Implementation Status
The Language Proficiency Assessment was developed by the Civil Aviation Authority - ANAC;
The Language Proficiency Assessment is administered by ANAC. Some private organizations were also accredited by the Agency to deliver the test.
State oversight of aviation language assessment has been established;
Formal evaluation of personnel started in November, 2007.

Implementation Status
Since 5th March 2009, no differences exist between the national regulations and ICAO language proficiency requirements.
All licenses endorsed according to Annex 1, 5.1.1.2 (XIII):

Santos Dumont English Assessment SDEA
Oral interview composed of 4 parts (approximately 35 minutes): Part 1: Warm-up
Part 2: Interacting as a pilot
Part 3: Emergency situations
Part 4: Aviation topics
Minimum of two raters (1ELE + 1SME), third rater in case of divergent scores;
Raters recurrent training (ELEs) and initial training (SMEs).

Maintaining level 4
Concerning LPRs, ANAC primary focus is on testing for licensing purposes;
ANAC does not provide training for pilots, but since the adoption of LPRs the number of private institutions carrying on Aviation English courses has increased considerably in Brazil;
Fostering positive washback effect will enable candidates to concentrate on building the skills addressed in the test.

Approval of language proficiency tests
ANAC has developed its own language proficiency test for pilots - SDEA;
ANAC does not accept tests from other States;
For sake of standardization, all ANAC accredited institutions apply the same test: SDEA.

Language proficiency at level 6
English:
The candidate is formally assessed (SDEA);
ANAC is currently reviewing the process and developing new test specifications to determine if the candidate is a level 6.
Portuguese:
All Brazilian pilots;
No formal assessment.

License endorsement
• Whenever a pilot fails the test, ANAC issues a new license with the following endorsement:
ENGLISH NOT COMPLIANT ANNEX 1
• Pilots who have never taken the test to demonstrate their language proficiency also have the same endorsement on their licenses.

• Validation of foreign license (higher level than the Brazilian one)
• LP must be endorsed on the foreign license with expire date
• Contact CAA to verify the license information
ANAC will only endorse Level 4.

Challenges on implementing LPRs
• Huge country, great number of pilots with heterogenous backgrounds;
• Recruting qualified personnel to meet the national demand;
• State bureaucracy;
• Maintaining intra- and inter-rater reliability;
• Resistance of some pilots to accept the new rules, which they don’t consider paramount to international flights.
