BelNorth Petroleum Corporation proposes to d r i l l 2 wells on East Cameron Block 306 to evaluate the subject lease to determine the potential for future development.
Exploratory drilling of the first well 1s scheduled to begin approximately February 1, 1987, subject to approval of this Plan of Exploration and issuance of the required Permit to Drill.
Exploratory activity should be complete June, 1987.
It should be empnasized that this schedule is tentative in tne meaning of 30 CFR 250.34-1 (a). Additional exploratory drilling must be predicated upon the need to define structures and/or reservoir limits. The fabrication and installation of platforms, producing facilities and pipelines are contingent upon tne success of tnese wells. In addition to the drilling of wells, other activities which may be conducted under this plan would be the setting of caissons or a template over temporarily abandoned wells, a velocity survey In a wellbore and soil boring.

011 in any form shall not be disposed of Into waters of the Gulf.
Liquid waste materials containing substances which may be harmful to aquatic life or wildlife, or Injurious In any manner to life or property shall be treated to avoid disposal of harmful substances Into the waters of the Gulf.
Drilling muds containing oil are not disposed of Into the Gulf. This type material is loaded and ".arged to shore for proper disposal. Drilling mud containing toxic substances are neutralized prior to disposal.
Drill cuttings, sand, and sol Ids containing oil are not disposed of into the Gulf, unless the oil has been removed.
The subject offshore mobile drilling unit Is equipped with drip pans under the rig floor. All oil from diesels engines 1s pumped to a sump and then pumped Into barrels for return to an onshore site.
Operator personnel are Instructed In the techniques and methods necessary to prevent pollution. Non-operator personnel are Instructed and supervised to Insure that non-pollution practices are adhered to.
The facilities are Inspected dally.
OIL SPILL CONTINGENCY PLAN
BelNorth Petroleum Corporation has an approved Oil Spill Contingency Plan on fil e witn the M.M.S. dated December, 1982. The updated plan was submitted to the M.M.S. offlcs Marcn 8, 1985. This plan designates an 011 Spill Team consisting of BelNorth Petroleum personnel and contract personnel.
This team duties are to eliminate the source of the oil spill, remove all sources of possible Ignition, deploy the most viable means of available transportation to monitor the movement of the slick, and contain and remove the slick If possible.

BelNorth Petroleum Corporation is a member of Clean Gulf Associates (CGA). The CGA has four permanent bases in Louisiana; at Venice, Grand Isle, Intracoastal City and Cameron, and two bases in Texas; at Galveston and Rockport. Each base is equipped witn fast response skimmers and there is a barge mounted high volume open sea skimmer based at Grand Isle. In addit on to providing equipment, the CGA also supplies advisors for clean up operations. Response time for a spill in East Cameron 306 could vary from 10 to 16 hours depending upon the location of the company operated workboats or workboats available for cnarter.

1. DESCRIPTION OF PROPOSED ACTION
Belnorth Petroleum Corporation plans to conduct exploration activit ies on
East Cameron Area Block 306 (OCS-G 7667).
As proposed, the Plan of Exploration for East Cameron Area Block 306
consists of dr i l l ing two (2) walls.
At this time, the planned commencement date for Well "A" and a l l associ
ated act iv i t ies 1n Block 306 1s on or about February 1. 1987.
(a) TRAVEL MODES. ROUTES AND FREQUENCY
Tha proposed exploration activity for federal lease OCS-G 7667 will
require the use of a jack-up rig to d r i l l the exploratory walls on East
Camaron Block 306. Tha r ig wil l be moved to East Camercn Block 306 from an
unknown location in the Gulf of Mexico.
In addition to the dr i l l ing r ig , service boats wil l be used to transport
equipment, material, personnel and supplies to the d r i l l s i tes . I t Is
estimated that the craw boat wil l make 3 trips par week and the supply boat
wil l make 5 tr ips per weak from support uases located 1n Cameron, Louisiana.
The proposed travel route for these vessels begins at Cameron, Louisiana. The
vassals wil l move to East Cameron Block 306 via the most direct route from
Cameron, Louisiana.
Helicopter f l ights to East Cameron Block 306 wi l l average 8 round trips
per week and wi l l originate from and return to C'uteron, Louisiana. The
helicopters wil l normally ta' • VUQ cr.s\- direct route of travel between the two
points when a i r t ra f f ic and wcati. T renditions permit.
(b) SUPPORT BASE
The proposed activities will utilize an existing support base at Cameron,
Louisiana. The base provides 24-hour service, a radio tower with phone patch,
dock space, office space, a parking lot, equipment and supply storage space,
drinking and d r i l l water, etc. These proposed exploration activities will
help to maintain this base at Its present levels of activity. No expansion of
the physical facilities or the creation of new jobs is expected to result from
the work planned in conjunction with Block 306.
(c) NEW SUPPORT FACILITIES
No new onshore support facilities such as new land bases, refineries,
storage facilities, pumping stations, boat docks, helicopter pads or fueling
facilities are likely to be required because of the activities planned for
Block 306. Any newly discovered deposits of hydrocarbons should help to
maintain onshore facilities and activities at or near their present levels
rather than result 1n some type of expansion.
(d) NEW TECHNIQUES OR UNUSUAL TECHNOLOGY
No new techniques or unusual technology will be required for this
operation.
(e) MAPS OF PROPOSED ACTIVITY
As shown by the attached Vicinity Plat, the proposed activity 1s located
approximately 90 miles from the Louisiana shore.
( f ) TRANSPORTATION OF OIL AND/OR GAS
I f producible hydrocarbons are found they are likely to be transported to
shore through connections with the pipelines already in place near Block 306
2. DESCRIPTION OF THE AFFECTED ENVIRONMENT
(a) PHYSICAL AND ENVIRONMENTAL
(1) Commercial Fishing
East Cameron Area Block 306 1s located approximately 90 miles from shore
where the water depth is 192-202 feet. Shrimp and menhaden are the primary
fishing resources found 1> this area.
The placement of a dri l l i n g r i g on Block 306 may remove a portion of the
seafloor and waters above from harvesting by commercial fisheries.
Additionally, the waters adjacent to the d r i l l sites may become temporarily
turbid due to d r i l l i n g operations. These op rations should have no
significant impact on commercial fisheries.
(2) Shipping
Block 306 1s d e a r of a l l fairways and anchorage areas. The d r i l l i n g
vessel and each of the marine vessels w i l l be equipped with a l l U.S. Coast
Guard required navigational safety aids.
(3) Recreation
The proposed activities, which are primarily confined to East Cameron
Area Block 306 are located approximately 90 miles south of the Louisiana
coastline. Along the Coastal waters of the Gulf of Mexico off Cameron Parish,
Louisiana are located coastal beaches and ports supporting pleasure boating
and sport fishing. To protect these recreational resources, Belnorth
Petroleum Corporation will comply with OCS Order No. 7 regards nollutlon
prevention and control, and has established an Oil Spill Contingency Plan
which was approved by the Minerals Managenent Service. There are no adverse
Impacts expected as a result of the proposed activities.
(4) Cultural Resources
East Cameron Area Block 306 lies outside the Cultural Resource Sensitivity
Demarcation Line (USDI, 1979, Visual 1) and, therefore, falls 1n an area where
cultural resources are not likely to he found. An archaeological survey was
not required for East Cameron Area Block 306. Belnorth Petroleum Corporation
agrees that i f any site, structure, or object of historical or archaeological
significance should be discovered during operations, the findings will be
Immediately re,.ed to the Supervisor iind every reasonable effort will be
made to preserve and protect the cultural resource from damage until the
ervisor has given direction as to Its preservation.
(5) Ecologically Sensitive Features
There are no known ecologically sensitive features located on East
Cameron Block 306. The closest sensitive features are located along the
coastal shores of Cameror. and kfermi'ilcn Parishes. Louisiana. Tha ••.nsit lve
features include the primary f i s h and she l l f i sh nursery ground*,, ent" tha
recreational beaches. With the exception to the minimal boat and hel icopter
t r a f f i c , a l l operations w i l l be res t r i c ted to East Cameron 81ock 306. The
proposed a c t i v i t y w i l l have no e f fec t on any ecological ly sensit ive features.
(6) Exist ing Pipelines and Cables
Block 306 - There are no pipel ine* traversing East Cameron Block 306.
There 1s no evidence of any cable being located on th i s block.
(7) Other Mineral Uses
The a c t i v i t i e s proposed fo r East Came.on Block 306 w i 1 ! nave no d i rec t or
ind i rec t Impact on other mineral uses.
(8) Ocean Dumping
Ocean dumping 1s prohibited in t h i s area.
(9) Endangered or Threatened Species
Belnorth Petroleum's proposed operations at East Cameron Block 306 are
located approximately 90 miles south of the Louisiana coastl ine o f f Camaron
and Vermilion Parishes. Louisiana. These coastal shores and upland areas are
the habitat of several endangered or threatened species. These species
Include the Arc t ic peregrL.e fa lcon, the red-cockaded woodpecker, the bald
eagle, 'ne American Alligator, the red waif, Kemp's ridley sea turtle and the
Br • can. These species may be affected by the development of coastal
lands and/or tha occurrence of oil spills which may affect the species
directly or through their food sources. Since th. proposed activities Include
no plans for the development of coastal lands, he Impact on endangered or
threatened spades 1s primarily based on the occurrence of oil spills.

for OCS Sale No. 47 there 1s a discuss'ui >* the factors for escto*at1ng the

endangered and threatened species will depend on th* nature of the spill,

species, and the response time and effective*' „ of the oil spill clean-up and
containment services. Given these variables, the Inpact on the various
endangered or threatened species will vary from 11 :tle or no effect to
serious.
Tha experience of o^l and gas exploration in the Gulf of Mexico Indicates
that there 1s a smell probability of occurrence of an oil spill. Tha Draft

on page 71 that the "aggregate 15 year spill rata 1s .0009 percent of the
total volume produced." Table 7, page 73, of the DEIS Indicated that there
have been only 30 Incidents of oil spills for this 15 year period. The
probability remains low because of the level o? technology used by the oil and
yas industry to Insure safe and responsible operations. Belnorth Petroleum,
as a prudent operator wnl take the necessary measures to reduce the
probability of d l spills. Belnorth Petroleum's proposed operations 1n East
Cameron 306 should pose no threat to any endangered or threatened species.

3. UNAVOIDABLE ADVERSE IMPACTS
The proposed drilling activity 1n East Cameron Block 306 will result In
the discharge of Grilling mud and cuttings Into the waters of the Gulf.. The
discharge of d r i l l cuttings will bury sessile benthic organisms in local areas
under the discharge. The disposal of mud may result ina minor decrease 1n
primary productivity due to the mortality or functional impairment of
phytoplankton and algae 1n areas of high turbidity, t- ~ v*1 spill is very
unlikely but could result in localized severe mortal* * ?r

altering the community structure for an unknown period ui impacts
are considered temporary and minor.
Air emissions from combustion of diesel fue1 1n rig engines, boat engines
and helicopters can effect the air quality near the mobile offshore jackup
drilling rig and near the onshore travel routes. In most cases, these
emissions will be local in nature and will be quickly dissipated by climatic
conditions. Highly volatile, low molecular weight hydrocarbons would be
released Into the atmosphere from a blowout with release of natural gas.
These hydrocarbons would undergo some unknown degree of degradation, possibly
resulting in photochemical smog. If a blowout resulted 1n a fire, large
amounts of particulate carbon and oxides of carbon, along with smaller but
unknown amounts of sulphur oxides, volatile hydrocarbons and partially
oxidized compounds would enter the air. Local air would be severely degraded
for the duration of tha fire. The extent of degradation 1s Indeterminate, but
it 1s unlikely that it would be high enough to affect land resources or human
health.
These exploratory activities ara not expected to harmfully affect water
quality or interfere with commercial fishing operations, recreational
activities or shipping traffic.
SUMMARY
The proposed activity will be carried out and completed with the guarantee of
the following items:
1. he best available and safest technologies will be utilized
throughout the project. This Includes meeting all applicable
requirements for equipment types, general project layout, safety
systems, and equipment and monitoring systems.
2. All operations will be covered by a Minerals Management Service
approved 011 Spill Contingency Plan.
3. All applicable federal, scate and local requirements regarding air
emission, and water quality and discharge for the proposed
activities, as well as any other permit conditions will be *- ,.npl1ed
with.
