Minutes of Evaluation Committee Meeting
July 6, 2017 2:00 p.m.
The evaluation committee for the LBWCC Title III “Strengthening Institutions” grant met at 2:00 p.m. on
July 6, 2017 in the MacArthur Conference Center. All committee members were present for the meeting.
The committee members are:
Mr. Jimmy Hutto, Chair – Associate Dean for Adult Education and Workforce Development
Ms. Peige Josey – Dean of Administrative Services (Responsible for college HR functions)
Mr. Tim Jones – Director of Facilities and Maintenance
Ms. Lynne Dayton – Director of Finance and Comptroller
Ms. Maria Thigpen – Faculty Member
Mr. Joey McCollough – Faculty Member
Mr. Scott Cooper – Faculty Member
Ms. Mollie Waters – Faculty Member
This committee is charged with conducting a summative evaluation of grant activities at the end of each
grant year to assess the achievements of the year and measure the progress toward accomplishment of
grant objectives. The team will also complete a final summative evaluation at the conclusion year five.
The committee reviewed the attached documents and found them to be comprehensive and informative.
The College has met or exceeded all objectives for Year One. The attached summary provides more
details regarding grant activity performance and the College’s procedures for reaching these objectives.

Summative Evaluation – Year One
Report of the Evaluation Team
July 6, 2017
Team Members: The grant application clearly outlines the makeup of the Title III Evaluation Team to
include personnel representing the following positions: Associate Dean for Adult Education and
Workforce Development; Human Resources Director; Facilities and Maintenance Director; Chief
Financial Officer; and four faculty members. The Evaluation Team is made up of the following
personnel.

This team is charged with conducting a summative evaluation of grant activities at the end of each grant

Summary of Year One Performance
Lurleen B. Wallace Community College has met the objectives for Year One as stated in the grant. The
objectives for Year One include:
(1) Fall-to-fall retention rate will increase from 52% to 54%; actually increased to 57%.
(2) Graduation rates will increase from 21% - 23%; actually increased to 27%.
(3) Occupational advisory committees' satisfaction will increase from 75% to 78%; actually
increased to 98%.
(4) Student and faculty satisfaction with advising will increase from 64% to 67%; actually
increased to 90%.
Grant activities were designed to increase rates of student retention, completion, and employment. In
pursuit of these goals the College has undertaken the following major initiatives.
(1) Development of a college-wide intrusive coaching program.
(2) Improvement of student advising and orientation for all students enrolled in certificate and
degree programs.
(3) Development of new high-demand/high-wage career technical programs and options.
College-Wide Intrusive Coaching Program
After receiving the Title Ill grant, the College contacted the Alabama Community College System
(ACCS). The ACCS Office provided a list of vendors who offered coaching programs and software. An
RFP was developed and submitted to three vendors for bidding. The bid was awarded to Aviso, and a
contract was signed on January 3, 2017. IT personnel from LBW Community College and Aviso worked
in tandem to integrate the Aviso coaching software, Canvas (LBW's Learning Management System), and
Alliant (LBW’s student information system). A dedicated server has been purchased to house data related
to the coaching software and to ensure that the software works properly without overloading the current
server. The integration was completed on June 16, 2017. The Title Ill Activity Director, Mary Ann
Hudson, has received professional development from the Aviso staff to assist her in counseling/coaching
students. The Activity Director will also train the new success coaches being hired in Year 2 for the
Andalusia Campus and the MacArthur Campus. The Title Ill Staff developed a Student Resource Manual
which includes resources for financial aid, health services, community support, scholarship links for
transfer and technical areas, and career planning for all technical programs. The manual is being piloted
during summer semester 2017 with students on the MacArthur campus. It will be available to all
LBWCC students beginning fall semester 2017.
Advising and Orientation Program
STEM faculty advisors (Sharon Stricklin, Shannan Spurlin, and LeAnn Judah) attended the 2016
NACADA Annual Conference, “The Global Community for Advising”, in Atlanta, Georgia on October
5-8, 2016. The faculty advisors met with the Title Ill Coordinator and Activity Director to discuss the
conference and how the information could be used during student advising.
The redesign of the orientation course is complete. The Activity Director and the STEM faculty members
met with the College's Quality Enhancement Plan (QEP) committee to discuss finalizing the modules for
the Orientation course. The modules are as follows:
1. Module 1 - Course Introduction
2. Module 2 - College Student Expectations
3. Module 3 - Study Skills and Learning Styles
4. Module 4 - Student Support Services and College Policies
5. Module 5 - Career Information
6. Module 6 - Degree Plan and the STARS guide
7. Module 7 - Scheduling
8. Module 8 - Communication Skills
9. Module 9 - Student Support Services Activity
10. Module 10 - Critical Thinking
11. Module 11 - Information Literacy
12. Module 12 - Budgeting-Managing Your Income
13. Module 13 – Resume and Social Networking
14. Module 14 - Cover Letter and Job Interview
15. Module 15 - Reflective Letter
16. Module 16 - Communications Activity.
Ten (10) STEM orientation classes have been created for STEM students on all campuses for fall
semester 2017. The course is one credit hour and will meet face-to-face for one hour each week with the
assigned faculty advisor.
Development of New Programs and Degree Options
The Title Ill staff worked with the industrial electronics instructors to develop an industrial systems
option and electromechanical option. The instructors completed the Course Revision/Addition Forms and
Academic Substantive Change Forms and presented them to the Instructional Council in January. After
the forms were approved by the Council, the Title Ill staff assisted the instructors in completing the
necessary documents for submission to the ACCS Office. The curriculum changes/additions were
subsequently approved by ACCS and the Alabama Commission on Higher Education. SACSCOC
accepted the curriculum changes/additions with no requests for additional information. SACSCOC
notification was received on April 21, 2017. The equipment purchases for the industrial electronics
program were subject to bid laws. The Title Ill staff, along with the industrial electronics staff, prepared
bid specifications which were submitted to three vendors. The bid was awarded to Southern Educational
Systems in March, 2017. The equipment has been delivered and set up and instructors are preparing
lesson plans and lab activities for the new options. Some of the classes will be hybrid or online to
accommodate working students. The industrial systems instructor is working to complete the Canvas
Level I Certification to teach hybrid and online courses. The other industrial electronics instructors have
already completed the Canvas Level I Certification and are teaching hybrid and online courses.
Year One activities cover four of the six objectives outlined in the grant. In Year Two, all six objectives
will be measured.
