitalasa Pampanga ilang linggo matapos maitala ang unang walong kasosa Bulacan. Bumagal kung hindi man ay unti-unti nang napigilanang pagkalat ng sakit na A H1N1 sa Bulacan, samantalang sa ibanglugar sa bansa ay lalong tumataas ang bilang.

Sa kalagayang ito, maitatanong natin: ano ang ginawa ng Bu-lacan upang mapabagal at unti-unting mapigilan ang pagkalat ngsakit na A H1N1 sa may tatlong milyong Bulakenyo? Ano ang sikretong Bulacan laban sa A H1N1?

Simple lang. Walang tigil ang kampanya para sa kalinisan sapangunguna ng pamahalaang panglalawigan. Matulad man sasirang plaka, paulit-ulit nilang ipinayo ang tamang paghuhugas ngkamay, tamang pag-ubo, ang paglilinis sa kapaligiran, ang pag-uulat ng mga kaso at ang paghahatid ng tamang impormasyon.

Hindi nag-iisa ang pamahalaang panglalawigan sa kam-panyang ito. Maging ang mga paaralan, pribadong sektor, mganegosyante at pahayagang ito ay nakiisa sa pamamagitan ngpaghahatid ng tamang impormasyon sa sambayanang Bulakenyo.

Ang pagkakaisa ng sambayanang Bulakenyo sa paglaban saA H1N1 ay karugtong ng pagkakaunawa ng bawat isa na angkinabukasan ng ating pamayanan ay nakasalalay sa kamay ngbawat isa sa atin.

Ito ay nangangahulugan na mayaman man o mahirap, bata omatanda, babae o lalaki, ang bawat isa sa atin ay magkakaugnayat may tungkulin para sa isa’t isat.

Ito rin ay nagpapatunay na sa bawat pagsubok lumalabas angtunay na kabutihan ng isa’t isa na handang kumalinga sa kapwa.

Nakakataba ng puso ang mga larawang ito. Nawa ayipagpatuloy natin ang pagtutulungan at pagkalinga sa bawat isa.

Ito ang sikreto upang makamit natin ang kinabukasang mayhigit na kaunlaran at pag-asa.

As different people were calledto give some testimonials, I rel-ished at the sincere expressionsof what they saw and learnedfrom the couple. I myself knowthem as a simple and sincere pair,to the point of being self-effacing,but truly hard working andcheerful. It’s a combination oftraits that’s getting rare thesedays.

I was the first one to be called.I didn’t prepare anything for thisoccasion, but I found myself say-ing many things, since there werejust so much to say and to thankfor. To Ma’am, I said: “With your

beautiful smile, I learned fastfrom you. That I could now speakand write in what may be calledas passable English was becauseof you.”

To Sir, I said: “Thanks a lotfor the electrical skills I learnedfrom you. I’m not known formanual skills, but I must say thatwith my knowledge in electricalcircuitry, my mother came to de-pend on me whenever we hadelectrical problems at home. I al-ways became an instant herowhenever there was a brownout,since I could fix it.”

It was what the 5 children saidthat moved me a lot. They arenow all professionals, marriedwith children, looking happy andyet looking simple and unaf-fected. They talked about howthey grew up under the close su-pervision of the parents who com-bined affection and disciplinevery well.

The Sacra-ments — such as the Holy Massand Confession — become spiri-tual chores that are routinely car-ried out.

How is it then that we com-plain about our personal miser-ies? We seem to be packaged forimpatience, irritability, judgmen-tal reactions, impurities inthought and words, pride, lazi-ness and envy. Why can we notseem to resist them or at leastmanage to avoid these potholesof our spiritual life and commit-ments? Why can’t we speed up onthe fast lane towards Heaven?

This brings us to the subjectof yesterday. Well, I am sure a lotof people still live in the past. Infact, some of them may considerthe Beatles song written by PaulMcCartney as one of their favor-ites:

“Yesterday, all my troubleseems so far away / Now it looksas though they’re here to stay /Oh, I believe in yesterday. / Sud-denly I’m not half the man I usedto be. / There’s a shadow hang-ing over me. / Oh, I believe in yes-terday.”

What about tomorrow? Here’swhat the late Hollywood actorJohn Wayne said, “We must lookalways to the future. Tomorrow— the time that gives a man or acountry just one more chance —is merely one of the many thingsthat I feel are wonderful in life… There’s a lot of things greatabout life. But I think tomorrowis the most important thing. Itcomes in to us at midnight veryclean. It’s perfect when it arrivesand it puts itself in our hands. Ithopes we’ve learned somethingfrom yesterday.”

But yesterday and tomorroware “the two days in every week”in which “we should not worry,”to quote the words of JenniferKritsch. We should be free fromfear and apprehension of thesetwo days.

Yesterday should be forgotten“with its mistakes and cares, itsfaults and blunders, its aches andpains.” Yesterday is no longerwith us; it has passed forever be-

yond our control. “All the moneyin the world cannot bring backyesterday,” Kritsch wrote. “Wecannot undo a single act we per-formed; we cannot erase a singleword said. Yesterday is gone.”

Don’t worry about tomorrow“with its possible adversities, itsburdens, its large promise andpoor performance.” Like yester-day, tomorrow is also beyond ourimmediate control. “Tomorrow’ssun will rise, either in splendoror behind a mask of clouds — butit will rise. Until it does, we haveno stake in tomorrow, for it is yetunborn.”

What about today? Kritschpoints out: “Any man can fightthe battles of just one day; it isonly when you or I add the bur-dens of those two awful eterni-ties — yesterday and tomorrow –that we break down. It is not theexperience of today that drivesmen mad — it is the remorse orbitterness for something whichhappened yesterday and thedread of what tomorrow maybring.”

Let us, therefore, “live one dayat a time,” urges Charles W.Shedd. “You can plan for tomor-row and hope for the future, butdon’t live in it. Live this day welland tomorrow’s strength willcome tomorrow.”

So, today, try to do the follow-ing:

Handle the hardest job. Easyones are pleasures. Do not beafraid of criticism. Be glad andrejoice in the other fellow’s suc-cess. Be enthusiastic — it is con-tagious. Be fair and do at leastone decent act.

Have confidence in yourself;believe you can do it. Harmonizeyour work. Let sunshine radiateand penetrate your relationships.

Mend a quarrel. Search out aforgotten friend. Dismiss suspi-cion and replace it with trust.Write a love letter. Share sometreasure. Give a soft answer. En-courage youth. Manifest your loy-

with private companies. In areas where there is no elec-tricity, LGUs could actually invest in mini hydro projects.Even small rivers and small waterfalls could be tappedto produce energy. As a bonus, the local irrigation systemcould also be improved. Projects like these are already inplace in the Cordillera provinces.

Are electric cooperatives engaged only in theselling of electric power? Could it be part of theirmandate to provide lighting to off grid areas? If they couldcatch on to this new orientation, they could sell the solarlamps on installment terms, since they are the ones whohave the money to invest in inventory.

Is it really better to distribute water in the prov-inces through the so called “water districts”? Whynot follow the business model of electricity, which is nowbeing sold by electric cooperatives? This will remove theburden from the LGUs that are now sponsoring the ex-istence of water districts. Is it now time to study the po-tential of water cooperatives?

Is it time to think about gas cooperatives? Thereare now technologies that are available that would en-able small communities to own and operate their owngas company to distribute cooking gas. The methane gascould also be produced locally on site. This being the case,why not put up gas cooperatives also? With more coopsentering the utilities industries in the rural areas, wecould see the faster distribution of wealth.

Why not localize the irrigation function? Watercooperatives could also actually become the providers ofirrigation water. This would actually spur local produc-tivity in such a way that we might even attain self-suffi-ciency in rice much earlier.

Why not supply water to orchards too? Trees needwater too, believe it or not. In some places, rain watermay not be enough for trees to survive and bear fruit. Sowhy not also make it the business of local water coopera-tives to supply water to the local orchards? We need tochange our mindset, away from the old thinking that ir-rigation is only for rice, period.

Si Heneral Palparan aynagretiro noong Setyembre2006, ngunit noong 2007siya ay naging panguna-hing kinatawan ng BantayParty-list at ngayon ay isanang kongresista mataposbaguhin ng Korte Supremaang pamamaraan ng pagbi-bigay ng puwesto sa mgakinatawan mula sa hanayng party-list na nagwagi sahalalan noong 2007.

Bago tuluyang magre-tiro si Palparan, ipinagma-laki niya na halos malumponila ang kilusang rebelde sarehiyon dahil sa naputolnila ang pinagkukunan ngmga ito ng revolutionarytax partikular na sa Bu-lacan.

nutrition, modern health services,schooling, not to mention the thirdcar, summer vacations, etc. They live,on average, almost a generationlonger than the poor.

Consider varying life expectanciesof our provinces. People born in LaUnion in 2006, for example, couldhope to live 74 plus years. That’s notthe case with those in Palawan wherelife spans are 63 years. Tawi-Tawi’sis even shorter: 53 years.

“The shortened life spans of thepoor is a scandal that calls for urgentredress,” the late National ScientistDioscoro Umali wrote. “We can ig-nore this injustice only if we forfeitall claims to being a civilized society.”

Today’s fault lines zigzag betweenan affluent few, blind to responsibil-ity that wealth entrusts, and an in-digent minority whose human needs,stoked by rising expectations, fester

unmet. Yet, justice is the insurancewe take out for our skins.

The causes for hunger interlock.Many can not afford to buy. Morethan 5.6 million have only part-timejobs. Population increases are an-other. There are five mouths todaywhere there was one in 1940. And ifa “demographic transition” doesn’toccur, there’d be six mouths by 2015.

summit meeting, stressed this point.They called for a shift from food aidto investments in agriculture. Itpledged $20 billion to help smallfarmers, in poor nations, get theseeds, irrigation and mechanisms tosecure a fair price for their produce.

This new G8 thrust is relevant tous. For political survival, govern-ment reduced food security policy totwo components: a) availability andb) affordability. It gave agriculturalproduction short shrift. “Importa-tion became a strategy equal to pro-duction, no longer just a policy toolto address food shortages.”

That has to be reversed. Josephof Scriptures illustrates there is noalternative for ensuring food securitythan by raising food. Asian farmersalways said: “Dependence on othersbrings a perpetual fast.”

A friend of his, also a working student, narrated thatthough he was not part of my teachers’ wedding entou-rage, just the same he helped a lot on that wedding day,because he was the cook and everything else for thecouple. He said he and my teacher worked hard to finishtheir schooling.

I found the testimonials simple and springing freshfrom the heart. The thought came to my mind that if westill have families and friendships like this, then our coun-try has a lot of hope, in spite of the hard and complicat-ing times. These are fountains of pure goodness that sim-ply would produce wonderful effects on all of us.

The spiritual seatbelt that Jesus wants us to fastenwithout wearing us down is called a plan of life. This is asecure ascetical strap composed of constant daily piousacts and practices. Some examples are: morning offer-ing, daily Mass, the Angelus, the Holy Rosary, spiritualreading, offering concrete acts of sacrifice and penance,and frequent confession.

These secure the Christian’s life and prepares him toengage peacefully and cheerfully the trials — both fore-seen and unforeseen — of the day. For example, they makethe person more persevering in boring or routine tasksat work, they help one to be more patient and under-standing, they give the person additional strength to faceand overcome temptations.

A plan of life, thus, helps the Christian avoid dissipa-tion. St. Josemaría says: “Dissipation. – You slake yoursenses and faculties in whatever pool you meet on theway. And you can feel the results: unsettled purpose, scat-tered attention, deadened will and quickened concu-piscence. Subject yourself once again to a serious planthat will make you lead a Christian life: or you’ll neverdo anything worthwhile.” (The Way, 375)

When dissipation is conquered, one becomes more fo-cused and allows him to bring out the best in himself.But this is not enough. SAN FERNANDO, Pampanga — “Hindinila kami kayang takutin.”

Ito ang buong tapang na pahayag niAurora Broquil sa Mabuhay nang siya aymakapanayam sa pagsisimula ng Con-AssForum sa University of the Assumptiondito sa Lungsod ng San Fernando noongHunyo 27.

Ang pahayag ni Broquil ay patungkolsa pagbabanta sa kanyang buhay atdalawang pangunahing lider ng NuclearFree Bataan Movement Network (NFBMNet) noon ding araw na iyon sa pama-magitan ng magkakahiwalay na text mes-sage.

Ang iba pang pinuno ng NFBM Net nanakatanggap ng pagbabanta sa buhay aysina Francisco Conra at Emily Fajardo nglalawigan ng Bataan.

Ayon kay Broquil, silang tatlo ay naka-tanggap ng nagbabantang text messagemula sa numerong 0918-715-8404 noongumaga na iyon.

Ipinakita niya sa Mabuhay ang men-sahe na nagsasaad ng “ang dulo ng barilnamin ang huling makikita mo.”

Sinabi niya sa pahayagang Mabuhayna ang pagbabanta sa kanilang buhay aymay kaugnayan sa kanilang patuloy napagtutol sa planong rehabilitasyon ngBataan Nuclear Power Plant (BNPP) sabayan ng Morong sa Bataan.

Bukod sa nasabing pagbabanta, sinabini Broquil na ang ilan pang kasapi ngNFBM Net ay nakaranas na rin ng pag-babanta noong Mayo at Hunyo.

Kaugnay nito, sinabi naman ng mgaorihinal na kasapi ng mga grupong unangtumutol sa pagtatayo ng BNPP noongdekada ’70 na ang planong rehabilitasyonsa plantang nukleyar ay parang naghatidng sigla sa kanila.

“Para lang nilang binuhay ang dam-damin namin. Tutol kami noon at hang-gang ngayon sa plantang nuclear,” aniMsgr. Antonio Dumaual, ang 67-taonggulang na kura paroko ng Hermosa,Bataan.

Si Monsignor Dumaual ang 33-taonggulang na kura paroko ng Morong, Bataannang simulang itayo doon noong 1975 angBNPP na tinaguriang “Monster of Mo-rong.”

Kasama sina Gob. Eddie Panlilio ngPampanga, Obispo Florentino Lavarias ngDiyosesis ng Iba, Zambales, at ObispoBobbit Mallari ng Pampanga sa bilang ngmga convenor ng NFBM Net.

Sinabi ni Dumaual na nakadama silang tagumpay noong 1986 nang ipatigil ngnoo’y Pangulong Corazon Aquino angBNPP.

Ngunit, matapos ang 23 taon, angkanilang kagalakan ay nalambungan ngkalungkutan dahil sa planong rehabili-tasyon sa BNPP.

“Nakalulungkot. Parang nawalan nghalaga ang mahabang panahon na ipi-naglaban namin noon,” aniya at sinabingmay bentahe pa rin sila ngayon kumparanoong dekada ’70.

Ayon kay Msgr. Dumaual, mas mahiraporganisahin ang mga tao noong dekada ’70dahil umiiral noon ang Batas Militar.

Ang bentahe sa panahong ito ay walang

MALOLOS — Napigilan ang pagtaas ng bilang ng kaso ngInfluenza A H1N1 sa Bulacan habang patuloy naman angpagtaas ng bilang nito sa ibang lalawigan at bansa.

Samantala, mahigit naman sa 50 porsiyento ang ibinabang bilang ng mga kaso ng dengue sa Bulacan sa unang animna buwan ng 2009 kumpara sa katulad na panahon noongnakaraang taon.

Ang dalawang tagumpay na ito ng Bulacan ay dahil na rinsa pagtutulungan at pagkakaisa ng mamamayan at gobyerno,at sa paghahatid ng tamang impormasyon, ayon kay Dr.Joycelyn Gomez, hepe ng Provincial Public Health Office(PPHO).

Batay sa tala ng PPHO, nanatili sa 35 ang bilang ngnagpositibo sa A H1N1 sa Bulacan mula noong Hunyo 15 kungkailan nakapagtala ng unang walong kaso sa Bulakan.

Ang kabuoang bilang ng nagpositibo sa lalawigan ay higitna mababa kumpara sa 112 kaso na naitala sa Pampanga; 30kaso sa Nueva Ecija; 20 kaso sa Bataan; at17 sa Zambales.May dalawa sa Tarlac at wala namang naitala sa lalawiganng Aurora, ayon sa Department of Health (DOH).

Umabot na sa 1,709 ang naitalang kasoSa kabuoan, umabot na sa 1,709 ang naitalang kaso ng A

H1N1 sa Pilipinas noong Hulyo 6 at apat naman ang iniulatna namatay. Sa ibayong dagat, batay sa ulat ng World HealthOrganization (WHO), umabot na sa 99,103 ang naitalang kasong A H1N1 mula noong Abril 15, at umabot na sa 476 angnaitalang namatay.

Ayon kay Dr. Gomez, hindi maisasantabi ang pagkakaisaat pagtutulungan ng iba’t ibang sektor sa Bulacan sapagpapalaganap ng tamang impormasyon upang labanan angsakit na A H1N1.

“Information is the best defense,” ani Gomez na mula panoong Mayo kasama ni Gob. Joselito “Jon-jon” Mendoza sapagpapaliwanag sa mga Bulakenyo ng kahalagahan ngpaghuhugas ng kamay at tamang pag-ubo.

Inilunsad ang kampanya sa tamang pag-ubo ng pama-halaang panlalawigan noong Marso, na tinawag nilang“Ubokabularyo”.

Sa pamamagitan ng ubokabularyo, naipaliwanag nina Dr.Gomez at Gob “Jon-jon” sa mga Bulakenyo na dapat takpanng panyo o kamay o manggas ng damit ang bibig kung uubo.

Sa ganitong pamamaraan, naiiwasan ang pagkalat ng vi-rus na maaaring maghatid ng sakit sa mga katabi o kaharapng taong uubo.

Bukod naman sa mga ahensiya ng gobyerno, naging aktiborin sa kampanya laban sa A H1N1 sa Bulacan ang pribadongsektor, maging mga negosyo katulad ng SM City Marilao atSM City Baliuag. And dalawang higanteng mall ay pormal nanaglunsad ng kanilang handwashing festival noong Hunyo24 kasabay ng pagdiriwang ng piyesta ni San Juan nakaraniwang ginugunita sa pamamagitan ng basaan opagsasaboy ng tubig sa isa’t isa.

fluenza A H1N1 na naunang tinawag na “swine flu”, iniulatdin ni Gomez na mahigit sa 50 porsiyento ang ibinaba ngbilang ng kasong dengue sa Bulacan sa unang anim na buwanng taon .

Batay sa tala ng PPHO, umabot sa 240 ang kaso ng den-gue na naitala sa Bulacan mula Enero hanggang Hulyo 4. Itoay mababa ng higit sa 50 porsiyento kumpara sa kabuoangbilang na 531 kaso ng dengue na naitala sa katulad na panahonnoong nakaraang taon.

Maging ang kabuoang bilang ng namatay sanhi ng dengueay bumaba sa taong ito, ani Gomez. Batay sa tala ng PPHO,lima ang namatay sa Bulacan sanhi ng dengue kumpara sa10 na naitala noong 2008.

Sinabi pa ni Gomez na ang Lungsod ng San Jose Del Monteang nakapagtala ng pinakamataas na bilang ng kaso ng den-gue sa taong ito. Ang bilang ng kasong dengue sa SJDM ay62, kasunod ang Baliuag at Marilao na may naitalang tig-21kaso, samantalang ang bayan ng Balagtas ay mayroong 18kaso.

“I think, we owe it to our efforts in communicating rightinformation together with the coordination of different gov-ernment agencies and organizations,” ani Dr. Gomez.
