Building the Walls...
The PSC construction site saw some exciting
growth this month. As with any construction project,
when things start moving up, things start heating up.
Although it will be a few weeks before we start see-
ing the walls go up, the concrete has been poured,
insulation has been placed, and electrical conduit
has been installed. In the first half of October, the
grounds will be inundated with cranes as we watch the
tilt-up concrete walls rise into place.
September also brought an opportunity for the
Transition Team to tour some nationally renowned facili-
ties. At the end of September, the team of seven piled
into a Transitional Work Program’s van for a fourteen
hour drive heading to Tampa and Orlando to visit Flor-
ida’s Hillsborough and Orange County Sheriff’s Facilities.
With our heads filled with ideas, the Transition Team
returned ready to put what they learned into action.

Letter From the Director
Security & ITSecurity & IT
Members of the Transition Team traveled to
Alexandria to meet with the security company that
will be installing and maintaining our security systems
at LPCC and PSC.
In addition to speaking about our current Se-
curity system at LPCC New Hire Orientation, research-
ing multi-use kiosks, and attending meetings for the
future assignment of tactical radio frequencies, our
Security and IT specialist continues collaborative ef-
forts between LPSO and vendors by remaining in con-
stant contact with the selected security system pro-
vider to ensure a smooth and seamless transition into
the PSC.
Document DevelopmentDocument Development
The document development specialist
applied her experiences visiting Florida jails to
the process of document development by in-
corporating some ideas and concepts observed
in such areas as task manuals and policies and
procedures. Van also toured LPCC this month to
familiarize herself with the processes that will
help her to develop clear and concise docu-
ments for the PSC.
In the coming months, Van and Carin will
continue to visit with members of the Resource
Support Team to gather information to com-
plete the scenario writing phase.
TrainingTraining
During the month of September, our Training
Specialist, along with Training Lt. Joe Miller, Correc-
tions FTO’s and other LPSO employees became
A.P.T.A.C. (Applied Police Training and Certification)
certified. Lt. Miller and Carin Wilson were also trained
as Master Instructors of the course.
The Transition Team viewed their visit to Hills-
borough and Orange Counties, Florida as a training
opportunity and continue to apply lessons learned
through that visit, additional research and on-going
training to develop the best and most efficient Public
Safety Complex.

Construction and F,F & EConstruction and F,F & E
During September, more structural steel
was unloaded onto the site, preparing for
placement of the steel beams in the near future.
Workers built frames, installed electoral conduit
and boxes, and concrete was poured in the ar-
chitectural side of the tilt walls for the Secure
Housing and Training and Visitation Buildings.
Installation of the reinforcing steel and anchor
bolts continued at the Transitional Housing Facil-
ity. After the shallow conduit was roughed in,
the concrete pad was placed for the mechani-
cal building.

The Secure Housing will be a fully Direct Supervision Unit. So what does that mean for staff and offend-
ers? The most significant difference between direct supervision facilities and traditional housing facilities is that
in a direct supervision facility, the correctional officer is stationed inside the housing unit with the offenders.
The following issues of this newsletter will provide a brief overview of each principle of Direct Supervision.

The jail's mission and goals should be readily obtainable. Taxpayers are not anxious to spend more than they
have to on jail operations, and rightly so. While a community's discretionary fiscal priorities generally do not
include the jail, however, jail expenses cannot be avoided by neglect. Many communities have tried that strat-
egy, only to find it far more costly in the long run. The podular direct supervision facility is able to fulfill the
mission of the jail while, at the same time, reduce costs.”
