On Thursday, December 7, 1989, the Kimball Board of Mayor and Aldermen met in the Twon Hall for their regular monthly Board meeting. Mayor Cooley called the meeting to order and asked for a roll call. Those present were: Mayor Cooley, Vice-Mayor Davis, Alderman Repolcis, Alderman Payne, Alderman Blankenship and Attorney Goucjer.

Vice- Mayor Davis made the motion the minutes be approved as read; Alderman Reynolds second the motion. All voted aye.

Paul Johnson with Jackson, Johnson and Murphy Accounting firm in Chattanooga was at the meeting to discuss the recent audit. Paul said this was the "best yearby farH that Kimball has ever had. This is the first year with a positive balance in the sewer fund. He said Kimball was in complete compliance on this now. We were in the black on all funds.

Mayor Cooley stated Peterson Outdoor Sign of Chattanooga had submitted an application for a sign in the Industrial Zone near TAC. vice-Mayor Davis made the motion the sign be approved. Alderman Blankenship second the motion. All voted aye.

There was also a sign application submitted by Roger Powell but since there wasn't a representative here, it was tabled until next month.

The Board had received a Beer application from Herbert Wells to open "Hosey'su at 1352 Main Street. Each Board member had been given a copy of the application to review. Vice-Mayor Davis made the motion the application be approved. Alderman Payne secorid the motion. All voted aye.

Mayor Cooley stated the Town had been notified that they needed to adopt updated additions to the Southern Building Code. Alderman Reynolds made the motion to adopt the updated additions. Vice-Mayor Davis second the motion. All voted aye.

Mayor Cooley said the Board needed to adopt certain legal for the hourly employees. Those holidays would be:

New Year's, July 4thl Labor Day, Thanksgiving and Christmas. Vice-Mayor Davis made the motion to adopt these holidays. Alderman Reynolds second the motion. All voted aye.

Mayor Cooley said McDonald's was in non compliance with the sign ordinance with a portable sign on their property. The Building Inspector (Jerry Don Case) had notified McDonald's at least twice about this and had even taken them a copy of the sign ordinance. The Board asked Police Chief Don Curtis to cite McDonald's to court on 12-8-89.

Vice-Mayor Jere Davis talked to the Board about the possibility of buying a one ton or a pick up truck from the State for maybe $1500-2000. Mayor Cooley asked if he heard a motion giving Vice-Mayor Davis permission to purchase a truck up to $2000. if we were called by the State. Alderman Blankenship made the motion giving Vice-Mayor Davis permission to purchase a truck up to $2000. Vice-Mayor Davis second the motion. All voted aye.

Police Chief Don Curtis gave the Police Report as follows: There had been 46 arrests; fine money collected was $1790.75; litigation money collected was 162.75; Police reports and parking tickets was 110.00. This made a grand total of fine and miscellaneous monies $2063.50. Alderman Reynolds made the motion the report be accepted as read. Vice-Mayor Davis second the motion. All voted aye.

The Fire report was given by Chief Blankenship as follows: There had been 7 fires during the month; five had been Mutual Aid and two had been inside the City. The firemen had had a training on Saturday November 11, 1989. Several firemen had attended; seemed to be very good training. The Haun pumper was in need of repair; the governer wasn't working properly. The other trucks were working okay. Chief Blankenship requested to purchase 25 hoods for the firemen. This would be better protection to the neck and head. Cost would be approximately $10.50 each. Vice-Mayor Davis made the motion to purchase the hoods for the firemen. AldermanPayne second the motion. All voted aye. Chief Blankenship stated he had also ordered 6 batteries through the Ambulance Service. The batteries would cost maybe $11.00 each. Mayor Cooley asked if he heard a motion to accept the report as read. Alderman Reynolds made the motion to accept the report. Vice-Mayor Davis second the motion. All voted aye.****Attorney Gouger advised the Board the Fire Dept. should no longer respond to County fires outside of the Mutual Aid Agreement. This was "only because of our liability and our firefighters protection." The Board advised the Fire Dept. NOT to ask to go outside of the City limits to places not in the Mutual Aid.

Mayor Cooley stated the Board had a petition to annex certain territory. This was tabled until the next meeting.

With no other business to be discussed, Alderman Reynolds made the motion the meeting be adjourned. Vice-Mayor Davis second the motion. All voted aye.
