From the PrincipalAs I begin my first year as Principal of David O. Dodd, I am energized

and deeply committed to enhance and make a positive difference in our school environment and in the lives of our students. We will accomplish this by setting high academic expectations for all children and providing supportive systems to assure they are met. This will be done by addressing school culture, setting high standards for teacher performance, increased academic expectations for all students and engaging the community. It is our goal at David O. Dodd that every student experiences a degree of success, and that the staff enjoys a positive working environment in setting the tone for rigorous instruction and high expectations, noting that “Failure is Not an Option” at Dodd. It is my pleasure to welcome you and your students to a new school year.  My past experiences have shown me that it takes a team to help all students reach their maximum potential, WE ARE THAT TEAM. We will work collaboratively as a staff to provide an academic program where all students achieve.  As caring and dedicated faculty and staff at David O. School Mission

The mission of David O. Dodd Elementary is to provide an environment for students rich in literacy and technology that fosters critical thinking, problem solving and an appreciation for cultural diversity through collaboration and support of staff, parents, and the community.

SCHOOL RULES

Goals for the year 2015- 20141. Reading

Reader’s Workshop daily Reading groups with every child every day with the classroom teacher. Guided Reading (small group interventions and enrichment, paraprofessionals

will work with students that are proficient or advanced only. Teachers will do all interventions)

Take running records weekly, to monitor student progress. Focus Walks will be conducted weekly by facilitators weekly on current

professional development trainings at grade level meetings. Literacy assessment wall will be updated and discussed every three (3) weeks in

grade level meetings. Limited worksheets to bare minimum; practice more student hands on, students’

writing and discussions. All students are expected to read for pleasure ten (10) minutes after lunch daily’

(in going to special class, 10 minutes when they return to the regular class). Anchor charts developed and discussed by teacher and students Professional development in guided reading, writing , and etc. at grade level

meetings, Students are expected to work on MyOn daily; in the mornings before school

and class time doing center rotations. Peer visits starting in September (a schedule will be provided)

2. Writing- the writing process is to be taught Writer’s Workshop will be implemented daily Students are to keep a writing binder K-5,in regular class, Specialist Class,

Special Education, and Resource Teachers will score each other’s published work once a month doing grade

level meetings Writing samples of students to be turned into the principal, K-2. (2 different

students writing) every two weeks. 2nd and 4th Thursday. Grades 3-5 weekly. Students will keep a personal journal; entries will be made the last 10 minutes

of the day. Students are to share published writings with each other.

GENERAL GUIDELINES

POLICIES AND PROCEDURES—All staff members are required to follow all policies, directives, and guidelines as it relates to:

1. All staff members are required to be in the classrooms at the allocated times for instruction. When bell sounds at 7:50 a.m., everyone is required to begin the instructional day. Be sure and reserve visitations with other staff either before school, during breaks, or after school. All teachers are required to be at work on time.

2. No student may be used to render personal service for a teacher. Students are not allowed in the Staff Lounge/Workroom at any time.

3. Corporal punishment is not allowed in the Little Rock School District. No grabbing, pinching, pulling, yanking or in any way harm a student

4. Personnel may not leave the building during preparation/planning periods without specific authorization from the principal.

5. Students may not be left unsupervised at any time6. Money that has been collected (for approved school projects by the principal) for

field trips, etc. must be turned in to the school secretary daily. Teachers will be provided a receipt book and will be required to receipt any money collected from students. The LRSD does not take responsibility for its loss.

7. Students should not be placed in the halls as a disciplinary measure.8. Teachers are to follow the student handbook for discipline issues. No student is to

be sent to the office without written documentation of behavior.9. No student may be sent home in the course of a day. The parent/guardian must

check the student out from the office.10. Parent-teacher conferences should not be held during instructional time.11. Teachers and specialists are to start instruction promptly at 7:50 a.m. to 2:35 p.m.

(“Bell to Bell” Instruction)12. No parents/ visitors should be allowed in the classroom unless they have an office

pass. The office staff will notify the teacher by telephone when a parent or visitor is coming to the classroom.

13. No drug prescription medication or over-the-counter medicines, including cough drops, may be administered by a teacher or staff member. A signed medication form

will be obtained from the parent authorizing medication to be administered and time to be given at school by the nurse, or designated staff members who have been trained.

14. No school property, equipment or furniture may be removed or borrowed from the school without written permission from the principal and a form on file in the office.

15. No student should be kept in school beyond 2:35 p.m. without parent permission. 16. Personal property of students may not be taken without providing an opportunity

for retrieval by parents.17. Funds may not be solicited from students without authorization from the principal. 18. Monthly professional development/ staff meetings will be held 1st and 3rd Thursday

of each month from 3:05-4:05 pm. All teachers and specialist are required to attend. These meetings will be developed around improving best practices.

19. Common Grade Level Meetings (K -5th) - Teachers are required to attend their Common Grade Level Meetings. A copy of the notes and sign-in sheet for each grade level are due to principal by Friday for each week.

20. Library Media services are not to be considered as planning time, preparation time or release time for teachers. Library Media Specialists should be on duty in the Library Center before school, after school and during the lunch hour to provide services to students and teachers as needed.

21. Textbook- A textbook card should be sent home with each student on the first day of school. Students may not take home any textbook or library book until the textbook card has been signed by the parent. Teaches are asked to conduct a textbook check with students each nine weeks. Students may not take home any textbook or receive their report cards until lost textbooks and library books are found or paid for.

22. SCHOOL PARTIES - LRSD allows for two (2) parties during the school year for Christmas and Valentine’s Day. ****No birthday parties at school.

23. School Telephone - A telephone is located in the Staff Lounge for personal use (please try to limit your calls to 3 minutes). Classes will not be interrupted for telephone calls or messages except in emergencies. Telephone messages will be recorded on your voice mailbox. The teacher in each classroom or office is in charge of the assigned telephone. Students and others should not be using the classroom telephones.

24. Employee Professionalism – Employee professionalism is one of (5) priorities for our district. Our staff should set the example and tone for the students and parents we serve. Please dress professionally and appropriately, nothing too short, tight or revealing. Blue jeans are ONLY to be worn on Fridays with a Dodd T-shirt.

25. ATTENDANCE (Article 11- ) -- Regular attendance is a critical component of the school program for effectiveness and efficiency. The LRSD provides ten (10) days each year for sick leave. The building administrator must be notified of the use of sick leave (phone call, email or text) at least 2 HOURS before the start of the teacher’s workday. That is 5:45

o Notify the school office if tardy (501) 447-4300 Sick Leave- may be used for personal illness, medical care, and/or death/illness

of immediate family. Personal Leave- The building administrator must notified 24 hours prior to

taking personal leave. Lesson plans must be available to cover the length of absence. No personal leave may take the day before or the day after a pupil holiday unless an emergency exists.

Note: Please review Article 12, 13, & 14 pertaining to teachers’ procedures for different types of leaves.26. Staff Mailboxes ***E-Mail *** Voice Mailbox- Clear email and voice mail

messages daily. Make sure your voice mailbox is not full. Make sure that you have the correct and appropriate greeting on the phone. Return phone call to parents the same day or within 24 hours.

27. HOMEWORK POLICY - Homework assignments are required by the LRSD. Homework assignments should be given on skills previously taught in the classroom and should be assigned as follows:

1st Grade 15 to 20 minutes each night 2nd Grade 20 to 30 minutes each night 3rd – 5th Grade Homework PolicyAlthough K students are not required to have homework, teachers are strongly encouraged to send practice activities home with the students.Homework is usually given on Monday, Tuesday, Wednesday, and Thursday nights. Teachers may give homework on Fridays and the weekends if needed.

GRADING POLICY - Report Cards are available on Edline each nine weeks. The main purpose for report cards is to indicate to the parents, the students’ achievement. Teachers must record a sufficient number of grades per nine weeks in each subject (2 grades /per week/per subject = 18 grades per subject per nine weeks). The grades will be input into the Edline system on a weekly basis. Grades must be entered by the teacher on Tuesday of the following week. When a child is working below grade level, a letter grade with an asterisk (*) is used. The teacher should also write in the comment box that “the student is working below grade level.” Teachers are asked to write comments.

Interim Reports, Pupil Record Folders, and AIP/IRIs should be recorded using blue ink only. Teachers are asked to please write or print very neatly on these important student records. The classroom teacher is required to send an Interim Report home prior to a student receiving a (D, F, and/or U) or if a student’s grade drops by two letter grades. A hard copy of report cards must be kept in the office. Students in Special Education cannot receive a failing grade without a parent and teacher conference.

28.EVALUATION PROCEDURES --- The purpose of evaluation is to improve the instructional program and the total school program (also see the Professional Teacher Appraisal System – PTAS). Classroom Observation Visits (CO) will occur weekly by the principal. Feedback will be provided. A final evaluation will be conducted at the end of the school year. The final evaluation will include a review of the following:

Professional Growth Plan (PGP) All Observations ; informals, and classroom observations. Teacher Portfolio (if applicable) Required records (Report Cards, AIP/IRIs, Grade Book, Lesson Plans, PRFs, etc)

29. LUNCH PROCEDURES - At the scheduled time, each teacher will walk their students to the cafeteria in a quiet and orderly manner, where an aide will receive them. (Teachers should not leave students in the cafeteria without adult supervision at the scheduled time.) Teachers should pick up students promptly at the end of the lunch and recess period.

No student is to be denied lunch. Students are to move quietly through the food service lines. Staff members may not eat, drink, or take any portion of a student’s lunch prepared

in the school’s kitchen or from student’s home. Students are not to trade, sell, or give away food items. Students are to sit and use low voices, until dismissed by a staff member during

lunch period.29. ACCESSIBLE RECORDS - All teachers and specialists should ensure that the following

records are easily accessible to the principal (on top of the teacher’s desk, file cabinet, or bookshelf.)

31. STUDENT PORTFOLIOS - Teachers are asked to keep a folder on each student with samples of the students’ work from the beginning of the year to the end of the school year. This should be available for review by the students, parents, administrators, or monitoring team members. Writing Portfolios must be kept for each child.

32.ACT 1687 Money - Act 1687 of 2001 (Act) requires school districts to provide each pre-kindergarten through sixth grade teacher in each fiscal year five-hundred dollars $500.00 per classroom to purchase related commodities for use by the teacher for their classrooms or class activities. Districts must adopt reasonable procedures for implementing this requirement. This money MUST be spent by November 22, 2015.

36. P.T.A. MEETINGS - You are encouraged to go beyond the number of PTA meetings required in your contract. If the staff is not receptive to attend Parent/Teacher Association meetings, what is the purpose of the meetings? We do not have that many meetings and they normally do not last longer than an hour. Please consider this as a plea for more participation. When we ask parents to come to all meetings, would it not seem necessary to ask the same of all staff members – teacher, specialists, instructional assistants, and administrative staff? Please help us have 100% staff membership – It’s only $5.00.

37. PREPARATION/RELEASE TIME -- All time designed as planning/release time is to be used for that purpose. You are asked to use your time wisely. It may be used for teachers to plan together if their planning times coincide. 38. Teachers will remain in their classroom when a specialist (Literacy Coach, Math Coach, Counselor, Media Specialist, Nurse, etc.) is conducting class.

39.. RECORDS REQUEST -- The office will request records for every child that enters Dodd Elementary. When students withdraw from Dodd, records are requested for them. Once the office has requested records from a teacher; you will have 2 consecutive school days to submit the completed records to the office for delivery to the receiving school.

40. Computers- Staff members, students, and parents may not download anything on the school and district computers without prior approval from the principal. Use computers and Ipad

for school use only! Staff members, parents, and students should not go into inappropriate sites. Staff members are responsible for computes placed in their classes/office. Staff members are to monitor students carefully on computers. All staff members, parents, substitute teachers, and students must sign a LRSD Authorization Use of Computer Policy (AUP) form in order to use the computers/ ipads/etc. (which is the property of LRSD.) The Library media specialist will keep these on file in the library for all parents and staff.41.. Smart boards- Teachers are to use the Smart Boards daily as an integral part of instruction and student learning. Do not use the Smart Boards to show movies, unless it is intergraded with instruction. Substitute teachers are not allowed to use the Smart Boards (Teachers and Specialist that are not trained to use the Smart Board must receive professional development.)42. .Cell Phones- Staff members are directed not to use cell phones during work hours. This includes personal calls (unless emergency), emails, texting, twitter, face book, videos, social network, or any cell phones apps, etc. in the present of students, in the classrooms, at grade level or staff meetings. (Employee disciplinary action will be taken as it relates to this and/all directives from the principal.) Students are not allowed to have cell phones at school. Staff members should confiscate the student’s cell phone and turn it in to the office.43. ATTENDANCE REPORTS - Daily attendance must be entered and sent using Edline by 8:30 a.m. each morning. Parent Link call system will begin awareness calls to parents at 10:00 a.m. to report the absences to homes. It is imperative attendance is accurate. Do not be late sending your attendance. If attendance is not received on time, you will get a reminder email from the secretary.44. Highly Qualified Teacher (HQT) The Principal must have a recent/valid copy of your teaching certificate on file in the office. In the personnel office, be sure to have on record a current transcript, a copy of your state certificate, official birth certificate, and a tuberculin test. These are necessary before you receive your first paycheck.45 . Substitute Folder- Planning for the substitute A substitute folder should be readily accessible at all times. This folder should include fire and tornado maps, your schedule, current lesson plans, additional work, health concerns, guidelines for computer usage, and any additional information regarding students that will ensure the substitute to have a successful day in your classroom. Please note any special circumstances the substitute should be aware of. Substitutes will be provided a Substitute pass when they arrive in the office. Substitute Folders will be checked on September 8, 2015 and monthly thereafter.46 CURRICULUM MAPPING & ASSESSMENT DATA - The curriculum maps and assessment data shall be used to drive instruction. Both shall serve as a strong tool in lesson planning. Teachers shall also utilize The Learning Institute (TLI) to access data to guide instruction. Interim and Common Formative assessments shall be completed and turned in to be turned into the facilitators as requested. 50. ASSEMBLIES – Each teacher will be notified by phone to bring their class to the cafeteria. We will start with Pre-K and move up the grade levels. Specialists will be expected to help monitor student behavior in an assembly. .

52.HALLWAY – Students must be prepared for travel in the hallways before leaving the room. Strategically place students in the line where they will be successful. Walk midways the class and stop at various points to check the line. Expectations for students’ behavior should be reviewed every time before leaving the class.

53. RESTROOM – The entire classroom should be taken to the restroom to lessen instructional interruptions. All students should line up outside the restroom area quietly and take turns using the restroom. The teacher is expected to remain in the restroom area to monitor student behavior. The best times are before instruction begins or prior to dismissal to a pull-out and before lunch.

54,,DISMISSAL – Except for bus and van riders, the teacher must deliver students to the dismissal area. Do not send students ahead of you, and make sure everyone leaves the classroom together. Teachers must clearly know where they dropped all students off for dismissal. All specialists will be assigned to assist with dismissal.

55. EXITING THE CLASSROOM – When students prepare to leave for specialty classes, lunch, and the end of the day, all desks/tables should be cleared with materials put away. Paper and other materials should be picked up before leaving the room. Be sure that students take with them the necessary items needed. They should not be permitted to re-enter the classroom for forgotten items.

.56. BULLENTIN BOARDS AND DISPLAYS – All bulletin boards are required to be complete at all times. They MUST be changed a minimum of once per month. A caption should be displayed with each bulletin board. Student work is required to be on display inside and outside all classrooms including specialty classes at all times. When displaying work outside the classroom, it must be mounted to tag board or construction paper. When displaying a poster exhibit, be sure the paper is cut neatly. Be sure to include a Common Core standard.

57. STUDENT APPEARANCE AND DRESS CODEStudent dress and grooming are the responsibility of the student and his/her parent. When a student’s dress or grooming disrupts the learning process, the Principal has the responsibility to take action. A clean and neat appearance is primary No spandex or short shorts Shorts may be worn if they are not more than three (3) inches above the knee Neatly mended clothing is essential. No frayed pants, slacks, shorts, or jeans Hair should be clean and neat with no inappropriate messages or designs No pants shall be worn that fall/sag below the waistline. Shirts and blouses should

58.LOUNGE - A lounge area is provided for your free time. STUDENTS ARE NOT PERMITTED IN THE LOUNGE OR WORKROOM. It is each person’s responsibility to help keep it clean and ready for other staff members to use. Please make sure you take items in the refrigerator home daily.

59. PROMPTNESS IN RECEIVING STUDENTS - It is good classroom management and a method of preventing discipline problems for each teacher to be prepared to receive students before the bell rings each morning. Teachers are expected to be standing while keenly supervising the students during arrival and dismissal.

60.Classroom Schedules- The classroom schedule should be computer generated and posted on the designated bulletin board.

61. Paperwork/Fliers/Letters/Newsletters/ETC.- whenever a teacher or specialist sends any type of paperwork/email etc. home to all parents of students in the classroom, a coy should be forward to the principal for approval before sending home.

62.MORNING ANNOUNCEMENTS - The pledge will begin at 7:55 a.m. and the announcements will follow. If you have an announcement to be made, please make sure it is in the office no later than 7:50 a.m.

63. FIELD TRIPS – All field trips must be a follow up of instruction. Only two field trips per grade level per year. Field trips shall be aligned with the curriculum. No student may be denied field trips for monetary or behavioral reasons. Field trips may not be taken during the month before spring standardized testing begins. They may resume after all students have

completed such exams upon principal’s approval. The last day to take field trips will be announced at a later date. The LR Zoo will be approved for Pre-kindergarten and Kindergarten classes only.

64. NOISE SIGNAL - The universal Dodd quiet signal for staff to inform teachers of their current (loud) noise level shall include one raising his/her hand and consecutively lowering it several times. If the highly distracting volume does not improve, the office may be notified for further assistance.

65. GUEST SPEAKERS AND MENTORS -All guest speakers and mentors must be approved by the principal and should be scheduled at least one week in advance. Mentors must be approved by the principal and VIP’s office.

PARENTAL VISITS AND CONFERENCESOne day per semester will be scheduled for parent/teacher conferences. Elementary teachers (grades Pre-K-5) will document participation or nonparticipation in required conferences and be prepared to submit reports as requested. All conferences with parents/guardians will be scheduled at a time and place to best accommodate those participating in the conference. Conferences may be via telephone, email, and/ home visits when necessary. Conferences should be scheduled to the extent practicable so that working parents/guardians are not subject to long waits in order to see the teacher(s). Teachers are expected to be available for parent/guardian conferences during their preparation/planning time each day. Also, all schools are encouraged to provide flexible scheduling for the required conferences to accommodate parents/guardians who may not be able to come to school during the workday.

ATTENDANCE CONFERENCE Regular attendance is vital to the educational growth and development of all students. While there are no specified numbers of absences for failing grades or retention, frequent absences should be reported on the report card, conference form, and/or interim reports. Documentation to the parent/guardian is vital for further action to be taken. A referral will be made to the Little Rock Municipal Court upon the ninth unexcused (unresolved) absence if proper documentation has not been received. The teacher will request a parent conference when absences are affecting progress.

When students break rules that will warrant an office visit to see the principal they will complete a “Responsible Behavior” activity in which they will write what they did wrong, and how they need to improve.

All classroom specialists will follow the same procedures as regular classroom teachers and contact parents if they issue a document.

All behavior documents should be issued with very careful thought and with the category/infraction should be written on the top.
