The western department comprises all west of a line drawn from the southernmost point of East Florida to the north-west extremity of Lake Superior, taking in the whole of Tennessee and Kentucky; and the eastern department all east ofsuch line.
Tho headquarters of the goncral-in.chief is in the District of Columbia.Tho headquarters of the commanding general of the western department is at Louisville, Kentucky ; and the headquarters

Mr. VANCE, from the Commlittee on Military Affairs, to whom was referred a resolution making inquirywhat further measures were necessary to be adopted fir' tlle security and delenc.le of the nortlwesternfrontier, reported :
The information called for by tlhe resolution involves an inquiry of a two-fold character: first, adefence by permanent military works, and, secondly, by the opening and construction of roads, so as togive facilities to the intercourse between this important and exposed frontier and the more thickly settledparts of the country, a.3 well as to connect some of the most important points on the Michigan peninsula.
On tile first branch of the inquiry your committee have coime to no definite conclusion. Indeed, fromthe report of the chief of tlio Engineer department, it would be prematul'e even to expresss an opinion, asthat report states that no survey has been miado of tho nortliwestern frontier with a view to that object.
On the second branch of the inquiry your committee, after a careful examination of the report of tiheWar Depaitment, as well as the map of the Michigan peninsula, are fully persuaded that, to give thatquarter of tlhe country the security that its importance to this Union requires, the aid of the governmentis loudly called for in the laying out, opening, and constructing roads in this section of our territory.This they consider necessary, not merely as a defensive Ineasure, but as a measure of sound policy, calcu-lated to build up, by proper encouragement, tlhe settlement of that frontier with the sturdy yeomanry oftlhe country.
With this view of the subject, your committee recommend that provision bo mado for surveying aroad from Detroit to Fort Gratiot, at the outlet of Lake Huron; a road from Detroit to Saginaw bay; andthat a reasonable appropriation be made to commence the opening and construction of the road fiomDetroit to Chicago, as well as a sufficient sum to complete the connexion of tho Detroit and River Raisinwitl the Maumnqe and Sandusky roads; which roads, your committee arc pleased to find, are progressingin a manner that does credit to those to whom tlhe important trust of their construction has been confided.
Your committee will not go into retail on this subject, but will call the attention of tleIIouso to thovery able and full report of' the War Department to them communicated, relative to the necessary defenceof' tlh northwestern frontier, which they ask to be made a part of this their report; and they herewithreport a bill.
