2008-09 WORK PLAN: FOUR MAJOR ACTIVITIES

1. Review of internationally used OVC indicators.

2. Development of progress report on children affected by HIV/AIDS

3. Estimating numbers of “vulnerable” children

4. Sharing & dissemination of OVC M&E documents

PROGRESS & ACHIEVEMENTS

ACTIVITY 1: REVIEW OF INTERNATIONALLY USED OVC INDICATORS.

1. Review of DHS & MICS Both DHS & MICS found the chronic illness and

OVC module difficult to implement

WG held 3 conference calls to review and discuss possibilities of improving the OVC questions in DHS/MICS

Consensus to exclude most OVC specific questions until better modifications are developed. Request to expand ages re: education and birth registration

2. Review of UNGASS OVC indicators – Yet to be completed.

ACTIVITY 2: DEVELOPMENT OF PROGRESS REPORT ON CHILDREN AFFECTED BY HIV/AIDS

Consultants completed work during Q2, 2009

Decision made to update data with 2009 SOWC

Will be published in Q4, 2009

ACTIVITY 3: ESTIMATING NUMBERS OF “VULNERABLE” CHILDREN

Two day meeting (July 2008) to examine possible models for estimating all vulnerable children and vulnerable children due to HIV/AIDS.

Meeting and calls identified multiple ways of defining/understanding “vulnerable” children.

Consensus to develop 2 different models:1. Number of children at risk of being vulnerable -

based on risk factors (UNICEF).2. Number of children currently in need of additional

support – based on current status (USG-PEPFAR). Both models are to be presented at the Oct.

meeting where strengths, weaknesses and uses of each model will be discussed.

ACTIVITY 4: SHARING AND DISSEMINATION OF OVC M&E DOCUMENTS

National M&E Guidance Document M&E WG reviewed

and provided feedback Q3-4 2008

Content finalized Q3, 2009

Planning begun for joint M&E TA as part of document rollout

NEXT STEPS Face-to-face meeting planned for end October,

Finalize 2010-2011 TOR Possible areas of work in discussion include: Continue process of reviewing and recommending

modifications and harmonization of OVC related DHS and MICS survey questions

Estimating numbers of vulnerable children (continued from previous TOR)

M&E information dissemination and knowledge sharing

Identify priority research areas - both operational & impact evaluation

support 2-5 countries to develop national OVC M&E systems
