Principles of RadioCommunicationsTraining FocusOur communication has become wireless. Radio, TV, Mobile

phones, cordless telephones and wireless LAN have become an

integral part o our daily live. But how does it work? What is re-

quency, why do we need modulation, what is a dBm and radio

intererence? While people using radio technology do not need

to know such things or non-technical sta working at regulatory

bodies and in wireless industry it might be helpul to have a basic

understanding o the background where their business is

ounded on.

10 Training Calendar | Spectrum Management & Monitoring

Training FocusThe radio spectrum is a limited resource that is shared between

dierent systems, operators and nations. It is the task o a

Regulatory Authority to manage the radio spectrum in a way

that its use is optimised to the beneft o all. For this policies

or the access and the usage o spectrum have to be defned

while considering national and international regulations. Also

technical and economical constraints arising rom the intended

spectrum usage have to be ulflled.

The training “Strategies or Modern Spectrum Management”

introduces state o the art approaches and methods used tomanage spectrum. Following an introduction to the interna-

tional ramework and the terminology defned by the Radio

Regulations dierent strategies are discussed. The training

covers the classical command and control approach as well as

recent tendencies like spectrum trading. Topics like technol-

ogy neutral defnition o licenses, dynamic spectrum usage,

cross border coordination methods, and approaches or

licensing and spectrum pricing completes the seminar.

Course ObjectivesAter the training the participants will understand the current

international ramework built by the radio regulations and the

ideas and strategies behind dierent approaches to manage

the radio spectrum.

Suitable forThe ocus has been laid to spectrum regulators and bigger

spectrum users like telecom organisations. Nevertheless the

course is also useul or consultants and all people and entities

with a general interest in the feld o spectrum management.

PrerequisitesGeneral knowledge o radio communication technology.

Strategies for ModernSpectrum Management

Technical Issues ofRadio Spectrum ManagementTraining FocusThe goal o spectrum management is to avoid harmul interer-

ence between radio stations. For this dierent procedures are

used. These procedures are based on regulatory requirements

and have to consider physical and technical limitations o radio

technology. Thus spectrum managers have to understand the

impact o technology to optimise the use o the radio requency

spectrum.

The seminar introduces to dierent physical and technical

aspects o spectrum management and explains how analyses

during intererence and coordinating calculations are done.

For technical basics like wave propagation, modulation schemes

and propagation modelling are reviewed. In a second step

typical coordination procedures or dierent radio services

like Broadcast and LandMobile are detailed, and calculations

and technical possibilities to avoid harmul intererences are

introduced. A separate section gives insight into radio monitor-

ing and spectrum scanning techniques.

Course ObjectivesAter the training the participants will have a detailed technical

knowledge o the dierent radio services and will understand

the principles behind typical coordination procedures.

Suitable forEveryone interested in technical aspects in the feld o

spectrum management.

PrerequisitesGeneral knowledge in radio communication technology.

Spectrum Management & Monitoring

MilitaryFrequency ManagementTraining FocusMilitary requency management has to consider dierent rame

conditions: National and international regulations or spectrum

and requency management, technical requirements o the used

systems and fnally the tactical requirements arising rom the

needs o the operation. The training gives an overview o proce -

dures used by military to perorm requency management in

national and international environments or common exercises

and operations and highlights experiences made during recent

military operations. For this the training is split in several parts.

Ater an introduction to international spectrum management

organisations, their procedures and their impact on militaryrequency management the training gives an overview on the

technical principles and spectrum requirements or selected

military applications such as radio communication, radio naviga-

tion or radars. In a third part an experienced military requency

manager will give insight into real scenarios and share his expe-

riences with the audience. Topics are or example the establish-

ment o appropriate procedures to ensure coordination with

other organisations during exercises and operations, or

approaches or allocation and sub-allocation o requencies or

adequate, spectrum efcient military requency management.

Course Objectives Ater the training the participants will be able to understand

typical requency requirements or military applications (e.g

radio communications equipment), and will have an insight into

typical organisations, approaches and procedures or military

requency management.

Suitable forAll people who are supposed to work

DVB-T2 – 2nd Generation DigitalVideo Broadcast

RecommendationsITU-R P.1546 - 1812

Training FocusThis training course is dedicated to all the people working

within the broadcast branch with interest o uture develop-

ment in terrestrial broadcasting. The participants will become

amiliar with the requirements, new eatures and consequences

o DVB-T2 like a 30% to 60% higher data rate, which makes it to

the candidate or introducing terrestrial HDTV or the possibility

o more extended single requency networks (SFN) compared

to DVB-T.

Course ObjectivesThis seminar explains the technology behind DVB-T2, startingwith its predecessor DVB-T. A urther part o the seminar will

give the participants a basic guidance on planning a DVB-T2

network.

Suitable forOperators, regulators, broadcast planning engineers.

PrerequisitesBasic knowledge o radio communications technology.

Training FocusDuring the last years the recommendation ITU-R P.1546 has

been well established. It has mainly replaced the “old” recom-

mendation ITU-R P.370 by passing a long and di fcult process

o changes and corrections. Nevertheless, there are still dis-

cussion points about the details in calculating feld strength

values inside these processes.

Taking into account the act that the ITU-R P.1546 is only a

coordination model based on statistical methods and feld

strength curves measured a long time ago, the idea came up to

develop a real physical model using complex path calculation

methods. So the ITU- R P.1812 was born and since then, similar

to the ITU-R P.1546, a long and hard process o collecting input

and discussions about corrections started.

Both recommendations have to be seen under di erent points

o views. A pure coordination model (ITU-R P.1546) based on

measurements on the one hand and a physical model (ITU-R

P.1812) taking into account real di raction eects on the other

hand. Knowing details about both recommendations is a un -

damental need or people dealing with broadcast planning and

coordination.

Course ObjectivesThe goal o this training is to get an overview o both recom-

mendations. Furthermore, or the most important unctionali-

ties a detailed knowledge will be imparted. The participants

will get the theoretical background as well as exercises or a

better understanding.

Broadcast Planning Exercisesusing CHIRplus_BC

Training FocusThe seminar will start with the confguration o CHIRplus_BC

and basics in feld strength calculations as well as intererence

analysis. One ocus o the training will be the usage o the

network processor and the various calculation results. Beside

the digital eatures o CHIRplus_BC the analogue part will also

be emphasised. The understanding o the principles o the

analogue network analysis is prerequisite or developing ef-

cient networks or digital terrestrial broadcasting.

Digital terrestrial networks (DAB+, DVB-T, DVB-T2, DVB-T2

LITE) are coming up with new requirements regarding thereception mode. Beside the additional portable or mobile

reception the digital challenge in broadcast planning is linked

with a lot o new eatures like single requency networks

(SFN’s) and network gain. To meet the new requirements it is

necessary to learn and use the numerous eatures o the tool

efciently. The training will impart theoretical and practical

knowledge.

Course ObjectivesAter the training the participants will be able to use the tool in

a very e fcient way. Furthermore the eatures and calculation

results will be imparted rom the theoretical as well as rom the

practical point o view.

large beneft or enterprises like public utility services or public

transportation. While this is unquestionable many other topics

require careul consideration: Is it better to use services rom

an existing operator or to build and operate an own network?

Which technology should be selected? How to describe cover-

age and capacity requirements?

The seminar “Proessional Mobile Radio (PMR)” discusses

these and other questions related to the design, the introduc-

tion and operation o digital trunked radio systems. Starting
