Summer Term 2020 College Operations Plan

Lurleen B. Wallace Community College – Dr. Chris Cox, Interim President

Lurleen B. Wallace Community College continues to maintain College operations during the COVID-19 pandemic

while promoting social distancing, good hygiene, and personal protective equipment to ensure the safety of our

students, faculty, and staff. Following the guidance of Governor Kay Ivey and Chancellor Jimmy Baker, LBWCC will

provide the majority of our Summer Term 2020 courses through online instruction. Student access to campus will

be limited to students completing work in career technical programs.

LBWCC’s Emergency Management Plan, approved by ACCS, is in place to ensure that, to the extent possible, the

College provides a safe, secure learning environment for students, employees, and the general public. The plan

outlines procedures to be followed in a variety of emergency situations including Pandemic Influenza or Virus.

Detailed Coronavirus (COVID-19) guidelines from the Alabama Department of Public Health (ADPH) and the Centers

for Disease Control and Prevention (CDC) for mitigating and controlling the spread of Coronavirus are included in

LBWCC’s Emergency Management Plan on pages 38-42, at https://www.lbwcc.edu/about-lbwcc/publications.

In response to COVID-19, LBWCC is strictly following the guidance and best practices recommended by the CDC,

ADPH, ACCS, and other governmental regulations and guidelines as announced. All LBWCC employees and students

are required to adhere to these guidelines and practices at all times while on any campus of the College.

LBWCC COVID-19 Protocols and Procedures for Employees and Students

To help prevent the spread of COVID-19, LBWCC employees and students returning to campus will be required to

review the LBWCC COVID-19 Training PowerPoint presentation that includes the protocols and procedures LBWCC

will follow when individuals are on campus. All employees and students must complete a COVID-19 Training

Acknowledgement Form that will be kept on file. The LBWCC Human Resources Office will maintain the employee

forms, and each instructor will maintain the forms for their students.

LBWCC has implemented the following health and safety requirements for employees and students on campus to

minimize the spread of COVID-19:

All employees and students must wear face coverings at all times in the workplace when they are interacting

with others;

All employees and students shall maintain physical distance from others of at least six-feet to the extent

practicable; when not practicable everyone must be wearing face coverings;

There shall be no gatherings or assembly of more than 10 (ten) people in any one area;

Stay home if you have cough, fever, or other symptoms of illness and contact your supervisor immediately;

Wash hands with soap and water and use hand sanitizer often;

Avoid touching your nose, mouth, or eyes.

Cover cough or sneeze with your sleeve, or tissue. Dispose of tissue and wash hands afterward.

Employees and students in a classroom or instructional lab area will be required to use hand sanitizer immediately

upon entry into the room. Employees and students are required to wash hands as often as practicable. Employees

and students will be required to disinfect and sanitize their work area, equipment, tools, and supplies at the end of

use for the day.

The CDC guidelines for restrooms will be followed to help reduce the spread of germs and maintain a healthy

environment. Employees and students will be instructed to follow the protocol listed below.

Social distancing guidelines should be maintained in restrooms, which includes waiting in lines. Individuals

must keep a six-foot distance between each other at all times.

All employees and students must thoroughly and properly disinfect hands prior to leaving the restroom.

Restrooms must stay sanitary. Dispose of paper products properly and completely. Flush toilets.

Report problems immediately. If restrooms need maintenance or custodial attention, students should tell

their instructor and employees should contact the Facilities and Maintenance Department.

Signage will be placed throughout facilities to remind employees and students of proper preventative measures.

Disinfection measures will be taken routinely to disinfect workplace surfaces, chairs, tables, general use areas, etc.

to protect employees, students, and the general public. Disinfection protocol will be followed regularly. Deep-

cleaning and disinfection protocol will be followed if an employee or student tests positive for COVID-19. The deep-

cleaning will be conducted by an external, professional service.

Social distancing procedures will be followed by employees, students, and the general public to help prevent the

spread of the virus. Individuals will stay at least six-feet from each other. Contact with others such as handshakes,

embracing, etc. will be eliminated. Precautions will be taken to avoid the close proximity of individuals when

possible. Individuals will be asked not to congregate in buildings or parking lots. Individuals will be asked to avoid

touching commonly used surfaces when possible, and avoid anyone that appears ill. All hard surfaces will be cleaned

frequently such as doorknobs, keyboards, desks, handrails, phones, tools, counter tops, water fountains, sinks, towel

dispensers, vending machines, etc.

The COVID-19 pandemic is an ever-changing situation. Employees and students will be instructed to check their

LBWCC email for the latest information regarding the College’s proactive efforts and responses to changes.

Temperature Checks

Our first round of students are expected back on campus on June 15, 2020, to begin work to complete Spring Semester 2020 on-campus lab requirements. Prior to June 15, 2020, students will be notified to self-check their temperature at home before driving to campus. If they have temperature, they should not come to campus, but should consult a healthcare provider before returning to campus according to the following guidelines. Temperature checks of all individuals entering buildings will be done with no-contact thermometers outside the designated building entrance. Individuals with a 100.4 or higher temperature will receive a second temperature check. Once verified the second time, the individuals will be asked to go home and consult a healthcare provider. Symptomatic individuals will be provided with a printed statement which includes the following CDC guidance for returning to campus:

Persons with COVID-19 who have symptoms and were directed to care for themselves at home may discontinue isolation and return to campus under the following conditions:

o At least 3 days (72 hours) have passed since recovery defined as resolution of fever without the use of fever-reducing medications and improvement in respiratory symptoms (e.g., cough, shortness of breath); and,

o At least 10 days have passed since symptoms first appeared.

Persons with laboratory-confirmed COVID-19 who have not had any symptoms and were directed to care for themselves at home may discontinue isolation and return to campus under the following conditions:

o At least 10 days have passed since the date of their first positive COVID-19 diagnostic test assuming

they have not subsequently developed symptoms since their positive test. If they develop symptoms, then the symptom-based strategy listed above should be used.

These procedures will continue through Summer Term 2020.

Non-Instructional Operations Student Services - Admissions, Testing, Financial Aid, Etc.

The College is currently handling Admissions, Financial Aid, and all Student Support Services remotely for current and

prospective students. Students are not served on campus. In the coming weeks, LBWCC plans to have staff return

to campus and be available to assist current students, prospective students, and visitors on campus. Our preferred

method to work with students on campus will be by appointment only. Students will be asked to call before entering

building. This will allow the Student Services Office and the Student Support Offices to manage the traffic flow and

the number of people in office areas.

Beginning June 22, 2020, LBWCC will offer ACCUPLACER placement assessment testing on the Andalusia, MacArthur,

and Greenville Campuses. The following procedures and protocols will be followed for assessment testing.

Placement testing will be offered on scheduled days and by appointment.

Students must schedule appointments for testing.

Placement testing sessions will begin with staggered start times and no more than nine students will be

tested during each session.

The required six-foot distance will be marked in the hallways for students as they wait to enter the testing

lab at check in.

Proctors and students will wear face coverings.

Proctors will wipe down the computers and testing area at the start of each day, after each test taker has

completed their test, and again at the end of the day.

Clorox wipes and hand sanitizer will be provided for test takers.

Test takers will be seated six-feet apart in the lab, which will allow every other computer to be used.

Students will be required to sign waivers indemnifying Lurleen B. Wallace Community College of any legal action as a result of participating in on-site assessment proctoring.

Human Resources

The LBWCC Human Resources Office will continue to work remotely as well as on campus to process position

announcements, letters of appointment, personnel paperwork, etc. Currently, visitors are not allowed to enter

buildings on campus. Employees will be asked to communicate with the Human Resources Office by email or phone

as much as possible. Applicants will be asked to mail in all job applications. Interviews with applicants for vacant

positions will be scheduled via Zoom with the interview committee.

Business Office

LBWCC will continue to handle all Business Office functions with students remotely as much as possible. Currently,

students and visitors are not allowed to enter buildings on campus. The Business Office will work with students to

process payments online. If payments cannot be made online, the Business Office will communicate with students

by phone to schedule an appointment to process their payment curbside. Business Office staff will continue to work

on campus to perform essential operations and complete the transition to Banner by July 1, 2020.

Bookstore

Due to the COVID-19 pandemic the LBWCC Bookstores will not maintain regular operation hours during Summer Term

2020. Books and supplies were sold to students from the back doors of the Bookstores on the Andalusia and MacArthur

Campuses. The College began charging books to grants, scholarships, etc. on May 22, 2020. Employees and students

followed social distancing guidelines and wore protective face coverings while purchasing textbooks and supplies.

Greenville Campus students were instructed to call the Andalusia Campus Bookstore to purchase books by phone.

Textbooks were delivered to the Greenville Campus by our Mail Courier for student pickup. The LBWCC Bookstores have

served all students for Summer Term 2020 Full-Session and Mini-Term Session I. The Bookstore still needs to serve Mini-

Term Session II students that will begin classes on July 1, 2020. The Bookstore hours of operation for Mini-Term Session

II will be posted soon on the LBWCC website. Employees and students will follow social distancing guidelines and wear

protective face coverings while purchasing textbooks and supplies.

Mail and Package Deliveries

LBWCC’s Mail Courier will pick up mail from the U.S. Postal Service for LBWCC in Andalusia, Opp, Luverne, and

Greenville. The Mail Courier will deliver campus mail and packages between all four locations of LBWCC Monday-

Thursday each day classes are in session.

Packages may be delivered to the Andalusia Campus and the MacArthur Campus by the U.S. Postal Service, FedEx,

and UPS. Delivery personnel have been instructed to deliver packages to the exterior door of the Andalusia Campus,

Administration Building and to call the Switchboard Operator to retrieve the packages. Delivery personal have also

been instructed to deliver packages to the exterior door of the MacArthur Campus, Student Center Building and to

call the Bookstore Manager to retrieve the packages. Packages for the Greenville Campus and the Luverne Center

will be delivered to the Andalusia Campus to be transported to the appropriate campus for the LBWCC Mail Courier.

Completion of Spring Semester 2020 On Campus Lab Requirements Lab courses which could not be completed during Spring Semester 2020 will be scheduled to meet on campus during the period of June 15 – June 26, 2020. Automotive Mechanics, Cosmetology, Diagnostic Medial Sonography, Diesel and Heavy Equipment Mechanics, Emergency Medical Services, Esthetics, Forestry, Industrial Electronics, Nursing, Surgical Technology, Welding, and Workforce Training Courses – Industrial Welding, Clinical Medical Assistant, and Dental Assistant will complete Spring Semester labs during this time. The College will communicate with all students who need to complete lab courses for Spring Semester 2020. Students who voluntarily decide not to participate in in-person instruction during this public health emergency shall not face any disciplinary action and will be allowed to complete work during the Fall Semester as necessary.

Summer Term 2020 On Campus Labs Summer Term 2020 programs that must schedule on campus labs for students to complete required competencies include: Automotive Mechanics, Cosmetology, Diesel and Heavy Equipment Mechanics, Emergency Medical Services, Esthetics, Forestry, Industrial Electronics, Nursing, Surgical Technology, Welding, and Workforce Training – Industrial Welding. All theory components of these courses will be provided in an online format with on campus labs beginning July 1, 2020, the first day of the College’s second mini-session, and concluding August 6, 2020, the last day of Summer Term classes. The College will communicate with all students who need to complete lab courses for Summer Term 2020. LBWCC will work with students to the greatest extent possible to schedule safe in-person instruction. The College has put in place preventative measures to reduce the spread of COVID-19. Students will be required to sign waivers indemnifying Lurleen B. Wallace Community College of any legal action as a result of participating in in-person instruction. Communication will be sent to students, faculty, and staff requesting they not return to the College premises if they exhibit symptoms of COVID-19. LBWCC will require all students and employees present on campus to wear face coverings for all face-to-face interactions along with other personal protective equipment. Signage will be placed throughout all facilities used for in-person instruction to remind students and employees of proper distancing and preventive measures. Students and employees will be asked to comply with six-foot social distancing. The number of individuals allowed in a department laboratory will be limited. Entrance and exit doors of facilities used for in-person instruction will be sanitized at least twice per day. All equipment, desks, chairs, tables, or other items used during instruction will be sanitized after each use. Students and employees will be instructed to notify Ms. Lisa Carnley, LBWCC Chief Financial Officer and Senior Personnel Officer, if they have had a positive COVID-19 test during the time period between April 1, 2020, to present date for further guidance on returning to campus or work. ACCS and CDC guidance will be utilized when providing guidance for students and employees returning to campus or work. LBWCC will report all laboratory-confirmed positive tests for COVID-19 to ACCS for any students or employees. Students or employees who arrive to campus or work exhibiting signs or symptoms of COVID-19 (e.g. fever, cough, and shortness of breath) will be asked to leave campus and consult with a healthcare provider before returning to campus or work.

The following measures will be utilized by programs offering make-up labs for Spring Semester 2020 or Summer Term 2020 lab courses.

Advanced Manufacturing Division Industrial Electronics, HVAC, and Welding Instructors: Mr. Allen Teel, Mr. Tony Newton, Mr. J.L. Wallace, Mr. David Worley, and Mr. Scott Cooper The College will communicate with students regarding the dates and times for Industrial Electronics and Welding make-up labs for Spring Semester 2020 and scheduled labs for Summer Term 2020.

Courses requiring lower amounts of contact hours (Electronics and HVAC) to complete labs will have from one to three days (depending on course content) of lab time that will have nine students and one instructor in each lab area/classroom. The hours will be from 8 a.m. – 4 p.m. for the class. Many courses are possible to complete labs in one or two days, with breaks and lunch times included.

Weekly rotations will limit the numbers of students in each area while allowing time for equipment to be sanitized between alternating groups. The hours of contact may be shortened if students can complete assignments faster with lower student-instructor ratios.

Courses requiring higher contact hours (Welding) will have more days of contact with the same students attending one week and alternating groups returning different weeks to avoid cross contact between students. This will allow time to clean the areas at the end of each week before new students arrive the following week.

All lab projects can be accomplished by moving equipment or using every other lab station to meet the social distancing requirements.

Certification exams that must be proctored will also be spaced according to distancing requirements, and if needed, two classrooms may be used with an additional proctor.

Students will be required to sign waivers indemnifying Lurleen B. Wallace Community College of any legal action as a result of participating in in-person instruction.

Communication will be sent to students and employees requesting they not return to the College premises if they exhibit symptoms of COVID-19.

The following guidelines will be incorporated during all laboratory exercises in the Allied Health Division (practice or

check-off).

The College will communicate with students regarding the dates and times for make-up labs for Spring Semester 2020 and scheduled labs for Summer Term 2020.

Students will be required to sign waivers indemnifying Lurleen B. Wallace Community College of any legal action as a result of participating in in-person instruction.

Entrance and exit doors of facilities used for in-person instruction will be sanitized at least twice per day.

All equipment, desks, chairs, tables, or other items used during instruction will be sanitized after each use.

Prior to entering a laboratory exercise:

Each student will be asked the following screening questions:

o Do you have any of the recognized signs of COVID-19?

o Have you been around anyone testing positive for COVID-19 within 14 days of the testing?

o If the student answers “Yes” to the above questions, the student will be asked to follow guidelines listed on pages 2-3 of this plan.

o Allied health workers caring for COVID-19 patients who have followed all CDC protocols in

patient care may be allowed to participate in labs.

Entering into the laboratory

Each student will don personal protective equipment (PPE) to include mask, eye protection, and

gloves. The student shall wear the PPE for the duration of the lab exercise.

Instructors and lab facilitators shall don the same PPE prior to entering the lab.

All lab equipment shall be decontaminated prior to and after any lab exercise.

During the lab exercise

Instructors and lab facilitators will maintain at least a six-foot distance and adhere to social distancing

recommendations.

Manikins are recommended for use instead of simulated patients as to avoid personal contact.

If simulated patients are absolutely necessary such as scanning of real patient in sonography, PPE has

to be applied and worn at all times during the procedure by all persons.

Once the lab exercise is over

Students will immediately leave or go to a holding place where social distancing can be maintained.

No more than seven students will be in the holding area at one time. Any interaction with a distance

less than six-feet, persons will be asked to leave and forfeit any remaining skill opportunities.

Scheduling of Labs

Labs which could not be completed during Spring will be completed during June 15- June 26, 2020.

Summer lab work on campus will begin July 1, 2020, and the guidelines of social distancing and PPE

listed above will be incorporated. Depending on the number of students enrolled, labs may be

modified to meet CDC guidelines on social distancing. This may be accomplished by rotational

scheduling not to have more than 10 persons at once in a lab including faculty and students. Individual

practice with manikin and equipment is recommended over simulated patients. Strict universal

precaution with PPE must be utilized at all times.

Other Instruction

Theory (Didactic) portion of the curriculum will be delivered on-line through Canvas. Video lectures

and team conferencing will be integrated into instructional techniques.

Clinical experiences will be monitored closely based on recommendations from accrediting agencies

and clinical sites.

Allied Health Tentative Schedule

Applied Technology Division

Automotive Mechanics Instructor: Mr. Clay Grantham

For lab courses, the Automotive Mechanics Department has eight bays that will be used as individual workstations that will keep students separated by at least six feet.

No more than ten persons will be scheduled in the lab at one time.

Personal protective equipment will be worn by students and the instructor.

Safety briefings will be held at the start of each class day.

The instructor will teach theory components for all automotive classes in an online format and will provide online demonstrations for lab classes during the first mini-term. Electude software, videos, and recorded demonstrations will be utilized.

The College will communicate with students regarding the dates and times for make-up labs for Spring Semester 2020 and scheduled labs for Summer Term 2020.

Students will be required to sign waivers indemnifying Lurleen B. Wallace Community College of any legal action as a result of participating in in-person instruction.

Communication will be sent to students and employees requesting they not return to the College premises if they exhibit symptoms of COVID-19.

Signage will be placed throughout all facilities used for in-person instruction to remind students and employees of proper distancing and preventive measures.

Cosmetology Instructor: Ms. Denise Sauls There are currently 25 stations in the Cosmetology lab. By scheduling labs for different groups of students on

alternate days and by limiting the number of students in the lab, social distancing rules will be observed.

All work will be done on manikins.

Students will be assigned to every other station in the lab to comply with the six-foot social distancing rule.

All students will be required to wear gloves and masks while in the department.

All stations will include disinfectant and hand sanitizer. Students will be required to disinfect stations and all equipment before and after use.

A hand sanitizing station will be set up at front entrance.

All theory will be taught online.

Lab classes will continue to be taught online but when students are allowed back on campus, students will practice the hands on portion of labs with assistance from instructors. The recorded demonstrations, videos, lectures, and special projects have worked well during spring semester. Students have worked on manikins and sent e-mailed pictures of their work, and results have been quite amazing.

Diesel and Heavy Equipment Mechanics

Instructor: Mr. Shaun Moore

The Diesel and Heavy Equipment Department has ample room to meet and exceed social distancing requirements of six-feet between persons. For required on-campus labs, students will be scheduled on a rotational basis so that no more than ten persons are scheduled in the lab at one time. The theory and part of the labs will be taught through Canvas using video lectures, knowledge based exams, and class discussions.

The College will communicate with students regarding the dates and times for make-up labs for Spring Semester 2020 and scheduled labs for Summer Term 2020.

Students will be required to sign waivers indemnifying Lurleen B. Wallace Community College of any legal action as a result of participating in in-person instruction.

Esthetics Instructor: Ms. Kelly Weeks The instructor will begin the first half of the semester by demonstrating any and all work possible through Screencast-O-matic video lectures and allowing the students to study and research the technology. This will allow students to gain the knowledge behind the equipment when they are able to work with the machines in the lab. When faculty and students are able to return on campus, students will be able to apply the knowledge they have obtained with the hands-on technical skills needed to perform the services.

No more than ten students will be in the esthetics lab, and stations will be six-feet apart with hand sanitizer

and disinfectant at each station.

All lab work will be on manikins.

Forestry Instructor: Mr. Mark Hainds Normally, the first part of the Summer Term coursework includes multiple trips to different forestry industries,

nurseries, seed orchards, etc. This summer, however, the instructor will offer online information including

presentations from professionals in forestry and forestry related fields.

The latter half of the Summer Term coursework involves mapping of a property, cruising the timber, and writing a management plan. This year, instead of traveling to a nearby property, students will utilize the LBWCC campus for in-field work. Students will still be divided into small groups to work on their management plan, but each task will can be done in such a way as to maintain six-foot social distancing.

Nursing Division Instructors: Ms. April Wise, Ms. Robin Eckert, Ms. Renee Faust, Mr. Michael Pridgen, and Mr. Josh Roper The Nursing Division will provide online instruction for the theory portions of each nursing course. Clinical hours will

be accomplished as simulation and virtual meeting until students are able to attend live clinical in hospital settings

in June. Clinical Groups will have eight or less students and one instructor as allowed per facility. One group of

students, NUR 113, will be required to complete one week of lab hours which will occur the week of July 1, 2020.

A total of eight students and one instructor will be allowed in the lab at a time, with students and instructors maintaining a six-foot distance and implementing hand hygiene often.

Workforce Development Ms. Jennifer Hall, Associate Dean of Adult Education, Workforce Development, and Continuing Education

Industrial Welding The Industrial Welding program will resume on June 15, 2020, and end on July 30, 2020. There are seven students currently enrolled in the course. Students will use every other lab station to meet the social distancing requirements. The class meets M-TH from 5:30 p.m. – 8:30 p.m.

Clinical Medical Assistant The Clinical Medical Assistant students will be divided into two groups of seven plus an instructor. Group A will complete all lab assignments on Tuesday, June 16, 2020, from 9:00 a.m. – 5:00 p.m. Group B will complete all lab assignments on Thursday, June 18, 2020, from 9:00 a.m. – 5:00 p.m. Students will maintain a six- foot distance from each other at all times. Labs will take place on the Greenville Campus in the Conference Center Classrooms. Dental Assistant The Dental Assistant students will be divided into two groups. Group A will consist of eight students, plus an instructor and Group B will consist of nine students, plus an instructor. Group A will meet on Tuesday evenings on June 16, 23, 30, and July 7, 2020, from 6:00 p.m. – 9:30 p.m. Group B will meet on Thursday evenings on June 18, 25, and July 2 and 9, 2020, from 6:00 p.m. – 9:30 p.m. to complete labs. Students will maintain a six-foot distance from each other at all times. Labs will take place at the Luverne Center in the drill hall. Students will receive 14 hours of labs per group but may increase to 18 hours if needed. Additional Procedures and Protocols for Industrial Welding, Clinical Medical Assistant, and Dental Assistant:

Adult Education Ms. Jennifer Hall, Associate Dean of Adult Education, Workforce Development, and Continuing Education

The Adult Education program will provide instruction virtually using several online applications. All employees and

students will work remotely. TABE assessments will be completed virtually using DRC and ZOOM. Students will be

enrolled using LBWCC’s new online Public Enrollment webpage. The Ready to Work program will use CANVAS for

online instruction and assessments. LBWCC will provide paper packets for students who do not have the technology

or internet access to participate in online instruction. WorkKeys assessments will require on-site proctoring. The

following guidelines will be in place for assessments proctored at one of our campus locations:

Assessments will be administered by appointment only. Students will contact Ms. Kelsi Scruggs to schedule a testing appointment.

No more than three students will be allowed in the testing lab at one time. This will allow a minimum of six- feet between workstations.

Ms. Scruggs will maintain a six-foot distance from each test-taker. All assessment codes and authorizations will be administered from a proctor workstation over six feet from test-takers.
