Strategic Cultures in EuropeSecurity and Defence Policies Across the Continent

European countries work together in crisis management, conflict prevention and many other aspects of security and defence policy. Closer cooperation in this policy arena seems to be the only viable way forward to address contemporary security challenges. Yet, despite the repeated inter-action, fundamental assumptions about security and defence remain remarkably distinct across European nations. This book offers a comparative analysis of the security and defence policies of all 27 EU member states and Turkey, drawing on the concept of ‘strategic culture’, in order to examine the chances and obstacles for closer security and defence cooperation across the continent. Along the lines of a consistent analytical framework, international experts provide case studies of the current security and defence policies in Europe as well as their historical and cultural roots.

Cultural Heritage Politics in China This volume explores China’s cultural heritage ideology and policies from three interrelated per-spectives: the State and World Heritage tourism; cultural heritage tourism at undesignated sites, and the cultural politics of museums and collec-tions. Something of a cultural heritage designation craze is happening in China. This is new within even the last five to ten years. Officials at many levels now see heritage preservation as a means for commoditizing their regions. They are devoting new resources and attention to national and inter-national heritage designations. Thus, addressing cultural heritage politics in a nation dedicated to designation is an important project, particularly in the context of a rapidly growing economy. This volume is also important because it addresses a very wide range of cultural heritage, providing an excellent sample of case studies: historic vernacu-lar urban environments, ethnic tourism, scenic tourism, pilgrimage as tourism, tourism and eco-nomic development, museums, border heritage, underwater remains, and the actual governance and management of the sites.

Features 7 Explores China's cultural heritage policies from three interrelated perspectives 7 Addresses a wide range of cultural heritage in China, from urban environments to ethnic tourism, to under-water material remains 7 Contains perspectives from Chinese researchers and heritage experts

Money Laundering Through ArtA Criminal Justice Perspective

The art world has been discovered by criminals as an effective way for money laundering and other clandestine activities on an international level. Unfortunately, in most countries investigators, prosecutors, judges, and regulatory agencies are not equipped to accurately detect, investigate and prosecute this type of criminal activity. Also, regu-lation and international laws and treaties involving the art world have many loopholes that can potentially lead to the laundering of large sums of money. This book provides a bird’s eye view of novel ways in which money laundering happens through illegal activities involving art.

Features 7 Provides an overview of how criminals launder money through the art market 7 Serves as a guide for law enforcement, prosecutors, judges, and others 7 Proposes specific ways to improve the war against money laundering

Contents Introduction Chapter I Civil and Criminal Legislation regarding Money Laundering and the Preservation of Cultural Heritage Chapter II Deterring Criminals from Engaging in Financial Crimes Chapter III Preventing and investigating crimes using Art Chapter IV Cases in Jurispru-dence and in the Press. Population and Health in Developing CountriesThis book provides an overview of the health of developing nations in the early twenty-first century. The basic assumption is that the health of a population is not independent of broader demographic trends, and does follow the health transition model. The coverage is broad, ranging from health transition in developing countries, to the health of women, to an analysis of morbidity. Population health is an essential component of human and social development. As both a means and an end of development, health lies at the heart of underdevelopment, and ranks first on the list of international priorities.

Features 7 Provides an updated synthesis of population health, a crucial problem for developing coun-tries 7 Addresses current major epidemics and endemic diseases 7 Covers women’s health, child mortality and health systems in developing countries

Contents Introduction: Health and Development.- Chapter 1: Health, Morbidity and Development. Defini-tions and Concepts.- Chapter 2: The On-Going Health Transition in Developing Countries.- Chapter 3: Measuring Population Health.- Chapter 4: Mortality in Developing Countries: Profound Changes.- Chapter 5: Women’s Health.- Chapter 6: Morbidity: A Double Burden for Developing Countries.- Chapter 7: Health Systems in Develop-ing Countries.- Conclusion.- References.- An-nexs.- List of Tables.- List of Figures.

Social Equity in Urban DevelopmentStrategy and Case Studies

The demographic pressure caused by migration offers a considerable challenge for urban centers today. It results in an uneven development of the community and focus of urban planners becomes how to provide decent, low-cost housing and transportation in order to facilitate the integration of poorer residents among the rest of the com-munity. In large industrialized countries such as the United States and Germany, the challenges of urban policy-makers are made even more compli-cated since these governments depend on state or federal legislators to obtain the massive amounts of funding required for adequately addressing these local issues that are in global cause. The book will discuss a unique experience in applying social equity in urban development in the Ger-man city of Leipzig and the different approach to redevelopment taken by the city of Miami, Florida.

Features 7 Offers a transcontinental comparison of the history, theory and practice of two increasingly important areas in the study of public administra-tion and public policy: social equity and urban development. 7 Combines the use of data and interviews with public officials from Leipzig, Germany and Miami, USA to draw lessons from those cities. 7 Provides policy implications for American and European cities

New SeriesInternational Perspectives on Social Policy, Administration, and PracticeSeries editors: S. Chen, J. L. Powell

The Springer series International Perspectives on Social Policy, Administration and Practice puts the spotlight on international and comparative studies of social policy, administration, and practice with an up-to-date assessment of their character and development. In particular, the series seeks to ex-amine the underlying assumptions of the practice of helping professions, nonprofit organization and management, and public policy and how processes of both nation-state and globalization are affecting them. The series also includes specific country case studies, with valuable comparative analy-sis across Asian, African, Latin American, and Western welfare states. The series International Perspectives on Social Policy, Administration and Practice commissions approximately six books per year, focusing on international perspectives on social policy, administration, and practice, especially an East-West connection. It assembles an impressive set of researchers from diverse countries illuminating a rich, deep, and broad understanding of the implications of comparative accounts on international social policy, adminis-tration, and practice.

Enabling the Iranian Gas Export OptionsThe Destiny of Iranian Energy Relations in a Tripolar Struggle over Energy Security and Geopolitics

This book investigates one of the most pressing, yet neglected subjects in the field of global energy politics: the integration of the Iranian gas market. Possessing the world’s second-largest proven natu-ral gas reserves (on top of ranking fourth globally in proven oil reserves), Iran is a hypothetical energy giant-in-waiting. Yet over three decades of internal divisions, coupled with crippling interna-tional sanctions, left Iran unable to capitalize on its vast energy potential. However, an increasing global demand for natural gas and a government in constant need of finding new sources of revenue to meet the needs of a fast-growing population should cause Iran to eventually wake up from its slumber and become a large-scale gas exporter. How this could take place and what the implica-tions for global gas markets would be are the two central research questions tackled by this study. The author analyses and interprets primary and secondary data collected in Germany, Iran and in the U.S. and draws on interviews with Iranian experts, policy makers, and key decision makers. The study allows a look beyond international poli-tics, Iranian political decision making, Investment laws, and pipeline games.

Continuity and Change in Cultural Adaptation to Mountain EnvironmentsFrom Prehistory to Contemporary Threats

Up until now, mountain ecosystems have not been closely studies by social scientists as they do not offer a readily defined set of problems for human exploitation as, do for instance, tropical forests or arctic habitats. But the archaeological evidence had shown that humans have been living in this type of habitat for thousands of year. From this evidence we can also see that mountainous regions are often frontier zones of competing polities and form refuge areas for dissident communities as they often are inherently difficult to control by centralized authorities. As a consequence they fuel or contribute disproportionately to political violence.  But we are now witnessing changes and increasing vulnerability of mountain ecosystems caused by human activities. Human adaptability to mountain ecosystems This volume presents an international and interdisciplinary account of the exploitation of--and human adaptation to--moun-tainous regions over time.

Features 7 Explores human adaptation to mountain systems using a range of viewpoints, including anthropology, ecology, and geography 7 Ex-amines human effects on mountain systems, particularly in regard to human-caused climate change 7 Uses numerous case studies from around the world to examine how different cul-tures respond to similar environments

Prestate Societies of the North Central European Plains600‑900 CE

This volume offers a new perspective on social dynamics and culture change in the North Central European Plains (NCEP) from 600 to 900 CE. It discusses long-term causal processes leading to the formation of state at the fringes of the Merovin-gian and Frankish Kingdoms, the Carolingian and the Holy Roman Empire, the Scandinavian Kingdoms, the Czech Kingdom, and the Kingdom of Rus. The central problem addressed is how to account for and explain the transition from non-complex to supra-tribal polities between 600 and 900 CE. The examined evidence shows that a very basic community-level management of common pool resources seems a successful strategy to man-age short term risk and may lead to sustainable higher level political organization.

Features 7 Presents a model of social dynamics of the North Central European Plains 7 Offers a new perspective on social dynamics and culture change in the North Central European Plains 7 Explores the transition from noncomplex to supra-tribal polities between 600 and 900 CE

I Long for NormalityA Study on German Parliamentarians with Migration Background

The political participation of names such as Mowassat, Demirel, or Özdemir alongside conventional German names such as Schmidt, Maier, or Beck is already becoming a routine aspect in German politics. Recent political debates on introducing special quotas to motivate more political aspirants with migration background adds emphasis on the necessity to elaborate whether and how having a ‘migration background’ is negotiated in political practice. Devrimsel Deniz Nergiz investigates how German politicians with migration background negotiate and deploy the marker ‘migration background’ in their political practice.

This volume offers an understanding of institu-tional reforms, gender-related policy dynamics, the role of different actors in the policy process, and the impact of a particular policy on the state of women’s political participation in Bangladesh. The discussion is set against the background of the Fourth World Conference on Women, 1995, in Beijing, in which a Platform for Action signed by heads of governments expressed their countries’ commitment to achieve ‘gender equality and em-powerment of women’ through ensuring integra-tion of the gender perspective at all levels.

Rationality and EmotionThe Comparative Study of the Franco‑German and Sino‑Japanese Reconciliations

Reconciliation is an important agenda for postwar countries. It plays a major role in harmonizing bilateral and regional relations. Lin Ren compares reconciliations between the Sino-Japanese and the Franco-German dyads. Each dyad shares a deep-rooted historic antagonism. Nevertheless, France and Germany reached a far deeper degree of reconciliation. Therefore, this book devotes to ex-plore the “trouble-creators” that led to the diverse outcomes, so as to challenge taking rationality as the single micro-foundation of decision making concerning reconciliation.

The Archaeology of Watercraft AbandonmentThe historical importance and archaeological potential of deliberately discarded watercraft has not been a major feature of maritime archaeo-logical enquiry. While research on the topic has appeared since the 1970s as books, chapters, and articles, most examples have been limited in focus and distribution, and in most cases disseminated as unpublished archaeological reports (i.e. the “gray literature”.) So, too, has there been a lack of a single source representing the diversity of geographical, historic, thematic, and theoretical contexts that ships’ graveyard sites and deliber-ately abandoned vessels represent. In contrast with much of the theoretical or case-specific literature on the theme of watercraft discard, this volume communicates to the reader the common heritage and global themes that ships’ graveyard sites represent. It serves as a blueprint to illustrate how the remains of abandoned vessels in ships’ graveyards are sites of considerable research value. Moreover, the case studies in this volume assist researchers in understanding the evolution of maritime technologies, economies, and societ-ies. This volume is intended to expose research potential, create discussion, and reinforce the significance of a prevalent cultural resource that is often overlooked.

Features 7 Uses the archaeological concept of site signifi-cance to examine abandoned ships 7 Illustrates the diversity of ships' graveyard sites by including case studies from around the world 7 Explores the relationship between academia and tourism regarding underwater graveyards

Measuring Tolerance for the Abolition of the Death PenaltyArguing Abolition from a New Perspective ‑ a Case for Japan

This book examines public attitudes to the death penalty in Japan, focusing on knowledge and trust-based attitudinal factors relating to sup-port for, and opposition to, the death penalty. A mixed-method approach was used. Quantitative and qualitative surveys were mounted to assess Japanese death penalty attitudes. The main findings show that death penalty attitudes are not fixed but fluid. Information has a significant impact on reducing support for the death penalty while retributive attitudes are associated with support. This book offers a new conceptual framework in understanding the death penalty without replying on the usual human rights approach, which can be widely applied not just to Japan but to other retentionist countries.

The Archaeology of ScienceStudying the Creation of Useful Knowledge

This manual pulls together—and illustrates with interesting case studies—the variety of specialized and generalized archaeological research strategies that yield new insights into science.  Throughout the book there are templates, consisting of ques-tions, to help readers visualize and design their own projects. The manual seeks to be as general as possible, applicable to any society, and so science is defined as the creation of useful knowledge—the kinds of knowledge that enable people to make predictions. The chapters in Part I discuss the scope of the archaeology of science and furnish a conceptual foundation for the remainder of the book.  Next, Part II presents several specialized, but widely practiced, research strategies that con-tribute to the archaeology of science.

Features 7 Pulls together various archaeological research strategies that yield new insights into science 7 Contains templates, consisting of questions, to help readers visualize and design their own proj-ects 7 New insights are offered into the relation-ship of science and technology

Protection of Civilians in Armed ConflictsEvolution, Challenges and Implementation

The study analyzes three themes: first, the evolu-tion of the concept of civilians in the course of human history, and secondly, the situation and victimization of civilians in armed conflict since 1990, and third, how the international community since the end of the Cold War to protect civil-ians has monitored by the mandating robust UN peacekeeping missions. The United Nations Mis-sion in the Congo functions as a case study.

Learning from Error in PolicingA Case Study in Organizational Accident Theory

While the proximate cause of any accident is usu-ally someone’s immediate action— or omission (failure to act)—there is often a trail of underlying latent conditions that facilitated their error: the person has, in effect, been unwittingly “set up” for failure by the organization.  This Brief explores an accident in policing, as a framework for examin-ing existing police practices. Learning from Error in Policing describes a case of wrongful arrest from the perspective of organizational accident theory, which suggests a single unsafe act—in this case a wrongful arrest—is facilitated by several underlying latent conditions that triggered the event and failed to stop the harm once in mo-tion.   The analysis demonstrates that the risk of errors committed by omission (failing to act) were significantly more likely to occur than errors com-mitted by acts of commission.  By examining this case, policy implications and directions for future research are discussed.

Features 7 Examines the underlying causes of a police error, as a framework for improving opera-tions 7 Compares the differences between errors caused by a failure to act, and acting in er-ror 7 Presents practical recommendation and policy implications for future error reduction

Contents Introduction.-Theoretical Framwork, Data, and Methodology.-Details of the Incident.- Show-up Procedures, Relevant Policy Standards, and Train-ing Standards.
