On behalf of the San Clemente Chamber of Commerce and our nearly 500 member organizations, I am writingto support a fair and inclusive regulatory process for the proposed restart plan and operation of the San OnofreNuclear Generating Station (SONGS) Unit 2.

The Chamber believes that Southern California Edison should be allowed to restart and operate SONGS asproposed in their Return-to-Service Action Plan if the Nuclear Regulatory Commission (NRC) determines theyhave sufficiently completed the compensatory and corrective actions requested in the March 27, 2012Confirmatory Action Letter.

With growing electricity demand, businesses in California will need even more clean, reliable and efficientelectricity to keep running without interruption day and night. The California economy is facing a tough, uphillclimb out of the recession. It is no surprise that companies have been leaving California in search of lowercosts of doing business. Nuclear power is one of the lowest-cost producers of baseload electricity and has alower production cost than coal or natural gas which helps reduce the price of electricity for businesses.

SONGS is vitally important to all of Orange County, but especially to communities such as San Clemente, inthe immediate vicinity of the plant. Not only is reliable electricity vital to the continued operation of ourmember organizations, but the plant and plant employees are also important customers for our restaurants,hotels and other retail establishments. Southern California Edison and its employees also provide local charitieswith more than $300,000 annually in contributions plus thousands of hours of voluntary community service.

We are confident that Southern California Edison is focused on protecting the health and safety of the public, asthey have done for the over 40 years the plant has been in existence. Getting SONGS back online as soon aspossible is the only long-term electricity solution for maintaining a healthy economy in San Clemente.

Dear Mr. Collins:

On behalf of the Central City Association (CCA) and our 450 members, employing more than350,000 individuals across the Los Angeles region, I am writing to express CCA's support foran inclusive regulatory review process that will permit the restart and operation of the SanOnofre Nuclear Generating Station (SONGS) Unit 2 in a timely manner.

Upon careful analysis and inspections, Southern California Edison (SCE) has concluded thatSONGS Unit 2 can be operated safely and in compliance with industry norms. If the NuclearRegulatory Commission (NRC) determines that SCE has addressed all the corrective actions,we believe operations at SONGS Unit 2 should resume immediately. With growing electricitydemands, California businesses and residents are increasingly relying on clean, reliable andefficient electricity.

While we share your safety concerns and applaud your due diligence over the course of thelast nine months, our members have concerns regarding the review process. Such reviewsoften involve a thicket of hearings, appeals and other steps that can take as long as two yearsto complete. CCA is asking for a fair and transparent process. We believe the proposal bySCE to restart Unit 2 at 70% of full power for 5-months, before taking it offline again forfurther inspections and safety precautions, is a reasonable request, unless the NRC haveidentified additional violations.

Today, California relies on nuclear energy for one-fifth of the state's electricity. Since itsbeginnings in 1968, SONGS has produced more than 350 billion kilowatt-hours of electricity,exceeding all other individual power sources in the region. It has been a constant source ofreliable energy and, it will continue to be, especially in meeting the state's air qualitystandards to reduce greenhouse gas emissions.

On behalf of TLW Legal and Government Support Services, a Minority and Woman-Owned businessoperating in the state of California, I am writing to express support for a process that leads to the safe restartand operation of the San Onofre Nuclear Generating Station (SONGS) Unit 2. As an energy-based, strategicsolutions company, we understand the importance of maintaining adequate energy resources to meet currentand future demand. It is imperative for the reliability and system stability of the power grid in the state ofCalifornia and throughout the region to allow Southern California Edison to bring SONGS back on line inaccordance with the effective execution of their proposed Return-to-Service Action Plan and sufficientcompletion of the compensatory and corrective actions outlined in the March 27, 2012 Nuclear RegulatoryCommission (NRC) Confirmatory Action Letter.

TLW Support Services employs professionals formerly employed by the largest electric utilities in the US. Weknow first-hand that developing alternative sources of energy to offset the loss of power generated at SONGSwas necessary as an interim measure, but there is concern that it may not be a viable reliability or economicoption for a sustained resource solution. Undergoing construction of new energy facilities to replace SONGS isa multi-year endeavor and may not be the most optimal solution considering the immediate need. A systematicrestart of SONGS could provide a level of stability and predictability that our industry and communitiesdeserve. It is also important to maintain a diverse energy mix that includes nuclear to manage the impacts ofvolatility in fuel prices that may result from reliance on any single energy source.

As a minority business owner, I am intimately aware of the issues facing African American businesses andresidential communities. Our communities depend on these resources to "keep the lights on" and "keep energycosts manageable." Continued economic growth in the business and residential community in California andbeyond is dependent on the continued operation of energy facilities like SONGS that provide jobs to residentsof our communities and business contracting opportunities to business owners from our communities.

To that end, we encourage the NRC and all decision makers to consider the perspective of the minoritybusiness and residential communities as you move forward to a final resolution. In addition, Great Opportunities attended the NRC's Public Meeting at the St. RegisMonarch Beach Resort in Dana Point, CA. on October 9, 2012 and we are concerned withthe lack of input the NRC sought from the impacted business community throughout themeeting. Turning our fragile recovery into strong economic growth requires affordable,reliable power to business and resident alike. Re: Support Safe Restart and Operation of San Onofre Nuclear Generating Station Unit 2

Dear Commissioner MacFarlane:

On behalf of the Costa Mesa Chamber of Commerce, our over 400 members, and our more than 4000Costa Mesa businesses - all of which depend upon affordable and reliable energy - I strongly support afair and inclusive regulatory process for the proposed restart and Southern California Edison's (SCE)resumed operation of the San Onofre Nuclear Generating Station (SONGS) Unit 2 reactor.

With growing electricity demand California businesses will need even more clean, reliable and efficientelectricity to continue running without interruption day and night. When operating, SONGS provides upto 2,200 megawatts of electricity, about 10% of the peak daily electricity usage in the region, andprovides a base of power to serve customers' needs day and night regardless of the weather. Thiscannot be duplicated by other clean power facilities such as wind farms or solar stations which do notrun 24-7, cannot produce equivalent levels of power and don't provide the same voltage support.

With the California economy still inma tough, uphill climb out'of the recession, it is imperative thatregulators encourage lower costs of doing business. Nuclear power is one of the lowest-cost producersof baseload electricity and has a lower production cost than coal or natural gas, helping to reduce theprice of electricity for businesses. Although current cheap prices of natural gas are prompting a rise in itsuse for electricity production, it is important to maintain a diverse energy mix that will dampen anyswings in fuel prices and the availability of any single energy source.

If SONGS Unit 2 remains offline beyond 2014, SCE would need to consider a combination of othergeneration resources and/or construction of transmission lines throughout the LA and OC region. But,the multi-year regulatory reviews and approvals needed for new construction take time and businessescannot afford a blow to the critical infrastructure, but would greatly benefit from the continued operationof SONGS with the stability and predictability that nuclear power brings to the energy mix.

SCE and its employees have been invaluable partners in Southern California, supporting charities,schools and communities not only with financial contributions, but also with thousands of hours ofvoluntary community service. SCE is not just an energy provider, it has earned a place as a valuedneighbor - a neighbor that deserves our support and faith in its ability to operate SONGS safely.

Dear Chairperson Macfarlane:

I have studied the issue of San Onofre and believe that the San Onofre Station should be put back into operationas soon as possible.

As a residential customer, I am concerned about the reliability of power for myself as well as my relatives andneighbors. The California economy is facing a tough, uphill climb out of the recession. Should San Onofreremain offline beyond 2014, SCE would need to consider a combination of other generation resources and/orconstruction of transmission lines throughout the Los Angeles and Orange County Basin.

While current cheap prices of natural gas are prompting a rise in its use of electricity production it is importantto maintain a diverse energy mix that will dampen any swings in fuel prices and the availability of any singlesource.

California energy customers cannot afford an unreliable electric system.

Dear Chairwoman Macfarlane:

On behalf of the Huntington Beach Chamber of Commerce and our 700 plus members, I am writing to support a

fair and inclusive regulatory process restart plan and operation of the San Onofre Nuclear Generating Station

(SONGS) Unit 2.

The Chamber believes that Southern California Edison should be allowed to restart and operate SONGS asproposed in their Return-to service Action Plan, if the Nuclear Regulatory Commission (NRC) determines theyhave sufficiently completed the compensatory and corrective actions requested on the March 27, 2012

Confirmatory Action Letter.

With growing electricity demand, businesses in California will need even more clean, reliable and efficientelectricity to keep running without interruption day and night. The California economy is facing a tough, uphill

climb out of the recession. It is no surprise that companies have been leaving California in search of lower costs ofdoing business. Nuclear power is one of the lowest-cost producers of base load electricity, the cleanest in its

impact on the environment and has a lower production cost than coal or natural gas helping to reduce the overall

price of electricity.

Developing alternative sources of energy to offset the loss of power generated at SONGS may be necessary aswell, but the Chamber is concerned that no source will be able to put into place quickly enough to provide theimmediate reliability that our businesses need 24/7. While cost is not the concern of the NRC, what the cost will

be to create new power plants, transmission lines and enabling alternative sources of power does indeed weighheavily on the minds of every business owner in Southern California.

In addition, I personally attended the NRC's Public Meetings at both the St. Regis Monarch Beach Resort in Dana

Point and more recently at the Hills Hotel in Laguna Woods. Both I and many of my colleagues were concernedwith the lack of input the NRC sought from the impacted business community throughout those meetings. Weneed a safe solution devoid of politics and if restarting Unit 2 is viable we need that restart completed in a timely

manner with no further delays.
