REQUEST FOR EXPRESSION OF INTEREST (EOI) AND SUBMISSION OFELIGIBILITY DOCUMENTS FOR THE PROCUREMENT OF CONSULTINGSERVICES FOR THE CONDUCT OF IMPACT EVALUATION (IE) OF THE

TECHNICAL EDUCATION AND SKILLS DEVELOPMENT PROJECT (TESDP)

1. The National Economic and Development Authority (NEDA), through the 2016 GeneralAppropriations Act (GAA) continuing funds, intends to apply the sum of Nine Million FiveHundred Seven Thousand and Five Hundred Pesos (phP 9,507,500.00), inclusive of allapplicable government taxes and charges, professional fees, and other incidental andadministrative costs, as the Approved Budget for the Contract (ABC), to payments underthe Contract for the subject consulting services. Proposals received in excess of the ABCshall be aut?matically rejected at the opening of Financial Proposals.

2. The NEDA now calls for the submission of eligibility documents for the Conduct oflmpactEvaluation of the Technical Education and Skills Development Project (TESDP) whichaims to determine the difference the Project made, in terms of developmental results andimpacts compare to situation without the Project. The contract shall be completed withineleven (11) months.

Application for eligibility will be evaluated based on a non-discretionary "pass/fail"criterion. Eligibility documents of interested consultants must be duly received by theNEDA Bids and Awards Committee for Consulting Services (NBAC-CS) on or before 04April 2017 (Tuesday), 12:00NN at the following address:

3. Interested bidders may obtain further information from NEDA and acquire a complete setof Proposal Documents at the address given above from Mondays to Fridays, 8:00AM to5:00 PM starting 16 March 2017 upon payment of applicable fee for the ProposalDocuments in the amount of PhP10,000.00. The Proposal Documents may also bedownloaded free of charge from the Philippine Government Electronic ProcurementSystem (PhiIGEPS) and NEDA websites, provided that Consultants shall pay theapplicable fee for the Proposal Documents not later than the submission of their proposals.

4. Interested Consultants may submit their Legal, Financial and Class "B" EligibilityDocuments, as applicable, in advance (on or before 24 March 2017. 4:00PM) forpreliminary evaluation by the NBAC-CS in terms of completeness/compliance. TheNBAC-CS, however, shall only proceed with the preliminary evaluation upon payment ofa participation fee of PhP2,000.00. Note that said amount shall cover the attendantadministrative cost for the eligibility check and shortlisting process and shall be deductedfrom the cost of the Proposal Documents. The NBAC-CS, after its preliminary evaluationof advance submissions, shall inform the participating Consultants of any deficiency intheir respective submissions at least three (3) calendar days prior to the deadline forsubmission Eligibility Documents set in this Request for EOr.

5. The BAC shall draw up the short list of consultants from those who have submittedExpression of Interest, including the Eligibility Documents, and have been determined aseligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwiseknown as the "Government Procurement Reform Act" and its Implementing Rules andRegulations (IRR). The short list shall consist of not more than five (5) prospective bidderswho will be entitled to submit bids. The criteria and rating system for the short listing are:

6. The selection process will be conducted through open competitive procurementlbiddingprocedures using non-discretionary "pass/fail" criterion as specified in the IRR of RA9184. This procurement activity is open to all interested Consultants, whether local orforeign, subject to the conditions for eligibility provided in said Revised IRR.

7. Proposals shall be evaluated using the Quality-Cost Based Evaluation/Selection(QCBE/QCBS) procedure at a weight ratio of 80% for the Technical Proposal and 20%for the Financial Proposal. The criteria and rating system for the evaluation of proposalsshall be provided in the Instructions to Proponents/Bidders.

8. NEDA reserves the right to reject any and all proposals, including that of a single eligibleproponent, waive any minor deviation in the submitted documents which will notmaterially affect the substance of the proposal, annul the procurement/bidding process, ornot award the contract without thereby incurring any liability to the affected participatingConsultant/so
