A meeting of the Upper Dublin Township Municipal Authority (MA) of Upper Dublin Township (UDT) was held on Friday, July 10, 2020, at 7:30 A.M., as a virtual Zoom meeting, Robert Pesavento presiding.

In virtual attendance were MA members Robert Pesavento, Robert Danaher, Glenn Griffin, Greg Diehl and Michael Markman. Also present were Paul Leonard, Executive Director; Jonathan Bleemer, Finance Director; David Brooman, Solicitor representing the Municipal Authority; and Jack Smyth of Boles Smyth. Other staff members attended to help in execution of the meeting. ROLL CALL & READING OF THE VIRTUAL MEETING RULES: Mr. Pesavento called the roll. Tab 6 DISCUSSION ITEMS

a. Review of Authority Priority 1 Projects for Potential Grant Applications and Project Status.

Mr. Smyth: Two public meetings were just held to review Montgomery County Planning Commission (MCPC) & Delaware Valley Regional Planning Commission (DVRPC) Turnpike interchange impact studies for Virginia Drive Slip Ramp and Welsh Road proposed interchange. The study laid out off-site improvements in the Dresher area. Minor widening of Susquehanna was recommended between Virginia and the Norfolk Southern bridge. Otherwise, the roadway network around the Virginia Drive interchange performed without the need for additional improvements beyond signal timing and phasing adjustments. The Welsh Road interchange recommended improvements include the eastbound Welsh Road improvements being constructed by the Promenade development. In addition, it is recommended to mirror that widening westbound on Welsh. There were also improvements recommended in the Blair Mill area between Blair Mill and Twining with Welsh Road being widened over the Turnpike and rail line to seven lanes. It is recommended that MCPC’s Matt Edmond present these recommendations to the Authority at a future meeting. He commented that there was no funding for the proposed projects yet. There is no time frame.

Mr. Smyth: Commerce Drive Phase 1 Pre-Construction Meeting is on Monday, July 13th. The agreements have been signed. A Notice to Proceed date will be issued and discussed at Monday’s meeting. We have QCI for inspections and JD Morrissey for construction. The Zip Ramp package is almost ready to go back to the Turnpike regarding the Turnpike Commission’s comments to include a new sign structure, add an auxiliary lane and provide the full Construction Plans for review.

Mr. Pesavento: The toll takers are gone a year in advance. The toll booths remain to slow traffic.

Mr. Smyth: We did get signed agreements from TruMark for easements for the Phase 1 project. We are now moving on to a Right-Of-Way agreement with TruMark for the Zip Ramp. We have requested a quote for appraisal services from Indian Valley Appraisers, a PennDOT approved appraiser.

Dreshertown Road improvements are in Preliminary Engineering. It is a full PennDOT project. We are working on utilities verifications and our environmental clearance. The culvert running under the road is in major disrepair. If the culvert can remain under eight feet in width then it will not be designated as a structure and will not need PennDOT Structure Unit review.

Mr. Danaher: In the current economic climate what do you see as the future for grant applications?

Mr. Smyth: DCED grants are still moving forward. The Greenways Grant will be awarded this year. The Commonwealth Multi Modal grants are still moving forward. PennDOT’s Green Light Go program funding has been cut significantly. We were able to get approvals and pay invoices for the Welsh Road project before the deadline so as not to lose funding and just received our reimbursement.

Mr. Bleemer: We have received $2.1 Million, which is the bulk of the reimbursement. There is still a small portion outstanding.

Mr. Leonard: The two flood retarding structures are maintained by the Authority. The recent storms with large amounts of rain really proved the efficacy of those structures. There were not significant problems in UDT. These flash flood storms are usually bad in the area and bring three to four inches of rain in a short period of time. These structures have consistently saved money and damage.

Mr. Smyth: Everything is working together. The bridges were raised up over two and half feet and increased stormwater capacity by 100%. The Rapp Run culvert also increased capacity by over 100%. This work would not have been successful without the flood retarding structures.

b. Report on Assessment Status:

Mr. Bleemer: There are fifteen outstanding invoices of the 135 sent out. The amount still due is $17,904.09. Final notices were recently sent out with final due date of July 17, 2020. I will reach out this week before moving to liens.

Dear Mr. Smyth:

I am in receipt of your request on the above-referenced assignment. It is my understanding

that you require a strip appraisal on the above referenced property.

Briefly, the subject property contains approximately 6.75 acres and is improved with a

professional office building. The purpose of the appraisal is to develop an opinion of value

of the various easements and required right-of-way that will be taken in fee as the result of

the construction of a new “zip” ramp.

We have prepared numerous appraisals for the Pennsylvania Department of Transportation

Wambold Road Project in Lower Salford and Hatfield Townships. In addition, we are

actively providing assignments for the Pennsylvania Turnpike Commission.
