QWhat steps should I take to ensure I receive the correct valuation from my agent when putting my property up for sale?

AA valuation, or more accurately a market appraisal, is carried out by an estate agent in advance of a property going to the open

market. This process is to establish the correct marketing price, usually in line with the current market conditions and sentiment at the time of inspection.

Although many vendors will usually sell via the agent they bought through, it is always advisable to get at least three independent appraisals carried out. Hopefully you will receive three figures at a similar level: this will either support or question the figure suggested by your favoured agent.

Whichever agent you choose, it is essential that they provide supporting evidence by way of comparables (similar properties both for sale and sold recently). If your agent is unable to justify their figures, it does leave you wondering how they would sell your property to any prospective purchaser.

Unfortunately some agents can be over-optimistic and provide inflated values to secure the instructions. Although these inflated values can be initially attractive to a vendor, they can lead to the property being perceived as overpriced and vendor expectations unrealistic.

If the property remains unsold, a price reduction is then requested by the agent on the basis of bringing it in line with the market, but more importantly to stimulate interest. Overpricing can, in most cases, be counter-productive and a waste of time in the marketing process.

Once you have digested all the reports compiled by your agent, a decision has to be made: what price to ask? The key here is firstly to identify the agent you want to work with, which – as mentioned earlier – is normally the agent you bought through. If not, choose the agent that gives you confidence in their price, supported by good market knowledge, good reputation and, most of all, the agent you can trust.

After all, they are going to be selling your single most important asset.

The housing market faces a pre-election slowdown, according to latest Knight Frank research

The general election will influence the direction of the housing market significantly in the coming year, especially in central London, but growth will get back on track over the next five years to 2019, according to Knight Frank’s latest forecast for the UK housing market.

“We stated last year that positive price growth was set to become a national story, with the ripple from London a well-established trend,” said Liam Bailey (pictured), head of Knight Frank Residential Research. “We noted at the time that there was a flipside to this development. Strengthening price growth in the short term would act to limit longer term growth,” he added.

“We remain of the view that pricing in the UK is high in historic terms and affordability constraints will limit future price growth, especially as we move into a more normal period for price growth. However, with the UK economic recovery continuing to gain traction and with positive real wage growth increasingly likely over the next five years, we believe there is scope for sustained price and

rental growth beyond 2015.”The forecast cites the ‘ultra-low’ base

rate in recent years as an accelerant on demand, especially among home-movers and buyers who have amassed a deposit and can lock into low-rate fixed mortgages, ensuring their monthly payments will not rise for two or five years or even longer.

“This rising appetite for property comes against the continuing shortage of new housing stock in the UK, putting strong upward pressure on prices in some areas,” explained Grainne Gilmore (pictured), head of Knight Frank UK Residential Research.

“This has been especially evident in London, where both the fundamental lack of supply of new homes and a lack of existing stock on the market have combined to deliver large double-digit annual growth in prices in some local authorities just outside the central areas.”

Construction activity has picked up markedly over the last year, but the Knight Frank forecast states that the large shortfall in the delivery of new homes will maintain price levels in the coming years.

marketviewPeople within the property industry have been nervous about the mansion tax ever since it was

first mooted by the Liberal Democrats in 2009, reports property finder Robert Bailey.

Since then, the Labour party has also included the tax as part of its manifesto, making it a central part of its election campaign.

Property taxes are nothing new and common in many parts of the world. What is different here is that it is an additional tax on top of stamp duty and income taxes. In most other parts of the world where there is a property tax, homebuyers aren’t paying an additional seven per cent of the home’s purchase price to the government.

Another key difference is that in other parts of the world, property taxes take the place of income tax, thereby taxing people on what they spend rather than what they earn to encourage savings and investment.

Countries that have property taxes also have departments that assess the value of the property annually. It is a massive undertaking but obviously vital if this is the country or state’s primary source of income.

Currently, there is no such proposal for any such structure here, but instead, private homeowners who may or may not have a home worth £2 million will have to pay for someone to value it.

What is more, many countries allow homeowners to offset the mortgage against the home’s value. For example, if the home is worth £2 million but the owners have a £1.5 million mortgage on it, they are only taxed on the £500,000 of equity they have in the property. Not here. Labour and the Lib Dems want to levy an annual tax on homeowners regardless if they have £1 of equity in the property or own it outright.

Ultimately, though, we come back to the fairness of such a tax. My family originally hails from the Harrogate area, where £2 million truly does buy you a mansion. Not in London, though, where it simply buys you a family house in the inner suburbs or a mere flat in central London. Boris Johnson was right when he called the mansion tax a tax on London.

While much has been made of the fact that OAPs can defer the tax until after their deaths, what about ordinary families? I met with a journalist last week who said he’d bought his house in Hammersmith 15 years ago for £400,000. Now houses on his street are selling for around £2 million, and should the mansion tax come in, he has no way of paying it. He, like thousands of others, would probably be forced to sell. But if they are, that will devalue prices so will they then be subject to the tax?

Whichever way you look at it, the mansion tax is a badly conceived idea.

The once humble terrace house is back in vogue, reports Cheryl Markosky

Terraced houses have outperformed all other types of housing over the past decade. According to Savills Research, the London terrace has shown the biggest increase in value by 92 per cent, compared to 73 per cent for detached houses and 70 per cent for flats.

The most expensive average price for a terraced house varies from £3.8 million in Kensington & Chelsea to £62,000 in Burnley.

Tim Fairweather of Sandfords Marylebone believes terraced homes have always held their appeal. “But since they now vary incredibly in size, style and location, they aren’t viewed as unassuming property anymore, attracting UK and worldwide buyers,” he said.

The modern terraced house can be beautiful as well as practical, from imposing Georgian townhouses to beautiful mews houses found in Marylebone, he adds.

“Shared walls, making the property incredibly efficient, is one reason why terraces are regarded as valuable,” Fairweather argues.

Terraced homes come with character and style and are the most sought-after property in west London, Jamie Lester of Haus Properties suggests.

“They can be extended to the side, rear, loft and basement, which typically costs £250 to £300 per sq ft and substantially increases value. Terraces sell for £600 to £2000 per sq ft, offering a modernised home catering for large families.”

James Bailey from Henry & James declares there’s nothing humble about terraces these days. “You have your own front door – it’s not a flat.”

Chelsea boasts quite a number of terraces, where you pay a ‘snobby’ premium for an end-of-terrace offering more space, according to Bailey.

“You’ll pay £2000 to £2500 per sq ft in SW3 for a terrace, and most purchasers are likely to dig down,” points out Bailey.

Recently he sold a terrace in Belgravia’s Kinnerton Street for £2.5 million. “The new owner did it up and now it’s worth £3.25 million.”

The idea of having a lease for just a finite number of years is alien to international buyers, so owning a terrace is more attractive, comments Jonathan Mount from The Buying Solution.

“Compared to flats, being in control and not being restricted by a lease or what other owners in the building say boosts the popularity of a terraced house,” he adds.

In terms of creating value within your terraced house, don’t do anything wildly different from the neighbours, advises Guy Meacock of Prime Purchase. “A basement will add lots of value, but get it project-managed to ensure a good job – and give yourself as much ceiling height as possible.”

Market sentiment showed signs of caution in the summer months due to a backdrop of political and economic uncertainty. A mood of hesitation has also been caused by the pending general election next May, and the possibility of tax changes affecting high-value residential property.

Political rhetoric is likely to continue throughout the remainder of the year. We do expect transaction levels to remain good, and pricing is key. If a vendor is realistic and the property is marketed at the right price, then it will sell.

Demand from overseas remains constant for lateral flats and family houses in good condition as Kensington and

Holland Park continue to be highly sought-after family orientated areas. Houses in excellent condition or those in need of total refurbishment are both always popular. Outside space is often preferred and off-street parking is always a bonus.

Our international desks remain very busy with enquires for properties both in Kensington and Holland Park. We find buyers fall into two categories: they are either time-poor and do not have time to carry out refurbishments, or they are looking to put their own stamp on their future home.

Bargains in the autumn sales

Rate cuts are tempting you to borrow, says Duncan FarmerThere is no logic to markets: no sooner have lenders started to cut their rates, particularly on fixed-rate mortgages, than

applications for loans fall and house prices quickly follow suit.

With most of the big banks and building societies – and a few small ones – launching an autumn price war (they would prefer to call it a sale), now would appear to be a good time to borrow money. The problems seen earlier this year, with the introduction of changes to borrowing rules brought about by the Mortgage Market Review, appear to have eased. The process has got much faster as lenders get to grip with processing loans, and as they weed out unsuitable applicants early in the process.

Rates on five-year, fixed-rate mortgages have fallen below 3 per cent in the past few weeks- and Virgin Money has even introduced a six-year deal at 2.99 per cent. If you go back four and a half years, the best five-year fixed deal on the market was through HSBC and had a rate of 4.64 per cent. That might now look expensive, but at the time Barclays was forecasting that the Bank of England base rate would

reach 5 per cent by 2015. Borrowers who had feared that, and took out the HSBC loan, may be kicking themselves for missing out on almost four years of rock-bottom rates, but the good news is that if someone with a £500,000 repayment mortgage switched now they could get an even lower rate. If they could afford repayments of £2,850 at 4.64 per cent, they can surely afford the £2,390 it will cost them on 2.99 per cent.

The other good news is that, having spent the best part of five years repaying their loan at a higher rate, they will be welcomed by lenders whose biggest concern in the new environment of tighter lending is affordability. They will also have reduced some of the loan’s capital and seen the value of their home rise, especially in London, thereby bringing down dramatically the loan-to-value ratio they need.

Also, if they maintain their new monthly repayments at the old, higher level, and overpay by the £460 they are saving on the new rate, they will go a long way to reducing their outstanding debt, so that when they come off the fixed rate at the end of 2019, and see that mortgage rates are far higher, they will at least owe far less.

have pricked up when Mark Carney, Governor of the Bank of England, warned households to prepare for higher

costs in the coming months because the point at which interest rates start to rise is getting closer. However, he also stressed that there was no ‘pre-set course’ for rate rises and repeated that any increases would be ‘limited and gradual’.

The good news is that lenders have one eye on their year-end figures and are ramping up their lending volumes to meet them. Subsequently, there are some excellent fixed rates available over two and five years so borrowers who are concerned about rate rises should act now to obtain some security.

While five-year fixes give protection for longer, it’s important not to fix for longer than you are absolutely sure about, or you may have to pay a hefty penalty to get out of the mortgage early. A two-year fix might be a better option if you are on a higher loan-to-value or have a tight budget and are hoping that the value of your property might rise, so that you can move onto a lower LTV in two years’ time. Or if you are unsure of future plans or life-changing events and don’t want to commit longer than two years.

Boris’s proposal is unworkableAn equally bizarre but headline-grabbing proposal came from Boris Johnson, the Mayor of London, who wants to stop foreign buyers snapping up the capital’s homes. While that may win votes from young Londoners trying to get a foot on the property ladder, it will find no favour with employers in the City, who rely on expertise from France, the US, Far East and elsewhere.

People lured here to work in highly paid, relatively low-taxed jobs contribute to London’s success as a financial hub and contribute hugely to the economy and diversity of our city. And if nothing else, in practical terms, Boris’s is plan is unworkable.

Mansion tax fearsAs next year’s general election draws nearer there are fears that a Labour government could introduce a so-called mansion tax on homes worth more than £2 million. Savills has already said that fears of such an imposition are slowing down sales of properties at that level, but the new tax is unlikely.

Labour’s poll rating fell by four points after it was announced, senior Labour politicians have called it a punishment tax and economists say that a far fairer measure would be to re-value the council tax bands, which currently mean that people living in a home worth £321,000 pay the same as someone in a multi-million pound mansion.

Beginner’s luckA first-time venture is proving popular in the Tonsleys, reports Cheryl Markosky

First steps, first day at school and first love are all seminal experiences in our lives. But what can be more ground-breaking than developing your first home?

Management consultant Simon Mawdsley has taken first steps as a property developer, renovating his first home on Alma Road.

“It was a complete wreck,” he says of the Victorian house he found on Zoopla while on a Spanish beach 14 months ago. As Mawdsley had lived in the area, he knew it was a good location and could attract buyers once he’d refurbished it.

Mawdsley also felt he had the right credentials for the job. “I spent my childhood on building sites, because my grandfather was an electrician. As a consultant, I work on plenty of projects – and this was just another one.”

Sensibly, Mawdsley stuck to what he knew – and hired experts when he needed help. For instance, when the back wall needed to be propped up, he engaged the services of a project manager knowledgeable about managing structures.

Another hitch that slowed down the process was getting permission from the council. “Initially, drawings

were rejected, because the planners looked at someone else’s plans by mistake. The delay meant the builders had nothing to do for six weeks.”

Yet for a novice, Mawdsley had no other glitches. The budget changed as the build went on – spending double what he’d originally anticipated – but it was all worth it in the end.

“I spent extra to ensure floors on the ground storey were at the same level and I completely stripped out the wiring. It was so dangerous the walls were live, which gave you that nice, tingling feeling,” he says.

Wearing rubber soles to avoid being electrocuted was one thing. Another was going back to bare brick to get the fundamentals right. Mawdsley even rendered the front of the house to produce a clean, mock Regency-style façade that matched the neighbouring property.

Luckily, Mawdsley’s architect/designer girlfriend was on hand to advise on the colour scheme: contemporary greys on the walls and whites on woodwork. “It’s in keeping with what people would want,” he adds.

Other pluses include new cornicing, skylights to admit natural light and knocking through and extending for a

new kitchen/dining room and double reception space, adding an additional 100 sq ft.

And there’s a new loft bedroom and large bathroom,“ produced by raising the roof more than half a metre,” points out Mawdsley.

Selling agent Nick Udovicic from First Union believes Mawdsley’s creation is ideal for a third move when that second kid comes along.

“Simon’s done all the tough stuff, leaving room for a buyer to customize. It’s all about the finish and the architectural features, like bi-fold doors leading onto the garden and generous ceiling heights in the master bedroom.”

Maudsley’s second and third projects will bring even more to the Wandsworth area. Watch this space.

All right on the nightA house that looked ship-shape inevitably needed work, finds Cheryl Markosky

Everything, except the bathroom, appeared in good order when Anja Bates and her husband Paul, who works in the City, uncovered a Victorian house on Eccles Road.

But when they got down to it, you probably won’t be surprised to hear that all manner of things needed sorting.

“We had to re-wire, re-plaster and change the radiators and bathroom, so we ended up living on a building site,” explains Anja, founder of a children’s toy company (www.spottygiraffe.com).

The Bates also built a side return extension to create a capacious, ground floor reception room and kitchen leading onto the garden. And on the upper floor, two bedrooms and a bathroom were tucked into the loft, offering five bedrooms in total for a growing family.

All the renovations have paid off, however, as the house went to sealed bids and sold for over the asking

price of £1.2 million, after being on the market for only five days.

Anja believes her property sold rapidly because “all the walls are white, the kitchen’s simple and everything’s finished to a high standard. And I installed matching stainless steel sockets and switches as it’s worth spending on detail.”

The most used room in the house is the kitchen. “We spend most of our time there,” points out Anja. She particularly likes the way you can access it from the hallway and living room.

But now with three offspring aged four, two and seven months, the Bateses are moving out of London.

“We need a garden. The one here is perfect for grown-up barbecues and we have the Common at the end of the road, but I’d like more space for the children,” Anja says.

needs rewiring, re-plastering, a new bathroom, and the kitchen is to be relocated to another room. However, the Bateses can “move themselves around” as the builders progress, and as they’ll be living on-site, “the builders will see us and get on with it,” suggests Anja.

Jonathan Dyson of Hamptons International, the agent behind the sale of Eccles Road, says the sale’s success was down to offering “absolutely the right product at the right price and Anja decorating the house in a clean, crisp, slightly Scandinavian way. She didn’t try to be too clever.”

Even in this softer market, properties will sell for more than the asking price if the finish is good. “But,” Dyson cautions, “there’s no room for over=ambitious pricing.”

Frank Kensington Lettings2014 had a very positive start with a 30 per cent increase in tenancies. What is worth noting is the return of the family house market, together with increasing City recruitment figures, leading to more prospective tenants.

The overall picture for the Central London market dictates a refreshing confidence, and the market has been strengthened by the natural increase in pace over the summer period. The market in Kensington, however, does still remain price-sensitive.

Presentation is still key, and having a sensible marketing strategy to begin with will inevitably reduce the time a property spends on the market. The market has not necessarily followed its typical historic patterns this year, and there have been certain peaks and troughs of activity leading to a slightly elongated summer market.

Situated between two of London’s most prestigious parks and surrounded by some of London’s best schooling, Kensington is a renowned family orientated area. Large family houses are always in demand, especially those presented in excellent order.

Kensington’s client base is closely tied to those working in the financial district, and with the City’s recruitment returning we have seen increased activity in the sub-£1000 per week market as more single professionals filter into the area.

As an overall summary, the rental values in prime central London rose for the seventh consecutive month in September, though at a slower rate than in recent months. An increase of 0.2 per cent took annual growth to 1.6 per cent, which is the highest rate in two-and-a-half years as the rental market in prime central London continues to recover. The recovery, which began at the start of the year, comes as the UK economy returns to health after the financial crisis.

The rentals market will also benefit as uncertainty surrounding next May’s general election dampens demand in the sales market to some degree. While there is no marked trend of vendors deciding to become landlords and buyers becoming tenants, this is happening to some extent and there are increasing instances of properties being marketed to both the sales and rentals market.
