Scenario Planning and Outcomes – Guiding Future Investments through a Non-Traditional Approach Scenario planning develops a framework for municipalities, organizations, and stakeholders to make well-informed decisions that help achieve a cohesive vision for the future by analyzing seemingly disparate factors that can impact the way a region develops. This panel will review the outcomes of various scenario planning applications and the guidance each provided in developing implementation plans. Crissy Fanganello Dan Baer, AICP Jacob Riger, AICP
It’s Electric! (Vehicles): The Future of Zero-Emission Cars and Buses in Colorado Emissions from the transportation sector are the leading source of air pollution and the second leading source of greenhouse gases in Denver. This session will cover the lessons learned, opportunities, challenges, and future plans from the key players who are promoting and implementing transportation electrification in Colorado. Carly Macias Mike Salisbury Leslie Eudy RJ Harrington
Dockless Scooters: Love 'Em or Hate 'Em: Let's Talk It has been nearly eight months since dockless mobility vehicles (electric scooters) have hit the streets in Denver and nearly two years since they dropped in North America. This transportation trend is disrupting systems all over the world in ways not seen since the invention of the automobile. In June of 2018, 200 scooters appeared out of thin air, and the debate began. This session will travel through their short, but storied history to explain the State of scooters across the nation and Denver. Josh Mehlem Jessica Hernandez, AICP Nicholas Williams
Central 70: Breaking Ground Want to learn more about CDOT’s largest-ever infrastructure Project? Hear from three Central 70 representatives and learn about how this Project, which connects more than 200,000 motorists daily via Interstate 70, has paved the way for innovation, workforce development, and community outreach. Stacia Sellers Jennifer Nielson, PE Molly Bly
Turborotonde: Roundabouts Reinvented The idea of turbo roundabout was conceived in late 1990’s and geometric guidelines were developed by 2008. Soon most modern roundabouts were replaced by Turbo roundabout throughout Europe. This presentation explores the advantages of Turbo roundabouts. Evgeniya Tyson, PE How Breckenridge Manages Traffic and Parking Through ITS The Town of Breckenridge faces growing traffic congestion as the result of an increase in the region’s population and the popularity of the activities offered. Finding parking is equally a challenge. Breckenridge is undertaking a combination of approaches to address these changes, including ITS. Andrew Vidor Connecting Smart Cars to Smart Cities Smart phones, cars, cities, now smart infrastructure – what is it, and why do we need it? How will it affect our companies, clients, and industry? What should my colleagues expect, and when will smart infrastructure impact my work? Tim Sylvester

Smart City. Smart State. Technology is transforming transportation. Come learn about Smart City and Connected Vehicle programs from panelists who are leading Denver’s Smart City program, UDOT’s Connected Vehicle initiatives, and Panasonic’s CityNOW solutions. They will be sharing insights from current projects, what is coming next, and will conclude with an engaging discussion on how this field is advancing. Matthew McAllister Blaine Leonard Kellen Pucher
Measuring Value in the Workplace How is value measured in the workplace, employee by employee, whether in the private, public or non-profit sectors? Performance measures are often based on dollars: dollar amount of projects managed, revenue generated, and profit. These are important metrics but how do we also measure the value of the employee who shares their energy to enhance office culture, retain staff, nurture relationships, mentor employees, and more? Lindsey Sousa, AICP, LEED-AP Jenny Young, PE, AICP Kathleen Bracke, AICP
The Ever-Changing Resource Economics of Transportation In many ways, planning and designing transportation solutions is an exercise in allocating resources. Emerging trends in transportation are shifting the resource paradigm beyond travel lanes, parking, and green time. This session will explore the evolving resource demands created by emerging transportation modes and shifting user expectations, as experienced by planners and engineers in Denver and Boulder. Alyssa Alt Chris Hagelin Randall Rutsch, AICP
I-25 South Gap: Monument to Castle Rock in Record Time The I-25 South Gap project stemmed from a Planning and Environmental Linkages (PEL) study. In response to intense public and political pressure, CDOT worked with a broad coalition of local, state, and federal partners to plan, fund, design, and complete an Environmental Assessment in record time. The project went from PEL to construction in less than 2 years. Josh Laipply Carrie DeJiacomo-Wiedner Chuck Attardo Michelle Pinkerton Herman Stockinger Tricia Sergeson
Development of VSL Algorithms on I-25 Gap & I-70 West Empirical examination of the relationship between flow/density, speed and crash rate on freeways in Colorado suggests that as flow/ density increases crash rate initially remains constant until a certain critical threshold combination of speed and density is reached. Once this threshold is exceeded the crash rate rapidly rises. This presentation will explain how safety performance based VSL algorithms were developed for I-25 Gap Project and I-70 West. Jake Kononov, PE, PhD Jim Williams, PE Traffic Incident Management. on I-70 in Eastern Colorado I-70 in Eastern Colorado experiences crashes, rollovers and wind events more than you would expect. This session will describe how the presenter united local first responders to understand TIM's and to place these practices into actions. Larry Haas Celeste Chavez-Shinn Development of Meaningful Metrics for Safety and Mobility with Vision Zero Vision Zero report cards often list various transportation improvements that address community objectives such as building curb ramps or projects that address cycling comfort. These types of efforts, albeit important, may not specifically ‘move the needle’ on crash numbers. This session will discuss how to report metrics for Vision Zero and create meaningful parallel programs to quantify mobility and accessibility objectives. Martina Wilkinson, PE, PTOE

The Launch of Denver's First Driverless Shuttle Project (61AV) The 61AV project is a partnership between RTD, City and County of Denver, Colorado DOT, EasyMile, Panasonic, and other stakeholders that introduces an autonomous shuttle demonstration as a first and last mile connection to the 61
st and Pena rail station.
Kristin Bucholz Bruce Abel Marie Nakagawa
Trends Affecting Transportation (TNC Service Access for All) This session will focus transportation technology barriers and solutions to ensure that shared mobility is accessible, affordable, and equitable for underserved communities by highlighting four case studies of human-services transportation pilots with mobility on demand providers. Jennifer Briggs, PMP Lisa Curtis Angel L. Bond
Aurora’s Mobility Choice Future This session will describe two projects recently completed by the City of Aurora that highlight how the City is planning and implementing projects to provide a range of mobility options. The presentation will focus on two projects: 1) Northeast Area Transportation Study (NEATS) and 2) Westerly Creek and Toll Gate Creek Connections to Florida Station. Mac Callison Tom Worker-Braddock Sara Ciasto, PE
"Stuck in the Middle": Addressing RTD's First and Last Mile Problems A person's decision to use transit (or not) use transit so often depends on that mile or so surrounding a station or stop. Is it easy to get to? Are there barriers? Are there bike/ped facilities in good repair? Does that cool, new solar-powered autonomous shuttle serve the station? This session will introduce RTD’s recently completed First & Last Mile Strategic Plan. Paul DesRocher Jonny Rotheram Maggie Brown
RTD Regional BRT Identification Take a closer look at the process used by RTD to identify and evaluate top-tier BRT corridors for investment consideration. The process evaluates travel corridors throughout the 2,000 square mile service area and gives consideration to existing and future travel demand, land use characteristics and demographics. Holly Buck PE, PTP How Well Do Shared Mobility Services Actually Work in Denver? Shared mobility is having a moment in Denver: you've seen the scooters, you probably Lyft or Uber, and you might even have taken the bus. We're told they can solve urban gridlock and reduce SOV trips, but what does it take to honestly replace a car with shared mobility? Wesley Dismore, PE Collaboration and Consensus Building for the WestConnect Corridor The session will describe the collaborative process completed to build consensus for a plan of future transportation improvements along the WestConnect Corridor. The 32-mile long corridor extends along C-470 from Kipling Parkway to US 6, along US 6 through Golden, and along CO 93 from Golden to Boulder. The WestConnect Coalition is comprised of nine agency stakeholders. Decision-making for the corridor had to be collaborative and focused on defining a path forward for transportation and mobility improvements for all. Joe Hart, PE

Over the Colfax Clover: Catalytic Change Driven by and for Community Every community has infrastructure that is repeatedly called out for change in planning efforts, but stagnates in implementation because it is too big, too challenging, costs too much, and is too complex. These are the catalytic spots in communities. The Federal and Colfax Interchange is all of these and the community is clamoring for change. Find out how community voices can be elevated and connected with decision makers to overcome long-standing hurdles. Piper Darlington Dan Shah Jordan Block Critter Thompson
People-Focused Street Design: Matching Design and Outcomes Historically, our streets have been designed with drivers as the primary user in mind. As Denverites are increasingly choosing to walk, bike, scoot, or take the bus, street design practices need to be modernized to create streets that are safe, comfortable, and enjoyable for all users. The session will include interactive polling, engaging all audience members in an inclusive manner. Emily Lindsey, AICP Rachel Finfer
A New Angle on the Diagonal Highway – SH119 Bus Rapid Transit Project The SH119 Bus Rapid Transit (BRT) project led by RTD in partnership with local stakeholders in Boulder County and CDOT developed a unique solution to move people through the SH119 corridor whether they ride transit, a bicycle, carpool, walk, or drive a car. RTD, CDOT, local agency staff, and the consultant team will provide their different perspectives on how BRT/managed lanes and a shared use path became an integral part of the SH119 BRT project. Chris Quinn Gabrielle Renner, PE Phil Greenwald, AICP Patrick Picard, AICP Dan Marcucci, PE Phil Hoffman Amy Kennedy
Future of Regional Mobility: Express Lanes Master Plan Learn about the new integrated Express Lanes Master Plan. As Colorado’s population continues to grow, the proven success of Express Lanes and the use of toll revenue-backed project financing, which supports accelerated transportation infrastructure development, has created a need to develop a statewide strategic Express Lane Master Plan (ELMP) to support the growing economy. The ELMP will serve as a comprehensive, long-term, strategic road map for the prioritization, planning, and development of future Express Lane projects. Nick Farber, JD Scott Pitera
